Mitsie and Marc Allsop moved into theirHove home five years ago. Theirsearch for a new home had proved tobe a long journey. They had looked at
over 40 properties before being shown theircurrent home, and on first glance they wereready to reject it along with the others. Mitsietells the story: “From the front it looked so tiny, anew build in a very traditional cottage style. Tobe honest we were about to dismiss it, despite itticking so many of the boxes that we wantedticked, especially the lovely secluded locationthat was still so close to the city centre. When wewalked inside, though, we knew right away thatthis would be our new home. With fourbedrooms, a garage and vast amounts of reallyunexpected living space it was perfect for us all.
“We have lived here for about five years now,and happy as we were with the property we hadalways thought about expanding the living areain a quite dramatic way.
“The property already had a conservatoryacross the back but that was not really what wewanted – we had a vision of a large open spacethat retained the height and opened our homeright up onto our garden. The conservatory werealised wasn’t functional, but we were alsoaware that as the property is in a conservationarea there would be both restrictions andchallenges. But that said, we had our hearts seton getting rid of the conservatory and havingthat one big, open space.”
Having decided exactly what they wanted, andwith a clear vision and a determination to getexactly that, they set about finding a builder whocould do the work for them in the way that they
wanted it done, and to their exacting standards. Itproved to be a difficult task.
“We saw a string of builders but the answerwas always the same. What we wanted was not
going to be possible, the engineering wasimpossible, the steels required would be too big;all in all, they sought to offer us a compromise.”
Compromise was not, however, part of theAllsop vocabulary, and they continued to search.Eventually, Marc found DMB Solutions by lookingat websites for local building companies.
“We met with James Powell of DMB andimmediately knew that he could see thepotential that we could see. He came out andlooked at the space and did a proper survey, hegot an engineer involved and very soon theysaid that they could achieve what we wantedand for a better budget and offering far bettervalue. We saw that James has a great sense ofhow a space can work and excellent designideas. He managed to find a way to retain theheight of the space by modifying the structuralengineering – in simple terms, he managed tofind a way to give us what we wanted and makethat dream come true.”
So did DMB undertake the whole process?“They did all of the structural work, plastering,
flooring and the decor. We already had peoplethat we wanted to use for the garden deckingoutside and the built-in furniture, and to theircredit DMB worked with those companies veryopenly and very well, to get the very best resultfor us. I'm not sure that you would get that kindof co-operation from most builders. They madethe whole process as seamless as possible.
“In terms of schedule, there were one or twohold ups, but even with Christmas on the horizonthey pulled out all the stops to make sure thatwe had a comfortable living space in which toenjoy the holidays.

“Up until then of course we basically had tolive upstairs, as the works were on such a largescale, with the giant steels having to be lifted bycrane over our roof and into the garden behind.
“They were excellent, too, at keeping usupdated weekly with progress reports, and sentan email schedule and plans for the upcomingdays. They were very open in those progressreports and never hid away any possible delays.
“Most impressively, everything came inabsolutely on budget and we were blown awayby that. You always have a contingency planbut the fact that we didn’t need to use it meantthat we could really have what we wantedwhen it came to the built-in furniture and thequality decking.
“We had seen testimonials and pictures ofwork DMB Soutions had done on their websiteand we were impressed by that – but now havinghad them work in our home we are more thanimpressed. It’s a great team and you need that asyou have to live with them, every day, formonths. They were respectful of our privacy andour home, they worked cleanly and we really feltthat we could trust every one of them.
“The moment we got word that they couldstart we also got the news that our youngestson could have some much needed surgery.They were wonderful with him, and given theneeds of a three and a half year old who hadjust had both legs in full plaster casts and couldnot walk, they were so lovely with him, and wewere so glad that we did not postpone thework – or the surgery.

THE LANDLADYA hole in one ...
Last time that I visited Newhaven, itwas to see Westminster House – theformer home of NatWest Bank on theHigh Street. This time, I came for a
tour of the old HSBC a few doors up.When HSBC closed in September last year,
it did so as the only bank in Newhaven.Unmanned counters, with a thank you notefrom staff, greet those entering today. Behindthe front wall, bolts rise from the floor wherecash machines stood. The thick steel door ofthe vault downstairs is now open with itselaborate
workings exposed. The safe within claimsto be “FIRE & THIEF RESISTANT”. But itsadly wasn’t resistant to the harshrealities of the modern town centre.
The building was bought by MikeStimpson, one of the county’s mostsuccessful property investors, for just£155,000 two and a half years ago. Theseller wasn’t the bank as one might expectbut, instead, the family of the building’soriginal developer. HSBC (well, MidlandBank, as the lease still says) never actuallyowned the building.
The double-fronted four-storeyproperty consists of commercial premisesat ground and basement levels with twofloors of residential above (one two-storeymaisonette on each side). Eachmaisonette will become two one-bedroomflats.
It amazes me how often the upstairs oftown centre properties are forgotten. Inthis case, the maisonettes haven’t beenoccupied for decades. The building, whichI suspect is late-Victorian, underwent a1930s refurbishment and, perhaps,another in the 1960s. Indeed, oneVictorian marble fireplace has inlaid 1930stiles with what I presume to be a 1960selectric fire in front.
Little has changed here since flares were en vogue and green, blue andpink walls de rigueur. With French investment in the port promised, thefuture of Newhaven will not be dull.www.buildingopinions.com [email protected]

