Instead, the steep increase in this statistic since 2005 means the police have been crack- ing down on these crimes more efficiently. In Bellville, the number of reported drug related crimes went up from 188 in 2005 to 766 in 2015. In this time the number in Parow increased from 53 to 663. Both precincts have also seen a significant rise since last year. Parow is rated sixth in the common rob- bery category, with 679 cases reported in the 2015 financial year. This number increased from 552 in the previous year and towers over Bellville, where around 480 cases were reported in both years. In turn, Bellville is rated fourth nationally when it comes to theft from motor vehicles and tenth in the category “robbery not men- tioned elsewhere”. These two precincts have a total of close to20 000 criminal cases reported in the pastyear.TheWestern Cape minister of community
safety, Dan Plato, lashed out against nation-al police after the statisticswere announced.“The annual crime statistics show that the
South African National Police Service isfighting a losing battle against violence andcrime in South Africa and particularly inthe Western Cape,” he said in a statement.“The crime realities the province are fac-
ing have been well documented through theannual provincial policing needs and priori-ties (PNPs) determination process led by thedepartment of community safety. The latestPNPs report indicated that the people of theWestern Cape need more police vehicles, more police officers, additional police infra-structure, the re-establishment of the spe-cialised units and improved police accessi-bility,” he said.He added that a whole-of-society approach
has been adopted to increase safety in the
province.“I welcome the national police manage-
ment’s calls for all to take a united standagainst crime, but urge them to lead theway.”According to Plato his department will
continue to partnerwith the religious frater-nities through the Youth Safety and Reli-gious Partnership (YSRP) programme andwith the educational institutions such asChrysalis Academy and their partnershipwith the FET colleges, such as Northlink.
“Wewill continue to partnerwith the non-governmental organisations working in ourcommunities and our safety partners, suchas the neighbourhood watches and commu-nity policing forums.Wewill continue to ca-pacitate these organisations to help buildthe necessary united front which is neededto combat crime,” he said and added that hewill continue to call for the reinstatement ofthe specialised units such as the gang anddrug units to combat the scourge of drugsand gangs in communities.

Toegang is gratis.Diederik Viljoen (59), ’n komiteelid

Parow forum tokeep pushingMAGRIET THERON

“With continued pressure wewill see results.” This is themessage of Deon Maneveld,
chairperson of the Parow community po-licing forum (CPF).Maneveld gave feedback at the recent
CPF meeting of a meeting with ColonelGert Nel, station commander of the Par-ow police about issues the communityhas with the station.According to Maneveld “the meeting
went down heavy,” but there were sever-al issues he wanted to take up with thestation commander. “We are a partner-ship and we will point out things that weare not happy about, but we will do it ina way so that we can make progress.”According to him one of the thorns in
the CPF’s side is the system of cell phonenumbers of sector heads and patrol vehi-cles that can be used by the public, butthe system “is clearly not working”.“The phones go unanswered as the con-
stables are attending a complaint, batter-ies are often flat and no logs of calls tothese numbers are made. Complaintsshould rather be phoned through to thestation on 021 929 7000,” he said.He added therewas a problemwith this
number too, because people complainthat the phone is often not answered, andwhen it is, the operator is rude.He asked that complaints about this
line not working properly should be
emailed to the CPF, who in turn will takeit up with Nel.Maneveld said another challenge at the
police station is the very long queues.“In Manenberg community members
that are sworn in as commissioners ofoaths are assisting the police with affida-vits and certifications. It would be greatif we could get some volunteers from ourcommunity to do this to help bring reliefto the traffic at the station,” he said.According to Lieutenant Kevin Willi-
ams of the Parow police, the stationwould find this very helpful.“We have the paperwork ready if some-
one wants to become involved,” he saidat the CPF meeting. To highlight progress made by the po-
lice since Nel has been appointed, the sta-tion also provided theCPFwith a summa-ry of police action in the past six months.According to them 42 vehicle check
points were done, 3 800 complaints wereattended to, around 9 500 stop-and-search-es were conducted, more than 16 000 peo-ple were searched and four cordoned-offsearches were done.Maneveld said some things to look for-
ward to is the employment of 15 studentpolice constables from October, whichwill benefit the community.Another goal achieved is that the prob-
lem property at 40 Parow Street will beseized by the asset forfeiture unit andauctioned in the near future.“And there is another drug house close
by that is up next,” he said.

