Pretorius said moving four of their health departments into the former JS Marais Hos- pital building in the CBD was but the first measure of the university’s resolve to im- prove the overall image of Bellville. This is a mandate shared by the Greater Tygerberg Partnership (GTP). “The UWC has a role to play to help shape the future identities of the areas where we are located,” Pretorius told TygerBurger. “Through the acquisition and imminent refurbishment of the former JS Marais (Hos- pital) building to relocate four health depart- ments to the Bellville CBD, we have become one of the active participants to help the City improve the neighbourhood’s capacity.” This acquisition would also mean develop- ment of the local economy would accelerate and “bring university education and health services in support of struggling communi- ties”, Pretorius added. Another well-placed hope of Pretorius was that the local sports facilities in the area, such as the one at the UWC, would add to its enhancement and growth. “Universities’ aspirations as sporting destinations can be important catalysts to attract, develop and retain sporting talent,” he said. He added it could also influence and help develop communities as a whole, and that using sport-based regeneration strategies would help reverse the poor image of under- developed areas in the city. “Together with other role-players we are committed to mak- ing the Greater Tygerberg region a signifi- cant destination for high performance sports for development.” At the meeting, De Lille stated the City’s commitment to support UWC in its desire to host more City events at their facilities and said the City would also want to use the ex- tensive expertise available there. GTP CEO Chris O’Connor cited their own excitement at the proposals by the UWC. “We are very excited about this develop- ment as it will have a catalytic impact in the revitalisation of the central Bellville pre- cinct. This precinct – which includes the strip between Voortrekker Road, Kruskal Avenue, Wilshammer Street and Blanken- berg Street – is already a vibrant and cultur- ally diverse area,” O’Connor said. “It has the potential to become a sought- after congenial cosmopolitan space. Here you could expect to find businesses that ca- ter to the needs of students and university staff in the area,” he said. A global pharmaceutical companybased in Bellville last week receivedapproval from America’s Federal
DrugAdministration (FDA) for anewpaedi-atric HIV/Aids medication.Cipla claims their innovative new medi-
cation, Lopinavir/ritonavir (LPV/r), is theworld’s first paediatric oral pellet of its kindfor treating children and infants with HIV/Aids.The medication is said to be derived
through the use of melt-extrusion technolo-gy.Current paediatric HIV/Aids medication
comes mostly in liquid form, but Cipla’snew pellets are powdered and enclosed incapsules, and meant to be sprinkled and in-gested with breakfast.“The pellets are to be sprinkled on sweet-
ened porridge for infants and administeredto them,” said Cipla CEO Paul Miller.The breakthrough stems from collabora-
tive research with the clinical trials unit ofthe University College of London.Their efforts were centred around devel-
oping a “novel child-friendly formulation”– and the subsequent FDA approval thereofas part of an emergency plan for Aids relief.
Unique drug delivery system“We are extremely proud to have devel-
oped this innovative formulation of LPV/roral pellets for infants and young children,”Miller said.“Cipla has been committed to the cause

We are not allowed to administer medica-tion to them in theirmilk formula.Weworkvery comfortably with the current drops weuse,” Vos said.Thembiso has sister branches in Good-

when they come in. Only at about sixmonths do they start on solid foods.“Unless a doctor permits us to use any

cus Low, head of policy, lauded Cipla on thedevelopment of LPV/r. “They should getcredit. There are a bunchof issueswith chil-dren taking ARVs,” he said.“Basically, the more options we have, the
better. Not all ARVs come in liquid form, sothat’s one issue. At the moment there is areal problem with some of the ARVs beingeither too big and then thewrong dosage forchildren,” he said.Low said some of the liquids were known
to taste unpalatable to children.“It is important to remember that taking
ARVs is a lifelong commitment. So even ifthe newmedsmake things just a little betterin something you’re going to have to use forthe rest of your life, then it’s good,” he said.Low said there was a general problem
with making medication that childrencould consume. “In that sense, a drug likethis is a result of hard work from differentpeople to try to make medication specifical-ly aimed at consumption by children.”The Drugs for Neglected Diseases (DNDi)
had been working specifically on this prob-lem, Low said.On their website the DNDi says current
treatment options for HIV-positive childrenwere insufficient. “Little investment hasbeen made to ensure the safety and efficacyof antiretrovirals in treating children, or todevelop child-appropriate formulations.”

