Kort voor die indraai na die Fisantekraal- woonbuurt, het twee mans skielik van links, van agter die bloekombome, op hom afgepyl. “Die een het sy gesig met ’n rooi lap en hoed bedek, sodat ek hom nie kan herken nie, en die ander een het ligte tatoeërmerke op sy gesig gehad. Swart het ’n klag by die provinsiale poli-sie-ombudsman aanhangig gemaak teen dieKraaifontein-polisie oor die “swak” hante-ring van die aanvanklike ondersoek van dieaanval. Sy broer, J.C. Swart, hoof van die La-erskool Durbanville, het gister aan Tyger-Burger gesê Pieter is op die been, maar moetnog baie terapie ondergaan. Hy ontvang tansonder meer fisio- en arbeidsterapie.
Swart het gesê hoewel die ombudsman dieklag ondersoek het en die wangedrag glo
gaan aanspreek, is hy bekommerd oor die ge-brek aan erns by die polisie om die probleemby Fisantekraal op te los.
Toe hy laas navraag gedoen het oor hoe dieondersoek vorder, is hy gesê dit kan ses totagt weke duur om die saak te ondersoek,maar dat die ondersoekbeampte met verlofis. “Die gebrek aan erns met die saak is on-rusbarend. Daar is nog leidrade wat opge-volg kan word, maar daar is geen dringend-heid by die polisie nie.”
Kol. Theo Fisher van die Durbanville-poli-sie het gesê hulle gaan die nuwe inligting op-volg en hul patrollieskofte daarby aanpas.
Hoewel die pad tegnies gesproke binne dieKraaifontein-polisie se gebied val, is dieDurbanville-polisie se Fisantekraal-stasieskaars 100 m vanaf die pad. Fisher het gesêhulle gaan daarom ook met die patrolleringvan dié pad help.

In die eerste geval is die 51-jarige verdagtevan Gerrits-straat in ’n bedekte operasie ge-vang.
Volgens lt.kol. Patric Jacobs het die ver-dagte uitgevind sy word in ’n ander saak ge-impliseer en het besluit om ’n polisielid tenader in ’n poging om die dossier te koop.
“Sy het aan die lid gesê dit sal beter virhaar wees as die saak uitgegooi word omdatdie dossier weg is. Ons het toestemming vandie nasionale vervolgingsgesag gevra enontvang om ’n operasie onder dekmantel uitte voer,” sê Jacobs.
Vergadering’n Vergadering is geroep waar die verdag-
te vir die dossier, wat haar by dwelmhandelimpliseer, betaal het.
“Nadat geld hande verwissel het, het onsspan inbeweeg en die verdagte in hegtenisgeneem,” sê Jacobs, wat persoonlik die in-hegtenisneming behartig het.

stig op en enige persoon wat daaraan dinkom die polisie om te koop, sal aan die kaakgestel word. Ek wil ’n beroep op die gemeen-skap doen om korrupsie onmiddellik ondermy aandag te bring,” sê Jacobs.
Volgens die ondersoekbeampte, kapt. Ne-lis Franken, sal die aangeklaagde nie omborg aansoek doen nie.
MisdaadIn Goodwood het ’n man, wat byna ’n slag-
offer van misdaad was, self ’n verdagte ge-word wat op twee klagte in die hof moet ver-skyn.
Die 39-jarige man het verlede week geluidein sy agterplaas gehoor, sy vuurwapen uitge-pluk en ’n skoot afgevuur. Hy is toe aangeklaweens die afvuur van ’n vuurwapen.
Volgens lt. Wayne Theunis, polisiewoord-voerder, moes die man net die klag aanvaarhet en in die hof verskyn het.
“Terwyl die ondersoekbeampte die manondervra het, het hy weggestap en R1 700 opdie lid se lessenaar gelos. Die lid het hom te-ruggeroep, maar die man het net aangestap.
“’n Paar dae later is die man in hegtenisgeneem en weens bedrog aangekla. Hy hetdrie verskillende stories vertel oor hoekomhy die geld op die lessenaar gelos het, maarnie een van die stories was geloofwaardignie” sê Theunis.
Hy sê die inhegtenisneming moet as ’nwaarskuwing dien vir elkeen wat daaraandink om die polisie om te koop.
