Based on specific inputs about the presence of ter- rorists in the Srichand Top forest area in Pahalgam, Anantnag, security forces launched a cordon and search operation there, a police official said. He said the search opera- tion turned into an en- counter after the hiding terrorists fired at the secu- rity forces In retaliation, two terrorists were killed, the official said. The ultras belonged to the Hizbul Mujahideen outfit and their identity is being ascertained, he said. The Punjab Police on Friday said it has arrested Delhi BJP spokesper- son Tajinder Pal Singh Bagga from his residence in the national capital in connection with a case registered against him in Mohali last month. However, vehicles bringing Bag- ga, who has been highly vocal against Kejriwal on social media, from Delhi to Mohali got held up in Haryana's Kurukshetra. Later he was handed over to Delhi Police by Haryana cops. As the situation escalated with the AAP and the BJP trading charges, the Delhi Police registered a case of kidnapping based on a complaint by Bagga's father that some people came to his house in Delhi's Janakpuri around 8 am and took away his son. The Punjab police, in a statement, said Bagga is being brought to Punjab and will be produced before a court. Bagga (36) was arrested in the morning from his home following due process of law, the Punjab Police said while claiming that despite being served five notices, he did not join the investigation. Last month, the Punjab Police booked him on the charges of making provocative statements, promoting enmity and criminal intimidation. The case was registered on a complaint of AAP leader Sunny Ahluwalia, a resi- dent of Mohali. The FIR registered on April 1 re- ferred to Bagga's remarks on March 30, when he was part of a BJP youth wing protest outside the chief minis- ter's residence in Delhi. The Delhi BJP spokesperson came under fire from the AAP, which is ruling both Delhi and Punjab, for his tweet against Kejriwal over 'The Kashmir Files' movie. Bagga's arrest triggered a strong reaction from the BJP which accused Kejriwal of having a "dictatorial mindset" and "misusing" the police force of Punjab which is ruled by his party. BJP leader from Punjab and the party's national general secretary Tarun Chugh tweeted, "The manner in which Kejriwal is misusing Punjab Police is condemnable. The Punjab Police has arrested Bagga from his home." "They behaved inhumanly with Bagga and his father. But remember (Arvind) Kejriwal Ji, your such acts cannot scare a true Sikh," he said in the tweet. Delhi BJP chief Adesh Gupta said a complaint has been lodged at the Janakpuri police station in the nation- al capital over the Punjab police al- legedly beating Bagga's father. "FIR was lodged at Janakpuri po- lice station over the Punjab Police beating Tajinder Bagga's father. "Sending 50-60 Punjab Police personnel to the house of the young BJP leader, forcibly lifting him and getting his elderly father beaten up is proof of the dictatorial mindset of Arvind Kejriwal," he tweeted in Hin- di. In the morning, Delhi BJP leader Kapil Mishra claimed that "over 50 Punjab police personnel arrested Tejinder Bagga from his house. It seems Arvind Kejriwal has used the Punjab Police's might to silence Bag- ga". In a video posted on Twitter, he alleged the Punjab Police was being "misused" against activists and not for maintaining law and order in the state. Delhi BJP spokesperson Praveen Shankar Kapoor said the par- ty strongly condemns the arrest of Tajinder Pal Singh Bagga. "It's high- ly shameful that Kejriwal has started political misuse of power and the po- lice in AAP-ruled Punjab to scare his opponents. Every citizen of Delhi stands with Bagga and his family in this hour of crisis," he said. The Total Fertility Rate (TFR) which is measured as the average number of children per woman, has come down from 2.2 to 2.0 at the na- tional level between NFHS-4 and 5. There are only five states in India, which are above the replacement lev- el of fertility of 2.1. including Bihar (2.98), Meghalaya (2.91), Uttar Pradesh (2.35), and Jharkhand (2.26) Ma- nipur (2.17). The NFHS-5 survey work was conducted in around 6.37 lakh sample households from 707 districts (as on March, 2017) of the country from 28 States and 8 UTs, covering 7,24,115 women and 1,01,839 men to provide disaggregated esti- mates up to district level. The Overall Contraceptive Preva- lence Rate (CPR) has increased sub- stantially from 54 per cent to 67 per cent in the country. "Use of modern methods of con- traceptives has also in- creased in almost all States/UTs. Unmet needs for family planning have