The water crisis in the Western Cape is notover and the City warns that Capetoniansnot adhering to restrictions can receive spotfines or even jail time.
“Every household and every business en-terprise can actively play a part in savingwater during this excessively hot and drysummer,” Clive Justus, chairperson of sub-council 4, said at the January subcouncilmeeting.
Level two regulations have been effectivesince 1 January. This means the price of wa-ter increased especially for large domesticconsumers, who now pay more for the same
amount of water used before the restric-tions – a measurement taken to encouragewater savings.
“Due to the City’s increasing block tarifffor domestic consumers, this will have verylittle effect on small consumers and waterefficient households. On the other hand, large domestic consumers will pay a signifi-cantly higher marginal price for water,” ac-cording to a frequently asked questions(FAQ) fact sheet published by the City.
Ernest Sonnenberg, the City’s Maycomember for utility services, says the Cityhas approximately 650 000 meters to read, and this cannot all take place on one day.
“Because of this, the City calculates thedaily average between two meter readings,
determines the daily average, and appor-tions the water consumption across the twobilling periods,” he says.
Justus asked residents of subcouncil 4 touse water wisely.
“The restriction notice indicates thatwhere other sources of water (i.e. not drink-ing water from municipal supply) are used,a notice to this effect must be erected in aposition clearly visible from a public thor-oughfare. In addition, watering gardens, parks, open spaces, etc. with alternative wa-ter resources such as harvested rain water, grey water (re-used), treated effluent water, well points and bore-holes, is allowed onlybefore 09:00 or after 16:00 on Tuesdays,Thursdays and Saturdays,” he said.

The 42-year-old man, whose identity isknown to TygerBurger, may not be nameduntil he has pleaded to the charges againsthim.TygerBurger reported on the man’s arrest

During his appearance last week, the sus-pect was denied bail and will remain in cus-
tody at the Goodwood correctional facility– where he has been incarcerated since hisarrest on 18 November last year – until hisnext court appearance.
It is expected that the suspect will thenplead to the charges of indecent assault ofthe two minor girls, cousins aged nine and12, from a farm outside Malmesbury, whowere forced to watch pornography with thesuspect and then perform sexual acts withhim. The suspect then filmed some of theacts.
This material was found by the investigat-ing team from the Bellville police’s family
violence, child protection and sexual offen-ces (FCS) unit, with Detective Warrant Offi-cer Johan Kotzé leading the investigation.
The Stikland man was arrested the dayafter police executed a search warrant of hispremises for the incriminating pornograph-ic material. They had received an anony-mous tip-off of the material on the suspect’scomputer at his dual business and residen-tial premises.

Alcohol screenings will now be done at anyrandom time – day or night – to ensure saferroads in the City, traffic official Desiré Ben-adie warned at a subcouncil meeting heldlast week.Benadie said this initiative was one of
many strategies to be implemented in 2016to improve service delivery in Cape Town.“Statistics are alarming. Driving under
the influence of alcohol is by nomeans prob-lematic during night time hours only.“In recent months, countless daytime
drivers have been found guilty of this of-fence, especially in themornings when driv-ers are still under the influence from thepre-vious night’s drinking,” she said.Such screenings will be done at major
roadblock operations around the clock.Apart from this project theCity is appoint-
ing 60 new traffic officers city wide.“Along with these new appointments, the
department has also requested additionalunmarkedvehicles tomonitormovingviola-tions in the far northern areas of Kraaifon-tein and Brackenfell,” she said.“A specialised taxi unit will also be de-
ployed to focus on all taxi issues.”