“Die polisie is nie te koop nie en elkeenwat so dink gaan sy rieme styfloop. Die ouis nou in groter moeilikheid as wat hy aan-vanklik sou wees weens sy onverskilligedaad.” Die man het reeds weens bedrog indie hof verskyn, maar het nog nie gepleit nie.

Victor, wat meervoudig liggaamlik en se-rebraal gestremd is, is ’n lewensreddendetrageostomie geweier deur twee groot aka-demiese hospitale in Nederland, omdat hyglo te erg gestremd was om die prosedure teondergaan.
’n Trageostomie behels ’n snit in die lug-pyp om asemhaling te verlig in die geval van’n obstruksie.
Omdat genadedood wettig is in Nederland,kon dit wees dat medici in die land oortuigwas daarvan dat Victor eerder moes gesterfhet, hoewel die ouers dit nie beweer nie.
Victor is in ’n rolstoel en kan nie sy armsof bene gebruik nie. Hy kon egter nog altydop sy eie asemhaal.
“Op 22 November het ons met hom hospi-taal toe gejaag toe hy ’n koors van 39 °C ont-wikkel het. Hy het benoud geraak, was blouom sy mond en het apnee-aanvalle begin kry.Niks het daarvoor gehelp nie en ná verskeietoetse en ondersoeke kon dokters niks foutvind nie,” sê Alida.
’n MRI het getoon dat sy brein kleiner ge-raak het, wat agteruitgang in sy toestandaangedui het. “Sy asemhaling het begin ver-swak en dokters het gesê hulle weet nie hoelank sy liggaam dit sal kan uithou nie.”
Victor is op 6 Desember in die intensiewesorgeenheid opgeneem waar hy verdoof isen aan ’n ventilasiemasjien gekoppel is.
Daar is later vasgestel dat sy tongspiereverslap en teen sy stembande vasgedruk het
en sodoende ’n asemhalingsobstruksie ver-oorsaak het.
“As gevolg hiervan kon hy glad nie op syeie asemhaal nie en die gebrek aan suurstofhet gelei tot angs- en distonie-aanvalle,” sêAlida.
Vir die Goosens, wat baie navorsing ophul eie gedoen het, was ’n trageostomie dieenigste opsie, maar die Nederlandse dokterswas gekant daarteen.
“Die een dokter se presiese woorde aan mywas, ‘Jy gaan van goed na kwaad’,” sê Alida.Hulle was van mening dat ’n trageostomiesy toestand sal vererger en dat hy sou ly.
“Hulle het blatant gesê dat hul besluite nieonderhandelbaar was nie, en dit terwyl Vic-tor elke dag sigbaar versleg het.”
Uit desperaatheid het die Goosens laat inDesember Duitsland toe gery om daar hulpte gaan vra.
“In Essen was daar een hospitaal wat be-reid was om die operasie te doen, maar nadathulle ’n brief van die hospitaal uit Neder-land ontvang het, het hulle ook onttrek,” sêAlida.
Op 28 Desember het die hemele vir die fa-milie oopgegaan toe prof. Fourie vir haar ’nSMS uit Kaapstad gestuur het.
“Ek sal dit nooit vergeet nie.“Hy het gesê hy kom Victor haal. Hy sal
self vir sy vliegkaartjie betaal en Victor perhand op die vliegtuig ventileer tot terug inSuid-Afrika,” vertel Alida.
Alida, wat in Bellville grootgeword het,het prof. Fourie ontmoet toe hulle Suid-Afri-ka in 2008 besoek het. Sy het haar man, Mar-tin, hier ontmoet en later, ná hul troue, Ne-derland toe verhuis.
“Prof. Fourie het Victor ook as baba onder-soek en vermoed dat hy aan die een of ander
seldsame sindroom ly, maar kon nie sy vin-ger daarop lê nie. Tot vandag toe kon nie-mand hom nog diagnoseer nie.”
Victor se koppie het nooit gegroei nie enop agt jaar is sy ontwikkeling gelykstaandeaan dié van ’n baba van nege maande oud.
“Hy verstaan egter alles wat om hom aan-gaan en wat ons vir hom sê, en is baie sensi-tief vir sy omgewing.”
Daardie een SMS het so te sê die vloek ge-breek. “Hy was die eerste dokter wat onshoop gegee het en bereid was om saam metons vir Victor se lewe te baklei.
