1. INTRODUCTION
This Standing Order is being issued to lay down guidelines for
recruitment of Constables (both Male & Female, including Ex-Servicemen
and including recruitment against 3 o/o posts reserved for Sportspersons)
in the Technical and Support Services Cadre of Punjab Police. The
recruitment shall be made through a Central Recruitment Board (to be
hereinafter called as the 'Board') that has been duly constituted by the
Director General of Police vide office memo No. 1077-tll4lE-1(4) dated
12.02.2021 (Annexure-A1), as supplemented vide office memo No.
3394/PA/ADGP/TS dated 03.08.2021. Sh. Kuldeep Singh, IPS, Additional
Director General of Police, Technical and Support Services Wing has been
appointed the Chairperson of the Central Recruitment Board, with other
members of the Board being as follows:
(i) Sh. Pradeep Yadav, IPS, IGP Technical Services, Punjab.
(ii) Sh. Inderbir Singh, IPS, AIG Technical Services, Punjab (now
DIG Technical Services, Punjab).
(iii) Sh. Gaurav Toora, IPS, SP Investigation, District Amritsar
RuraL
(iv) Ms. Harkamal Kaur, PPS, SP PBI, District Moga (now SP
Headquarters, Patiala).
The Punjab Police Technical and Support Services (PPTSS) Cadre Group-
C Service Rules 2021, in conjunction with this Standing Order shall

govern the entire process of recruitment and its detailed provisions
thereof.
2. CONSTITUTION OF RECRUITMENT BOARD
The Director General of Police, Punjab has appointed the Additional
Director General of Police, Technical and Support Services Wing as the
chairperson of the Board and it consists of other members as mentioned
hereinbefore. The Board will exercise overall supervision over the entire
recruitment process. The Chairperson of the Board may constitute such
numbers of Recruitment Sub-Board(s) as may be required. The
Chairpersons of such Recruitment Sub-Board(s) may associate such
number of GOs/ NGOs/ EPOs as deemed necessary, for the purpose of
conduct of Recruitment Process at the Recruitment Sub-Board level. The
Board may also associate qualified experts and solution providers from
various fields to assist in recruitment process as may be required.
3. LIST OF JOB PROFILES AND SUB PROFILES

4. RESERVATION POLICY
The Punjab Government instructions regarding reservations for
Scheduled Castes/ Scheduled Tribes and Backward Classes(Annexure-
A2), Ex-Servicemen (including wife/ a dependent child of Ex-
Servicemen, where applicable), Women, Wards of Freedom Fighters,
Wards of Punjab Police Personnel, Economically Weaker Sections (EWS)
and Sportspersons shall be strictly followed and the Board will ensure
that the guidelines laid down in the Reservation Policy by the State
Government are complied with. The category wise number of vacancies
against which recruitment is being done are as given below:

Note: Section 5 of the Punjab Schedule Castes and Backward Class
(Reservation in Services) Act 2006 provide that fifty per cent of the
vacancies of the quota reserved for scheduled castes in direct
recruitment shall be offered to Balmikis and Mazhbi Sikhs, if available,
as a first preference from amongst the Scheduled Castes.

4. 1. Ex-Servicemen (Annexure-A3)
An ex-serviceman means a person:
4.1.1. who has served in any rank whether as a combatant or non-
combatant in the Naval, Military and Air Forces of the Union
of India, and;
4.1.1.1. who either has been retired or relieved or
discharged from such service whether at his own
request or being relieved by the employer after
earning his or her pension, or
4.L.L.2. who has been relieved from such service on medical
grounds attributable to military service or
circumstances beyond his control and awarded
medical or other disability pension, or
4.1.1.3. who has been released from such service as a result
of reduction in establishment; or
4.1.2. who has been released from such service after completing
the specific period of engagement, otherwise than at his own
request, or by way of dismissal, or discharge on account of
misconduct or inefficiency and has been given a gratuity, and
includes personnel of the Territorial Army, namely pension
holders for continuous embodied service or broken spells of
qualifying service; or
4.1.3. personnel of the Army Postal Service who are part of Regular
Army and retired from the Army Postal Service without

reversion to their parent service with pension, or are released
from the Army Postal service on medical grounds attributable
to or aggravated by military service or circumstance beyond
their control and awarded medical or other disability pension;
or
4.1.4. personnel, who were on deputation in Army Postal Service
for more than six months prior to the 14th April, 1987; or
4.1.5. Gallantry Award/ Medal winners of the Armed forces,
including personnel of Territorial Army; or
4.1.6. ex-recruits boarded out or relieved on medical ground and
granted medical disability pension.
Note 1: The persons serving in the Armed Forces of the Union, who, have
one year or less before the completion of specified terms of engagement,
and who, on retirement from the Service would come under the category
of 'Ex-Serviceman', shall be permitted to apply for this recruitment.
Note 2: The personnel of Central Para-Military Forces (BSF, CRPF, ITBP,
CISF, SSB etc.), Assam Rifles, GREF, DSC and Indian Coast Guard are not
eligible to be considered under the Ex-Servicemen category.
4.2. Ward(s) of Freedom Fighters (Annexure-A4)
4.2.1. fhe term 'ward' shall include the son, daughter, grandson
and granddaughter of freedom fighter.
4.2.2. Ward(s) of those freedom fighters will be eligible for
reservation:
4.2.2.1. who have either been granted a freedom fighters'
pension from Punjab Government, or
4.2.2.2. who have been awarded Tamra Patras for their
political sufferings during pre-independence
freedom movements.

4.2.3. The Deputy Commissioner of district to which a freedom
fighter belongs will be the only competent authority toprovide an eligibility certificate to this effect, i.e. for the grant
of all types of those concessions to a freedom fighter or his/
her ward(s).
4.3. Ward(s) of Police Personnel (Annexure-A5)
4.3.1. In accordance with Govt. of Punjab Instructions issued by
Deptt. of Home Affairs & Justice vide No.1(211)94-
2H(l)/10176 dated 11.6.1996, ward(s) of Police personnel
belonging to one and/ or more of the following categories
shall be covered:
4.3.L.1. who have suffered casualty of one or more of the
following relatives on the anti-terrorist front:
4.3.1.1.1.father,
4.3.1.1.2.mother,
4.3. 1. 1.3.sister/ Brother,
4.3. 1. 1.4.son/ daughter,
4.3.1.1.5.any other dependent family member,
4.3.1.2. who have suffered permanent disability on account
of action against terrorists or attack by terrorists,
4.3.1.3. who have been awarded President's Police Medal for
Gallantry or Police Medal for Gallantry for showing
bravery in action(s) against terrorists,
4.3.1.4. who have taken part in at least 3 encounters with
terrorists,
4.3.1.5. who, otherwise in the opinion of the Director
General of Police, Punjab have been in forefront of
fight against terrorism,

