1. Overview of Route 8 TCSS Design
HK Strategic Road Network
• Tend to be project-specific
• Some PPP but mostly government funded
• Called TCSS (Traffic Control & Surveillance Systems)
• Mostly bridge and/or tunnel control systems with sophisticated functions including ATM
• Field equipment intensive
• Monitors also a variety of non-traffic devices
• Maintenance and operation included in system planning

Overview of Route 8 TCSS
R8 network:
• 13.5 km (8 ml)
• Second longest span cable-staged bridge in the world
• Three tunnels
• One enclosed roadway
• One toll plaza
ROUTE 8 – SHA TIN HEIGHTS TUNNEL
R8 – Shatin Heights
ROUTE 8 – LAI CHI KOK VIADUCT
R8 – Eagle’s Nest Tunnel
ROUTE 8 – STONECUTTERS BRIDGE
R8 – Stone Cutter Bridge
ROUTE 8 – INTERCHANGE ABOVE CT9 RECLAMATION
R8 – Nan Wan Tunnel
• Multiple control centers
• Dynamic lane control and management
• Contraflow
• Variable speed limit with harmonization
• Incident/queue detection and management
• Interface with tunnel environmental systems
• Interface with Tsing Ma TCSS)
• Rule-based traffic response plans
• Monitors a variety of non-traffic devices
• NTCIP standards partially adopted
22
Functions of R8 TCSS
23
R8 TCSS – Field Equipment • Control over 1800 traffic field devices
• Also monitor other field equipment, such as tunnel barriers and emergency phones
24

Traffic Management
• Automatic Incident Detection (AID) Algorithm
• Incident Management
• Traffic Management Response Plans
– Sequenced Multiple Aspect Change
– Operator Assistance: Advise/instruct
– Traffic Plan Step-through, Preview and Simulation
• Safety Interlocking Check
• Traffic State Analysis
29
Automatic Incident Detection (AID)
• Multiple algorithms can run at the same time – APID (All Purpose Incident
Detection) • California Family of
Algorithms – High Occupancy (HIOCC) – Low Speed – Compression Wave
Detection – Queue Detection – McMaster
• Video detection integration – stop vehicle – wrong way vehicle – low speed
30
Incident Management
31
Route 8 TCSS Rule Based Plans (possibly the largest RBP project
in the world) • Location independent rules
• Resolve sign utilization conflicts
Pre-defined Plans
• Tunnel Operations – Contra-flow
• Emergency Operations – Fire
• Wind/Weather Operations – Warnings
• Over-height Vehicle – Automatic
Integrated with over 1000 traffic signs/signals • Full Matrix VMS’s (15)
• Variable Speed Signs (160)
• Tunnel Lane Signals (488)
• Matrix Lane Signals (332)
• Variable Direction Signs (131)

Rule-Based Logic – FVMS Example
• Sign Selection:
Rule Stage 1: Select appropriate FVMS • Message Determination:
Rule Stage 2: Select FVMS Message Templates e.g. INC

Safety Checks
• The system checks every signal control defined in the plan or any manual controls against a safety interlocking matrix and safety rules like
– two slanting arrows pointing to each other
– consistency between the displays on signals and signs on the same or adjacent gantries
38
Safety Checks
• All changes in field equipment are monitored for safety violation
• Safety rules can be “hard” or “soft”
• Other safety features:
– lane restriction on double-deck bridge
– speed fluctuation on roadway
– precaution procedures for co-ordination of execution of traffic plans among multiple control centres.
