On 17 September around 05:00, the 53-year- old Danny Brink, a panel beater, was robbed, stabbed and hit with a steel stand from the nearby construction area, while Metrorail guards were asleep in the station building. No lights on the platform were working at the time. Friends Danny Brink and Basil Davis, both from Parow, were waiting for the train to Bellville when they were attacked by four men. “Two of them tackled Basil and the other two tackled Danny. When they were done with Basil, he ran for help,” says Davis’s partner, Deirdre Solomon. She says Davis found security personnel at the station building, but they were fast asleep. “He woke them up and ran back to Brink, but the security officers walked there on their own sweet time,” she says. By this time Brink had been stabbed in the chest and side and struck across his fore- head. Solomon says the police and paramedics arrived forty minutes later, without a stretcher, where the dying Brink told them he could not breathe. Solomon says he was told to sit up. He was taken to Tygerberg Hospital, where he suc- cumbed to his injuries a few hours later. According to Christel Schoeman, chair- person of the Fairfield Estate neighbour- hood watch, the station building is being renovated and because of this the lights are not working on the platforms. She says she commutes from this station daily, from as early as 06:00 and is fighting a constant battle with Metrorail about secu- rity here. “Many a morning there will be no security on duty. And with it being a building site, the security is not at all what it is supposed to be, but up to now Metrorail has not re- sponded,” she says. V To page 2. A fire devoured everything except the freshfish in the fridges of a popular take away res-taurant in De Tyger last week. But even those could not be salvaged, as
owner Jaime de Gois of De Tyger Fish Citysays everything in his gutted shop had to beleft until insurance assessors could investi-gate the damages caused by the fire thatbroke out on 10 September.De Gois is gutted, too.“Everything is gone. I battle to sleep at
night and being awake feels like I amhavinga nightmare. Thank God no-one was in-jured,” he says.He feels bad for his customers, though,
who still arrive from as far as Durbanvilleand Sunset Beach to buy fresh fish and fastfood here.
“One lady even started crying when sheheard what happened,” he says.Although the official report from the fire
brigade has not been released yet, De Goissays it is most likely a faulty plug thatcaused the fire around 20:30 on the fatefulevening, shortly after the shop was lockedup by the manager. It was also one of his regular customers
who came out of the nearby supermarketthat saw the blaze and alerted the fire bri-gade. Their quick response secured no ma-jor damage to businesses neighbouring FishCity.“We only had to repaint our shop, as the
walls were black from the smoke,” an em-ployee of a salon next door says.De Gois believes he will be back in busi-
ness in as little as five weeks.“I suppose these things happen. When life
is too good, itmakesme suspicious,”he says.

The community has until 28 September tooppose the disposal of a valuable municipalproperty in Olienhout Avenue. This piece of land of almost 32 000m² – also
referred to as the “Hotel Property” – lies atthe foot of the Tygerberg between the Bar-onetcy retirement development and a parkthat forms part of the green belt that runsthough Plattekloof. The Frikkie Knoetze ar-boretum is across the road.Plans to build a boutique hotel here were
approved in the ’80s, but nothing evermate-rialised.Now theCitywants to sell the land, which
is valued at around R60m, for developmentpurposes.SakkiePretorius, councillor for this area,
says doing so would have a detrimental ef-fect on traffic.
“The roads can simply not cope with thedevelopment potential,” he says.Pretorius put a motion to council in
whichheopposed thedisposal of theproper-ty.“I believe the property, the park that bor-
ders it and the arboretum, should becomeone to form a nature park,” he says.A notice for public participation in the
process of disposing the property appearedin Die Burger a while ago, but according toPretorius it was “hidden in the back half ofthe paper” and he fears not many peoplesaw it.“This is such a special piece of land. Peo-
ple come here to walk and play and it hasthe most spectacular view of Table Moun-tain. Yes, the City can make a lot of moneyout of it, but I think the community needsa place where they can get away from thecitynoise. I feel that bydeveloping this, con-servation will be dealt a heavy blow,” he
says.He says anyone has
the right to speak upagainst this proposal, even those who do notlive in the area.“People expect me to
act, but I cannot do it onmyown.Themunicipali-ty has to listen to inputfrom the community,”he says.V For more information aboutthe public participation process or to voice your thoughtsto the property managementdepartment of the City, contact Tania Lewis on 021 4002351 or email Tania.Le[email protected] before16:00 on 28 September. Not much time tooppose proposal