4.3.2. The ward(s) proposed to be covered would include dependent
son, dependent daughter, dependent brother, dependent
sister or any other dependent family member.
4.4. Economicallv Weaker Sections (EWSs)
4.4.t.
4.4.2.
In accordance with Punjab Government instructions issued
by the Department of Social Justice, Empowerment &
Minorities (Reservation Cell) vide letter No. t/3/20L9-RC1/120 dated 28.05.2019 (Annexure-A6), l0o/o
reservation shall be provided in favour of Economically
Weaker Sections on the following conditions:
10o/o res€rvdtion will be provided to residents of Punjab
belonging to Economically Weaker Sections (whose family
income is less than Rs. 8.00 lac per annum) who are not
covered under the existing scheme of reservation for
Scheduled Castes and Backward Classes.
The reservation will be provided in respect of all direct
recruitment vacancies in all the Departments I Boards/
Corporations/ Local Bodies of the State of Punjab.
'Family' for this purpose will include the person who seeks
benefit of reservation, his/ her parents, siblings below the
age of 18 years, as also his/ her spouse and children below
the age of 18 years.
'Income'will include all sources for the financial year prior to
the year of application. Further, a person will be excluded
whose family owns/ possesses any of the following assets:
4.4.5.L. 5 acres of agricultural land and above;
4.4.5.2. residential flat of 1000 sq. ft. and above;
4.4.5.3. residential plot of 100 sq. yards and above in notified
municipalities / nagar panchayats;

4.4.5.4. residential plot of 200 sq. yards and above in places
other than the notified municipalities / nagar
panchayats.
4.5. Women (Annexure-A7)
In accordance with the Punjab Government instructions issued by
the Department of Social Security, Women and Child Development
vide letter number lL/05/2017-LSS(3SS)/2594, dated 28.L0.2020,
33olo r€servdtion has been provided for Women in all groups at the
stage of direct recruitment and this reservation shall be horizontal
and compa rtmenta lized. The procedure for reservation of posts shall
apply in the manner as specified in the Punjab Civil Services
(Reservation of Posts for Women) Rules, 2020.
4.6. Sportspersons (Annexure-A8)
4.6.1. As per the Reservation Policy of State Government, 3olo
vacancies are reserved for outstanding and eligible
Sportspersons (both male and female).
4.6.2. The recruitment in Technical and Support Services Cadre is
planned to be conducted across 20 Domains/ Specializations
thereby making the process complex in nature. While the
candidates may apply for multiple distinct Domains/
Specializations, the Merit list shall be prepared applying the
reservation roster on the combined result and a common
Select list and unified seniority shall be drawn consequently.
Thus, the 3olo vacancies reserved for outstanding and eligible
Sportspersons are not being segregated and fitted into
individual Domains/ Specializations but would be
interspersed amongst different Domains/ Specializations so
that the total number of vacancies is fully utilized.

4.6.3. Therefore, applications against these 3olo vacancies shall be
called and processed by this Board. The candidates applying
in the Sports category against these 3olo vacancies shall be
required to appear in both Test 1 as well as Test 2 (in the
Domain(s)/ Specialization(s) selected by them). Their
eligibility for consideration against Sportspersons category
shall be got checked through the Central Recruitment Board
for the recruitment of Sportspersons constituted by the DGP
Punjab vide office memo no. 78O5-19/E-l(4) dated
05.07.2021. They shall be required to obtain the minimum
qualifying aggregate marks in Test 1 and Test 2 in order to
be considered for selection against Sportsperson category.
5. SINGLE AND UNIFIED TECHNICAL AND SUPPORT SERVICES
CADRE
5.1. The Technical and Support Services Cadre shall be a single
and unified cadre consisting of various Domains/
Specializations.
5.2. Domains/ Specializations have been decided depending upon
the present need ofthe desired skill set(s) required in Punjab
Police Department.
5.3. It is noteworthy that these Domains/ Specializations do not
constitute any sub cadre(s) and shall form part of a single
and unified Technical and Support Services Cadre.
5.4. Recruitment shall be made in these Domains/ Specializations
in a way that total number of candidates selected in that
Domain/ Specialization does not exceed the number of
candidates to be selected in each Domain/ Specialization.
Once the required number of candidates are selected in aparticular Domain/ Specialization, further recruitment in that

Domain/ Speclalization shall cease. The merit list shall be
drawn in a combined manner and reservation roster shall be
applied on the combined merit list and not on the individual
Domains/ Specializations and in the process, different
Domains/ Specializations may have different cut off marks.
RECRUITMENT CENTRES
6.1. The'Single Solution Provider'engaged by the Punjab Police
shall conduct end to end recruitment process consisting of
Phase-I (Test 1 and Test 2) and Phase-II (PMT, PST &
Document Scrutiny) which are part of the recruitment
process, at the pre-defined Recruitment Centres as per
defined Scope of Work and other terms and conditions
mentioned in Contract Agreement signed with the 'Single
Solution Provider'.
6.2. Phase-I (Test 1 and Test 2) shall be conducted by the'Single
Solution Provider'at the Recruitment Centres to be identified
by the 'Single Solution Provider' in concurrence with the
Board.
6.3. Phase-II (Physical Measurements Test (PMT), Physical
Screening Test (PST) and Document Scrutiny) shall be
conducted at such Recruitment Centres as may be decided
by the Board.
6.4. The Substance Abuse Test shall be conducted as part of
Medical of the selected candidate(s). Random testing may be
resorted to at the time of PST.
6.5. The Question Paper(s) for the Phase-I (Test 1 and Test 2)
shall be prepared by the 'Single Solution Provider' based on
the Content Item Requirement Documents (IRDs) in each
question paper, as provided by the Board. The

standardization of the same shall be ensured by the 'Single
Solution Provider' as per the laid down objective criteria and
established industry best practices.
7. ELIGIBILIW CRITERIA FOR CANDIDATES
As per Annexure -'A9'8. SELECTION PROCESS

As per Annexure -'A10'10. MEDICAL
10.1. Before their enlistment in Punjab Police, the shortlisted
candidates figuring in the Selection Lists shall have to be
medically examined and certified physically fit for service by
the Civil Surgeon/ Medical Board constituted by the Director
General of Police, Punjab for this purpose.
10.2. The Medical shall be conducted as per the provisions of
Punjab Police Rules (Appendix # 12.16, provided in PPR
12.16), the State Government Instructions and as per the
criteria set by Punjab Police. The candidates shall be notified
for the same via email and/ or SMS and/ or WhatsApp.
10.3. The candidates will be required to report for the Medical on
their own, bearing the costs for the same and no
reimbursement, whatsoever, shall be made in this regard.
10.4. The Substance Abuse Test shall be conducted as part of the
Medical.
10.5. A certificate in the prescribed form signed by the Civil
Surgeon personally, is an essential qualification for
enrolment, as provided in PPR 12.16.

10.6. No relaxation, whatsoever, shall be granted in any of the
parameters of Medical.
11. FINAL MERIT LIST
11.1. A Final Merit List shall be prepared afterthe Medical based on
the Selection List prepared in clause 9 of this Standing Order.
For this purpose, the names of the candidates who are not
declared fit for Service after the Medical shall be removed
from the Selection Llst and those vacancies shall be left
unfilled and carried forward to the next recruitment.
11.2. The selected candidates shall be issued the appointment
letters specifying the date and place of joining.
11.3. The selected candidates shall be required to sign the Non-
Disclosure Agreement (NDA) as well as agree to the terms and
conditions of the employment with Punjab Police which will be
given to them at the time of joining.
11.4. The selected candidates shall be required to give an
undertaking, in writing, thereby consenting to be deployed for
duty anywhere in State of Punjab, or outside the State
anywhere in India.
11.5. Since the Final Merit List is being prepared after taking into
consideration the required numbers in each Domain/
Specialization, coupled with the application of reservation
roster on the combined merit list, it is not feasible to have
category wise Waiting Lists whereby still maintaining the
required numbers in each Domain/ Specialization. The
selection of candidates to the individual Domain/
Specialization shall be reservation category agnostic. Hence,
no Waiting List shall be prepared and any unfilled vacancy
shall be carried forward in the respective reservation category