Hoewel die lugredery nie suurstof op dievlug wou toelaat nie en die Goosens uitein-delik ’n lugambulans moes kry, was die balaan die rol gesit. “Met die hulp van familieen vriende het ons blitsvinnig geld ingesa-mel vir die private lugambulans, wat Victorop 4 Januarie in Kaapstad besorg het,” sê sy.
Prof. Fourie het hulle by Kaapstad Inter-nasionale lughawe ingewag, waarna hy naMediclinic Cape Gate vervoer is om sy be-handeling te begin.
“Ons was geskok toe prof. Fourie ons mee-deel dat hy ’n oordosis verdowingsmiddelsin sy bloedstroom gehad het – dít wat hullehom toegedien het terwyl hy aan die ventila-tor gekoppel was.”
Op 10 Januarie het hy die operasie onder-gaan om die lewensreddende meganisme teplaas. Die operasie was suksesvol en Victorhet vinnig aangesterk. Volgens Alida was sybeterskap verbysterend.
“Hy kon weer op sy eie gemaklik asem-haal, die aanvalle het verdwyn en hy het vin-nig weer gelag en gesels. Prof. Fourie het hul-le almal verkeerd bewys en my kind lewevandag. Daar is nie woorde wat my dank-baarheid aan hom kan verwoord nie.”

’n Vrou van Bothasig het haar rieme lelikstyfgeloop toe sy probeer het om ’n dossiervan die polisie te koop.
Die 51-jarige verdagte van Gerrits-straatis welbekend aan die polisie.
Volgens lt.kol. Patrick Jacobs het die ver-dagte uitgevind sy word in ’n ander saak ge-impliseer en het besluit om ’n polisielid tenader in ’n poging om die dossier te koop.
“Sy het aan die lid gesê dit sal beter virhaar wees as die saak uitgegooi word, om-dat die dossier weg is. Ons het toestemmingvan die nasionale vervolgingsgesag gevraen ontvang om ’n operasie onder dekmanteluit te voer,” sê Jacobs. ’n Vergadering is ge-roep waar die verdagte vir die dossier, wathaar by dwelmhandel impliseer, betaal het.
“Ná die geld hande verwissel het, het onsspan inbeweeg en die verdagte in hegtenisgeneem.” sê Jacobs, wat persoonlik die in-hegtenisneming behartig het. Die verdagteis van korrupsie aangekla en het in dieGoodwood-hof verskyn. “Die ironie is datsy haar hofverskyning vir die dwelmsaakgemis het, omdat sy steeds in aanhoudingwas vir die korrupsiesaak,” sê Jacobs.
Hy het benadruk dat die polisie nie kor-rupsie gaan duld nie.
“Die Bothasig-polisie neem korrupsieernstig op en enige persoon wat daaraandink om die polisie om te koop, sal aan diekaak gestel word. Ek wil ’n beroep op diegemeenskap doen om korrupsie onmiddel-lik onder my aandag te bring,” sê Jacobs.
Volgens die ondersoekbeampte, kapt. Ne-lis Franken, sal die aangeklaagde nie omborg aansoek doen nie.

Water will become more expensive inthe future, as more expensiveschemeswill be needed to supply ad-
ditional water to Cape Town.This was said by Paul Rhode of bulkwater
planning of the City of Cape Town at a dis-cussion of water supply, which was recentlyhosted by the Durbanville Community Fo-rum andWard 21 of Subcouncil 7 (Koeberg).The discussion was presented by Rhode
and Pierre Maritz, manager of water reticu-lation of the City.“Everyone is now very concerned about
water supply, with restrictions having beenimplemented. People suddenly realised theycan run out of water,” Rhode said.The City gets its water from the dams
around Cape Town. These dams are theVoëlvlei, Berg River and Theewaterskloofdams, as well as Wemmershoek, SteenbrasUpper and Steenbras Lower dams, he ex-plained.“With the low rainfall over the past win-
ter, we have less water to use. Thus, waterrestrictions were implemented to ensurethat we will have sufficient water over thecoming two to three summers,” Rhode said.“Since the year 2000, we realised we need-
ed to manage water demand, which we’vedone in a number of ways. We have encour-aged water conservation by, for example,recommending water wise gardening, in-stalling water saving shower heads and du-al-flushing toilets. We have also institutedpressure management to reduce the pres-sure on pipelines to reduce leaks.