Cape Town schools are almost full andthe Western Cape Education Depart-menturgesparents to enrol childrenas
soon as possible.“Todate, schools in theWesternCapehave
processed 128 545 applications for placementfor the 2016 school year. So far, 118 429learners have been placed,” said educationminister Debbie Schäfer in a statement tothe media last week.
“Parents were encouraged to apply toschools by 30 June, and those who now stillneed spaces at schools need to urgently ap-proach their nearest schools or the closestdistrict office to find out which schools stillhave spaces available,” she said.
“We cannot guarantee places in schools ofchoice, but will do our utmost to place chil-dren appropriately. It is crucial that parentswho have failed to enrol their child for the2016 school year to do so urgently and beforethe end of the third term to ensure that they
secure a place for their child.”Schäfer says there are currently 3 470
learners who have been accepted at morethan one school.“Some 2 257 of these learners are Grade 8
learners who have not confirmed if they aretaking up their places,” she says.“Moreover, we expect that learners will
continue to migrate to the Western Capefrom other provinces in search of a bettereducation and access to opportunities. Eachyear we plan as best we can for the influxof additional learners from other provinces. The inward migration into the WesternCape has huge financial and planning impli-cations, impacting on the provisioning of ed-ucation resources and the overall manage-ment of the system,” she says.
“We have to prioritise according to thegreatest need across thewhole province, andavailable budget. Our current budget is un-der considerable pressure.”

Library reopens ‘unexpectedly’

The Parow Library in McIntyre Streetopened its doors on Monday to a reno-vated world of reading pleasure and
study opportunity. The news that all the work lasting more
than a year had been done, came quite unex-pectedly, says stand-in chief librarian Sur-aya Hassiem.
“They let us know three days before theopening that everything was completed,”she says.
Friends of the library and staff helpedover the weekend to spruce up the garden, mow the lawn and put up notices and post-ers before the doors opened to the communi-ty at 10:00 on Monday morning.
“We are very excited. I feel like a kid in
a candy store,” says Hassiem. The library has a new roof– the main rea-
son for the renovations – but now also hasan enclosed reference section of absolute si-lence for students, more homework tablesfor learners, a funky teenage section and astory time corner for the young ones.
The whole library is now also a free Wi-Fihotspot with ample and very comfortableseating for those who just want to sit andread.
Library hours will be from 10:00 to 19:00on Mondays, Tuesdays and Wednesdays. OnThursdays it will be open from 11:00 to 18:00,on Fridays from 10:00 to 17:00 and on Satur-days from 09:00 to 13:00.V For more information, contact the Parow libraryon 021 444 0940 and be on the lookout for the newParow diary in TygerBurger from next week for special events at the library.
The children’s corner, where story time for toddlers will resume soon.

“Seuns val swaksiende manaan”, TB, 16 September, verwys.
Baie sterkteaan ene Herman – spreekwoor-delik voel ek jou pyn.

One must recognise the roleand the value added by civilsociety organisations to bringabout change in communities.I think that in many organi-
sations, it’s women who areinstrumental in changingorganisations that are strug-gling to achieve its develop-ment objectives. I have seenover the years in our commu-nities, especially the Cape
Recognise the rolethat women play
Flats, that it is the women whoattend community meetings, it’swomen who attend schoolmeetings these days. Believe itor not, but it is the women whoare leading change and inreality it’s the women who leadthe fight against crime.I wrote to some women in
our community who arealready in leadership roles attheir various communityorganisations, appealing andurging and asking them toconsider playing an active rolein sport development.Women support the men,
their sons and even theirdaughters in all sport. Womenare out making food for theyouth, in meetings they arethere recording minutes, fulfilling an administrativefunction serving the sport, serving churches, serving thecommunity, leading the change. The active participation of
women in sport is changingand needs to change in ourcommunities at all levels ascommunity organisations needa “women’s perspective” inmeetings and decision-making.I don’t have to remind the
sports leaders that the currentrole of women in politics, andin other sports where theirexperience adds value and theirpresence changes the land-scapes – even in our currentand young democracy.Whether we like it or not –
women are making a vastdifference on the politicalscene, so much so there’s a callfor the President of SouthAfrica to be a woman.Women are making their
voices heard on all frontsadding value to a better society;a better South Africa.Women are our most domi-
nant social activists in ourcommunities as well as ourchurches. We should be openfor partnership on all levels ofleadership structures. We needto involve men and womenjointly working togetherchairing our communitystructures, as this will enhanceour model leadership.