to the next recruitment. It is however clarified that the
Domain(s)/ Specialization(s), if any, would be applicable as
decided at the time of next recruitment afresh and may differ
from the existing Domain(s)/ Specialization(s).
11.6. The Board shall submit the Final Merit List to the Director
General of Police, Punjab for approval.
12, DECLARATION OF FINAL RESULT
After the approval of the Director General of Police, Punjab, the Final
Merit List shall be released in the public domain on the recruitment
portal and the official website of Punjab Police, i.e.
www. punjabpolice.gov. in.
13. DOCUMENT VERIFICATION
13.1. The documents of the enlisted candidates figuring in the Final
Merit List shall be got verified from the University/ Authority/
Agency concerned.
13.2. The selection of the candidate shall be subject to the
verification of his/ her documents in the Verification Process
and if anything adverse is found against the candidate during
the verification process, his/ her selection shall be summarily
annulled and no claim, whatsoever, shall be entertained in this
regard thereafter.
14. VERIFICATION OF CHARACTERAND ANTECEDENTS

14.1. The verification of character and antecedents of all the
candidates who figure in the Final Merit List shall be
undertaken as per the Rules, Government instructions and
Orders of Hon'ble Courts, if any, in this regard by following the
prescribed procedures through the concerned authorities.

The selection of the candidate shall be subject to the
verification of his/ her antecedents in the Verification Process
and if anything adverse is found against the candidate during
the verification process, his/ her candidature shall be
summarily rejected and no claim, whatsoever, shall be
entertained in this regard thereafter.
The verification of character and background of a candidate is
of vital importance insofar as the recruitment to Police
Department is concerned. Punjab Police Rules 1934 (PPR
12.14) provides that the "Recruits shall be of good character
and great care shall be taken in selecting men of a type
suitable for Police Service from the candidates presenting
themselves for enrolment."
In addition, the Hon'ble Supreme Court of India, in "Delhi
Administration vs Sushil Kumar (1996)" case has held that "the
verification of character and antecedents is one of the
important criteria to test whether the selected candidate is
suitable to a post under the State... What would be relevant is
the conduct or character of the candidate to be appointed to
the Police Service."
Where, upon verification of character and antecedents of the
candidate recommended for appointment, it comes to light
that criminal proceedings against a candidate are in progress
and the status of the case is reported to be either under
investigation, or challaned, or cancelled, or sent untraced, or
withdrawn, or under trial, or has either been convicted or
acquitted, or the candidate has preferred appeal against the
order of the courU the cases of candidates reported to have

criminal cases registered against them and to the matters
connected therewith shall be dealt with as stated hereinafter:
14.5.1. a candidate found to have been convicted for an
offence involving moral turpitude or punishable
with imprisonment for three years or more, shall
not be considered for appointment;
14.5.2. a candidate against whom charges have been
framed for offence(s) involving moral turpitude or
which is punishable with imprisonment of three
years or more, shall not be considered for
appointment;
14.5.3. a candidate who has been acquitted in offence(s)
related to sovereignty of the State or national
integrity i.e. spying against national interest/
waging war against the State/ act of terrorism/
communal disturbance/ smuggling of arms,
ammunition or Narcotic Drugs & Psychotropic
Substances or countefeit currency etc. besides
heinous crimes e.g. murder, rape, dacoity, robbery,
kidnapping for ransom, acid attacks, human
trafficking, Protection Of Child from Sexual
Offences Act, 2012 or Prevention of Corruption Act,
19BB etc., 'on technical grounds' i.e. where, in the
opinion of the Court the star/ material prosecution
witnesses are no longer alive or remained untraced
or turned hostile or won over and the candidate has
been acquitted on account of aforementioned
circumstances; such candidates shall not be
considered for appointment.

15. APPELLATE AUTHORITY
For the appeals pertaining to the Physical Measurement Test
(PMT) and Physical Screening Test (PST), the Appellate
Authority shall be as prescribed in clause 15 of Annexure-Al0
of this Standing Order.
For matters pertaining to the grievance(s) related to Test 1
and Test 2, the Selection List, the Final Merit List and the
matters incidental thereto, the Director General of Police,
Punjab, or any other officer of appropriate rank authorized by
him/ her in this regard, shall be the Appellate Authority.
Any candidate having a grievance shall be required to make a
representation in writing, addressed to the Appellate
Authority, within 30 days of the declaration of the Final Result.
Any representation received after the expiry of 30 days shall
not be entertained/ considered.
The Appellate Authority may get the representation examined
from the Chairperson of the Central Recruitment Board
concerned and take the final decision in the matter.

14.6. If it is ever revealed that a candidate has got appointment
either by concealment of facts or by furnishing false or wrong
information or by submitting fake or forged document/
certificate, (s)he shall be discharged from the service from the
date of appointment, summarily i.e. without holding the
regular disciplinary proceedings, treating him/ her ineligible for

16. RECEIPT OF RECRUITMENT DATA BY THE BOARD
16.1. The 'Single Solution Provider' shall hand over the recruitment
data to the Board or any authority duly authorized by the
Board, post completion of the recruitment process.
16.2. This data shall be provided within three (3) months after the
declaration of Final Result.
16.3. The data shall be properly indexed and structured and shall be
provided in duplicate, on separate Hard disk drives.
16.4. The 'Single Solutlon Provider' shall ensure that the data is
protected with hash values intact and is tamper proof.
16.5. In addition, the 'Single Solution Provider' shall provide a
separate access of the entire data on a secure cloud server.
17. COMPLETION OF RECRUITMENT PROCESS
The recruitment process shall be deemed to have been completed on
the expiry of 180 days from the date ofdeclaration ofthe final result.
18. PROVISIONAL SELECTION
The selection in the recruitment process shall be purely provisional,
and shall be subject to the following mandatory clearances:
18.1. Character and antecedent verification.
18.2. Verification of certificates for claiming reservation for
Scheduled Castes/ Scheduled Tribes, Backward Classes, Wards
of Freedom Fighters, Wards of Punjab Police Personnel and
Economically Weaker Sections (EWS).
18.3. Verification of educational qualification certificates from the
concerned Boards/ Universities.
18.4. In case of Ex-Servicemen, verification of the service record
from the concerned department, unit or organization, as the
case may be.

19. INTER-SE SENIORITY
19.1. The inter-se seniority of the selected candidates shall be drawn
as per the descending order of the marks obtained by them in
the Final Merit List in the Domain/ Specialization against which
(s)he is selected.
19.2. On this basis, a central seniority list of the Constables shall be
prepared and maintained in the office of the Additional Director
General of Police, Technical and Support Services Wing,
Punjab.
20. JOINING AND PERIOD OF PROBATION

Date and place of joining of selected candidates shall be
decided by the Additional Director General of Police, Technical
and Support Services Wing, with approval of the Director
General of Police, Punjab.
Biometric verification of selected candidates may be done at
the time of joining the Service.
The selected candidates shall be put on Probation, which shall
be of the duration as specified in Rule 7 of Punjab Police
Technical and Support Services (PPTSS) Cadre Group-C
Service Rules 2021 and the Punjab Government Instructions
issued in this regard.
During the probation period, the selected candidates may be
put through different fields of Policing in a rotational manner
and the selected candidate has to perform duties at each place
in a satisfactory manner.
As per Section 4(b) of Punjab Police Act, 2007, transfer of a
member of one cadre to another cadre shall not be allowed.

the advertisement to be published in this regard.
There will be a common Application Form for
Constables for all the Domains of Technical and
Support Services Cadre.
The candidate(s) shall be required to apply in any
one of the Domains as provided in the
advertiseme nt.
In case the candidate applies in the Information
Technology Services (IT) Domain, (s)he shall have
the option to apply in maximum of three
Specializations in the Information Technology
Services (IT) Domain, selecting not more than one
Specialization from each of the three Groupings 1,
2&3providedtherein.
In case the candidate applies in the Community &
Victim Support and Counselling Services Domain,
(s)he shall have the option to apply in maximum of
two Specializations of Community & Victim Support
and Counselling Services.
In case the candidate applies in the Forensic
Sciences Domain, (s)he shall have the option to
apply in maximum of two Specializations of
Forensic Analysis and Computer/ Digital Forensic
Analysis.

