Discussions about the possibility of appointing an ambassador star- ted over a luncheon at a wine estate in the Hemel-en-Aarde Valley be- tween representatives of the Over- strand Municipality’s four tourism bureaus and Wesgro, the Western Cape official tourism, trade and in- vestment agency. “Wesgro has played an intermedi- ary role between the Overstrand re- gion and Bob, bringing together the two parties with the objective of leveraging Bob’s celebrity status and large network of social media followers to drive awareness of the region,”said Wesgro CEO, Nils Flaatten, at the official launch of the Tourism Ambassador programme. The function was held at the Cape Royale luxury hotel and spa in Cape Town on Monday. “Bob will be experiencing all the Overstrand has to offer, from shark cage diving to whale watching, wine tasting and horse riding, and be able to promote these activities from a personal perspective. It will also be fantastic to have someone who is as well known as he is, attending events such as the Whale Festival or the Blues Music Festival in Klein- mond.” In keeping with tradition, Skin- stad will take part in the Stanford Boxing Day cricket festival as he does every year. And “hopefully this year the added incentive of being the Ambassador of the region will bring me luck with bat and ball in hand”, he said. “Cricket is not my forte, and one time Schalk Burger hit four sixes in a row off my bowling.” Skinstad also shared a tempting thought in jest about shark cage diving and some international rug- by referees, saying perhaps one can introduce non-cage shark diving for some of the referees. He said he is excited to take up his role as ambassador. “I spend many happy weekends enjoying all this area has to offer.” His own parents and his in-laws live in Hermanus. Skinstad spent family time here in Onrus, Stanford and Gansbaai as a toddler of four. These happy memories were rekindled during his days as a student at Stellenbosch University. “I had to stay back at the universi- ty to swot for a her (a re-examina- tion) and asked a buddy of mine, who was also hanging around dur- ing the holidays, “Have you also got a her?” The friend replied: “Boet, the only her I’ve got is Hermanus. Do you wanna come spend a weekend?” In a more serious vein Skinstad explained his take on the ambassa- dorial role. “It is not a poster-boy role. It is a volunteer position and I am doing it because I believe this region is one of the biggest assets in South Africa. It has so much to offer and I will work hard to make sure everyone around the world knows about it. “I am delighted to be a part of this drive and have a deep passion for this area and aim to help it grow and prosper.” Skinstad is keenly involved in many sports including golf, cricket, surfing and cycling, all of which are available in the area. He also enjoys swimming with his daughters, walking on the cliff path with his wife, and playing cricket on the beach with his son. Solomzi Madikane, Overstrand Municipality: director of Local Eco- nomic Development and Tourism, said the Tourism Ambassador Pro- gramme would play an important role in increasing and building a positive brand including the overall destination image of the Cape Whale Coast. “Bob will be introduced and ex- posed to some of the Overstrand’s local events and festivals and par- taking in a variety of activities, giving him the opportunity to spread the word about this beautiful destination at local and internatio- nal platforms,” Madikane added. Flaatten concluded by saying that Skinstad has committed to the am- bassador programme for a year, and that it is the intention of Wesgro to learn from this agreement, and then replicate it in other areas to benefit tourism. The Overstrand is the first region in the Western Cape to have its own tourism ambassador, and Mayor Nicolette Botha- Guthrie expressed pride in being the pioneers of this programme. ATM safety tips for festive season

    Therehasbeenanincrease in thenumber

of ATM incidents reported by residents

in and around Hermanus. These include

    attempted robberies, fraudulent activi-

ties at ATMs and suspicious-looking peo-

    ple loitering in the vicinity.

With the festive season around the cor-

ner, criminals are getting desperate and

    card.

) Do not insert your card until asked

to do so on the display screen.

) Never use an ATM with a blank

screen and, if the ATM is obscured from

view or poorly lit, leave immediately and

    find another ATM.

) Stand close to the ATM and use your

Shop owner exposes brazen tactics of con artist

The owner of the biltong shop at the Her-

manus Pick n Pay Centre was targeted by a

female con artist recently and wants to use

    his experience to warn others.