witnessed a significant de- cline from 13 per cent to 9 per cent. The unmet need for spacing, which re- mained a major issue in India in the past has come down to less than 10 per cent," said an official statement. The NHFS-5 also mentioned that institutional births have increased substantially from 79 per cent to 89 per cent in India. Even in rural areas around 87 per cent births are deliv- ered in institutions and the same is 94 per cent in urban areas. Institutional births increased by a maximum of 27 percentage points in Arunachal Pradesh, followed by over 10 percentage points in Assam, Bihar, Meghalaya, Chhattisgarh, Nagaland, Manipur, Uttar Pradesh, and West Bengal. Over 91 per cent of districts have more than 70 per cent of births in the last 5 years that took place in health facilities. As per the survey, the level of stunting among children under 5 years has marginally declined from 38 to 36 per cent for India in the last four years. Stunting is higher among children in rural areas (37 per cent) than in urban areas (30 per cent) in 2019-21. India's total fertility rate declines from 2.2 to 2.0 AGENCY NEW DELHI, MAY 6 The retail portion of LIC IPO, the country's biggest-ever, was subscribed fully in the first hour of bidding on day three on Friday. The Retail Individual Investor (RII) cate- gory garnered over 7.2 crore bid, as against 6.9 crore shares set aside for this segment, as per the data on stock exchanges at 11:36 am on Friday. The segment was thus fully subscribed. However, the Qualified Institutional Buy- er (QIB) and Non-Institutional Investor (NII) portion has been receiving a tepid response. Non-institutional investors' portion was sub- scribed 50 per cent, while QIBs' portion is still lower at 40 per cent. The policyholder portion was subscribed over three times, while the reserved employ- ees' segment was subscribed nearly two and half times. Overall, the IPO is more than fully sub- scribed as it has received 17,98,42,980 bids, as against 16,20,78,067 shares on sale. The LIC initial public offering (IPO) will close on May 9. The government aims to generate about Rs 21,000 crore by diluting its 3.5 per cent stake in the insurance behemoth. AGENCY NEW DELHI, MAY 6 India's Permanent Represen- tative to the UN TS Tirumur- ti has slammed the Nether- lands Ambassador to the UK after the envoy said that India should not have abstained in the UN General Assembly on Ukraine. This comment came after United Nations Security Council (UNSC) held a brief- ing on Ukraine on Thursday. In response to remarks made by India at the UNSC briefing, Netherlands Am- bassador to the United King- dom Karel van Oosterom said, "You should not have abstained in the General As- sembly. Sharing more informa- tion in this regard, an official spokesperson said that the ‘Tertiary Care Cancer Cen- tre’ (TCCC) i.e. ‘Atal Cancer Care Centre’ established in the Civil Hospital of Ambala Cantonment will not only cater to Haryana but its neighbouring states like Pun- jab, Himachal and Uttarak- hand and others as well. Thus, cancer patients will get access to affordable and comprehensive treatment. He said that Haryana Government had sent a pro- posal to the Centre Govern- ment for setting up of 50- bedded TCCC in Ambala Cantonment which was ap- proved in the year 2017 and then its foundation stone was laid by the Health Minister in July 2018. As per the Central Government, only Rs 45 crore was to be spent on this, however, the State Govern- ment requested the Central Government for ensuring state-of-the-art equipments for the Centre. Thus, the proj- ect cost was enhanced to Rs 72.127 crore. Of this, Rs. 43.98 crore has been spent on modern equipment and Rs 28.18 crore on building and services. AGENCY KOLKATA, MAY 6 A BJP worker was found dead under mysterious cir- cumstances in Kolkata on Friday morning, hours before Union Home Minister Amit Shah's visit to the city. Bharatiya Janata Party unit in West Bengal alleged that deceased Arjun Chowrasia, 27, who was Bharatiya Janata Yuva Mor- cha Mondal Vice-President, North Kolkata was brutally slaughtered and hanged. Speaking to a news agency after gathering infor- mation about the incident, BJP Vice-President Dilip Ghosh said, "This (BJYM worker's murder) is a pre- planned strategy to disturb and threaten our workers. Our worker Abhijit was killed on May 2 last year and 60 murders took place since then. Nobody has been pun- ished, no chargesheet has been filed...It can't be solved without CBI." The Delhi BJP leader Tejinder PalSingh Bagga who was arrested byPunjab Police on the Friday morningwas brought back to national capitalin the afternoon.

