Mark your calendar for Tuesday, November 11 and Tuesday, December 9 for the monthly board meet-ings at Deerfield Community Center, preschool room. All meetings begin at 6:45 pm.
MCA Board meetings are held the second Tuesday of every month.Montpelier homeowners are encouraged to attend.
Dear Neighbors,Thank you for the opportunity to be one of the tem-porary guardians of the wonderful Montpelier
community.After only one meeting it is apparent that yournewly installed 9-member Board provides the di-versity necessary to make sound decisions for ourCommunity. We have Trustees from many walksof life with vast experience and enthusiasm to carefor Montpelier. Add to this the interested neighborsthat attend the Board meetings, on the secondTuesday of every month in Deerfield RecreationCenter, and you have just about every point ofview covered. When all of your opinions are con-sidered we have better results.We want our home values to stay high, ourstreets to be safe and neighbors that we candepend on. This has happened for over 40 yearsbecause of the sound leadership from past Boardsand their adherence to the Governing Documents.The Documents consist of the Articles of Incorpora-tion, which created our Association and weresigned February 14, 1966; the By-Laws, which di-rect how we will govern ourselves, revised October14, 2002; and two Declarations of Covenants, onefor the Common Areas and one for the Lots. Allare available on www.MontpelierOnline.com.
The Governing Documents Committee is reviewingthe recommendations from last years efforts andwill consider what, if any, action to recommend.The Committee will keep the Board informed at
the monthly Board meetingsand Article XV,Amendments, covers how the By-Laws can bechanged.In addition to supporting the Architectural Con-trols and Compliance Committee, the Boardmust ensure that the common grounds aremaintained in good repair and condition. Todetermine what needs to be fixed or replaced, weare going to establish a prioritized list of whatneeds attention. Clearly not everything can befixed in the first year, so this will look more like afive-year plan; so many opportunities exist to pro-vide your input over the next few years. Smallitems are covered in the Annual Operating Budgetand the community maintains a Capital ReserveFund for the big items with sufficient controls inplace to keep that fund solvent.If any of the above encourages you to come to theBoard meetings, on the second Tuesday of everymonth in Deerfield Recreation Center at 6:45pm, that is a good thing, since your voice will beheard.

Zev Sheppard, the eleven year old grandson oflongtime Montpelier residents Gail & Paul Katz,
was selected to be a "People to People Ambassa-dor" a program started by President Eisenhowerand supported by every President since. The pro-gram's objective is to promote international under-standing by bringing together young people fromaround the world and educate them in national andinternational affairs. Zev's week long program, inlate October, will include lectures and visits tomembers of Congress, Williamsburg, and Gettys-burg. Zev is now a 6th grader and lives with his par-ents Hubert and Stacy Sheppard and sister Zoe.Zev was also a 2007 winner of a Dr. Ben Carsoncollege scholarship.

To Whom It May Concern,
I would like to take this opportunity to tell the MCA board that my family and I had a fantastic year at theMontpelier Swimming Pool this summer. The staff was friendly, attentive, and knowledgeable. I alwaysfelt that my ten year-old girls were safe when they were swimming in the pooi, because the lifeguardswere doing their jobs properly, including keeping children in check.
The grounds were well kept and tidy, the water appeared to be clean and pool furniture was in goodcondition.
I believe that a lot of the credit for running the pool smoothly must be credited to Lynne Gerlach, the life-guard in charge. I think she did an outstanding job and I hope that she will be hired again next year ashead life guard.
I also thought it was a great idea to have people from the community man the front desk. It seems like agreat way to build community.
We already are looking forward to next year!