“We also focused on pipeline replacementto prevent bursts and education at schoolson how to conserve water,” he continued.“As a result of these efforts, in the last 10
years the per capita water use by Capetoni-ans has decreased.“Weknowwecurrentlyhaveadrought sit-
uation. The rainfall during 2015 was amongthe lowest in the 100 year rainfall record atthe Steenbras dam andwas also low atWem-mershoek dam,” Rhode said.“TheVoëlvlei damwas only 50% full at the
end of the winter last year. In response, theCity minimised use from the Voëlvlei damafterwinter. Ifwe did not do this, some areasin the surrounding Swartland area could berunning out ofwater beforewinter,” he said.“Restrictions are our planned way to deal
with short term shortages caused bydroughts. Elsewhere, new infrastructurehas sometimes been built in response todroughts – admittedly out of necessity, butonce weather patterns return to normal, theadditional infrastructure is not needed orused,” he said.According to Rhode it already looks like
residents are responding to water restric-tions and that the City is using less water.“Currently thewaterdemand is about 10%
lower than the same time last year.“Regarding the way forward, we will need
to build new water supply schemes and in-frastructure when the capacity of the cur-rent system is fully utilised. There are longlead times needed for planning and con-struction of new water supply infrastruc-ture. We are looking 25 to 30 years aheadwith our planning for water infrastructuresupply, tomake surewe can build new infra-
structure in time,” he warned.“The national Department of Water and
Sanitation is proceedingwith the first phaseof augmenting the Voëlvlei dam. The City iscurrently conducting feasibility studies onthree other water supply options and willuse the results of these studies to decidewhat future watersupply infrastruc-ture will be built,”Rhode said.“The City is grow-
ing rapidly inanorth-erly direction andthat is where we willneed additional wa-ter to supply thegrowing areas inKraaifontein andDurbanville.“In the next six to
eight years we will beconstructing the new bulk water augmenta-tion scheme, which will supply water fromthe Theewaterskloof andBergRiver dams tothe City.“This bulk water augmentation scheme
will comprise a new water treatment plant,bulk reservoirs and pipelines. The watertreatment plant and a reservoir will be builtin the vicinity ofMuldersvlei, while anotherbulk reservoir will be built north of Durban-ville,” he said.Pipelines will be built between the Berg
River dam and the new water treatmentplant, and from thewater treatment plant in-to the bulk water distribution system sup-plying water into the City. The total cost ofthe scheme will be R1,7 billion.
“Regarding climate change, we are not yetseeing a significant change in long termrainfall patterns in the catchment areas ofour dams, and it is difficult to say if the cur-rent drought is linked to climate change.This is somethingwe arewatching carefullyin our long term planning.
“Another pos-sibility in future,with growingwater demand, isthe increasingcompetition be-tween urban us-ers and agricul-tural use and dif-ferent urbancentres for wa-ter. This willhave to be care-fully managed toensure both eco-
nomic growth and food security.“In Cape Town we will face growing de-
mand into the future and will have to buildmore expensive resources, which will alsocontribute to water being more expensive.“Currently we pay more for electricity
than water, but that will change in future.The City will not be able to provide watercheaply anymore. Desalination, inwhich re-versed osmosis is used to purify sea water,for instance, is very expensive,” Rhode said.“A lot of our existing infrastructure is also
getting old. Some parts of our system aremore than 100 years old. Refurbishment andmaintenance of our existing systemwill alsodrive the price of water upwards,” Rhodesaid.

Shaun Berry has beena part of the local music scene formany years. After playing withacts like Bleach, Broken Radio andThe Sin, he started a solo project:The Signal Rose.
The act has since evolved into aband which fans will get to see inaction for the first time this week-end when the trio play at the V&AWaterfront Amphitheatre.
All these previous acts have beena training camp for the vocalistand guitarist.
“The last 10 years of my life havebeen about trying to figure out howto write, perform and use whatevertalents I have to the best of my abil-ity.”
He’s had a working relationshipwith drummer Niel Walters forabout as long, and the two haveplayed in many bands together.