21.1.7. The candidate(s) will fill up the Application Form
and submit the same online itself, after completing
it in all respects.

signatures will also have to be uploaded by the

Application Form, via Net Banking, Debit/ Credit Card
Payment or any UPI interface. The Application Form fee once
deposited shall not be refunded under any circumstances.
22. CREATION OF HELP-DESK/ CALL CENTRE
A Helpdesk shall be set-up by the'Single Solution Provider'as
per the defined Scope of Work and other terms and conditions
mentioned in Contract Agreement signed with the 'Single
Solution Provider'.
Designated Helpline Numbers will be given in the
Advertisement and the Help Desk shall be manned from 9 AM
to 6 PM everyday till 30 days after the declaration of Final
Result.
The Helpdesk will be manned by qualified and trained persons
to be provided by the'Single Solution Provider'who will guide
and help the applicants in filling up the online Application Form
and also give satisfactory replies/ clarifications to their queries.
A list of FAQS (Frequently Asked Questions) shall also be
published on the website alongwith their answers which will be
available at the Helpdesk.
Candidate(s) who have any doubts about their candidature or
have not received their roll numbers till the prescribed date (to
be specified in the advertisement) can contact the Helpdesk
for answer to their queries.
In addition to that, the Board will also designate Nodal Officers
who will act as Information Centres for the candidate(s) and

The period of Online Application Form shall be of 21 days.

the 'Single Solution Provider' to the satisfaction of the Board.
The Scrutiny Committee shall screen all Online Applicatlons
and compare the information provided online with the scanned
copies of the documents uploaded by the candidate and weed
out ineligible candidates. However, no new Applications shall
be entertained during the scrutiny period.
23.3.
This Standing Order shall supersede all the previous Standing
Order(s) for recruitment of Constables in Technical and Support Services
Cadre, issued by Punjab Police.

RULES
I . ( I ) These rules may be called the Punjab Civil Services (Reservation
of Posts for Women) (First Amendment) Rules, 2020.
(2) They shall come into force on and with efl-ect fiom the date oftheir publication in the Official Gazette.
2. In the Punjab Civil Services (Reservation of Posts fbr Women) Rules.
2020,inruIe 4, for sutrrule (1) , the following shall be substituted, namely :'
" ( I ) Notwithstanding anything contained in any Service rules, there
shall be a thirty-three percent reservation, as per Annexure 'A',in favour of women, in all posts in Group 'A , Group 'B', Group 'C'
and Group 'D' seryices under all the establishments at the stage ofdirect recruitment and this reservation shall be horizontal and
compartmentalized".

No. GS.R.87/ConstJArts.309 andl5l2020.-In exercise of the powers
conferred by the proviso to Article 309 read with clause (3 ) of Article 15 ofthe Constiiution of India, the Govemor of Punjab is pleased to make the
following rules for providing reservation in services for women in direct
recruitment, namely:-
RULES
1. Short title and commencement.- (l) These rules may be called The
Punjab Civil Services (Reservation of Posts for Women) Rules, 2020.
(.2) These rules shall come into fbrce on and with efl'ect fiom the date
of their publication in the Official Gazette.
2. Definitions.- In these rules, unless the context otherwise requires,-
(a) "establishment" means any office of the State Government, a local
authority or a statutory authority constituted under any State Law for the time
being in force, or a Board or Corporation in which not less than fifty-one per
cent of the paid up share of.capital is held by the Government of the State ofPunjab and includes a university or college affiliated to the university, primary
and secondary schools and other educational institutions, which are owned
by the State Government and also includes an establishment in public sector;
and
(b) "establishment in public sector" means any industry, trade, business
or occupation owned, controlled or managed by,-
(i) the State Government ; and
(ii) Government Company as defined in sub-section (45) ofsection 2 of the Companies Act.20l3, in which not less than
fifty-one per cent of the paid up share capital is held by the
Government of the State of Punjab.
3. Scope and application.- Without prejudice to the generality of the

provisions contained in any Service rules, these rules shall apply to the
filling up of posts by direct recruitrnent in all the establishments in Group
'A', Group'B', Group'C' and Group'D' services.
4. Percentage and manner of reservation of posts.- (1) Notwithstanding
anything contained in any Service rules, lhere shall be a thirty-three
percent reservation, in favour of women, in all posts in Group 'A', Group'B', Group'C' and Group'D' services under all the establishments at the
stage of direct recruitment and this reservation shall be horizontal and
compartmentalised.
(2) Where a vacancy is filled by direct recruitment by a woman on the
basis of merit, then such woman candidate shall be appointed against the
horizontal reservation for women within their respective verticalreservation in any category.
Explanation.-
(i) "Vertical reservation" means reservation in favour of the Scheduled
Castes, Backward Classes, Other Backward Classes and Economically
Weaker Sections underclauses (.1) and (6) of Article 16 of the Constinrtion
oflndia.
(ii) For the purposes of this rule, "horizontal and compartmentalised
reserryation" means reservation within each watertight category, namely,
Scheduled Castes, Backward Classes, Other Backward Classes.
Economically Weaker Sections and Open Category.
5. Procedure for reservation of posts.- (l) The reservation of posts
fbr women set out in rule 4 shall be applied in the tbllowing manner, namely:-
(i) firstly, to fill the quota of the Open Category in order of merit and
thereafter;
(ii) secondly, to fill up each of the vertical reservation quotas and
thereafter;
(iii) thirdly, to find out how many women belonging to specific vertical
reservation have been selected on the above basis and thereafter:
(iv) if the number of women candidates in each vertical is equal to ormore than the thirty three percent reservation quota for women.
then there shall be no further selection towards the reservationquota for women.
(2) Only if there is any shortfall of women candidares in a vertical

categoly: then the requisite number of women belonging to such vertical
category shall have to be taken and adjusted or accommodated against their
respective vertical reservation categories by deleting the corresponding number
of candidates therefrom. This process of verification and adjustment or
accommodation shall be applied separately to each of the vertical reservations.
In such a case, the overall reservation of thirty-three percent in fhvour ofwomen, may be satisfied or may not be satisfied.
(3) If the posts remain unfilled due to lack of sufficient number ofeligible women candidates, then the unfilled posts shall not be carried forward
to subsequent years and such posts shall be filled from the other candidates ofthe respective vertical categories.
Example.-
If there are 200 vacancies and fifteen percent are reserved
.for Schedule Castes and twenty seven percent .for OtherBackward Classes under vertical reservation: and thinrn three
percent are reserved .for women under horizontal reservation,
then, there are 116 seals in Open Category, thirty seats forSchedule Castes and .fi.ftt .four seats .for Other Backu,qrd
Classes under vertical reservation. Since, thirty three percent
seats in each vertical is the reservation quota .for women, i.e.
thirty eight seats for Open Category women, ten seats forSchedule Caste women and eighteen seats.for Other Backward
Classes women.
Step l.- Candidates shall have to be .first listed inaccordance with merit, from out of the successful eligible
candidates, in their respective vertical categories.
step 2.- As such, thirty posts are resert'ed .for schedule
Castse (of vthich the quota.for women is ten), Schedule
Caste candidates shall have to be first listed in accordance
with merit, from out of the successful eligible candidates.
If such list o.f thirtv candidates contains ten Schedule
Caste vvomen candidates, then there is no need to disturb
the list by including an)' .further Schedule Caste women
candidates. On the other hand. iJ the list of thirty Schedule
Caste candidates contains only eight women candidates,
then the next two Schedule Caste v)omen candidates in