The Punjab Police on Friday saidit has arrested Delhi BJP spokesper-son Tajinder Pal Singh Bagga fromhis residence in the national capital inconnection with a case registeredagainst him in Mohali last month.

However, vehicles bringing Bag-ga, who has been highly vocal againstKejriwal on social media, from Delhito Mohali got held up in Haryana'sKurukshetra. Later he was handedover to Delhi Police by Haryana cops.

As the situation escalated withthe AAP and the BJP trading charges,the Delhi Police registered a case ofkidnapping based on a complaint byBagga's father that some people cameto his house in Delhi's Janakpuriaround 8 am and took away his son.

The Punjab police, in a statement,said Bagga is being brought to Punjaband will be produced before a court.

As per the survey, the level ofstunting among children under 5years has marginally declined from38 to 36 per cent for India in the lastfour years. Stunting is higher amongchildren in rural areas (37 per cent)than in urban areas (30 per cent) in2019-21.

The retail portion of LIC IPO, the country'sbiggest-ever, was subscribed fully in the firsthour of bidding on day three on Friday.

The Retail Individual Investor (RII) cate-gory garnered over 7.2 crore bid, as against6.9 crore shares set aside for this segment, asper the data on stock exchanges at 11:36 amon Friday.

The segment was thus fully subscribed.However, the Qualified Institutional Buy-

er (QIB) and Non-Institutional Investor (NII)portion has been receiving a tepid response.

Non-institutional investors' portion was sub-scribed 50 per cent, while QIBs' portion is stilllower at 40 per cent.

The policyholder portion was subscribedover three times, while the reserved employ-ees' segment was subscribed nearly two andhalf times.

Overall, the IPO is more than fully sub-scribed as it has received 17,98,42,980 bids,as against 16,20,78,067 shares on sale.

The LIC initial public offering (IPO) willclose on May 9.

The government aims to generate aboutRs 21,000 crore by diluting its 3.5 per centstake in the insurance behemoth.

While, the first time ever, for thesecond consecutive year, there wouldbe almost no default in payment of li-cence fee. The Excise Revenue col-lections in Financial Year 2021-22were Rs. 7938.8 crore as against Rs.6791.98 crore in the Financial Year2020-21, which is 17 percent higher.

As per the new Policy, in 2022-23,the liquor vends shall be auctionedthrough e-tender of retail zones (com-prising of maximum 4 retail shops).For Ease of Doing Business, the pow-ers to approve brands/labels having no

change from the previousyear are delegated to theDeputy Excise and Taxa-tion Commissioner(DETC).

The Permission of op-eration in additional shiftsto manufactories would begranted on annual basis asagainst quarterly basispresently. Besides this, thepower to renew licence and grant ad-ditional points in existing bars hasbeen delegated to the DETCs. Also,the approval of new labels/brands willbe done online. To encourage respon-sible drinking, low alcoholic bever-ages will be promoted.

In the new policy the Import Dutyon wine slashed from Rs. 7 to Rs. 2per BL. The Letter of Intent fee forestablishing Wine manufactory areslashed down from Rs. 15 lakh to Rs.

1 lakh. There would be noincrease in the f bar licencefee.

Furthermore, Morniadded in the list of placeswhere bar licencees can begranted to promote tourismand adventure sport. Barsand clubs located anywherein the State can now seekbar licence.