Trustee Wagner called the meeting to order at 2:00PM. A quorum was present for conducting business.Trustee Wagner announced the close of balloting.
Secretarys Report: M. Clark-LamarTrustee Clark-Lamar asked the membership to re-view the annual meeting minutes. A motion wasmade and seconded to approve the minutes. Theminutes were approved unanimously by the mem-bership.
Treasurers Report: J. Witt, interim TreasurerJ. Witt presented a proposed budget to all members.(Copy attached). A member asked for clarificationon the expenditure for locking the gates. A memberasked about audits for 2006 and 2007. The interimtreasurer explained that the records had not beenkept in a manner to facilitate an official audit, but sheis working with the accountant and there will defi-nitely be an audit of 2008.
Committee ReportsTrustee Wagner thanked Trustee Petit for his help asFacilities Chairperson and Trustee Douville for help-ing at the pool. M. Derrick was thanked for hosting
several parties at the pool this year. The MontpelierMansion and Arts Center were thanked for their as-sistance also. Trustee Wagner also thanked interimtreasurer, J. Witt, for working so hard with the ac-countant to get the association finances in good or-der. V. Kaplan was thanked for volunteering to keepus updated on new roads and projects which mightimpact our neighborhood.
Communications T. Fleming, Chairperson, distrib-uted results of a survey he conducted regarding thecommunity list servs. The original list serv is pri-vately owned and the owner no longer lives in thearea. At the request of the board, an official Mont-
pelier list serv was created. He also asked for com-munity input regarding moderating and admission tothe list. Those present at the meeting felt that dis-
cussion should not be limited, excepting objection-able language; they preferred to use one list, theofficial Montpelier News list; and they agreed tolimit membership to owners, renters and elected offi-cials.
Elections P. Collman announced the names of thenew Board of Trustees: Richard Dengler, Bob Der-rick, Patricia Douville, Lillian Fazio, Damian Fe-doryko, Chris Harris, Tim Jacobs, Jack Keating, andPaul Petit.
Governing Documents J. Witt, Chairperson, in-vited interested members to join the committee. A
survey will be prepared to use as a guide in revisingthe governing documents.
Architectural Control & Compliance M. Segura,Chairperson, invited the membership to attendACCC meetings which are held on the first Tuesdayof every month. A member asked about some of thearchitectural changes that the ACCC has allowed.
Security R. Dengler, Chairperson, thanked every-one who contributed to the Findley Fund to benefitthe family of the slain police officer. He asked forinformation regarding an incident on CedarbrookLane. He also asked for residents to be aware of the
ownership of homes if possible because of problemsin vacant homes.
Old Business:Trustee Rowland made a motion to accept the newGDC committee members and J. Witt, Chairperson.K. Wagner seconded and the motion passed unani-mously.
New Business:P. McCullagh thanked K. Wagner for her work on theboard.The new board members were introduced.
The meeting adjourned at 3:30 pm.

As you know, bylaw changes are a very controversialissue, not easy to change, and something we allhave to live with, not to mention our Board has touphold. In that vein we need to make sure we get itright the first time and we cant do that without yourinput.

Pool Committee: Patricia Douville, ChairEverything at the pool is going well. We need signsto tell people to take showers prior to entering thepool and the instructions when there is lightning.
Richard Delaber, the police officer who was given aguest membership should use lot #700. The brokenshower has been fixed and some minor repairs doneby Lighthouse. Lynn Gerlach has requested a copyof the pool contract. Discussion held regarding hav-ing a second guard up when the well is crowded.
Trustee Eisenberg had to leave so there was no quo-rum and the meeting was adjourned at 7:28.The next meeting will be held Tuesday, August 12,2008 at Deerfield Community Center at 6:45 pm.
July 2008The Board received an email from the Accountantregarding his inability to do the 2006 audit. The2007 paperwork is formatted the same so he willprobably not be able to do that also. He is out oftown until the end of July - when he returns I will setup an appointment with him to go over his require-ments for 2008.

At the present time there is $314,694.77 in theMCA Reserve Fund which breaks down as follows:
$167,197.47 in 15 month Certificates of Depositwith interest on the average of 4%. The interest
rate on these CDs, after 6 months, can be renego-tiated up if the bank interest rate on CDs in-creases.
$147,497.30 was put into 7 month CDs as therewas discussion at the spring board meetings re-garding repairs needed at the pooi after the Bechtreport was received but there was not sufficienttime to do the repairs before the pool opened forthe summer.
The Gypsy Moth Fund is on a 15 month, renegoti-able CD with a balance of $29,747.96.
The Benevolent Fund is in a Premium Money Fund(savings account) with a balance of $5,487.12.
The other Premium Money Fund, with a balance of$43,551.24 is the overflow from the checking ac-count which can be moved back into the checking
account when needed.
The checking account balance is: $22,663.72 in-cluding outstanding checks.

