User Requirement Specifications for Advanced Traffic Management System Equipments
1. CCTV Cameras The

Surveillance
shall
comprise
video
camera,
its
housing
and
pan, and Tilt Heads. The video camera shall be mounted at a height so as to cover the target
length of highway and the housing shall be able to withstand adverse weather conditions. It
shall have a 360 degree angular travel in the horizontal plane and a tilt of 90 degrees down
from 0 degrees horizontal. It shall have zoom lens with minimum power of 30 X, auto iris and
infrared filter, infrared compatibility for night operation and remotely selectable operating
modes. It shall have compatibility with co‐axial cable/optical fibre cable.
The CCTV camera shall have the following minimum features / capabilities:

21. Pole and mounting
a. GUI (Graphical User Interface) The CCT ‐ GUI enables the field camera units to be managed by the operator efficiently and
effectively. The same GUI also provides the supervisory control and management report facility.
The GUI shall be divided into two screen areas:
1. Video feeds
2. Event Status area
The size, shape and location of the two screen areas shall be adjustable.
The labeling of locations of the field camera unit is programmable at system installation stage,
during system
commissioning.
The
locations
can
have
a specific
name
relating
to
their
area.
b. Function The CCT for CCTV system must operate in accordance to the following requirements:
1. Display the events that are logged on a continuous basis
2. All data and general alarm conditions must be logged to a database.
3. Database must have query facilities
4. Storage capacity for all alarm messages, three (3) years at any point in time
5. Storage capacity for video information, with 6 TB storage. 6. The CCTV‐CCT should
on a regular basis, log event of any problem for each individual field camera unit in the
CCT as an event log.
2. VMS SPECIFICATIONS (HARDWARE) The design for the Variable Message Signs (VMS) will be modular with sign panels using LEDs I High

The
sign
panel
should
be
such
that
a display is legible from a distance of about 200 m. For this purpose, panels shall have minimum
dimensions of 3m length x 1.8 m depth. The minimum height of the characters shall be 300
mm. The contrast ratio shall be more than 30 perpendicular to the bold face and more than 10
at an angle of ± 70 degrees to the perpendicular. The equipment shall be capable of storing
minimum 10 frames that can be triggered on receiving the tele‐command. The sign panels shall
be installed on the structure in such a manner that they are aesthetically pleasing and can

withstand wind pressures. The equipment shall be capable of storing minimum semi‐duplex
mode and other known forces. The minimum vertical clearance available at VMSs shall be 6.0 m

availability of source. The ATCC system shall consist of a piezo‐loop‐piezo configuration in a traffic lane, with a square
or rectangular loop to ensure proper coverage of the lane width systematically placed between
the piezo
sensors.
Supplier shall propose any other configuration, if required, for better results.

ATCC Axle counter The axle counting sensors shall consist of two independent Piezoelectric Sensors of different
length across a travel lane, enabling detection of axles of all vehicle categories.

in
opposite
arrangement to its previous or next piezo sensor row of a lane, so that the system can easily
differentiate between an axle with two wheels (normal axle) and an axle having only one wheel
(motorbike axle).
To protect from heavy traffic, the sensor shall be covered with a minimum of 10 mm resin
below the surface of the road and the resin of the installed sensor shall have minimum life span
of 5 years.

The temperature ranges of pavements in which the sensor shall work are ‐40 C to +80 C.
ATCC Vehicle Detector Loop Vehicle

shape
to
ensure
proper
coverage
of
the
lane width and shall be placed systematically between the piezo sensors.
Loop detectors shall be provided for interface to these detector loops. Loop detectors shall be
installed in the ATCC Controller cabinet.
Detector loop shall be of readymade type with minimum of 4 turns of AWG #18 wire,
encapsulated in a protective PVC jacket. Loops shall be spliced to the shielded twisted lead‐in
cable in a junction box prior to the equipment cabinet, if required. Supplier shall avoid splicing /
joint in lead‐in cable as much as possible. However, if jointing is required, the joints shall not be
buried, or covered with epoxy in the road or shoulder area.

resistance shall be greater than 200 mega ohms. The loop shall be checked for inductance and
shall meet the loop amplifier manufacture’s specification.

