IntroductionAttheinvitationofHealthyAzusa,theUniversityofCaliforniaatBerkeley’sSafeTransportationResearchandEducationCenter(SafeTREC)andCaliforniaWalks(CalWalks)facilitatedacommunity-drivenpedestrianandbicyclesafetyaction-planningworkshopfortheAzusaUnifiedSchoolDistricttoimprovepedestriansafety,bicyclesafety,walkability,andbikeabilityacrosstheschooldistrictanditsvariousjurisdictionsincludingthecitiesofCovinaandAzusaandunincorporatedLosAngelesCounty.Priortotheworkshop,CalWalksstaffconductedanin-personsitevisitonWednesday,July19,2017,toadapttheCommunityPedestrianandBicycleSafetyTrainingprogramcurriculumtomeetthelocalcommunities’needsandtoprovidecontext-sensitiveexamplestrategiesforthecommunity’sexistingconditions.CalWalksfacilitatedtheworkshoponWednesday,August30,2017from7:30amto1:00pm,whichconsistedof:1)studentdrop-offobservations2)anoverviewofmultidisciplinaryapproachestoimprovepedestrianandbicyclesafety;3)threewalkabilityandbikeabilityassessmentsalongthreekeyroutes;and4)smallgroupaction-planningdiscussionstofacilitatethedevelopmentofcommunity-prioritizedrecommendationstoinformtheAzusaUnifiedSchoolDistrictaboutactivetransportationandSafeRoutestoSchoolsefforts.Thisreportsummarizestheworkshopproceedings,aswellasideasidentifiedduringtheprocessandrecommendationsforpedestrianandbicyclesafetyprojects,policies,andprograms.

BackgroundCommunityPedestrianandBicycleSafetyTrainingProgramTheCommunityPedestrianandBicycleSafetyTraining(CPBST)programisajointprojectofUCBerkeleySafeTRECandCalWalks.FundingforthisprogramisprovidedbyagrantfromtheCaliforniaOfficeofTrafficSafety(OTS)throughtheNationalHighwayTrafficSafetyAdministration(NHTSA).ThepurposeoftheCPBSTprogramistotrainlocalneighborhoodresidentsandsafetyadvocatesonhowtoimprovepedestrianandbicyclesafetyandtostrengthentheircollaborationwithlocalofficialsandagencystafftomakecommunitiessaferandmorepleasanttowalkandbike.Foreachtraining,theprogramconvenesamulti-sector,multi-disciplinarylocalplanningcommitteetotailorandrefinethetraining’scurriculumandfocustomeetthecommunity’sneeds.Additionally,CalWalksstaffconductpre-trainingsitevisitstocollecton-the-groundobservationsofexistingwalkingandbikingconditionstoinformthetraining’sscopeandfocus.

Thehalf-daytrainingisdesignedtoprovideparticipantswithbothpedestrianandbicyclesafetybestpracticesandarangeofprovenstrategies(the6E’s:Empowerment&Equity,Evaluation,Engineering,Enforcement,Education,andEncouragement)toaddressandimprovepedestrianandbicyclesafetyconditionsandconcerns.Participantsarethenguidedonawalkabilityandbikeabilityassessmentofnearbystreetsbeforesettingpedestrianandbicyclesafetyprioritiesandactionablenextstepsfortheircommunity.ForasummaryofoutcomesfrompastCPBSTworkshops,pleasevisit:www.californiawalks.org/projects/cpbstandhttps://safetrec.berkeley.edu/programs/cpbst

SelectedPedestrian&BicycleSafetyConditionsintheAzusaUnifiedSchoolDistrictHighSpeeds&WideStreetsThepostedspeedlimitsalongArrowHighway,AzusaAvenue,andLarkEllenAvenueneartheworkshoplocationare45,40,and40milesperhour(MPH)respectively;however,CalWalksstaffobserveddriverstravelingatmuchhigherspeedsduringthesitevisitandworkshop.Driversalsoappeartoexceedthe25mphspeedlimitonresidentialstreetsintheschoolzonesforGladstoneHighSchool,EllingtonElementary,andValleydaleElementarySchools.ArrowHighway,AzusaAvenue,LarkEllenAvenuemeasurefrom58feettoover80feetincurb-to-curbwidthwithtwotravellanesineachdirection,astrippedcenterleftturnlaneordedicatedleftturnlane,parallelparkinginvariouslocationsalongonesideofthestreet,sidewalks,andamixofunmarkedandmarkedcrossings.Intermittently,frontageroadsarefoundalongbothsidesofArrowHighwayandalongthewestsideofLarkEllenAvenueneartheGladstoneHighSchool.Researchhasdemonstratedthatwidestreetsandwidetravellanesareassociatedwithhighervehiclespeeds1,whichaffectthesafetyofpeoplewalkingandbicycling.