He was not at his shop at the time of the

    incident.His shop assistantwasminding the

store on 8 October when a woman arrived

and said shewas there to collectmoney from

the owner for bedding and linen he had or-

dered. The assistant said he was not there

and she knew nothing about the order. The

woman then pretended to phone the owner

    and talk to him.

According to the shopowner, the conartist

then told the assistant that he had given in-

structions that she should pay the con artist

    R1 900, which she did.

The ownermaintains he did not order any

linen or bedding and the con artist did not

phone him to get authorisation for the pay-

ment. He also owns a biltong shop in Gans-

baai and the woman seemed to know quite

a lot about him, which he found disturbing.

The womans visit was captured on the cen-

business owners and others to be aware of

    how this con artist operates.

TheOverbergK9 dog unit is still with-

members of the public set the units

    building alight inNovember 2012 dur-

ing a mini-war between SAPS mem-

    bersandcertainresidents inHawston.

    A concerned resident, Kim Mont-

gomery, says she feels totally helpless af-

ter spending months debating the issue

with the highest authorities in govern-

    ment, but to no avail.

The members of the dog unit and their

staff are being housed in temporary con-

tainers and shacks behind the Hermanus

    police station.

    These circumstancesmake it verydiffi-

cult for the dog squad to contribute their

best to the fight against crime.

    InNovember lastyear, thewarbetween

Hawston residents and the police saw seven

police vehicles burned, several damaged, a

private car set alight and petrol bombs

thrown at towing vehicles. The building of

the police forcesK9 dog unit inHawstonwas

set alight with six dogs still trapped inside.

In addition, a police officer was shot and a

13-year-old boy from Hawston was wounded

by a bullet during the cross-fire.

Rocks, bullets and petrol bombs were the

weapons of choice when a group of Hawston

residents took on the police in the street bat-

tle that destroyed the K9 dog unit.

Violence erupted after police officers be-

    lievedtobemembersof theTacticalResponse

    Team(TRT)arrested twomeninconnection

    with abalone poaching.

When officers tried to rescue the K9 dogs

trapped in the burning building, they en-

    countered armed residents. Back-up officers

arrived within half an hour and helped the

officers break through a wall in the back of

the building. The dogs were taken to a place

    of safety.

Montgomery, after seeing the dogs now

housed in the law enforcement pound, pro-

ceeded with enquiries about new premises.

She, with the help of others, scouted the

    greater Hermanus area for possible

premises and found what they thought to

be the perfect setting the warehouse be-

hind Lusitania in the NewHarbour. This

belongs to the Department of Transport

    andPublicWorks,who are in fact respon-

sible for finding suitable alternative ac-

    commodation.

To date they do not seem to have real-

ised the urgency and in my opinion they

have been very slow to react and support

SAPS K9 unit in their search for premis-

    es, Montgomery said.

In April this year, Montgomery report-

ed the case to the Western Cape Govern-

ment, Department of Public Policing and

    theDepartment of PublicWorks. She also

lodged a case with the Western Cape

    Legislature. Senior SAPS officers visited

Montgomery after the case was opened,

but the situation remains the same.

The department cannot take the K9

unit out of the Overstrand/Overberg area.

Crime in the areawill shoot through the roof

if the K9 unit is not mobilised and placed in

new premises urgently. Six dogs are trained

    todetect drugs, abalone, firearmsandammu-

said the problem in question is receiving at-

    tention.

The private vehicle of a senior officer from the

    Die Burger (1915), followed byHuis-

genoot two years later and then

    Landbouweekblad. Interesting to

note that all three of these publica-

tions are still around, said Vosloo,

adding with a wry smile as am I,

    Koos Bekker (now Naspers CEO)

    and Cobus Stofberg (founder mem-

ber of M-Net, and board member of

    Naspers).

Years later in 1960 the group pub-

    lished its first English magazine,

    Fairlady, under the editorship of

Jane Raphaely, at a time when poli-

tical events such as Sharpeville and

    the Mandela trial occurred.

Also in the 60s the Sunday paper,

    Die Beeld started in Johannesburg

and then followed the dailyBeeld in

    1974.Vosloowasappointededitor in

    1977, cappinga career in journalism

that started way back in 1956.