6. Power to remove difticulties.- If any dit1iculty arises in giving eff'ect
to the provisions of these rules, it shall be ref'erred to the State (lovernment inthe Department of Personnel, whose decision thereon shall be final.

I am directed to refer to the subject noted above and to say that the question ofreservationof posts for the outstanding sportsmer/sportswomen in class III and class IV services foraccommodating the state/district level sportsrnen/sportswomen who fulfill the basic qualificationfor direct recruitment under the State Government has been consideration of the Government. Ithas been decided and notified to provide reseruation of 3oh (Three percent) of posts forsportsmen/women in various class III and IV services who fulfill the following conditions:--
For Class III Posts:
i) They belong to the State of Punjab and
ii) That they have won first, seoond or third position in team or individual events whilerepresenting the State of Punjab in a State Level Charnpionship in any of the disciplinesaffiliated to the Punjab Olympic Association organised by the State Level Federation.In case of Non-Olympic discipline, such as cricket and Tennis, a winner should haveattained any of the first three options in a State Level Championship organised by theconcerned State Level Association affiliated to the concerned National Federation.
For Class IV Posts:
i) That they belong to the State of Punjab; and
ii) That they have obtained the first, second or third position in a District LevelChampionship organised by the concerned District Level Association affiliated tothe State Association in the respective disciplines.
The 3% reservation of sportsmen/sportswomen in direct recruitment may be
made under Punjab recruitment of sportsmen rules 1988. The reservation should be
implemented by means of a 100 point roster and vacancies falling atpointNos 23,43and 100 be reserved for such spoftsmen/sportswomen.

(Issued under Sec. a(d) and Sec. 45(g) of Punjab Police Act 2007)
1. AIM AND OBJECTS
Punjab Police has been in the forefront of active participationand promotion of sports since Independence. Punjab Police
teams/sportspersons have always made their presence felt at theInternational and National level in every sport in which they havepafticipated. To produce high quality players, Central Sports Wing
of Punjab Police was established in 1963. Many Punjab Police
Sportspersons have represented the Country and brought name
and fame to India as well as the state of Punjab, Most of the teams
at National level have sizeable number of sportspersons of Puniab
Police. Since 1951, Sportspersons of Punjab Police have won many
medals in Olympics, Asian Games, World Cup and otherlnternational and National Events. For their valuable contribution tosports, the central Government has awarded the sportspersons of
Punjab Police with 11 Padma-Shri, 2 Rajiv Gandhi Khel-Rattan, 41
Arjuna Awards and 3 Dhyan Chand awards.
The purpose of this Standing order is to induct
outstanding/high quality players in Punjab Police and provide them
an opportunity for achieving higher goals for the state and the
Nation and to fulfill the shortage/ requirements of players in
different sports disciplines/events/Teams. The Punjab Police Sports
wing is actively building, training and maintaining several highly
skilled Sports Teams aS per available infrastructure, in various
games/disciplines recognized by the Department of sports and
Youth Services, Punjab.
This standing order is being issued to lay down detailed
guidelines for recruitment of outstanding sportspersons (Male &
Female) against the 3olo reservation for sportspersons in direct
recruitment in the rank of Sub-Inspectors, Head Constables and
Constables, who have secured achievements in the field of sports,
in different Cadres of Punjab Police (District Police Cadre, Armed
Police Cadre, Investigation and Intelligence Cadre'
This standing order will govern the entire process of
recruitment of sportspersons and contains the detailed provisions
under which the process of recruitment will be completed, under
the overall regulatory framework laid down by the Puniab Police
Act,2AO7 and Punjab Police Rules, L934.
2. CONSTITUTION OF THE RECRUITMENT BOARD
The recruitment shall be made through a state Level Police
Recruitment Board (to be called as central Recruitment Board) duly
constituted by the Director General of Police. Central Recruitment

Board for the recruitment of sportspersons (Male/Female) (to bereferred as'Board'hereinafter) shall be constituted under thechairpersonship of an Addl. Director General of police withInspector General of police or Deputy Inspector General of policeand commandant rank officers as members. The Board shailexercise overall supervision of entire recruitment process. Thechairperson of the central Recruitment Board may associate suchnumber of Gazetted officers, Non Gazetted officers, Enrolled policeofficers, senior coaches, Expert members and other solutionProviders as deemed necessary for conduct of Recruitment process.
RESERVATION POLICY
The Punjab Government instructions regarding reservationsfor Scheduled castes, Backward classes and women shalr be strictlyfollowed during the recruitment process and the Board will ensurethat the guidelines laid down in the Reservation policy by the stateGovernment are compried with. candidates seeking reservation/relaxation benefits available for sc/BC/women must be inpossession of all the requisite certificates in the format prescribedby the Punjab Govt. in support of their craim, and these certificatesshould be dated earlierthan the last date (xx.0x.2ozL) for receivingappllcations. The reservation should be implemented by means of a100 points roster and vacancies failing at point No. 23 (GenerarFemale), 41 (sc) and 100 (Generar) is reserved forsportsmen/sportswomen.
3.1 Women
In accordance with punjab Government Instructions issued bythe Department of sociar Security, women and chird Deveropment,vide letter No. 1L/os/zoL7 - lss (3ss)/2s94, dated 2}.Lo.zoza;,3370 reservation in favor of women in ail groups at the stage ofdirect recruitment shall be provided and this reservation shall behorizontal and compartmentalized.

4. ENGAGEMENT OF SINGLE SOLUTION PROVIDER
The "single Solution Provider" engaged by the Punjab Police
for the recruitment process shall perform end to end conduct ofphysical Measurement Test and sports Trials, which are part of the
recruitment process, as per defined scope of work and other terms
and conditions mentioned in Contract Agreement signed with the"single Solution Provider".
At the time of Physical Measurement Test, the'single Solution
Provider'shall obtain the biometrics of each candidate appearing in
the Physical Measurement Test and the biometric identification ofthe candidate shall be done thereafter at the time of documentverification and Sports Trials.
5. ELIGIBILITY CRITER.IA FOR CANDIDATES
5.1 General Conditions
5.1.1 The candidate should be a citizen of India.
5.1.2 He should not have obtained the citizenship/permanentresidency/green card of any other country.

A candidate should have the following sports achievements: -
The Sportspersons who have participated and achievedpositions/medals representing the country in the InternationalSports Tournaments/Championships conducted by the InternationalOlympic Committee or the Sports Federations affiliated orrecognized by the International Olympic Committee.