NIRMAL SAINIRADAUR: The bike riders opened fire on the police team chasingthem. The bike with two riders had no number at all. They fled from thespot. The bullet hit SI Satish Kamboj sitting in the police car. Due towhich he was badly injured. In the injured condition, the accompanyingstaff took him to the hospital, but he was referred to Yamunanagar whenhis condition became critical. On receiving the information, Superinten-dent of Police Surendra Pal, DSP Radaur Rajat Gulia, besides CIA ForestInspector Narendra Kumar and Rakesh Kumar from CIA 2 reached thespot and started investigating the matter. After the incident, in search ofthe absconding attackers, the police also started a blockade from place toplace. SI Satish Kamboj posted at Radaur police station was on patrolwith the team. When he was passing near the bus stand, he saw twomasked youths on a bike without numbers who were standing outside thebank. Seeing the police team, the youth fled towards Radaur road on abike. The police signaled them to stop. But instead of stopping, themasked youth fired two shots at SI Satish Kamboj, one of which hit Satishand he was seriously injured. The bike riders fled from the spot after theincident. DSP Radaur Rajat Gulia said that seeing the suspicious youth,the police personnel tried to stop them. But they opened fire on the po-lice personnel.

Police conducted on 27th March, 2022 inall the districts has been scrapped following certain doubts arisen regarding conduct of the test.He said that an FIR has been registered under Sections 420 and 120-B IPC in Police StationGaggal of district Kangra. He said that an investigation in this case would be conducted by anSIT headed by DIG, Central Range, Mandi Madhu Sudhan. He said that Commandant 1st IRBattalion Vimukt Rajan, SP Cyber Crime Rohit Malpani, SP Kangra Kushal Chand Sharma andSP Crime Virender Kalia would be Members of SIT. The Chief Minister said that the ongoingprocess of document evaluation has been stopped with immediate effect. He said that the StateGovernment was committed to ensure fairness and transparency in the recruitment process. The Power Purchase Agreement (PPA)shall be signed between SECI and SJVN for25 years. The project shall be commissionedwithin a period of 18 Months from the date ofsigning of PPA. Nand Lal Sharma said “thisis SJVN’s maiden endeavour in developing aHybrid Renewable Project. With this thecompany has ventured into the fastestemerging viable renewable energy option inthe country. The commissioning of thisProject is expected to reduce 90993 Tonnes

The three fell on the road and sustained serious injuries. They were rushed to Sec-tor 32 Hospital, Chandigarh in critical condition. Her brother-in-law Seema has died while herbrother and nephew have sustained serious injuries and their condition remains critical. Local po-lice have registered a case against the unidentified driver on the basis of a complaint and initiatedlegal action.

Jaspreet said that the companywas closed down 8 months ago but when it was re-opened, Jaskaran Singh was asked by the supervisor ofthe company to repair the chemical tanker. In whichJaskaran Singh was working with Mithan Jain from Bi-har and Inderjit Gosh from Bengal. The blast killedMithun Jain of Bihar and Inderjit Ghosh of Bengal onthe spot while Jaskaran Singh succumbed to his injurieson the way to the hospital in an ambulance.

It has a vast army dedicated to ensuring that thewrong message doesn’t get out. Yet, the Chinesegovernment could not keep the video of a live per-

son being zipped up and readied for the mortuaryfrom going viral. Now that the damage has been done,it has been trying to make amends: the director of theold-age home where this happened has been sacked,the licence of the doctor involved cancelled and foursenior health officials face an enquiry — three of themhave been removed from their posts.

Ever since it was locked down more than a monthback, Shanghai has challenged the limits of Chineseauthority. The country’s unique zero-Covid model, in-volving stringent lockdowns and mass testing, haskept deaths low but made citizens angry. So wereWuhan’s citizens when the pandemic broke out, but atthat time, the virus was an unknown danger. Today,the Chinese know that the rest of the world has cho-sen to live with the virus. Moreover, Shanghai’s inter-national importance gives its citizens a clout no otherChinese city enjoys. Another factor contributing totheir anger is the fatigue that has set in among healthworkers.

