Updates from the Board of Trustees

Thank you toMs. Jean Sorrentino the most recent addition to the 2012 Board of Trustees andMr. Richard Ma-

sonthe new Security Committee Chairperson. Both Jean and Richard are long-time Montpelier residents who have

raised families in the neighborhood and believe this is still a great place to live.

The 2012 Affidavit and Assessment will be mailed to all members during the last week of January 2012. The assess-

ment is $275 and is due March 1, 2012. This is a $10 increase from 2011, which the Board felt was needed to fund

the Replacement Reserve Account and keep pace with repairs to aging structures. Any member who is unable to pay

the assessment in full and on time should contact Bob Derrick, President, or Lillian Fazio, Treasurer, to discuss pay-

ment arrangements. Late assessments are subject to additional fees to the homeowner and create unnecessary

expenses to the Association. Personal financial information is not required, just a good faith plan to meet this obli-

    gation of Montpelier membership.

Our granddaughter, Katie Gritton, graduated from Ste-

venson University, summa cum laude, on December 19.

Katie spent much time with us in her early years and

enjoyed many summers at the montpelier pool with her

grandfather, Bernie Elliker. She is currently employed

by the Tower Federal Credit Union and lives in Ellicott

City with her mother, our daughter Karen Gritton, who

also grew up in Montpelier as a teenager.

    FROM YOUR NEIGHBORS

The Property Standards Group (PSG) is responsible for

ensuring that exterior property/premises are main-

tained in a clean, safe and sanitary condition.

All exterior walls should be free from holes, breaks,

and loose or rotting materials. Exterior wood surfaces should be painted or covered

    with a protective treatment.

The exterior property should be free from weeds,

grasses, annual plants, and vegetation in excess of 12

    inches.

Plant growth must not obstruct walkways, sidewalks,

streets, adjoining driveways and/or the house num-

bers identifying the address of the dwelling.

Gutters and downspouts must be maintained in

good repair and free from obstructions

PSG will inspect property complaints and can issue a

citation to the owner of record if the property is not

maintained properly. Unfortunately, this can be a slow

process, but conditions will eventually improve it

may also take multiple phone calls. The Board hasfound that some interested parties do not maintain

vacant property unless there are complaints, so dont

    hesitate to report a problem.

Recently, the Board was able to get vacant houses on

Royal Ridge and Montpelier Drive cleaned-up and

neighbors have been provided with contact information

to keep after those responsible for these properties. If

you make a complaint feel free to also report these

issues to the board and ACCC for additional help.

cussed whether R. Shoupe could lock it every night.

reviewed. A storage shed at the courts was suggested

    to keep the equipment accessible.

The board discussed filling the two vacant positions

on the new board. Trustee Buehler reported that

other communities have used incentives, such as

dent. Trustee Douville will coordinate this with the

    family.

The survey of the grounds will cost approximately

$1200-$1800 depending upon structures in the line of

sight which could make the survey more difficult.

selves and determine where the MCA property lines

are. There was also discussion regarding an insurance

claim for the branches which came down in the re-

cent hurricane. One bid for tree service was receivedfrom Adirondack Tree Service and another bid will be

    12504 Raven Way

    Laurel, Maryland 20708

    October 25, 2011

Reference: Request for Approval of Fence Installation at

    12502 Raven Way

I am reluctant at this time to agree to the Installation of a

fence on the border between my house and the house of my

new next door neighbors at 12502 Raven Way. There is a

more than 30-year old stand of bamboo (now cropped to

about 5-feet tall and mostly dead or dying; see photos at-

tached) that spans most of the involved property line. I have

been dealing with this insidious Invasive bamboo since 1979.

(The original bamboo stand, now extended by Mother Na-

ture, was there when I . moved ln.) Minimally, the following

conditions would have to be met:- Permanent removal of all bamboo, both above and below

    ground

    - Clean fill dirt as needed

    - Professional survey, with at least three permanent markers

    installed

    - Written agreement with neighbors at 12502 Raven Way to

mutually inspect their property and mine in the vicinity of the

areas of now present bamboo to search for and eradicate

new bamboo using Round Up for a period of three growing

seasons, several times per season. (Some of the more recent

invasive outcroppings of new bamboo were found to have

extended Into a dense woodsy area near the back of my

neighbors property. I am experienced at recognizing new

bamboo growth in various forms, and would like to continue

to do the search and destroy" mission.)

    - Written agreement with neighbors at 12502 Raven Way

never to plant any newly acquired invasive bamboo

For many years, one of my goals has been to eliminate all of

the bamboo. Five or more years ago, I started cropping some

of the bamboo I knew was mine. I repeatedly applied Round

Up to this bamboo. About two years ago, I received permis-

sion from the then-owner of the property next door to go

onto her property to apply Round Up to kill her bamboo.

(This was shortly after the owners renter had hired someone

to crop the then-remaining bamboo.) Repeatedly applying

Round Up was tedious, laborious, costly, and time-

consuming. My over 30-years of bamboo" experience tells

me that although lve successfully killed most of the bamboo,

there are tufts and other nascent growths that likely were

not eliminated with the Round Up applications to date. Con-

servatively, I estimate that Ive spent over $400 in Round Up

    costs.

In conversation with my neighbors on Sunday, October 23,

2011 I outlined my thoughts about how to prepare the site

for the possible Installation of a fence. Frankly, I have been

thinking about the bamboo removal issue for years. I said

that I think that a back hoe or other suitable equipment

would be needed to remove all of the bamboo (above and

below ground). I think that removing all of the bamboo by

hand, including digging out all of the intertwined knots of

roots and dangerous, pointy, and strong bamboo stumps is

unrealistic. Further, I think that some fill dirt would be

needed. In my experience at trying to contain and control

escaping bamboo, lve noticed that clumps of bamboo rootshold on to considerable soil.