It was in 1983 thatVosloowas per-

suaded by the Naspers board to

    switch from journalism to manage-

ment, fairly shortly after the advent

of TV in SouthAfrica in 1976, which

    changed peoples lives and Vosloos

    as well.

I asked the Board for R50 000 to

launch a pay TV channel, and so

M-Net was born. In 1984 I was ap-

    pointed Managing Director of

Naspers, and I brought in Koos

Bekker as my special assistant to

    foundM-Net with R50 000 seed capi-

    tal.

The real growth of TV came in

95 which saw a switch over from

    analogue mode to digitisation. This

meant the number of M-Net chan-

nels could expand. And the rest is

    history.

    Nasperss digitised business

    (M-Net, MWEB, MTN, Multichoice

    - now collectively known as MIH),

has now rolled out to 133 countries

and is also moving further north in

    Africa across the equator. InAfrica,

Multichoice now has over 7 million

    subscribers.

Naspers was listed on the Johan-

    nesburg Stock Exchange in 1992

    with a share price of R16. So, 10 000

shares would have cost R160 000.

    Nineteen years later, these shares

    are worth R26 M.

Naspers today, said Vosloo, is the

    8th biggest media business around

the globe and is truly international.

    A new Board announced this

    week will see representatives from

the USA, Brazil, China and South

    Africa, said Vosloo, reflecting it

has been a good ride for a journalist

    who knew nothing about balance

    sheets.

    Responding to questions from the

floor, Vosloo summed up his time

    management style as follows:

    Never take work home.

    Network and mingle with peo-

ple. Do not sit in the shy corner.

I dont believe in wasting time.

I have never been a slave driver,

and it is important to delegate.

    Never hesitate to appoint people

who are cleverer than you are.

Give colleagues a stake in the

    business.

His concerns on the future of tra-

    ditional news reporting:

    No depth of real experience.

    Youngsters cant spell anymore.

    Not curious enough about the

    world.

    Info overload.

    Howclose is too close?

    HEDDA MITTNER

    Boat-based whale watching in

    Hermanus isapopular tourist at-

    traction and while the feedback

    from those who have experi-

    enced it is overwhelmingly posi-

tive, there are also concerns that

    thedisturbancecausedbywhale-

    watching boat operators may

have a negative impact on our

    marine life.

    With the current whale-watching

    season in full swing, Hermanus

    Times recently received a letter

from a resident who expressed con-

cern about what was deemed dis-

    turbing behaviour by the skipper

of a whale-watching boat in Walker

Bay. Hermanus Times has also re-

ceived similar letters in the past.

    While the operators themselves

    vehemently deny any wrongdoing,

    readers have accused local opera-

    tors of chasingaway theverybeau-

ty that attracts tourists andpads the

    pockets of the boat owners.

The most recent letter reports an

    incident where the whale-watching

boat advanced until it was right on

top of the whales and when the

    whales, nowdisturbed, began tomi-

    grate in theoppositedirection to the

drifting vessel, the skipper fired up

the engin in a bid to pursue the flee-

    ing whales.

An earlier letter from a reader al-

so accuses a skipper of making

straight for a pod of whales and

    running right over them... blatant-

    ly ignoring the rule tokeepyourdis-

    tance from the whales.

    The reader continues: I cannot

begin to express my anger and dis-

    appointment in this behaviour. As

custodians of our oceans we should

    cherish and protect our marine

    life.

    Other reports received from resi-

dents by phone and by letter refer

    to whale-watching boats operating

within what appears to be the

    boundaries of the whale sanctuary.

It is with disgust and contempt

that I observe the total disintegra-

tion of the agreements and legisla-

    tionallmadewith the sole intention

    ofpreservingourwhales, readsan-

    other letter. Whalewatching boats

from Hermanus enter the whale re-

serve at will and it would appear

    thatnoactionwhatsoever is taken.

    However, one whale-watching

    boat operator inHermanuswho did

not want to be identified, says there

    is considerable ignorance among

the public as to the nature of the

    legislative framework within

which they operate, and false accu-

sations by the public could threaten

    the industrys reputation.