“We grew up playing inthe streets; this is sowonderful,” says Ven-
da-born Gumani Ramaliba aboutOpen Streets, a first ever event forBellville on 4 October.
Here people across borders ofage and race had the opportunityto, for one day, challenge their per-ceptions and enjoy a car-free sec-tion of Voortrekker Road andKruskal Avenue. They played cricket with special
guests the Cape Cobras cricketteam, listened to stories, had theirfaces painted, made super herocapes for someextra awesomepow-ers, played chess andwitnessed themaking of a huge graffiti panel. The road was abuzz with thewheels of skateboards, roller-blades, bicycles and even somecus-tom-made Flywheel chariots.
One of the highlights for somewas a breakdance performance bydifferent artists, some as young asthree years old.Chalk was handed out to all who
wanted to write and draw on the
Voortrekker Road street surface,an area that was once used by trav-ellers on horseback when this wasstill the only road from Cape Townto the countryside. Now, on a nor-mal day, pedestrians have to waitat designated road crossings for agap in the relentless traffic to crossthis busy road.
Open Streets Cape Town, an or-ganisation based on a Colombianmodel, wants to open road sectionsin busy areas to the community ona regular basis to encourage peopleto connect. The event, a fourth forCape Town, was facilitated by theGreater Tygerberg Parnership(GTP).
Says Marcela Guerrero Casas,co-founder and director of OpenStreets Cape Town: “It is an experi-ment in which everyone in CapeTown will have a chance to chal-lenge their perceptions, witnessthe amazing changes that historyhas brought to this place and dis-cover new gems.”V Would you like to see an Open Streetsevent in your area? Contact the organisers on 072 214 6736 or visit their web sitewww.openstreets.co.za. For more GTP initiatives, visit them at www.gtp.org.za.
Left: Traffic of a different kind drivespast a street exhibition of photographs taken in Voortrekker Road byphotographer Retha Ferguson.
Imaam, Shehaam, Samaa andQuanita Nordien from Strandfontein
say they hope that Open Streets willgo to their area too. “We will
volunteer to play with children,”Shehaam says.
Fowzaan Iqbal knows Voortrekker Road well, because his father has been running a business in Bellville for manyyears. But for the first time ever, he was allowed to live his first passion here: a cricket game with the Cape Cobrasteam.

As I lay myself down in thecomfort of a warm clean bed, afifteen-year-old boy lays hishead down in a self-built shackwith only the comfort of afilthy pillow and a worn outblanket.
As I feel the satisfaction of afull belly, he feels the hungerpains.
I close my eyes and smile, for I know tomorrow I am wellprovided for. He lies awake, thinking how his family willhave something to eat tomor-row.
After witnessing the effectsof poverty firsthand, I now askmyself a very different andhonest question – how can Imake a difference?I truly believe a small
difference is better than nodifference, and with thatthought I realise it could havebeen my son in that shack.
I would never have been ableto comprehend the difficultiesand sadness linked to theextreme effects of poverty ifnot witnessing it for myself.
One could not imagine thatonly a stone’s throw awayfrom the place I call homethere are the voices of those inneed crying out for a littlemercy, for a helping hand, forjust a piece of bread to consoletheir hunger pains.
Meeting a mother of fourchildren made me realise howmuch I have to be thankful for. After being invited into herhome, it made me look at mylife in a deeper sense, and Irealised that life should not betaken for granted.
I am deeply saddened afterwitnessing her family in suchdistress because of poverty. AsI look at her children – theirinnocent little faces smiling atme – I am touched by theirchild-like beauty, but as I lookbeyond their smiles I see theeffects of malnutrition on theirlittle bodies.
It makes me want to crybecause as a mother I am

Ander sake inland vereisook dié passieOns Suid-Afrikaners moet ons prioriteiteregkry.

mele woonomgewings waar drie alternatie-
we die afgelope paar jaar ingestel is.“ ’n Deurskynende plastieksak met her-

STEHAN SCHOEMAN
At the age of 17, Kyle Appel Haupt(Brackenfell High School) is mak-ing a name for himself as a sprint-
er on the world stage.Kyle is the TygerBurger Sportstar of
the Month winner.Earlier this year Kyle ran the 200m in
a timeof 20:57 at theWorldYouthAthlet-ics championship inColumbia, winninga silver medal. What makes thisachievement even more remarkable isthe fact that this time was the secondfastest time (youth) in the world everand the eighth fastest time in historyoverall, with Jamaican icon Usain Boltthe world record holder with 19:19.“Running that time was massive for
my confidence. It showed me that I amgood enough to compete with the best inthe world and it only drives me to workharder and improve on my times.“I have to thankmy coach, Marcel Ot-
to. We train five days a week. We makea good team and it shows in the results. It makes things easier when you havea good support structure at home aswell. I am truly blessed,” said Kyle.Kyle represented Western Province
junior rugby, but soon realised that thetrack was his forte.
“I do the 100m and 200m, and at ourschool meetings I also do the 400m forfun, but my focus is the shorter dis-tance. The 200m is my favourite as I al-ways pick up speed late in the race.
“This year has been a good one forme. At theAthletics SouthAfrica champion-ship in Bloemfontein I won silver in the100 m and gold in the 200m and the4x100m relay. At the African Youthchampionship inMauritius Iwon silveragain in the 100m and I am very proudof our gold medal in the relay.
“It is an honour for me to be chosenas TygerBurger Sportstar of the Month;I am truly humbled. Thank you!”
It is a dream for Kyle to represent hiscountry at the Olympic Games and towin a gold medal. For now, the focus ison the World Youth championship inRussia next year.