The Sportspersons who have achieved positions/medals in theNational Level Sports Tournaments/Championships conducted bythe Indian Olympic Association or the National Sports Federationsaffiliated or recognized by the Indian Olympic Association.

6.2 The criteria to evaluate Sports Achievements in differenttournaments have been given in subsequent paras.
6.3 The sports achievements in the fleld of only the concernedSport/discipline for which the candidate is applying (as per
adveftisement) will be considered for evaluation.
6.4 Only those sports achievements certificates will be considered
for evaluation which have been graded/recognized/approved by thePunjab Sports Department.
6.4 The candidate must upload copies of the certificates ordocuments for sports discipline during the submission of application
form on Punjab Police recruitment website in support of his/hermedals/positions or level of participation in the sports, else his/her
online application will be rejected during scrutiny.
7. SELECTION PROCESS
7.t The Central Recruitment Board, as constituted by the Director
General of Police, shall supervise the selection process of the
recruitment of SPortsPerson.
7.2 The Central Recruitment Board would publish a detailed
advertisement in the leading print and electronic media forspreading the awareness of the recruitment of sportsperson in
Punjab Police to attract large number of Candidates'
7.3 The vacancies shall be published according to
rank/cadre/category-wise and also on the basis of requirement ofparticular weight category, event & playing position of various
sports disciPlines.

During the process of recruitment, if suitable candidates are not
available as per requirement in the concerned discipline/eventthen those vacancies will be filled from other disciplines/events(advertised) by the Recruitment Board.
There shall be a single application form for all the ranks and
cadres and a candidate shall give his order of preference for the
Rank/Cadre while applying for the recruitment (provided they meetthe eligibility criteria). The choice of Cadre/ Rank preference so
given shall be final and no request for change shall be entertainedafter the submission of the application form. In case a candidate
applies for only one Rank/Cadre she/he shall be considered only forposts in that Rank/Cadre and not for posts in any otherRank/Cadre. The allocation of selected candidates to differentRanks/cadres shall be based on their respective merit and theindicated preference of Rank/cadre against category-wise vacancies
subject to their fulfilling the requisite eligibility criteria.
The Central Recruitment Board may constitute Recruitment
sub - Board/s or committees as per requirement for conducting the
document verification, Physical Measurement Test (PMT) and Sports
Trials.
The venue(s) for the document verification, Physical
Measurement Test (PMT) and Spofts Trials shall be decided by the
central Recruitment Board and the entire process shall be got
video- graphed.

vacancies shall be published according to rank/cadre/category-wise

SCRUTINY OF APPLICATION FORMS
The application forms of the candidates wiil be scrutinized bythe scrutiny committees nominated by chairman of RecruitmentBoard as per requirement. Each committee wiil comprise foilowingofficers/officia ls:

9.2 After scrutiny of apprication forms, the erigibre candidates wiilbe called for physicar Measurement rest (pMT). The schedure andplace for physicar Measurement rest (pMT) wiil be uproaded on theofficial website of punjab police.
1O. Physical Measurement Test (pMT)
10.1 physicar Measurement rest (pMT) in which height of thecandidate wiil be measured according to para 5.4 under thecertified Govt. Height Measuring instrument and whore process ofPMT will be duly video-graphed. All those shortlisted candidateswhose apprication forms are found correct shail be screened forheight, provided that:

The Recruitment Board in association with seniorcoaches/Experts of rerevant sport, as deemed necessary wiilconduct physicar sports triars of the candidates in the concernedsports discipline to assess their performance in their respectivesports discipline. Marks wiil be awarded to each candidate, out ofmaximum 50 marks, for the performance displayed during thephysical sports trials process. The entire process of Sports trials willbe duly video- graphed. Every candidate shail produce a serf -declaration medicar fitness certificate, where appricant shail statethat applicant is not suffering from any major disease/in]ury andhas never been banned by Anti-doping agency.

11.2 Qualifying Criteria:
11.2.1 The candidates appearing in sports trials will have to displaycurrent sports performance according to rules & regulations in theirconcerned sports discipline and minimum 25 marks (i.e. 50o/o ofmaximum 50 marks) must be obtained by the candidate to qualify
for selection, The committee shall award marks to the candidatesstrictly based on their performance during the physical sports trials.
11.2.2 In case of failure to obtain minimum 25 marks (i.e' 50% ofmaximum 50 marks) in the trials of the concerned sports, he/she
shall be considered as fail and shall not be eligible to continue inthe selection process.

certificates produced, Any document found false or fabricated will
attract disqualification from recruitment process and at any stage of
service would result in strict administrative and/ or penal action.
The candidates who qualify in sports trials will be considered
for scrutiny of original EducationaUCaste/Sports certificates and
marks will be awarded to their sports achievement certificates.
The candidates must submit their all original certificates along
with self-attested photo copies of ceftificates to the Recruitment
Board at the time of counseling. sports certificates submitted by
the candidates after the completion of counseling process will not
be considered for the award of marks.
In case of failure to show original documents at the time of
scrutiny of documents, candidate shall not have any right of
selection for recruitment. Only those candidates whose documents
have been found correct and in order, according to this Standing
order shall be considered during the preparation of the merit list.
The candidates will be awarded marks (maximum 50 marks)
of their sports achievements only for those disciplines in which they

i) The sports certificates of candidates of only thosecompetitions will be considered which are organized on or beforethe date of submission of application forms.
Only the marks of that one highest medal/position or level ofparticipation in which a candidate is getting maximum marks as perthe table given above will be considered.

13. APPEALS RELATING TO PMT/SPORTS TRTALS & AWARD OFMARKS
Those candidates who are not eligible for final merit list ofselected candidates due to failure in PMT /or Sports Trials /ordenied award of marks of sports achievements certificates mayprefer an appeal to the Chairperson of the Central RecruitmentBoard on the same day in writing. The Chairperson will record thereasons thereof for each case separately in writing. Any appeal
against these orders lies with the Final Appellate Authority, theDirector General of Police, Punjab, within seven days (regardingSports Trials).

The Selection Lists of the candidates, discipline /events-wiseand category-wise in the rank of Constables, Head Constables and
Sub Inspectors shall be prepared on the basis of preferences given
by the candidates regarding cadres and total marks obtained by

L4.2 while preparing the combined Final Merit List, in the event oftwo candidates securing equal marks, the following Tie resolution/criteria shall be adopted:

L4.2.2 In the event of the candidates having equal total marks andlevel of competitions then their relative merit shall be preparedbased on second highest medar won by the candidates and so on.

15.2 Final Merit List(s), rank-wise, cadre-wise and category-wise,shall be prepared separately for various cadres, as per thevacancies in the cadres, based on merit - cum preference given bythe candidate.
DECTARATION OF FINAL RESULT
The central Recruitment Board shall submit the serectionList(s) and Final Merit List(s) to the Director General of police,Punjab, for his approval. After the approval of the Director Generalof Police, Punjab, the list(s) shall be released in the public domainon the recruitment portal and the official website of punjab police.There wilt be no waiting !ist.FINAL APPELLATE AUTHORITY
The Director Generar of porice, punjab shail be the FinarAppellate Authority for any kind of redressal of grievance(s) relatedto the Recruitment process.

RECEIPT OF DATA BY CENTRAL RECRUITMENT BOARDThe "Single solution provider', shall hand over the recruitment
data to the central Recruitment Board or any authority dulyauthorized by the centrar Recruitment Board, post compretion ofthe recruitment process.