He met bassist JP Greef long be-fore he met Neil though, when heauditioned for his band Head Pieceas a youngster.
“I thought he was cool becausehe gave me a beer,” Shaun jokes.He didn’t get the “gig” and endedup playing for an act called Bleachbefore starting to work with Neil.
Solo albumsSomewhere in-between he took a
gap to work on solo music, releas-ing three albums on his own, butwas never really satisfied.
“It was never complete.”His ideas of what he wanted to do
were always much bigger than thesolo music he was making. Shaunhas always been “into” alternativerock, saying “it offers the broadestspectrum of what you can do”.
He was sitting in traffic one daywhen the name for his new project,The Signal Rose, popped into hishead. The first three The SignalRose albums were written in muchthe same way. He would get an idea
while driving and just “go with it”.When he reconnected with Neil,
Shaun decided to get a band togeth-er and five months down the line,they are preparing for their firstshow together.
“We’ve got the right songs andthe right people.”
JP explains that they’ve beenhard at work reworking a fewtracks from the first three The Sig-
nal Rose albums. “We’ve been us-ing those as a ball park to see howwe feel musically. We’ve changedup some of the dymanics and tech-nicalities of the tracks,” he says,adding they’ve also been workingon new material as a band.
Shaun says they are spoilt forchoice when it comes to choosingsongs for their show. The idea is toincorporate the reworked songswith the newer ones written for theband’s upcoming album. They alsohope to re-record the older tracksto fit all three musicians.
Fresh, new, energetic soundTheir main focus for the last few
weeks however has been puttingtogether their set for the Water-front. Neil says from there they’llstart working on shorter sets for fu-ture shows.
The three agree that the audi-ence can look forward to a soundthat’s fresh, new, and energeticand “nothing vaguely similar” toany other music.
Neil calls it “organic alternativerock” while Shaun says it’s “me-lodic rock”, but adds that theypush boundaries by playing withsong structures.

Two South African youngstersfended off determined chargesfrom local and international
golfers to secure a double celebrationfor South Africa in the Curro SouthAfrican Juniors International atDurbanville Golf Club on Thursday.
Sixteen-year-old Garrick Higgofrom Boland fired a one-under-par 71to claim the Boys’ Division title of theGlobal Junior Golf Tour event on a12-under-par 204.
He finished three shots clear of Slo-vakia’s Jakub Hrinda, who posted a68, while Jens Christian Tvergaardfrom Denmark and Germany’s Con-stantin Unger shared third on threeunder 213 after respective rounds of70 and 71.
Local boy Ayden Senger from Dur-banville Golf Club ended the tourna-ment with rounds of 74, 76 and 77.
Ian Botha (Durbanville) shot 74 inthe first round but couldn’t keep it go-ing as he finished with 78 and 81.
In the girls’ division Gauteng’s
Woo-Ju Son began her quest for sil-verware as the leader by six strokes.The 15-year-old endured a roller-coaster round and carded a 79 to edgeout KwaZulu-Natal’s Brittney-FayBerger, who closed with a 72, by onestroke to triumph on five-over-par220.
Crystal Beukes from Boland tookthird on 227 after returning a finalround 80.
Higgo began the final round witha six-shot advantage and managed tohold out in the face of stiff resistancefrom his European rival, who startedthe day in second place and feeling hehad a chance to close the gap on theBoland teenager if he could shoot inthe mid-60s.
“You never know in golf what canhappen at any stage,” said the tallSlovakian.
“If Garrick blows out and I shoot64 or 65, it’s game on,”he said.
“He played so well for the first 36holes, though, that it’s going to be
tough to catch him.”And so it proved.Higgo started with back-to-back
birdies, surrendered a shot at thepar-four third and then it was steadystuff as he parred the next six holesfor an outward loop of a one-under 35.
Hrinda, meanwhile, began the daysix shots back on five under andstayed within striking distance. Ahat-trick of birdies at five, six andseven raised his hopes and Higgoopened the door further with a bogeyat the par-three 12th.
But there was little doubt aboutwho would come out on top as Higgoshowed class under pressure to sealthe deal.
“I’m just so stoked to have wonsuch a prestigious tournament,” Hig-go said.
“I put the win down to solid all-round play. The driver played balland my iron-play was consistentlygood. The putter was a bit off at timesbut that’s how it goes.”