A would-be burglar lay hiding under aresident’s bed while security guardswere searching the house for the cul-
prit.This was reported by the District Group
after the man tried to burgle the resident’shome in Welgelegen last Saturday.
“The resident (a woman) phoned in at12:35 to report that someone was in her hou-se while she was home,” Gawie Venter, aspokesperson for the security company,told TygerBurger.
An officer of theirs attended the call wit-hin five minutes and was assisted by othersshortly, Venter said.
House ‘cleared and searched’At first inspection, the officers searched
and cleared the house. On inspection theyfound the suspect had gained entry into thehome through a side window that had beenbroken.
Venter said the resident confirmed herpurse had been stolen.
Officers found a backpack and some clot-
hing on the scene. After some enquiries theitems turned out to be similar to those ofsomeone who had broken into a securitycomplex in Plattekloof that very morning.
“That suspect was arrested, but the policejust dropped him at the police station,” Ven-ter said.
“As our officers were leaving the scene,the resident phoned in again and said shecould see something was moving under herbed.”
Hiding under a bedVenter said the responding officer ran
back inside, turned the bed over and foundthe suspect hiding underneath.
“He was detained while the police weresummoned to the crime scene to take thesuspect into custody,” Venter said.
“As the suspect was being loaded into thepolice van, our officer noticed sports equip-ment and a radio lying at the back of thevan.
“The suspect admitted to having stolen itout of a vehicle earlier that day. Our officersuspected it was the same vehicle that hadflagged him down earlier that day.
“He took photos of the goods and trackeddown theownerof thevehicle,”Venter said.
Venter said the owner claimed the goodsas his own and collected it at the Parow poli-ce station.

ling het ondersteuners uit alle oorde van diestad Sondagoggend in Brackenfell byme-kaar gekom om vir Anneline ’n verrassings-ooievaarstee te gee.Die 36-jarige ma van Kuilsrivier se storie
het die harte van Suid-Afrikaners aange-gryp. Sowat twee weke terug het sy, sesmaande swanger met haar vierde kind, ont-dek dat sy terminale kanker het.Dokters het ’n doodsvoorspelling gefel – sy
het net drie maande oor om te leef, ’n reali-teit wat sy weier om te glo.“Dit het nog glad nie by my ingesink nie.

kanker gediagnoseer is, is nie-kwaadaardi-ge gewasse van haar baarmoeder verwyderen is een van haar eierstokke verwyder.Daar is vir haar gesê dat sy nooit weer sou

Loren Henderson explained that theystarted the online talk show to highlightand encourage individual style, trends andyoung designers and entrepreneurs.
“Through fashion, we aim to inspire, en-courage and develop youth in Cape Town
and surrounding areas,” she says.“Closet Chat has positioned itself as a
brand that provides an alternative for theyouth who come from challenged back-grounds but still have the love and flair forfashion.”
Loren Loubser is excited about theirproject to celebrate Youth Day and wantsyouth to join them on the day.

Cursing is such a normin our society. My question is:has our moral standardsdropped to below the line?I believe if it’s a once off
thing, it’s not going to be a bigdeal, but if cursing becomes apattern then it starts to show alack of intelligence.When we respect and treat
each other with value that’swhen we flame the torch ofpositive change.That’s when life becomes
beautiful; that’s when a busi-ness flourishes.I have learnt that people are
your greatest resource and youshould treat people as you wishto be treated.Words are not just words

Die breiwerk wat duisende Kapenaarsvanjaar gaan beskerm teen ’n genade-lose winter, vul die leë en soms eensa-

keer ’n bakkievrag breiwerk aan 21 liefda-digheidsorganisasies van oor die stad heengeskenk.

Die Paarlskool, Alta Du Toit-nasorg-sentrum, Tygerberg-hospitaal, Huis de Kui-len, Ravenzicht-ouetehuis, Teahmo, CheréBotha-skool,Daniel andFriendsTrust endieCape Gate-onkologiesentrum was net ’npaar van die begunstigdes.
“Behalwe vir die goed wat ons vir anderdoen, is die breiwerk ook vir ons bevredi-gend. Brei is baie terapeuties en dit betekenso baie vir ons lede,” sê De Clerk.

Dr. Karin Baatjes staan aan die stuur van ’nprojek om reënbaadjies aan kinders in Delft teskenk.