It is obvious that a professional land survey would have to be

done. I am in favor of having at least three permanent mark-

ers installed along the property line. These markers would

    minimize questions regarding the boundary.

Water run-off may be affected in the area where the pro-

posed fence would be connected to the MNCPPC fence run-

ning along the back side of our properties and those of some

on Oxwell Lane. It seems likely that leaves, twigs, and other

debris will accumulate in the corners where the fences would

meet, thus possibly changing the water course.

Some of the questions I have at this time are:

    - The material and style of the proposed fence (neighborsmentioned wood"). I would not agree with the installation

    of a non-wood, or non-Trex- like fence.

    - The height of the proposed fence

    - The offset of the proposed fence from the property line

I am unable to give a straightforward approve or dont ap-

prove" answer to the request by my neighbors for permission

to erect a fence along most of our joint property line. An

over-30 year old stand of bamboo ls centrally involved. I

cannot endorse having a fence near the property line until

such time as all of the bamboo shoots and roots, dead or not,

above or below the ground, have been removed. lve spent

32+ years battling the bamboo, and I dont want it to come

back. The existing stand of cropped bamboo and bamboo

stumps is ugly. Many of the bamboo stumps are pointy and

    hazardous.

I do not want less than an excellent and complete removal

job of this bamboo menace. Fill dirt mlght be needed. A pro-

fessional land survey is imperative. Permanent property

markers make great sense. Realistically theres only one

chance to do this job right. Careful planning is the key. A job

worth doing is a job worth doing well. I think that the winter

months should be used to draw up plans (with the provisos

stated), discuss them, and make arrangements for work to be

    done in the early spring.

    TO ALL TENNIS PLAYERS:

Due to misuse of the tennis courts and the courts being frequently left unlocked, the Board of Trustees

is initiating a new policy for entrance to the courts.

There is a KEY lock on the gate. Members in good standing with the community (those that have paidtheir assessments and have no outstanding fines) can get a key by calling the Montpelier Information

    Line:

    888-622-INF (4630) x 105

and follow the prompts and a tennis committee member will arrange to issue you a key.

It is imperative that tennis players respect the use of the courts and make every effort to prevent unau-

thorized use. That means locking up after you play and not giving out the keyto people who will not

    abide by the rules.

When you sign for the key you will be agreeing to the following:

    1. I will not allow the key to be used by anyone not authorized.

    2. I will ensure the key is used to gain access to the tennis courts to only play tennis.

    MONTPELIER TODAY 15 Jan.-Feb. 2012

    THE MARLIN FAMILY SENDS WARM

WISHES AND A WONDERFUL 2012 TO

    ALL OUR MONTPELIER NEIGHBORS!

Winter is here!!! Coats, boots, gloves and hats have replaced the

summer carefree look of shorts, bathing suits and flip flops. Dont

despair; spring and summer are not far ahead. In fact, in just 4

short months the Montpelier Pool will be firing up in preparation

    of the Marlins 45th

    season.

The Marlin Swim Team is a summer league that welcomes children

from 6-18 with a varied diversity of swim skills. This program has

been one of the largest recreational programs in Montpelier for

over 44 years. Marlin Swim Team has seen many CHANGES over the years from the styles of

bathing suits; unique coaching styles to the high tech equipment; all of which have benefitted

swimmers as well as their families. Over the last few years, the team has experienced a decrease

in the number of participants. While our team continues to be competitive, fewer swimmers

    are making it more challenging.

CHANGE is needed again so . . . Adopt- A- Marlin!

To ensure that we carry on the 44 year tradition of the Montpelier Marlin Swim Team which

began at the inception of the Montpelier Community, the team needs more swim members. Last

year, the Montpelier Community Board unanimously approved the Adopt A-Marlin pro-

gram. As a result, this past summer, our team membership increased by 2 new Adopt-A-Marlin

swimmers who proved to be wonderful additions to our small team.

The Adopt-a-Marlin Program allows a MCA family to sponsor a non-resident swimmer to par-

ticipate on the Marlin Swim Team. The MCA member must be in good standing within the

MCA (No outstanding annual dues or legal matters/lien against ones home). The MCA familycan sponsor 1 non-resident or 1 non-resident family. The MCA family does not need to be part

of the Swim Family or present at the pool.

The non-resident swimmer must pass the required swim test before becoming a swim team par-

ticipant. Non-members will swim only during swim team practice hours, swim team meets, and

any other swim team related functions such as swim party, pep rally and or fundraisers.

So we are calling on you do you know anyone in our neighborhood or outside the community

who would like to be on the swim team? Calling on grandparents are your grandkids inter-

ested in swimming? Calling neighbors, parents, swimmers do you know any children, nieces,

nephews, friends who would like to be on a swim team? Swimming is a great sport!!! In addi-

tion, the Marlin Team really does bring out the best in our youth great teamwork and Cama-raderie!!!!

If you are interested in the Adopt-A-Marlin Program, or have any questions, please contact

Lynne Collman at ([email protected]) or (301)776-3098.

Thank you. May 2012 be good to all!!!!!!

    Sincerely,

    Lynne Collman

PersepolisPersepolis French, 2007 (G)Persepolis is an animatedautobiographical film byartist Marjane Satrapi.Based one her populargraphic novels the film de-picts her experiences grow-ing up in Iran under sev-eral regimes and revolu-tions, the rise of the mul-lahs, and the imposition ofthe veil.