LackofBicycleFacilitiesNobicyclelanesexistintheGladstoneHighSchoolarea,butCalWalksstaffobservedbicyclistsridingalongArrowHighwayandLarkEllenAvenueinthetravellane,onthesidewalk,andonfrontageroads.NotonlydidtheareasurroundingGladstoneHighSchoollackbicycleinfrastructurebuttheareaalsolackssafeandcomfortableconnectionstoexistingoff-streetbicycletrailsinneighboringcommunities.Duringtheworkshop,CountyrepresentativesconfirmedplanstoaddbicyclefacilitiesinthenearfuturealongtheBigDaltonWashthatrunsthroughCovinaandconnectstonearbybicycleroutesandoff-streettrails.

InadequateEnhancementsforMarkedPedestrianCrossingsandUnmarkedCrossingsDuringthesitevisit,CalWalkstaffobservedmarkedandunmarkedcrosswalksnearGladstoneHighSchool,ValleydaleElementary,andEllingtonElementary.High-visibilitymarkedcrosswalksexistobservedonLarkEllenAvenueandTudorStreet;onAspanAvenuenearEllingtonElementarySchool;andonEnidAvenuenearValleydaleElementarySchool.AllcrossingsalongEnidAvenuenearGladstoneHighSchoolareunmarked(AlcrossStreet,BygroveStreet,GragmontStreet,DevanahStreet,NubiaStreet,andGroverdaleStreet).

AstandardmarkedcrosswalkatEnidAvenueandArrowHighwayisdifficulttoseebypedestriansandvehicles.

PedestrianandDriverBehaviorsatMarkedandUnmarkedCrossingsCalWalkstaffobserveddriversblockingthelengthofEnidAvenueinfrontofGladstoneHighSchoolduringmorningschoolarrivalhours,whilestudentscrossedthestreetoutsideoftheunmarkedcrossing,inthemiddleoftheintersection,orbetweencars.ThelackofanymarkedcrosswalksandpedestriancrossingsignagealongEnidAvenueencouragesunsafedriverandpedestrianbehaviors.AllcrossingsatArrowHighwayandEnidAvenuearestandardmarkedcrosswalksandtheintersectionhasatraditionaldesign.Duringschooldismissal,largegroupsofstudentsgatheronthesidewalkattheintersectionandwaittocross.Oncethepedestriancrossingsignalphasebegins,studentscontinuecrossingbeyondtheallottedpedestriansignaltiming,indicatingthatthecrossingphasetimingmaynotbesufficient.Additionally,drivers,turnrightorleftontoArrowHighwaythroughbreaksingroupsofstudentscrossingthestreet,therebynotrespectingthepedestriansignalortheright-of-wayofthestudentscrossing.

MissingSidewalks&SidewalksinDisrepairDuetothelocationofGladstoneHighSchool,atthejunctionofthreejurisdictions—Covina,Azusa,andunincorporatedLosAngelesCounty—sidewalksvaryinwidthandconditionwhentheyexist.TheeastsideofEnidAvenuefromArrowHighwaytoNubiaStreethassidewalksbufferedbyalandscaping/plantingstrip,buttheyaretoonarrowfortwoadultstowalkcomfortablyside-by-side.ThewestsideofEnidAvenue,inunincorporatedLosAngelesCounty,doesnothavesidewalksatall,andovergrownvegetation,shrubs,andfencingextendoutintothestreet,oftenforcingstudentstowalkdirectlyintheroadway.ShadeisonlyavailablefromNubiaStreettoGragmontStreetontheeastsideofEnidAvenue,wherethelandscapebuffercontainsshadetrees;therestoftheeastsideofEnidAvenueisunshadedalthoughthereisalandscapebuffer.AtGragmontStreetandEnidAvenuethesidewalkisupheavedfromexpandingtreeroots.