ATCC Power backup Capable of feeding power to ATCC Controller, to perform its full function up to 48 hours of
continuous power outage.
ATCC General Requirements The ATCC Controller and software shall provide the following minimum functions:
A. The recording and display unit shall work accurately between ‐200 C to +600 C.
B. Perform data collection, data storage, file management and report generation functions
for collected vehicle information.
C. Insert sequence numbers for vehicle records.
D. The Controller shall provide a facility for viewing current vehicle records of a single or
multiple lane and sensor diagnostics directly, without any ancillary equipment.
E. The Controller system shall be of modular design to aid in system maintenance,
troubleshooting and in‐field servicing.
F. All components of the Controller, including inductive loop detectors, shall contain
necessary electrical protection to prevent damage from electrical surges, spikes and the
effects of lightning.
G. The Controller shall be of durable, industrial design and construction and enable
continuous operation, with automated start‐up in the event of power outage and
restoration.
H. All sensor and ancillary equipment connections shall be conveniently located in the
Controller front panel. All connections, where possible, shall be plug‐in, quick connect
style.
I. All wires from axle sensors, loops, data transmission lines etc shall be terminated on
separate terminals inside the ATCC Controller, for easy removal of controller electronics
during maintenance. The terminals shall be identified by terminal number. These
terminals shall be easily accessible. All cables shall be long enough to easily reach these
terminals. Terminals, splices, or any other type of connections prior to these terminals
shall not be allowed except for splicing of a loop to a shielded twisted loop lead‐in cable.

J. All AC power connections shall be shielded to prevent electrical shock.
K. Free space in the bottom of the cabinet shall be a minimum of 12 inches to allow the
pulling of cables without removing any equipment. The Controller shall be set on
shelves or mounted with support bracket underneath. The arrangement shall provide
easy access to the keypad and view of the display.

6. Mobile Communication System (MCS) Will be provided by using GSM/CDMA Mobile phones by the client. Only interfacing with ECB
system shall be included in scope of work of Agency.
7. Control Centre
Central Control Room (Control Centre): The Central Control Room (CCR) shall be the repository
of all the data acquired from the field and their processing, storing, and archiving. All the
information for real time monitoring of the Project Highway shall be generated at the CCR and
the relevant information shall be disseminated to the users through Variable message signs,
and to the operation and management teams through mobile radio communication system for
appropriate intervention. Another important function to be performed at the Control centre
shall be the operation and management of the A TMS itself along with its various sub systems.
CCR shall have the following minimum equipment, hardware and software:
1. A Central Computer Server with integrated ATMS and ATMS software (SCADA)
2. A Traffic Manager's Terminal for operation of the integrated traffic management system
3. Call system equipment comprising Operator PC along with sub‐systems and digital voice
recorder.
4. Mobile radio terminal comprising Operator PC and engineering terminal
5. Computers for Network Management Systems (NMS) for Fiber Optic Communication
System.
6. CCTV Console

Notes : 1) All equipments & components shall be safe guarded against power fluctuation as per
prevailing condition of Gujarat & Maharashtra. 2) Necessary OFC duct will be laid in median only with HDPE pipe. 3) Warranty for the equipments supplied and installed will be for 24 months from the date
of satisfactory commissioning of the system. 4) The work will be completely on turnkey basis. Civil work of control room with power
supply at one location in the control room shall be provided by MRMPL. Power supply for functioning of equipment (excluding ECBs’) along the project length at predetermined locations at outer edge of carriageway shall be provided by MRMPL. Rating of power requirement for all such locations will have to be specified by successful bidder specifically.
5) The scope of work shall also include all such items which are not specifically mentioned in the scope, but which are necessary for the satisfactory completion of the entire scope of work unless otherwise specifically excluded from the scope. Any crossing of constructed road shall be through pipe laid by trenchless technology.