No wonder then that a German who lashed out ata Chinese translator calling from the neighbourhoodCovid committee was hailed as a hero when the con-versation went viral, even though the German abusedthe Chinese government throughout. Having testedpositive, the German had been taken to a quarantinecentre and then released. The translator called to in-form him that ‘they’ were coming to take him to thequarantine centre that very night, because he hadn’ttested negative. He argued that no one had come totest him for 12 days and now he was fine; if they tookhim away, he would call the international media andthe embassy. Interestingly, even while the German,using profanities all the time, told the translator thathe had no intention of obeying ‘them’, the latter,laughing nervously, kept saying ‘they’ would comefor him anyway.

It was this ability to talk back that made netizensapplaud the foreigner: “Chinese people need Germanmouths to say what the Chinese people want to”;“Foreign forces to the rescue!” commented netizens.A few days before this, the recorded conversation be-tween an elderly Chinese and a neighbourhood com-mittee member had generated only despair. The oldman’s symptoms were getting worse and he wanted tobe admitted to a hospital, but the worker said that hecouldn’t get the higher-ups to move. Their roles werereversed as the conversation progressed; the old manbegan calming down the health worker, who keptshouting about the uselessness of the system, threat-ening to resign as he could no longer deal with hisfailure to help people in distress.

China intensifies censorshipof Hollywood movies

Amid a rising trend of curbs onrights in China, the country is in-tensifying its censorship of Holly-

wood movies to make them 'conform' tothe Chinese Communist Party (CCP)ideals, a media report said.

The practice, which is almost 25-years old, has expanded in recent timeseven as producers make movies with aneye toward pleasing Beijing yet withoutisolating the global audience, Voice ofAmerica reported citing industry insid-ers.

"Now it's kind of escalated in thesense that they're much more direct inbanning films outright rather than justtampering or asking for scenes to be re-moved," Stanley Rosen, a University ofSouthern California political science pro-fessor who follows China's film industrywas quoted as saying.

As per the report, industry observerssay censors are also asking that versionsof movies for audiences outside Chinafollow Beijing's script.

It is unlikely that censors will allowthe 2022 Marvel Studios movie "DoctorStrange in the Multiverse of Madness" tobe shown in China, the report said, citinga recent op-ed in the Chinese state-affili-ated Global Times which said that themovie contains nods to Falun Gong, aspiritual movement Beijing has bannedand labelled as a cult.

"As a country under the rule of law,China regulates the film industry in ac-cordance with the Film Administrationregulations," Liu Pengyu, spokespersonof the Chinese embassy in Washingtonwas quoted as saying.

American movies. Refusal of a Chineseorder to cut a scene would risk the stu-dio's future business in China, such as thenext Disney or Marvel film or other as-sets, Tager said.

"You may get a reputation as some-one who doesn't play ball, which couldhave even further knock-on effects, pos-sibly for other films or possibly for otherbusiness relationships that large studioshave in China," Tager said.

Recently, the Philippines pushedback against Marvel Studio's attempt towoo China in the case of the 2022 Amer-ican action movie "Uncharted." TheSoutheast Asian country's cinemasbanned the movie at the request of thePhilippine Department of Foreign Af-

fairs, the report said. The department ob-jected to a scene that showed Beijing'snine-dash line claim to the South ChinaSea, which Manila vigorously disputes.The nine dashes demarcate China's claimto about 90 per cent of the sea.

Manila moved earlier to block theshowing of "Abominable," a 2019 ani-mated collaboration between the U.S.and a Chinese production company be-cause the same nine-dash line was shownin the cartoon. Hollywood is slowly fac-toring in the "arbitrary" demands fromChina, Stanley Rosen said. One thing ithas learned, he said, is to avoid makingChinese-themed films such as "Shang-Chi" because those can be better done inChina, the report said.

Children who don't weardiapers sleep poorly

Arecent study by theRutgers School ofNursing has found that

children whose parents cannotafford diapers do not get qual-ity sleep.