So what are the regulations gui-

    dingwhale-watchingboatoperators

    in Walker Bay?

Walker Bay was declared a Ma-

rine Protected Area (MPA) in 2001

to serve as awhale sanctuary under

Section 43 of the Marine Living Re-

sources Act (Act No 18 of 1998) from

1 July to 15 December every year.

In addition to the provisions of Sec-

tion 43, regulation 58 published un-

der Government Notice no R 111 of

1998, which pertains to the protec-

    tion of whales, also applies.

This means that no person is al-

lowed to operate any fishing boat,

vessel, jetski, kayak or craft of any

kind within the MPA without writ-

    ten permission, with the exception

    of any legally permitted boat-based

    whale-watchingvessels,whichmay

operate subject to the relevant per-

mit conditions and the closed areas

    for boat-based whale watching, as

    published in Government Notice

    No 417 of 2000.

    The whale sanctuary stretches

from the Westcliff beacon near the

New Harbour to the Gansbaai Har-

    bour.

    There are only five whale-watch-

ing boat operators in Walker Bay

    with legal permits Southern Right

    Charters,HermanusWhaleCruises

and The Whale Watchers, all based

    in Hermanus, Ivanhoe Sea Safaris

in Gansbaai and Dyer Island Cruis-

    es in Kleinbaai.

    Phillipus May, the manager of

    HermanusWhaleCruises, says they

    have toadhere toverystringent reg-

ulations and re-apply for their per-

mit everyyear. I cant speak for the

    other operators, butwe certainly do

not harrass the whales, he says.

    Our skippers are well-trained

and know how to approach the

whales. We do not encroach on the

50 m zone if we did, it would only

chase the whales away. When we

keep our distance the whales often

approach of their own volition as

    they are playful and inquisitive

    creatures.

    Nina Cronj, manager of The

    WhaleWatchers, confirms that they

    are whale watchers, not whale

chasers. She says it is almost im-

possible to harrass a whale as they

    will simplyswimawayif theydonot

want to be bothered. They are care-

    ful, she says, toapproach thewhales

in the correct way and not to box

    them in.

    There is good cooperation be-

    tween the different operators, she

says. The skippers are in constant

    contact and operatewithmutual re-

spect. No more than two boats will

approach the same whale or group

of whales at the same time.

    Thesecondboatwill alwayshold

    back, andonce the first boathashad

20 minutes, it will makeway for the

second one. We are careful not to

    transgress any regulations as none

    ofuscanafford to loseour licences.

    Cronj says they use GPS-coordi-

nates to ensure that they never ope-

    rate within the whale sanctuary.

    Butbecause there isntawire fence

    cutting through the ocean, from

    land it couldpossibly lookas though

    a boat iswithin the sanctuarywhile

it is in fact on the perimeter.

She says there are timeswhen the

windmakes it dangerous to stick to

the boundary. It can happen that

    wehavetocutacornerof thesanctu-

ary in order to get our passengers

    back to the harbour safely.

    When approached by the Her-

    manus Times for comment, South-

ern Right Charters declined to re-

    spond.

    What are the regulations?

    The regulations for the manage-

    ment of boat-based whale watching

in terms of the Marine Living Re-

sources Act, 1998, include the fol-

    lowing:

. No person in charge of a vessel

may except on the authority of a

    permit approachcloser than300 m

    to any whale.

. Permit holders may not come

closer than 50 m of any whales or

    dolphins (cetaceans) or allow ves-

    sels todriftwithin50 mof them.The

whale may, however, be allowed to

    approachthevesselcloserthan50 m

    of its own accord.

    . When approaching or leaving

    cetaceans, operators must move at

a slow no wake speed of less than

    10 knots.

    .All approaches should be made

    from a parallel direction, slightly

from the side and not directly from

    the rear or head-on.

. Whales shall not be encircled,

    separated from other animals, or

the vessel placed within the middle

    of a group of whales.

. The cetaceans must be permit-

ted to control the nature and dura-

    tion of the interaction, including

any close approach to the vessel.