Our little doggie, Woofles, managed to perform his Houdi-ni tricks and landed up in thestreet. He was unfortunatelystruck by a vehicle. The driversummoned the SPCA, whoarrived within the hour.Woofles was checked and wewere instructed to have himchecked by a vet. The next daythe SPCA did a home checkand also called us for a reportback. The next day, to ouramazement, a woman droppedoff some money which wascollected by some of our localschool children to “buy thedoggie some biscuits”! Howamazing is this? Our sincerestapologies to the driver for thedistress and inconveniencecaused, and thank you forstopping and calling the SPCA.A huge thank you to theanonymous woman and schoolchildren for your generous giftto Woofles. Taxi tensionscome as nosurpriseImagine this. You are driving alongBlaauwberg Road when you hear a loudbang. Your car is damaged, you are latefor work and the taxi driver who collidedinto your vehicle has no licence, nopermit and no insurance.A scenario, which would have any
motorist seething. And while the taxidriver gets a R500 fine, you have to dealwith insurance claims, vehicle repairsand the associated trauma. The area around Blaauwberg Road has
become synonymous with near misses, illegal ranks and taxi drivers who drivein oncoming lanes to avoid congestion. All of the above results in one thing:frustration.Recently a local business owner took
matters in his own hands and startedboxing-in taxis ranking on his property. His actions were lauded by the communi-ty and after months of frustration, hisactions come as no surprise.Amid the furore are underlying com-
plex municipal issues including taxirecapitalisation, the institution of theMyCiTi bus service and illegal operators. And while it will take time to sort
these out, the current situation in thegreater Table View area is reaching feverpitch. The simple solution is enforcement, but when resources are scarce andexcuses plentiful, anger will continue tomount.A strategic and methodical approach is
needed but truth be told, people will onlycontinue to break the law as long as theyare allowed to do so.

Nothing is impossible – not even turning acity street into a library for a day.On Friday 18 September the Greater Tyg-
erberg Partnership (GTP) and the Nal’ibalireading-for-enjoyment campaign did justthat. They transformed an everyday parking
bay into an outdoor library and readingspace. As part of a broader international move-
ment, led locallybyOpenStreetsCapeTown, the library represented one of several trans-formations of normal parking bays all overthe city, said Lauren Uppink Calderwood ofthe GTP.International Park(ing) Day is celebrated
on 18 September each year to transformparking spaces into temporary public places
or “PARK(ing)” spaces, she explained.Across the globe, citizens, non-profit orga-
nisations, artists and activists use this dayto showcase the potential and possibilitiesof rethinking parking spots to enhance com-munity spaces and community spirit.
“We are proud and excited to be bringingInternational Parking Day to Bellville,” shesaid.
A parking spot in Teddington Street be-came a “green oasis” where people relaxedon an urban “lawn” and could read andbrowse books as part of a pop-up library runby the Nal’ibali.
Nal’ibali has donated 200 books in En-glish, Afrikaans and isiXhosa for membersof the community to enjoy.
Besides free story cards that were given
awayon the day, the campaign also recordedstories from members of the public at theparking space for entry into its currentmul-tilingual story-telling competition calledStory Bosso.“There are countless stories to be told and
shared within our communities,” says Es-ther Etkin, campaignmanager for Nal’ibali.Nal’ibali make use of everyday reading
and the art of storytelling to spark children’spotential.“This is an exciting prelude to our Open
Streets Bellville event in October that willtake over two entire streets in the area, which will allow people from all over to run, walk, cycle, skate andplay in a spaceusuallydominated by cars,” Uppink Calderwoodsaid.