Sy het nooit kon dink dat haar van sinoniemsou raak met ’n liefdadigheidsprojek virskoolkinders nie.Maar noudat dr. Karin Baatjes aan die
gang is, rol die reënbaadjies behoorlik in virleerders van ’n skool in DelftKarin, wat in die Tygervallei-waterfront
woon, is ’n spesialis-chirurg by die Tyger-berg-hospitaal en dosent aan die Universi-teit Stellenbosch se mediese fakulteit.Sy het tot en met verlede Vrydagmiddag
reeds 331 baadjies – teen sowat R109 stuk, af-hangend van die grootte – vir dié projek in-gesamel. “Dis ’n baie eenvoudige storie,maar baie opwindend vir my,” vertel sy.“Een van my vriendinne het verlede jaar
skoolskoene vir ’n skool in Kuilsrivier by-mekaargemaak.” Sy vertel sywou graag ietssoortgelyk doen.
Karin sê sy het toe ’n kort boodskap opWhatsApp uitgestuur en dit ook op haarFacebook-blad geplaas, “toe kry ek 80 bood-skappe van mense wat elkeen R100 tot dieprojek verbind, binne net één uur!” lag sy.“Die reaksie was oorweldigend! In die eer-
ste 24 uurwas daar reeds R8 000 geskenk. Ekhet toe die advertensie uitgebrei na Insta-gram en Twitter en ook hierdie week na dienuusbrief van die US se mediese fakulteit.”Die geld het uit alle oorde ingestroom en
vandaar het die projek net voortgestoom.Teen die einde van die vorigeweek het Ka-
rin toe reeds sowat R20 000 ingevorder – ofdie ekwivalent van sowat 200 reënbaadjies.“Die kleiner groottes kos sowat R74 stuk,
maarmeestemense verkies omR100 te gee,”sê sy. “My grootste wens is datmaatskappyeaan boordmoet kom – ek sou graagwou siendat hulle dié skenkings ewenaar.“Die heeltyd probeer ek radiostasies be-
trek om hiermee te help, want daar is 1 200

Kennis geskied hiermee ingevolge dieWet op Plaaslike Regering: Munisipale Stelsels,Wet 32 van 2000; dieWet op Plaaslike Regering: Munisipale Finansiële Bestuur,Wet 56van 2003, en dieWet op Plaaslike Regering: Munisipale Eiendomsbelasting,Wet 6 van2004, dat die Stad se goedgekeurde wysigings aan die geïntegreerde ontwikkelingsplanen goedgekeurde begroting vir 2015/16 vanaf 2 Junie 2015 tot enmet 3 Julie 2015beskikbaar sal wees vir kommentaar by die hoof- munisipale administratiewe geboue, allesubraadskantore (sien lys hier onder) en alle munisipale biblioteke.

1.8 Eienaars moet om die korting aansoek doen in die jaar wat ’n nuwe algemenewaardasie of aanvullende waardasie, na gelang van omstandighede, in werkinggestel word. Aansoekemet die inwerkingstelling van ’n nuwe algemene waardasiemoet die Stad bereik teen 31 Augustus van die boekjaar waarin die waardasie inwerking gestel sal word. Aansoekemet die inwerkingstelling van ’n aanvullendewaardasie moet die Stad bereik teen die laaste dag van die derdemaand na dieinwerkingstellingsdatum van die waardasie. Indien nie, kan geen sodanige kortingvir daardie boekjare toegestaan word nie.
2. VERBRUIKSTARIEWE EN -HEFFINGSWater, sanitasie, elektrisiteit en vaste-afvalbestuur word teen 14% BTW belas.
2.1 WATER
Drie stelle watertariewe is goedgekeur (10%-verminderingstarief, 20%-verminderingstariefen 30%-verminderingstarief). Elke tarief is gekoppel aan die vlak van waterverminderingwat opgelê word.Aangesien die 10%-verminderingstarief as norm by dieWaterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kan egter later nagelang van verdere vereiste beperkings hersien word.

2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om ’ngratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’n Beëdigdeverklaring sal vereis word, en die aansoek sal op grond van die persentasie vandie hoofgebruik ondersoek en oorweeg word.
2.1.14 Bestaande skuilings vir haweloses/ouetehuise (buiten dié wat as huishoudelikegroepe geklassifiseer is)/tehuise vir die gesondheid van diegene met fisiese ofgeestelike gestremdhede

Hoogtepunte van wysigings
• Trapsgewyse tariewe (1-6) is vanaf 1 Julie 2013 vir die huishoudelikegroepskategorie ingestel op grond van vorige oorlegpleging met kliënte. Verderestappe om dié kategorie nog meer in lyn met die volledige huishoudelikekategorie te bring, is oorweeg dog nie vir die boekjaar 2015/16 aanbeveel nie.
• Veranderinge in diverse tariewe, onder meer die voortgesette stygings metbetrekking tot behandelde afvalwater (bepaald vir gholfbane) sowel as diemetertoetsfooi, word in bylae 4 by die begrotingsdokument uiteengesit.
• Staking van hengeltarief by damme in raadsbesit vanaf 1 Julie 2015.
2.2. SANITASIE
Drie stelle sanitasietariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan die
vlak van watervermindering wat opgelê word. Aangesien die 10%-verminderingstariefas norm by die Waterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kanegter later na gelang van verdere vereiste beperkings hersien word.
’n Verhoging van 11% in sanitasieverbruikstariewe is goedgekeur.
2.2.1 Volledig huishoudelik (standaard) – enkelresidensiële eiendomme: 70% vanwaterverbruik tot ’n maksimum van 35 kℓ riool per maand (70% van 50 kℓ wateris gelykstaande aan 35 kℓ riool)