This week we cast a spotlight on the

general public the distance they need

to maintain from the whales, and

where theymay andmay not go, in or-

This industry is a significant draw

Trees investing in quality of life in Hermanus

How fantastic that the municipality has

    seen theneed toplant trees inmanyplaces

along the R43. The responsible municipal

department and the businesses who have

    contributed deserve the highest acknowl-

edgement and thanks for their efforts.

Please can we have more trees in all our

    suburbs.

All involved have shown that it is not

only the sea and the coast that are impor-

tant to Hermanus but that the greening of

the town adds to our appreciation of na-

ture, whilst at the same time adding value

to our town as a desirable place to live.

This also leads to an appreciation of prop-

erty values and so benefits all of us.

It is a scientific fact that trees, shrubs

and floweringplants, and the birds and in-

sects they attract, all add to our quality

of life and help to speed our recovery from

illness. Green nature relaxes us and al-

lows for stress to unwind, thereby lower-

ing blood pressure andheart beat. This in-

creases our lifespan according to a recent

    study done in Japan.

    FrommyownexperienceIwouldrecom-

mend that themunicipality form a nature

    and environment commissionwhere both

    professional and municipal experts and

the local population canmeet and discuss

matters of common interest in improving

our environment. A commission of this

nature would be an unbiased, politically

neutral way of deciding common cause,

and common cause is what binds us a peo-

    pleandimprovesourunderstandingof the

quality of life we all strive for.

    Great service all round

I recently stayed in Hermanus at the Her-

    manusDorpshuysGuesthouse for aweekend.

While in Hermanus, we dined out, visited

some wine farms and just enjoyed the beauty

    that Hermanus has to offer.

I am sending this email as I would like to

congratulate Hermanus on the striking em-

phasis on good service which I experienced

    all round.

Everywhere we went whether it be a petrol

station, wine farm, restaurant, gift shop and

of course the guesthouse itself, weweremade

to feel extremely welcome and the level of

service and friendliness far surpasses any-

    thing experienced in Cape Town.

    Well done Hermanus!

    I will definitely return.

She insisted that themoney show in her ac-

    it.

Only a day after collection was she notified

by the bank that the deposit was refused. The

    buyerhaddeposited a cheque at theATMinto

her account and it had bounced.

On contacting the bank and their fraud de-

partment, she was told that they could do

nothing, but that in future she must allow

a 10-day period before sending the item.

Apparently only a cash deposit is guaran-

it can be reversed within seven days.

    Wind turbines increase CO emissions

    Iwould like torespondtoMrCampbells letter

in your issue of 17 October.

His comment would be true if only a small

    numberof turbinesweregoing tobe installed,

but once the number becomesmeaningful the

    situation changes completely.

    Windturbinesrequirebackuppowerequiv-

alent to their full theoretical output to cover

    timeswhen thewinddoesnotblow.Therefore

    thecarbon footprintof theback-uppowergen-

eratorshas tobeadded to the carbon footprint

of the wind turbines. It is not an either/or as

    Campbell suggests.

Campbell gives a figure of 9 gms per kWh

as being the footprint for wind and

    175230gmsperkWhasbeing the footprint for

coal with carbon capture. (As far as I know

there are as yet no coal-fired power stations

with carbon capture but let that pass.) Let us

assume that Campbells lower figure for coal

is correct. It follows that the carbon footprint

    forwindturbines is9+175=184gmsofCOper

kWh comparedwith 175 gms per kWh for coal

fired. Campbell was only concerned with the

carbon footprints of the construction materi-

als etc which he has presumably amortised

over the lives of the plants.

    HehasignoredtheCOemittedfromthefuel

    powering thebackupgeneratorswhich, in the

case of coal-fired generators, have to be spin-

ning evenwhen thewind turbines are operat-

ing at maximum output. (They cant be

switched on and off at short notice.) On aver-

age this works out at about 30% of the CO

that would be emittedwhen a generator is op-

erating at full capacity. Using Eskoms statis-

    tic thiswould be 1000x30%=300gmsper kWh.

    Thusevenwhenthewind turbinesareoper-

atingat fullpower theyresult ina total carbon

    footprint of 184+300=484 gmsofCOperkWh.