Not entertainer; ‘fun facilitator’
Marcel Oudejans brings his latest show to the Cape Town Fringe Festival this week.
LOUISA STEYL@lounotes
Comedy magician Marcel Oudejans isnot just an entertainer. He sees him-self as more of a “fun facilitator.”
The Pinelands resident, who grew up inthe northern suburbs, will be doing a rarepublic show in Cape Town when hepresents Sleight of Mouth 2: Now talk yourway out of this! as part of the Cape TownFringe Festival from Thursday. The show is a sequel to Sleight of Mouth
– The art of talking your way out of any-thing, which he performed at last year’sFringe Festival. The new show features newmagic, deliv-
ered in Marcel’s trademark witty “stand-up” style. There’s also more story-tellingwith anecdotes about his travels and expe-riences as a magician.Performing magic for people who aren’t
expecting it usually produces interestingresults. On one occasion, for example, hestopped for lunch on his way to a show anddecided to brighten someone’s day with amagic trick. “The woman freaked out be-cause she had no one around to corrobo-rate that it had actually happened.”
Not expecting itOne could almost say Marcel’s comedy
career started with people who weren’t ex-pecting it. When other children were wait-ing tables,Marcel, whohad already starteddoing shows at the Bellville Library overschool holidays, was performing in restau-rants for tips.Today, Marcel is one of the country’s
leading performers. In 2008 he was recog-nised as one of Africa’s leading magiciansat the Vismayan International Magic Con-
vention held in India. Most of his work is for corporate events,
where he acts as emcee or more recently, teaches people about the importance of“play” in the workplace or as he puts it “totake play seriously”.He believes learning to have fun or em-
bracing cultural arts, gives people ameansto express themselves, something which isessential to understanding other peopleand having empathy. He works with businesses to help them
“create a wow in customer service”, usingmagic to prove his point.Customer service is something Marcel
takes seriously and it’s important to himthat his audiences feel like they are gettinga genuine, sincere performance.
Not too scriptedThis is where his improvisation skills
come in handy; giving him the ability toadapt to his audience and make his showsmore interactive.Although there’s a light narrative run-
ning through Sleight of Mouth 2: Now talkyour way out of this!, Marcel doesn’t likethe idea of amagic show that’s too scripted.“You want to make the audience feel likethis is happening for the first time.”His performance at the Fringe Festival
is an opportunity to see another side of hisextensive repertoire and escape reality foran hour.Marcel says the festival itself is a chance
to see a wide variety of productions, fromtheatre pieces to magic, in one place andurges Capetonians to buy tickets early andsupport the local performers on stage thisyear.V Sleight of Mouth 2: Now talk your way out of this!will be on stage at Cape Town City Hall Theatre
3 at 19:30 on Thursday 24, Saturday 25, Tuesday29 September and Friday 2 October. Shows will alsorun at 17:30 on Saturday 26 and Monday 28 September, at 15:00 on Sunday 27 September and at
13:05 on Thursday 1 October. Marcel will also be performing at the Alexander Bar at 13:05 on Tuesday29 September. Tickets cost R70 or R63 (concessions) from the door or www.capetownfringe.co.za.

LOUISA STEYL@lounotes
Lafras beskryf Zengeance se musiek as“Low-fi harde garage funk punk blues fusi-on”.
Zengeance sal môre (Donderdag) by dieHoërskool Stellenberg se Kaapse Braaivleis-fees te sien wees.

What is effectively an all-new motor racingcircuit in the Western Cape is going to seeaction for the first time on Saturday 26 Sep-tember.The eighth roundof the excitingWingfield
Motors sponsored Power Series takes placein an anti-clockwise (reverse) direction atthe new circuit.Althoughdrivers and riderswill be travel-
ling around the same track with every cor-ner having a variable radius, the angles andspeed will have to be worked out anew andcommitted to memory. Some will be slower, while othersmay surprisingly be faster thanbefore. Of course, brak-ing distances are goingto be another variablefactor. This may be tothe advantage of thosewho have had experi-ence on other SouthAf-rican circuits, and es-pecially to the few whohave raced overseas. As far as the top bik-
ers are concerned, it isgoing to be interestingto see how quickly thetalented Dave McFad-den, who is this weekstill competing in the2015World Super StockChampionship, is ableto come to terms with the new layout.Meanwhile a tremendous amount of work
has gone into ensuring the safety of the trackin its new format.Major changes include therepositioning and replacement of many ofthe steel and tyre safety barriers and the re-location of two of the marshal points.A chicane or artificial corner similar to
those at F1 circuits has been added. The Kil-larney chicane is on themain straight at the
approach to the banked Cape Town Cornerbend where competitors will have to flickright, then left and marginally right againbefore swinging hard left into the hairpin.Early tests indicate that while the track
maybemarginally quicker than the originalthat has been in operation since the early1960s, it promises to be even more exciting. The Killarney organisers are taking full
advantage of the coming long weekend thatbegins with the national Heritage Day tostage a giant vintage, veteran and classic carshow on Thursday, September 24. The Fri-day school holiday will then be followed bythe reverse direction Power Sport meetingon the Saturday. Together they are expected
to result in the biggest motorsport block-buster attraction seen in these parts.Open to cars and motorcycles built be-
tween 1985 and backtracking to the launchof the very first motorised Benz in 1886, themotor show entries are being divided intothree age classes to facilitate their judging. The show will also host guest displays of
new cars as well as a selection of exhibitsfrom the Afrikaburn Festival in the Karoo.