18.2 This data shall be provided immediately on the expiry of threemonths period of the declaration of Final Result.
18.3 The data shall be properly indexed and structured and shall
be provided in duplicate, on separate hard disk drives.
COMPLETION OF SELECTION PROCESS
The entire Selection Process shall be deemed to have been
completed at the expiry of 180 days from the date of declaration of
the Final Result.

20. PROVISIONALSELECTION
The selection in the Recruitment Process shall be provisional,
and shall be subject to the following mandatory clearances:

20.1.1 Before their enlistment in the Police, the candidates shall
have to be medically examined and certified physically fit for service
by the Civil Surgeon/ Medical Board.
20.t.2 The Medical will be done as per the provisions of Annexure #
12.16 of Punjab Police Rules, 1934 which shall include a substance
Abuse Test.
20.1.3 A certificate in the prescribed form signed by the civil
Surgeon personally is an essential qualification for enrollment, as
provided in Rule 72.16 of Punjab Police Rules, 1934. No relaxation
whatsoever shall be granted in any of the parameters of Medical.
20.t.4 The "single Solution Provider" shall enable biometric
verification of all the candidates called for the Medical at the tirne of
reporting for the same.
20.1.5 The candidate found unsuccessful in Medical Examination
shall be declared unfit and such vacancies shall be carried forward
for new selection.
2O.2 Character and Antecedent's verification:
20.2.1 The verification of character and antecedents of all the
selected candidates shall be undertaken as laid down in the Punjab
Police Act, 2007, Punjab Police Rules, 1934 and other relevant
Rules and Govt. instructions in this regard by following the
prescribed procedures, by the concerned appointing authority'
20.2.2 The selection of the candidate shall be subject to the
verification of his/her antecedents, and if anything adverse is found
against the candidate during the verification, his/her candidature
shall be summarily rejected and no claim, whatsoever, shall be

24. ALLOCATION OF DISTRICTS TO SELECTED DISTRICT CADRE
CANDIDATES ONLY
24.t The district allocation shall be made based on merit position ofa candidate.
24.2 The above stipulation is as per the "Posting & Transfer Policy of
Upper and Lower Subordinates of District Police Cadre" issued by
the State Government vide memo no. 617512O79-7H31L745 dated
21-05-20.
24.3 None of the selected candidates/constables shall be allocated
to his/her home District. However, this is subject to proposed
change already taken up by the office of Director General of Police,
Punjab, with the state Government for amendment in the "Posting &
Transfer Policy of Upper and Lower Subordinates of District Police
Cadre" for allowing Constables to join his/her home District subject
to the condition that (s)he shall not be posted in his/her home sub- Division.
24.4 All candidates shall be asked to give a list of their 15 districtpreferences (in order of preference) in the Common Application Form

by the Scrutiny Committees to be constituted by the "Single
Solution Provider" to the satisfaction of the Chairperson Central

The candidate shall be a citizen of India.
AGE
2.t. The minimum and the maximum age of recruitment for
Constables shall be 18 years and 28 years respectively as on
1st January, 2021.
2.2. Relaxation in the upper age limit in case of Scheduled
Castes/ Scheduled Tribes, Backward Classes and
Government employees shall be as laid down by the Punjab
Govern me nt.
2.3. Ex-Servicemen shall be given relaxation in the upper age
limit by 3 years plus the number of years of service rendered
in the Indian Defence Forces. In accordance with Punjab
Govt. instructions issued vide No. G-S-R-11/Const./Arts,
309, 234 & 318/82 dated 02.02.1982, where an Ex-
Servicemen is not available for recruitment against a
reserved vacancy, such a vacancy shall be reserved to be
filled in by recruitment of the wife or one dependent child of
an Ex-Serviceman who has not been recruited against a
reserved vacancy as prescribed under the Punjab
Recruitment of Ex-Servicemen Rules 1982. Provided fufther
that the wife or the dependent child of the Ex-Serviceman
shall be recruited against the reserved vacancy subject to
the conditions that:

The Board shall supervise the Selection process to be undertaken by
the 'Single Solution Provider'. The Board would publish an
advertisement in the leading print and electronic media for spreading
the awareness of the recruitment in Punjab Police to attract large
number of Candidates.
The Selection Process shall be conducted in 2 phases, viz., Phase-I
(Test 1 and Test 2) and Phase-II (Physical Measurement Test, the
Physical Screening Test and Document Scrutiny) at such Recruitment
Centres as decided by the Board. For the candidates applying under
the category of Sportspersons, the Selection Process shall include
additional eligibility check through the Central Recruitment Board for
the recruitment of Sportspersons constituted by the DGP Punjab vide
office memo no. 7805-19/E-1(4) dated 05.07.202L in order to be
considered against Sportspersons category.
The requisite number of Recruitment Sub-Board(s) may be
constituted by the Board for conducting the Physical Measurement
Test (PMT), Physical Screening Test (PST) and Document Scrutiny.
The Physical Measurement Test (PMT), Physical Screening Test (PST)
and Document Scrutiny of a candidate shall be video-graphed and the
video recording of the process shall be kept in the safe custody at
each Recruitment Sub-Board Level for a period of 3 Years from the
date of declaration of Result.
The venue(s) for the Physical Measurement Test (PMT), Physical
Screening Test (PST) and Document Scrutiny shall be provided by
Punjab Police.

7. Both Test l and Test 2 shall be Computer Based Tests (CBT). The

11. Phase-I (Test 1)
11.1. The objective of Test 1 is to check the knowledge of
candidate(s) about the world and Indian history, geography,
current affairs and other related areas. The questions would
also test the candidates' quantitative and numerical aptitude,
logical reasoning, knowledge about English language
fundamentals, grammar and composition, etc., alongwith the
use of computers and ITl ITES, basic computing skills, etc.
11.2. Test 1 shall be a Computer Based Test (CBT) and shall be
conducted by the 'Single Solution Provider' under the
supervision of the Board.
11.3. The Question Paper would be set by the 'Single Solution
Provider' based on the Content Item Requirement Documents
(IRDs) provided by the Board.
11.4. Test 1 shall be Objective type in English/ Punjabi medium with
multiple choice answers totalling of 100 marks and shall be of
2 hours duration having following components:

antonyms, grammar, one-word substitution, verbal

It.4.4. 20 marks: Questions shall test the basic knowledge
of computers and information technology, computer
hardware, MS-Office, commoh operating systems
and internet concepts.
11.5. Thereshall bea negative marking of 25o/o of the marksforeach

12. Phase-I (Test 2)
12.1. Test 2 shall be an objective type Test which will test the core
competence of the candidate in the domain knowledge of the
respective Domain(s)/ Specialization(s) and shall be a
Computer Based Test (CBT). The question paper for the Test 2
shall be separate for each Domain/ Specialization mentioned in
clause 3 of this Standing Order.
12.2. The scheme of Test 2 shall be in the form of Objective type
questions, in English/ Punjabi medium with multiple choice
answers totalling of 100 marks, including those involving hands
on testing of the candidate on a computer on the subject matter
of the specific Domain/ Specialization. The candidate will be
asked to attempt the given questions on the setup provided by
the Punjab Police. The detailed syllabus for each Domain/
Specialization of Constables is as given in Appendix-B1.
12.3. Test 2 shall be of 100 Marks for each Domain/ Specialization
and shall be of 2 hours duration. The candidates shall appear
separately in Test 2 for all such Domain(s)/ Specialization(s) as
applied by them at the time of registration. The candidates
applying under Sportspersons category shall also be required
to appear in Test 2 for at least one such Domain(s)/

