 Participation  in  the  tournament  means  you  abide  by  the  tournament  rules.  

Tournament  Rules    

FIFA  rules  with  modification  published  below.  

Game  Length    

Semi  final  and  Final:  25-­‐minutes  first  half  of  the  game.  (10  mins  Break)  then  25  minute  the  final  half  of  the  game.  

Semi-­‐final  and  final  games  that  end  in  a  tie  will  be  decided  by  FIFA’s  penalty  kick  procedure.  There  will  be  no  extra  period  of  time  to  play.  

Game  Format:  

The  first  game  every  team’s  opponents  will  be  chosen  in  a  lottery  system  where  the  captain  from  team  will  pick  a  number.  The  number  and  the  teams  will  be  in  a  tournament  bracket.  As  shown  on  Figure  1.  Thus,  creating  fairness  of  choosing  of  opponent  because  of  randomization.  

Advancing  to  Semi  Finals  

The  winner  of  first  bracket  will  proceed  to  play  against  the  winner  of  second  bracket.  This  similar  fashion  is  applied  as  the  team  progress  to  next  game.

Forfeits  

Any  team  that  forfeits  a  game  will  automatically  forfeit  all  of  its  games  and  may  not  advance  to  a  semifinal  or  final.  Forfeits  will  lead  to  teams  no  being  able  to  participate  on  the  tournament  and  no  refund.    

Substitution    

Unlimited  substitution  with  main  referee’s  permission  will  be  allowed  when  the  play  is  dead  

Example:  After  a  goal  At  the  beginning  of  the  second  half  or  at  the  beginning  of  overtime  period  At  a  goal  kick  for  either  team  at  a  throw-­‐in  if  the  posseon  team  is  changing  At  a  stoppage  of  play  for  a  injury  on  a  one  for  one  basis  for  the  injured  player  To  replace  cautioned  player  (other  team  may  also  substitute  a  like  number)    General  conduct:  Player,  coaches  and  spectator  are  expected  to  conduct  themselves  within  the  spirit  of  the  Law  as  well  as  letter  of  the  Law.  Displays  of  temper  or  dissent  are  cause  of  ejection  from  the  game  and  surrounding  field  area.  Alcoholic  beverage  and  pets  are  STICTLY  FORBIDDEN  at  playing  field.    Any  team  or  individual  disregarding  a  decision  by  the  referees  and  /or  the  tournament  administration  to  either  suspend  or  cancel  tournament  play  will  be  disqualified  for  the  remainder  of  the  tournament.      Players  receiving  a  red  card  or  a  total  of  two  yellow  cards  during  the  league  game  will  be  ineligible  for  their  team’s  next  group  game.  All  the  yellow  cards  will  be  nullified  at  the  end  of  the  groups  games  that  means  league  stage  yellow  card  accumulation  will  be  nullified  for  semifinal.  To  promote  fair  and  safe  play  any  reckless  challenges  will  be  straight  red  card.  So  if  the  player  gets  straight  red  card  in  last  group  game  the  player  cannot  play  in  semifinal.  Same  rule  is  applied  when  a  player  gets  straight  red  card  in  semifinal  will  not  be  eligible  for  final  game.  Accumulation  of  yellow  cards  will  not  carry  forward  from  one  stage  bracket  to  the  next.      The  tournament  committee  reserves  the  right  to  suspend  or  expel  any  player,  coach,  or  spectator  from  the  tournament  for  unruly  conduct.    No  coaches  or  spectator  are  allowed  inside  the  field  during  the  game  time;  and  no  bench  player/coaches  are  allowed  to  run  into  field  during  the  game  time;  that  game  will  be  automatically  forfeited  if  the  coaches/bench  players  charge  into  the  ground.      Player,  coaches  and  spectators  are  expected  to  conduct  themselves  within  the  spirit  of  the  Law  as  well  as  the  letter  of  the  Law.  Displays  temper  or  dissents  are  cause  for  ejection  from  the  game  and  surrounding  field  area.

Any  team  or  individual  disregarding  a  decision  by  the  referees  and/or  the  tournament  administration  to  either  suspend  or  cancel  tournament  play  will  be  disqualified  for  the  reminder  of  the  tournament.    Referee  Report    The  referee  of  each  game  will  forward  to  the  appropriate  field  marshal  his/her  official  written  game  report,  including  the  final  score,  the  name  and  number  of  each  coach,  player  or  person  cautioned  or  order  from  the  field,  and  reason  for  any  such  disciplinary  action.  The  coach/  captain  of  each  team  must  sign  the  game  report  at  the  end  of  each  game.      Players  Eligibility  And  Numbers    This  is  Nepalese  origin  players’  only  tournament.  The  Nepalese-­‐speaking  players  (e.g.:  Bhutanese,  Tibetans  and  Indians)  of  Nepalese  origin  are  eligible.  The  non-­‐Nepalese  speaking  player  has  to  have  ties  to  Nepal  (Nepalese  biological  father,  Nepalese  biological  mother  or  parents  migrated  to  Nepal  and  have  Nepalese  citizenship).  If  your  team  has  player  that  are  non-­‐  Nepalese  speaking  players  but  are  of  Nepalese  origin;  they  have  to  verify  their  eligibility  in  advance  by  Saturday  Sept  5  5  pm  PST.  The  eligibility  can  be  verified  by  identification  card  or  birth  certificate.  If  for  some  reasons  the  team  cannot  submit  the  verification  by  deadline;  the  player  will  be  disqualified  to  play.    Team’s  final  roster  can  be  submitted  on  the  day  of  the  match.    Players  are  only  allowed  to  be  listed  on  a  single  roster.    Each  player  must  present  proper  identification  if  requested  by  tournament  administration.  Any  player  that  is  unable  to  produce  proper  identification  will  no  be  allowed  to  play  in  any  tournament  matches.  Ineligible  player  who  have  already  participated  in  tournament  matched  will  have  those  team’s  matches  forfeited  and  will  not  play  any  remaining  matches.      Teams  who  allow  players  to  play  who  are  not  on  their  team  roster  may  be  automatically  disqualified  from  the  tournament.    A  team  may  not  start  a  game  with  fewer  than  11  players.  Teams  unable  to  field  requisite  number  of  players  will  have  ten-­‐minute  grace  period  after  match’s  scheduled  start  time  before  forfeit  is  declared.    Tournament  Check-­‐In  Procedures    

1) Team  should  check  in  to  the  hospitality  tent  at  least  30  minutes  before  the  start  of  their  first  match.  

2) All  team  players  will  need  to  present  a  picture  ID  at  check-­‐in.

Uniforms  And  Equipment    Player  must  wear  number  on  the  back  of  their  jerseys  that  corresponds  with  team  roster.  Coin  toss  will  be  used  to  decide  which  team  will  wear  an  alternate  jersey  in  the  event  of  color  conflict.  Jewelries  are  not  permitted;  all  ear  ring  or  nose  rings  to  be  taped  or  taken  off.      Inclement  Weather  If  a  game  must  be  stopped  due  to  inclement  weather,  the  tournament  will  rescheduled.  Such  a  game  may  be  temporarily  halted  or  recommenced,  picking  up  where  play  was  halted.  In  all  cases,  the  Tournament  reserves  the  right  to  abbreviate  or  shorten  all  games  in  order  to  adjust  to  weather  or  other  complication  that  may  occur.