LackofPedestrian-ScaleLightingCalWalksstaffobservedalackofpedestrian-scalelighting,especiallynearthecommercialcenteratAzusaAvenueandArrowHighwayandnearValleydaleElementary,EllingtonElementary,andGladstoneHighSchool.Pedestrian-scalelightingisalsomissingneartransitstopsandsheltersalongArrowHighway.

andtransitstopsalongArrowHighway.

Pedestrian&BicycleCollisionHistoryBetween2011-2015,2therewere87pedestriancollisionsintheCityofAzusa,includingfour(4)fatalitiesandten(10)severeinjuries,withcollisionsconcentratedonFoothillBoulevardandAzusaAvenue.56.2%ofthesepedestriancollisionscanbeattributedtoadriverviolation,while16.1%ofpedestriancollisionscanbeattributedtoapedestrianviolation.Overthe10-yearperiodbetween2006-2015,pedestriancollisionsappeartobeonanupwardtrajectory,exceptduringthemostrecentrecordedyear,wherecollisionsdecreased.Between2011-2015,therewere136bicyclecollisionsintheCityofAzusa,includingone(1)fatalityandten(10)severeinjuries,withcollisionsconcentratedonFoothillBoulevard,AzusaAvenue,andSanGabrielAvenue.Forbicyclecollisions,16%areattributedtoaright-of-wayviolationeitherbyabicyclistordriverand15.3%areattributedtoimproperturningeitherbyabicyclistordriver,and15.3%areattributedtobicyclistsridingonthewrongsideoftheroad.Overthe10-yearperiodbetween2006-2015,bicyclecollisionsappeartobeonadownwardtrajectory.UCBerkeleySafeTRECalsoconductedadditionalcollisionanalysisofschoolsofinterestintheAzusaUnifiedSchoolDistrict.Between2011-2015,therewereten(10)pedestrianandbicyclecollisionsaroundGladstoneHighSchool,includingtwo(2)pedestrianfatalities.Between2011-2015,therewereten(10)pedestrianandbicyclecollisionsnearEllingtonElementarySchool,includingone(1)pedestrianfatality.Between2011-2015,therewere19pedestrianandbicyclecollisionsaroundCenterMiddleSchool,includingone(1)fatalityandtwo(2)severinjuries.Between2011-2015,therewere17 2Pleasenote2014and2015dataisprovisional.

pedestrianandbicyclecollisionsnearValleydaleElementarySchool,includingone(1)fatalityandthree(3)severeinjuries.Ofthesecollisions,nineteen(19)involvedschool-agedchildren.AfulldiscussionofthepedestrianandbicyclistcollisiondatapreparedbyUCBerkeleySafeTRECcanbefoundAppendixA.

August30,2017WorkshopHealthyAzusarequestedaworkshopto1)provideCity/Countystaff,communityorganizations,andresidentswithatoolkitforpromotingpedestrianandbicyclesafetytoinformfutureactivetransportationprojectsandsaferoutestoschoolintheAzusaUnifiedSchoolDistrict;2)strengthenworkingrelationshipsbetweentheschooldistrictstaffandboardmembers,BikeSanGabrielValley,theYMCA,locallawenforcementagenciesandotherstakeholderstoensurethebestoutcomesfortheresidentsofAzusa,CovinaandunincorporatedLosAngelesCounty;and3)developconsensusregardingpedestrianandbicyclesafetypriorityandactionablenextsteps.

AzusaMayorJosephRochawelcomingworkshopparticipants.

Theworkshopwashostedfrom7:30amto1:00pm,withlunchandsimultaneousEnglishtoSpanishinterpretationprovidedbytheAzusaUnifiedSchoolDistricttomaximizecommunityparticipation.Forty-three(43)individualsattendedtheworkshop,includingAzusaMayorJoeRocha,CovinaMayorJorgeMarquez,representativesfromtheCityofAzusa,LosAngelesCountyBoardSupervisorHildaSolis’office,AzusaUnifiedSchoolDistrict,LosAngelesCountySheriff’sDepartment,HealthyAzusa,theValleydaleandEllingtonElementarySchoolPrincipals,GladstoneHighSchoolstaff,BikeSanGabrielValley,andnumerousresidentsandparents.TheworkshopalsoincludedanoptionalobservationofschoolarrivalconditionsatGladstoneHighSchool.