Specialization(s) as applied by them at the time of registration.
Out of the candidates applying under Sportspersons category,
only those candidates shall be considered against
Sportspersons category who are declared qualified in the
eligibility check as mentioned in clause B hereinbefore.
12.4. There shall be a negative marking of 25o/o of the marks for each
wrong answer given.
13. Evaluation Process
13.1. In case the Test 1 and/ or Test 2 is/ are conducted in multiple
shifts, Normalization of marks may be carried out using the
standard Normalization methods prevalent in recruitment
processes.
13.2. The Answer Keys for the question papers shall be uploaded on
the Recruitment Portal on the last day after the last sitting of
the Test 2.
13.3. The portal shall remain open for 3 days after the examination
to receive representation(s) of the candidate(s) in respect of
the answer keys, if any. After receipt of the representation of
the candidate(s), the final answer key shall be uploaded by the
'Single Solution Provider'within the timelines prescribed by the
Boa rd .
13.4. The candidates will be able to raise their objections through the
Recruitment Portal on payment of a nominal fee of Rs. 50/- per
objection, which shall be disposed off by the 'Single Solution
Provider' within the timelines prescribed by the Board. In case
the objection(s) raised by the candidate isl are sustained, the
entire fee deposited by the candidate shall be refunded.
13.5. For the purpose of shortlisting the candidates for Phase-II, the
marks obtained by the candidates in Test 2, separately for each
Domain/ Specialization in which they have appeared, shall be
added to the marks obtained by them in Test 1, and therealter

the candidates shall be arranged in descending order of
aggregate of marks obtained in'Test 1 and Test 2, separately
for each Domain/ Specialization, out of a total of 200 marks.

Domain/ Specialization.
13.6. The candidates qualifying in the aggregate marks obtained in
Phase-I (Test 1 and Test 2), separately for each Domain/
Specialization in which they have appeared, as calculated in
clause 13.5 above, shall be shortlisted for Phase-II on the basis
of a pre-determined cut off of marks, i.e. 10% marks for the
candidates from Scheduled Castes/ Scheduled Tribes/
Backward Class/ Ex-Servicemen (General)/ Ex-Servicemen
(Scheduled Castes)/ Ex-Servicemen (Backward Class)/
Economically Backward Sections/ Sportspersons and 15o/o for
all remaining categories. The candidates appearing in multiple
Domains/ Specializations shall be considered as many times
separately for each such Domain/ Specialization based on the
aggregate of marks obtained in Test 1 and Test 2, separately
for each Domain/ Specialization. These qualifying candidates
shall be eligible to appear in Phase-II (Physical Measurement
Test, Physical Screening Test and Document Scrutiny), the
venue(s) of which shall be communicated to the shortlisted
candidates separately.
14. Phase-II (Physical MeasurementTest, Physical Screening Test
and Document Scrutiny):14.1. The Physical Measurement Test and the Physical Screening Test
of a candidate shall be video graphed and the video recording

16. Document Scrutiny16.1. Document scrutiny shall be undertaken by 'Single Solution
Provider' under the supervision of a member of the Recruitment

certificates/ documents submitted online alongwith the
Application form, for the purpose of scrutinizing, alongwith at
least one self-attested photocopy of each.
16.3. The candidate shall be responsible for the originality of
documents produced. Any document found false or fabricated

15. Appeals Relating to Physical Measurement Test (PMT) and thePhysical Screening Test (PST)
15.1. Any candidate aggrieved by the result of being declared not
qualified in Physical Measurement Test (PMT) and/ or Physical
Screening Test (PST), may prefer an appeal, if (s)he so desires.
15.2. Any such appeal shall be made to the Chairperson of the
Recruitment Sub-Board concerned or the Appellate Authority as
designated by the Chairperson, present on Physical
Measurement Test (PMT)/ Physical Screening Test (PST) venue
on the same day, before the proceedings of the day are over.
15.3. The decision of the Chairperson/ Appellate Authority on such
appeal(s) shall be final and no further appeal or representation
in this regard shall be entertained.
15.4. The Chairperson/ Appellate Authority shall record the reasons
thereof for each case separately in writing.

17. Preparation of Interim Merit List17.1. From amongst the candidates who qualify the Phase-II
(Physical Measurement Test (PMT), Physical Screening Test
(PST) and Document Scrutiny), the Interim Merit List shall be
drawn on basis of the aggregate marks out of 200 marks, as
calculated in clause 13.5 hereinbefore. The candidates
appearing in multiple Domains/ Specializations shall be
considered as many times separately for each such Domain/
Specialization based on the aggregate of marks obtained in Test
1 and Test 2, separately for each Domain/ Specialization.
17.2.ln the event of two candidates securing equal aggregate marks,
the following Tie resolution criteria shall be adopted:
L7.2.I. In the event of two or more candidates having equal
aggregate marks, the candidate having higher marks
in Test 2 shall be put higher in the Interim Merit List.
17.2.2. In the event of two or more candidates having equal
aggregate marks and equal marks in Test 2, then
their relative merit in the Interim Merit List shall be
prepared on the basis of Percentage of Marks
obtained in the qualifying graduation examination
and the candidate having higher Percentage of Marks
in the same shall be placed higher in the merit in the
Interim Merit List.

Specializations. The candidates shall be selected in their
respective Reservation categories and shall be allocated to a
particular Domain/ Specialization as per their overall merit
prepared on the basis of aggregate marks of Test 1 and Test 2
as prepared in clause 17 hereinbefore.
18.2. As and when a Reservation Category and/ or Domain/
Specialization gets filled up completely, further selection to that
Reservation Category and/ or Domain/ Specialization shall be
discontinued.
18.3. Firstly, the vacancies of General (unreserved), Ex-Servicemen
(General) and Sportspersons (General) category shall be filled
up simultaneously out of the candidates belonging to all the
categories on the basis of their merit. Secondly, the vacancies
of different Reserved categories including Sportspersons (SC)
shall be similarly filled up simultaneously out of the candidates

belonging to the respective Reserved category based on the
overall merit.
18.4. Once a candidate has been selected and allocated a Domain/
Specialization, (s)he shall not be considered for selection
against remaining Domain(s)/ Specialization(s) in which (s)he
may have appeared.
18.5. In case of a candidate who has appeared in more than one
Specialization in any Domain in Test 2 and gets equal aggregate
marks considering his/ her marks in different Specializations,
the consideration for selection to the Selection List shall be
affected as follows:
18.5.1. For IT Services Domain, the candidate shall be first
considered for selection to the Selection List In aSpecialization of Grouping L, followed by a
Specialization of Grouping 2, followed by a
Specialization of Grouping 3. The candidate shall be
allocated in whichever Specialization (s)he secures a
place in the Selection List first in point of time and
thereafter the selected candidate shall not be
considered against remaining Specializations.
18.5.2. For Community & Victim Support and Counselling
Services Domain, the candidate shall be considered
for selection to the Selection List in the Specialization
of Community Counselling first, and thereafter in
Community & Victim Support Specialization. The
candidate shall be allocated in whichever
Specialization (s)he secures a place in the Selection
List first in point of time and thereafter the selected
candidate shall not be considered against remaining
Specializations.