Hoogtepunte van wysigings
• Residensiële tariewe: Algehele styging in inkomste uit die groep is 10.82%,maarindividuele kliënte sal waarskynlik verskillende stygings waarneem op grond vanwerklike verbruik. Die verskil tussen die gemiddelde en werklike styging spruituit die verhaling van die tekort aan inkomste uit die hulptarief vir blok 1.
• Verbruikers wat 450 kWh per maand ontvang, sal dieselfde persentasie stygingwaarneem, ongeag die tarief wat vir hulle geld. Daar is dus geen verandering indie subsidievlak wat hierdie verbruikers op die hulptarief ontvang nie.
• Gratis basiese elektrisiteit: Hulptariefkliënte wat gemiddeld minder as 250 kWhper maand ontvang, sal ’n gratis basiese toevoer van 60 kWh kry, terwyl diegenewat gemiddeld tussen 250 kWh en 450 kWh per maand ontvang ’n gratis basiesetoevoer van 25 kWh per maand sal kry.
• Die tarief vir residensiële kleinskaalse gekoppelde opwekking kry ’n tweede blokby in pas met die huishoudelike tariefblok 2 om te voorkom dat verbruikers watbesonder klein opwekkers installeer ’n groot verlaging in hul rekeninge ontvangsonder dat hulle in werklikheid enige elektrisiteit opwek.
• Die kategorie “Klein kragverbruiker 1” met die buitespits-kombinasie word sedert1 Julie 2012 tot slegs bestaande kliënte beperk. Die buitespits-komponente stygook met ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit te faseer.
• Die tarief vir die kategorie “Klein kragverbruiker 1” ondergaan ’ngeringe strukturele aanpassing in pas met die bevindinge van dievoorsieningskostestudie.
• Tydspesifieke tariewe is herstruktureer om pariteit tussen diemediumspanningstarief en EskomMegaflex te verseker.
• Kommersiële tariewe ondergaan ’n effens bogemiddelde styging as gevolg vandie verhaling van die subsidie wat vir die tydspesifieke tarief vir Atlantis voorsienword.

Last year and this year too, Jack quali-fied to compete at the National Level 3Age Group swimming champs as well asthe SA Youth Nationals which is an in-credible achievement for a swimmer ofJack’s age. At the Level 3 champs held inPort Elizabeth this year, he won a goldmedal of the 100m backstroke in the 14-
year-old category and set a new WesternProvince record of 1:00.94.
He also won gold for 50m backstroke,silver for 200m backstroke as well as sil-ver for 50m butterfly.
At the South African Youth Nationalsheld in Durban recently he went on tobreak his own record set at the Level 3champs when he received gold for the100m backstroke in a time of 59.77. Jackalso won gold for a time of 2:13.24 for the200m backstroke, improving his Level 3time by four seconds.
Toadd to this, Jackalso competed at theSenior Open Championships for the 200mbackstroke where he went through to thesemi-finals.

Bafana Bafana will be playing an interna-tional friendly againstAngola at theCapeTown stadium on 16 June.
The City of Cape Town has confirmedthat it will honour the Youth Day fixtureafter the South African Football Associa-tion (Safa) approached it in May.
Garreth Bloor, mayoral committeemember for tourism, events and econom-ic development, has called on residents tocome out in their numbers to support oursoccer stars.
“We are honoured to host this match atour world-class stadium on Youth Day.Our support for the event is part of ourstrategy to position Cape Town as theevents capital of Africa,” says Bloor.
Meanwhile, Safa reiterated its delightat having the national team return toCape Town, where they say they have al-ways received favourable support in thepast.
“It is always great to play our matchesin Cape Town where we have previouslyenjoyed massive support, and we are con-fident that this time around it will be nodifferent,” says Safa CEO Dennis Mum-ble. “We urge the fans of the beautifulgame, in particular the fans of BafanaBafana, to rally behind the team.”
The team last played at the Cape Townstadium in September last year, whenthey played to a goalless draw with Niger-ia, which helped pave the way into the Af-rican Cup of Nations (Afcon) held inEquatorial Guinea earlier this year.