And when the wind is not blowing and the

coal-fired generator is running at full power

the result would be a total footprint of 184+

    1000=1184 gms per kWh.

    Ifweassumethat thewind turbinesare20%

efficient, then the average emission from the

backup coal generators will be 800gms per

    kWhwhichwhen added toMr Campbells fig-

    ureof184gmsperkWhtotals984gmsperkWh.

The reduction in CO compared with coal-

fired on its own is thus negligible and the cost

    is enormous.

Needless to say the reality is much more

complicated than this because the backup

generators may be fuel-hungry gas turbines

or even small diesel generators as are now

having to be installed in the UK to cope with

the problem. But the above generalisation ex-

plains why, in the real-life case of Ireland, it

has been found that all the wind turbines in-

stalled there have not reduced CO emissions

and it is now recognised that if they install

more wind turbines they will actually in-

    creaseCOemissions.For thisreasontheyare

not a sustainable form of energy unless they

are backed up with a low-carbon source of

power such as hydro or nuclear.

    EEDEN SPIES

    Jo-Anne Otto, Principal Communica-

    tions Officer, Western Cape Government

    Health, responds:

Thank you for the opportunity to address the

concerns with regard to waiting time in the

    Hermanus Hospital Emergency Unit.

It is difficult to answer a query of this nature

in a public forum. Western Cape Government

    Healthisboundbytherulesofpatientconfiden-

    tiality, therefore thepatients conditionwillnot

be discussed, however, the waiting timewill be

addressed. The patient was admitted to the

Emergency Unit at 10:30. After being evaluat-

ed, it was established that her condition, al-

though requiring medication, was not life

threatening. The evaluation technique that all

    WesternCapeGovernmentHealth facilitiesuse

is called a triage system and is international

practice. All patients are evaluated upon their

arrival at an emergency centre and depending

on the seriousness of their condition the patient

is allocated a level of emergency. A relatively

minor ailment such a pimple is allocated as

green, this patient need not wait at the facility,

but can, if preferred, visit his local clinic for

treatment.A patient is coded as red when their

life is in danger. These patients will always be

treated first, even if the green patient has been

waiting for a longer time. The patient in ques-

tion was coded as yellow and requiredmedical

intervention. The Emergency Unit at Her-

manus Hospital was, as indicated in the letter

quite busy that morning. Staff were required

to deal with several emergencies that needed

urgent attention. According to the patient

    notes, staffmembers checkedonthepatientand

her son several times during the waiting peri-

od, explaining to them that they would like the

doctor to examine the patient to confirm diag-

nosis and prescribe treatment. The patient was

treated, diagnosed and medication issued by

the time they left the facility at 2:30. In total

they spent four hours at the facility. Although

this amount of time is well within the range

of time allocated to acceptable waiting time for

patients with a non-threatening illness, the

hospital does apologise to the patient if she ex-

perienced any discomfort during this wait. We

also acknowledge that as apatient, waiting for

treatment when one is not feeling well is never

    pleasant.WesternCapeGovernmentHealth en-

courages members of the public who develop

minor conditions such as colds, ear infections

and the like to seek assistance at their closest

clinic, where the staff are trained to treat and

diagnose minor illnesses. It is vital that chil-

    drenand the elderlyaccess treatment forminor

conditions early on so thatwe canpreventmore

    serious conditions from developing.

In the early 1920s my grandfather went down

    to theOldHarbourwithhisdaughter towatch

Bill Selkirk land what wasmost probably the

biggest fish ever taken on rod and reel.

The battle raged for about six hours as he

    traversed the rocky shoreline.

Sadly this part of themuseumarea has now

been ceded to private business to accommo-

    date their zip line gantry.

It is a great pity that this particular site,

    adjacent to thebokkemsbollard,hasbeencho-

    sen for this venture.

In Hermanus folklore this is almost hal-

lowed ground. An even bigger gaff is that dis-

    criminatory and threatening signage has

been erected at this gantry denying public ac-

    cess.

I hope however that a barrage of bold signs

in at least three languages and even a picto-