● Route3traveledsouthfromGladstoneHighSchooltowardsTudorStreet,westalongTudorStreetacrossLarkEllenAvenuetoAspanAvenue,northalongAspanAvenuetoGroverdale,eastonGroverdaletoLarkEllenAvenue,southonLarkEllenAvenuetoTudorAvenue,eastalongTudorAvenuetoEnidAvenue,andnorthonEnidAvenuetoGladstoneHighSchool.Route3focusedonTudorStreet,crossingsonLarkEllenAvenue,andtheareaaroundEllingtonElementary.

Participantswereaskedto1)observeinfrastructureconditionsandthebehaviorofallroadusers;2)applystrategieslearnedfromthe6E’spresentationthatcouldhelpovercomeinfrastructureconcernsandunsafedriver,pedestrian,andbicyclistbehavior;and3)identifypositivecommunityassetsandstrategieswhichcanbebuiltupon.Followingthewalkabilityandbikeabilityassessment,theparticipantssharedthefollowingreflections:

• LackofSidewalksandPoorSidewalkConditions:SidewalksarecontinuousalonglargerthoroughfareslikeArrowHighway,AzusaAvenue,andLarkEllenAvenueintheworkshoparea,butsmallresidentialstreetslikeEnidAvenue,WoodcroftStreet,andTudorStreetaremissingsidewalksleadinguptotheschools.ResidentsnotedthattherearenosidewalksonthewestsideofEnidAvenueacrossfromGladstoneHighSchool,andthesidewalksontheeastsideofEnidAvenuearetoonarrowfortwoadultstowalkside-by-sideorpasscomfortably.Theyalsonotedthatduringschooldismissal,studentswalkinlargegroupsandspilloverintothestreetalongtheeastsideofEnidAvenue.ThelackofcontinuoussidewalksisamajordeterrentforValleydaleandEllingtonElementaryparentstoallowtheirstudentstowalkorbiketoschool.

Althoughthereareshadetreesandsidewalklandscapebuffersalongthemainthoroughfares,thecommunitynotedtherearelargesegmentsofsidewalksthatofferednoshadeduetosmalltreeswithlittlefoliageandlandscapeareaswithmissingtrees.Insomeareas,overgrownvegetationfromnearbyhomesnarrowedthewalkingpathandleftdebris.ParticipantsnotedsidewalksalongArrowAvenueonRoute2aresufficientlywide,bufferedfromvehicletraffic,shaded,andclean.

AnemptylandscapebufferonEnidAvenueadjacenttoGladstoneHighSchoolcreatesasunnywalkingpath.

ElementarySchoolhavebeenpavedover.

● SchoolZoneSignage:ParticipantsonRoute1and2notedtherearenoSchoolZonesignsalongArrowHighwayontheCovinasideanditisdifficultforfastmovingvehicletraffictoidentifytheGladstoneHighSchoolmarquee.GladstonePrincipalChrisSilvassharedduringtheworkshopthatheexpectsanew,morevisiblemarqueetobeinstalledbytheDistrictwithinayear–whichshouldhelpmaketheschoolmorevisibletopassingvehicles.

● LackofBicycleFacilities:Participantsnotedalackofbicycleinfrastructuresuchasbicyclelanesandbicycleroutesignagethroughouttheworkshoparea.Despitethis,severalbicyclistswereobservedduringtheassessmentridingonArrowHighway.Participantsexpressedconcernaboutridingintheroadwayduetothehighspeedofvehicletraffic.

● LackofMarked&EnhancedMarkedCrossings:ThestandardmarkedcrossingsalongArrowHighwayandAzusaAvenuearefaded,withstandardmarkingsandrequirepedestrianstocross5lanesofvehicletrafficwithfewpedestriancrossingenhancements.ParticipantsnotedalackofcurrentADAcurbrampsalongArrowHighway.ParticipantswhowalkedRoute1towardValleydaleElementaryexpressedconcernoverthelackofmarkedcrossingsatEnidAvenueandWoodcroftStreet.