Many years ago I asked friends tostop buying Christmas presentsfor me, as I already had way toomuch stuff. Lovely though they
are, bits of bling and scented candles arenot much use if they're simply piling up inmy bathroom. Instead of returning thefavour, I decided to spend the equivalentamount of money on less fortunatefriends struggling away in Cuba or Africa.
Now that my 50th birthday is
approaching – at an alarmingrate of knots – I am at a loss as towhat to say when the inevitablequestion of what gift I would likearises. Increasingly, I'm thinkingof going for a practical approach.
In the same vein, my goodfriend and neighbour in Turkeyhas already given me aninvaluable gift: a 6cm square hole. I think I need to elaborate further, justin case you think I've lost the plot ...
Last week, I installed air conditioning at my house, because it is hotenough to roast a leg of lamb in the bedroom during summer. Airconman arrived and declared the wall directly above my bed to be theperfect location for said machine. This was far from the case, but when Isaid I wanted it on the opposite wall, for practical rather than ornery
reasons, Aircon man came out withseveral flimsy excuses. My dark pastas a plumber means I'm well-versedin the reasons why things ‘can't’ gowhere the customer wants them,the main reason being that it will bea right royal pain in the arse to putthem there.
Fortunately, my lovelyneighbour – who wishes to protecthis identity with the name 'Hilti
Man' – had said that he would happily knock a hole in my wall in orderto put my 'time bomb' gas bottle outside. A date was set and, magically,Aircon man was suddenly able to install the machine on the wall of mychoice. Funny, that.
Hilti Man arrived at 8am the following morning (he likes an early startand I dared not demur) and by 9.30am a large hole was made in my twofoot thick solid stone wall. The following day, the Aircon was installedwithin half an hour thanks to the efforts of Hilti Man, who then came andfilled the hole with great skill, with an extensive audience of stray catsand dogs who were probably hoping that food might issue from thehole.
So, if you were wondering, I'd like something practical for my birthday.And I've already got the hole ...

Acomprehensive report by a leadingproperty expert is calling for 10 keychanges in the private rental sector(PRS) to improve and safeguard the
industry for all involved. The report, published this month, is based
on an independent analysis of the market byKate Faulkner, managing director ofconsultancy Designs on Property, with inputfrom key individuals and organisations in theindustry including property specialist Leaders,self-regulating agent bodies and privatelandlords.
Leaders’ Technical & Compliance Director,Carole Charge, has decades of experience in theindustry and was a key supporter of the report.“The report is impartial and has looked at thePRS from everyone’s angle – tenants, landlordsand agents – with the aim of improving it forall,” she said. “The PRS is becomingincreasingly important in our housing marketand must meet the needs of a growing tenantpopulation. But this must be achieved withoutover burdening the sector with so muchlegislation and control that it deters landlordsand results in a lack of stock in the future. Thatwould be detrimental to tenants who rely on
the PRS for their housing needs.” The report provides a unique snapshot of the
current private rental sector, its recent historyand future potential. “With the general electioncoming up, the future of the rental market is ahot political topic and this report will be aninvaluable resource for policy-makers in thefuture,” said Ms Charge. “The report finds thatthe sector works well for most tenants,landlords and agents, but that it does fail aproportion, mainly with regards to thecondition of rented property and eviction.”
The 10 changes recommended in the report are:
1. The creation of a 15-point checklist whichagents, landlords and tenants can undertake todetermine that a rental property is legally let,especially regarding electrical checks.
2. Compulsory client money protection for all
LETTINGS NEWS letting and managing agents.3. A taxation system where rented properties
are treated as businesses, encouraginglandlords to invest.
4. A rental market free from controls.5. A tick box on council tax forms to say a
property is rented.6. Uniformity, so that all landlords and
letting agents must adhere to the samestandard within the self-regulated sector.
7. Existing and new regulations to beenforced with a realistic budget, eg, penaltynotices for tenant/landlord offences, proceedsto be kept by the local authority and re-invested in further enforcement and education.
8. Cross government, industry andorganisations agree to educate tenants andlandlords from one source.
9. Ensure the ‘how to rent’ guide is includedin the national and higher educationcurriculum under the Personal FinanceEducation Group and the NUS.
10. Mandatory Continuing ProfessionalDevelopment (CPD) training for all involved inthe PRS (e.g. lenders, insurers, landlords,letting agents, charities, housing associations)on property conditions and maintenance.
“Following this report, it is vital for all thoseinvolved in the PRS to come together to bringabout the necessary changes,” said Ms Charge.

LHTEN CHANGES TO IMPROVETHE PRIVATE RENTAL SECTOR

If you rent out a property in Brighton, thereare changes afoot that could well affect you.Brighton & Hove City Council is proposingfurther licensing requirements for houses inmultiple occupation (HMOs) across the city.
What is licensing?Licensing is the need for landlords to registertheir properties with the council so that healthand safety checks can be made. Usually youhear about licensing in relation to HMOs – don’tbe fooled, HMOs are not just large blocks of flatsbut small homes, like the one you rent out.
What is an HMO?The actual definition of an HMO will catch thevast majority of properties that are not rentedto a single family. An HMO is any property thatis the main home to at least three tenants, whoform more than one family household, and whoshare a kitchen, bathroom or toilet.A similar scheme was introduced in 2012 to theLewes Road area, but it is now being proposedto be extended to Brunswick & Adelaide,Central Hove, East Brighton, Goldsmid, PrestonPark, Regency and Westbourne.

What will licensing mean?Now that depends who you ask! According toBill Randall, chair of the housing committee,licensing is a way to register all homes so theycan be inspected: “Private rented housingaccounts for about 30% of all the city’s housing,and the council has a duty to make sure thesehomes are safe, healthy and well-managed.”According to the Brighton chapter of theNational Landlord’s Association (NLA):“Licensing is a further tax on the private rented
sector, targeting tenants that are not related toeach other. Shared housing is often occupiedby young people and key workers, vital tokeeping the city running. Licensing will increasethe costs for these tenants, and make housingmore unaffordable in Brighton.”