Report from the Ad Hoc Tennis Committee
A new first-class fiberglass tennis rebound back-board was installed at the tennis courts by DonKeister, Rob Phillips and Jim Harkins. The boardis ready for play and we hope it will get a lot of useas a practice aid for the community tennis players,
including beginners.The board is of all weather fiber glass constructionand should last many, many years. It is 12 feetwide and 8 feet high. It was installed on the fence
adjacent to the baseball field at the back of courtNo. 2. That location was selected to allow com-plete use of the other three courts at the sametime as anyone may be using the backboard.Also, it was installed on the side that is adjacent to
the ball field as opposed to the side adjacent toBriardale Lane so as to avoid any errant tennisballs causing an annoyance to those living onBriardale across the street from the tennis courts.

Boddiemade a motion to impose a $300 fine for no priorapproval. B. Dennis seconded and the motionpassed with R. Lenart opposed. The homeowner
was advised of his right to appeal the committeesdecision to the board.12201 Cedarbrook Lane - violation being correctedand driveway being paved.12704 Silverbirch Lane - The deadline for comple-tion of the work has passed. M. Boddie made amotion to impose a fine of $500 per month as of thedate of notification. T. Jaehnigan seconded andthe motion passed unanimously. The meeting was called to order at approximately7:40. Nominations were made for the position ofChairperson. Dawn Puma nominated Jeri Witt andit was seconded by Susan Habig. Jeri Witt waselected by unanimous vote.We are fortunate to have 2 past Board members, 2members of the original Governing DocumentsCommittee and 2 past ACCC members on thiscommittee plus 3 relatively new homeowners so we
should be able to get the prospective of all commu-nity members when formulating changes to the cur-rent Bylaws.A question was raised about Board approval for thecommittee. Ms. Witt explained she had sent anemail to the Board asking for permission to startthis committee. Two Members of the ExecutiveCommittee and 5 Board members emailed backtheir approval. There was not a quorum for theSeptember Board meeting so official recognition
will be sought at the October Board meeting.Since Board approval did not come in time for the
September newsletter it was decided that a noticewould be put in the next newsletter asking for morevolunteers.It was decided that a notice would be sent to the
entire community asking their opinion as to whatBylaws should be changed and why via the No-vember newsletter. After further discussion thisdecision was enlarged to questions including theCovenants and general community concerns. Weare hoping to take the information gathered fromthe newsletter and have it compiled into surveyform by the end of January.It was decided that we would break up the presen-
tation of the proposed Bylaws into 2, possibly 3special meetings instead of trying to present it tothe community all at once. It was also decided thatthe committee would work as a group and notbreak up into sections as was suggested. Mary-beth Snead offered to computerize the current by-laws to make them easier to work with.The next meeting is scheduled for Monday, Octo-ber 20, 2008 - location to be announced at a laterdate.
There was a recent problem with trespassers in avacant home in Montpelier. The police have adifficult time evicting trespassers if the owner ofthe property cannot be located or contacted. It issuggested that any property owner file the follow-ing Agent of the Property letter with the localpolice department if the property is going to bevacant for any period of time.

No new construction, addition, or alteration of a
Montpelier home shall be made without prior ap-proval (see approval form on following page)from the Architectural Control & Compliance Com-mittee. This includes satellite dish installation.All exterior colors and materials shall blendharmoniously with the neighboring dwellings.Proceeding without prior approval shall constitute acovenant violation subject to enforcement, includ-ing fines.
BOAT, CAMPER, RV, TRAILER
POLICYBoats, campers, RVs, and trailers must be in stor-age from November 1 through April 30. They maynot be stored or parked on your property.
UNLICENSED CARS
Article IV, section 5 of the covenants states no ve-hicle can be stored on any lot except inside thegarage. All cars, covered or uncovered, must havea valid license tag and sticker. Residents may berequired to provide proof of licensing if the licensetag is not clearly visible on the vehicle. In additionto the covenant above, Prince Georges CountyCode states it is unlawful to have more than onemotor vehicle ... dismantled, inoperable or unli-censed on your premises. The one vehicle that isallowed must be inside a closed garage.
USE OF PODS, DUMPSTERS,ETC.
Approval must be obtained from the ACCC before
placing a PODS, dumpster, or similar structure onany lot. The maximum time that the structure canbe on the lot must also be approved by the ACCC.Failure to obtain such prior approval will result in afine of up to $1,000. Failure to remove the struc-ture within the agreed time limit will result in a fineof up to $500 per month until the structure is re-moved or approval for an extension is obtained.

Campers, Recreational Vehicles, Utility Trailers, etc. follow the same parking re-strictions as boats. From November 1 through April 30 they may not be parked
or stored on your property.