● BusShelteratEnidAvenueandArrowHighway:ThebusshelteronthenortheastcornerofArrowHighwayatEnidAvenueislocatedtooclosetothecornernearestGladstoneHigh

School.Participantsnotedthereisoftennotenoughspacetowait.Further,thebenchnexttothebusshelterdoesnotprovidesufficientshadeandisnotwell-litatnight.

● PedestrianandVehicleConflictsatEnidAvenueandArrowHighway:TheintersectionofEnidAvenueandArrowHighwayexperiencespedestrian-vehicleconflicts,especiallyduringGladstoneHighSchoolarrivalanddismissaltimes.ParticipantsexpressedconcernforstudentsusingthewesterncrosswalkonArrowHighwayduetovehiclesturningleftontoArrowHighway.Asstudentscrossinlargegroups,vehiclesattempttoturnleftinbetweengroupsofstudents.Similarly,asstudentscrossintheeasterncrosswalkonArrowHighway,right-turningvehiclesattempttoturninbetweengroupsofstudents.

CommunityResidentRecommendations Followingthewalkabilityandbikeabilityassessment,CalWalksfacilitatedsmall-groupactionplanningdiscussions.Workshopparticipantsdiscussedtwosetsofquestions:thefirstfocusedonidentifyingandprioritizingnon-infrastructurecommunity-ledprogramsthatcanbesustainedwithlittleornofunding.ThesecondfocusedonprioritizinginfrastructureimprovementsinAzusaandidentifyingpriorityprojectsforAzusaandLosAngelesCounty.

Participantsengagedinsmallgroupactionplanningdiscussions.

Workshopparticipantsprovidedthefollowingrecommendationsforoverallpedestrianandbicyclistsafetyimprovements:Non-InfrastructurePriorities&Recommendations

● ExpandandSupportExistingSafeRoutestoSchoolEfforts:ParticipantswouldliketosupportSafeRoutestoSchool(SRTS)effortsbyhighlightingcommunitymemberswhoarealreadyengagedinSRTSworkandbuildingcapacityforfutureprojects.TheywouldliketoapplyforanSRTSeducationandencouragementgrantthroughtheActiveTransportationProgram(ATP)toexpandandbuildprogramsacrosstheAzusaUnifiedSchoolDistrict.

HealthyAzusa,Districtstaff,andparentshavealreadyconductedSafeRoutestoSchoolassessmentsforelementaryschoolsintheDistrict,andtheywouldliketoexpandtheexistingWalktoSchoolDaywalkingschoolbusprogramtoabi-annualprogrampotentiallyduringBiketoSchoolDayinMaytocomplementthecurrentannualeventduringWalktoSchoolDayinOctober.LosAngelesCountyPublicWorksrepresentativessharedSafeRoutestoSchoolmapsfornearbyelementaryschoolswithpreferredwalkingroutesduringtheworkshop,andworkshopparticipantshopedtousethesemapstosupportcurrentwalkingschoolbusefforts.TheprogramcanalsobesupportbyallowingstudentvolunteerhourstobeusedduringSRTSevents.ParticipantsalsodiscussedtheneedtodevelopSRTSprogramsthatarerelevantandengagingtoolderjuniorhighandhighschoolstudents.AfundedSRTSprogramwouldsupporttheformationofanSRTSTaskForceandschoolchampionsthatcandevelopsustainableSRTSprogramswithlittleornofunding.ParticipantswouldliketoaddactivetransportationeducationmessagingthroughoutthecommunitybytakingadvantageoftheSouthernCaliforniaAssociationofGovernment’s(SCAG)GoHumancampaign,whichprovideslawnsignswithsafetyeducationmessagestoschooldistrictsandcities.Theywouldalsoliketoprioritizeaddingpedestriansafetymessagesonsidewalkswherestudentsarelikelytowalk.AdditionalSRTSeducationeffortswillfocusonteachingsafewalkingandbikingskillsatayoungageandprovidinghelmetsafetyprogramstothecommunity.