The study, published inthe Journal of DevelopmentalBehavioral Pediatrics, is thefirst to examine the relation-ship between diaper needs andsleep.

"Sleep promotes brain de-velopment and solidifieslearning and memory," saidco-author Sallie Porter, an as-sociate professor at RutgersSchool of Nursing. "Childrenwith compromised sleep aremore at risk for childhoodobesity and emotional and be-havioural problems."

The researchers surveyed129 parents of children age 3and younger who were in-volved in early development,home visiting and disabilitysupport programs on theseverity of their diaper needsand their child's sleep habits.The habits include the time ittakes for them to fall asleep,how often they wake at night,the longest stretch they sleepand the total number of min-utes they sleep. Parents wereasked to report difficulties

with bedtime routines, sleepproblems and sleep locationsand their perceptions of theirchild's quality of sleep. Theywere also asked if their childhad been diagnosed with a de-velopmental disability.

They found that 88 percent of the participating fami-lies were food insecure and 76per cent were without diapersat least once a year, with morethan one-third reporting nothaving diapers monthly. One-third of the children had a di-agnosed developmental dis-ability and 47 per cent of theparents had concerns abouttheir child's development.

They found that children

in families that struggled toprovide diapers were morelikely to have disrupted, short-er sleep periods and lower to-tal sleep scores. Parents whoworried about not havingenough diapers at least month-ly are more likely to reporttheir baby's sleep as a problemor difficulty.

"Approximately one-thirdof U.S. mothers report diffi-culty affording diapers, andprevalence during theCOVID-19 pandemic is likelymuch higher," said Porter."Diaper need is associatedwith an increased incidence ofirritated skin and urinary tractinfections.

Extreme hunger'grips' Afghanistan

Afghanistan has been grap-pling with an acute food cri-sis, with over 22 million peo-

Vegetarian children have similar growth andnutrition compared to meat-eating children

According to a new study at St. Michael's Hospital,nearly 9,000 children found those who eat a vege-tarian diet had similar measures of growth and nu-

trition compared to children who eat meat. The findingsof the research were published in the journal 'Pediatrics'.Researchers also found that children with a vegetarian diethad higher underweight-weight">odds of underweightweight status, emphasizing the need for special care whenplanning the diets of vegetarian kids.

The findings come as a shift to consuming a plant-based diet grows in Canada. In 2019, updates to Canada'sFood Guide urged Canadians to embrace plant-based pro-teins, such as beans and tofu, instead of meat.

"Over the last 20 years we have seen the growing pop-ularity of plant-based diets and a changing food environ-ment with more access to plant-based alternatives, how-

ever, we have not seen research into the nutritional out-comes of children following vegetarian diets in Canada,"said Dr Jonathon Maguire, lead author of the study and apaediatrician at St. Michael's Hospital of Unity HealthToronto.

"This study demonstrates that Canadian children fol-lowing vegetarian diets had similar growth and biochem-ical measures of nutrition compared to children consum-ing non-vegetarian diets. The vegetarian diet was associ-ated with higher underweight-weight">odds of under-weight weight status, underscoring the need for careful di-etary planning for children with underweight when con-sidering vegetarian diets." Researchers evaluated 8,907children aged six months to eight years. The children wereall participants of the target kids cohort study and data wascollected between 2008 and 2019. Participants were cate-

gorized by vegetarian status - defined as a dietary patternthat excludes meat - or non-vegetarian status. Researchersfound children who had a vegetarian diet had similarmean body mass index (BMI), height, iron, vitamin D,and cholesterol levels compared to those who consumedmeat. The findings showed evidence that children with avegetarian diet had almost two-fold higher odds of havingunderweight, which is defined as below the third per-centile for BMI. There was no evidence of an associationwith overweight or obesity. Underweight is an indicatorof undernutrition and may be a sign that the quality of thechild's diet is not meeting the child's nutritional needs tosupport normal growth. For children who eat a vegetariandiet, the researchers emphasized access to healthcareproviders who can provide growth monitoring, educationand guidance to support their growth and nutrition.