VolgensLiebenbergwasDiamondTrade

Aphishing scam in which some peopleallegedly lost up to R20 000 has flaredup again – one of the latest near vic-
tims a Durbanville resident who advertisedon OLX and Gumtree.Victims are contacted and told that a Pay-
Fast transaction was made for the adver-tised items and they then receive an emailwith proof of payment, but it is false, warnsGreg Smit, support lead of PayFast.Mirchelle Snyman told TygerBurger she
advertised some itemsonOLXandGumtree– among others an exhaust pipe for a Kawa-saki motorbike – for R4 000.She was contacted on 16 January by a
woman via OLX by email, stating that shewas interested in buying the pipe. The woman said she was working over-
seas on a ship, but would like to buy the ex-haust pipe for her son’s motorbike andwanted to pay via PayFast, as she consid-ered it “the safest”.She said she will have the pipe collected
by courier once she has processed her pay-ment, which will include R4 000 for the ex-haust pipe and R1 250 for the courier feeplus a R50 fee to cover the payment at Shop-rite.
‘Proof’ of payment falseShe asked Snyman to pay over the R1 300
at Shoprite to the courier on her behalf, andonly then the payment will reflect on herPayFast account. She then received a proofof payment of R5 300 from “PayFast”.Luckily Snyman contacted PayFast, who
confirmed no payment of R5 300 was madeinto her PayFast account. She was also in-formed that the email of confirmation ofpayment sent was false.“I noticed on the emails that it was sent
of PayFast that it was a scam and thatmanyvictimswere connedout of theirmoney– inone incident R20 000.Smit of PayFast told TygerBurger people
should always be vigilant and review thesender’s email address.“PayFast emails will only come from ad-
dresses ending with ‘payfast.co.za’.“Unfortunately phishing is a very com-
mon attack on the internet and affects anyentity that has built a reputable brand.“Fraudsters use our strong brand to scam
the victim into thinking that they are deal-ing with a reputable company.“Usually phishing attacks will be direct-
ed towards banks and payment providers,”he said.“The way that this scam is conducted us-
ing our brand is as follows: A seller on sitessuch as Gumtree will be contacted by a buy-erwho insists on paying using PayFast, andrequests that they register an account onPayFast to receive the payment.
Fake email“Once the seller has registered an ac-
count, the scammer will contact them say-ing they have made the payment.“The seller will receive a fake email stat-
ing that they have received funds throughPayFast. In this email the seller is requestedto send confirmation of delivery to ‘Pay-Fast’ before the funds are released.“The seller will send out their items as re-
quested although no payment was actuallymade. The scammer receives the item andthe seller never receives the money.”According to Smit this is not a new scam.
“Fraudsters have been falsely using thePayFast brand for the past couple of years, and I amsure for a longerperiodusingothersystems such as PayPal.“Judging from the calls and emails that
PayFast receives concerning this scam, themajority of people call us before they sendout their item.“This scam flares up random-ly through the course of the year. The bestdefence against this and any other phishingattempt is education and that the more peo-ple who are aware of this kind of scams andhow they operate, the better.“Something to remember, is that you
should never fully trust email messages.“It is sad that it is so, but youhave tomust
be vigilant on the internet where you dealat arm’s length, so we would always advisecaution when concluding deals via email,”he warns.V Visit www.payfast.co.za for more information onhow to recognise a phishing scam and what to dowhen you suspect a scam.

the numerous social, communityand charity initiatives undertakenby the gambling industry, and theGambling Indaba felt that the timewas right to allow the gambling in-

and the staff canteen which cater toover 3 300 people daily.A worm farm was first set up to
deal with waste and generate com-post to be used in the garden at theproperty. The nursery was then es-tablished, providing a meaningfuland sustainable platform for man-aging waste while protecting theWestern Cape’s floral heritage andcreating jobs for the community.Since inception, the nursery has
rapidly expanded the range of indig-enous fynbos propagated on theproperty, including plants on theendangered list. The nursery nowoffers 200 species of fynbos species.

Werksoekers by die ingang vanRuyterwacht is steeds ’n grootprobleem.
VolgensBolton is daar elke dag gemid-
deld 50 mense wat saamdrom. “Daar is
nie openbare toiletgeriewe nie, so hulledoen sommer hul ding net waar hullewil.

FreeCall lines have been installed at 24 ofthe City of Cape Town’s health clinicsacross the city, including the clinics inBlueDowns, Eerste River, Wesbank, Bothasig,Durbanville and Parow.‘‘Residents can now report general ser-
vice delivery issues while waiting to beseen by clinic staff. More importantly, thishas the potential to be a valuable tool forour Health Directorate. If a client has aproblem at the clinic, they can log that con-cern or make any suggestions to addressthe issue in real time. To date, client con-cerns have been dealt with at clinic level. This opens up a whole new world of possi-
bilities,’’ says the City’sMaycomember forhealth, Siyabulela Mamkeli.FreeCall lines were first introduced in
2012 as ameans of allowing residents in dis-advantaged areas to communicate with theCity’s call centre free of charge for generalenquiries and to report service requests. The City’s Mayco member for corporate
services, Xanthea Limberg added: ‘‘We arepleased that our roll-out of FreeCall linesat City clinics will aid residents to provideconstructive feedback to the City so we canensure that our residents receive the quali-ty health care they deserve. This has the po-tential to further improve our services.’’

Snake bites rife this summer
The presence of puff adders (pictured) and Cape cobras has seen an increase in the number ofsnake bites in pets, says a local veterinary hospital with several branches across the Peninsula.Snake bite treatment is a very expensive affair, but can save the live of a pet.
MICHELLE LINNERT@linnertmb
Snakes soaking up the sun and slither-ing away from veld fires often end upin residential backyards, making them
a serious adversary to domestic pets.Because of this, veterinarians Ryan Nor-
rie andNolanMoss at the TygerbergAnimalHospital say their hospital has recently seenan increase in the number of snake bites inpets.“We have definitely seen an increase in
snake bites this year,” Moss says. “Thereseems to be an increase across the Cape Pen-insula.”He sayswhilenoaccuratenumbers areyet
available, the largest chunk of the bites aretaking place close to Table Mountain. The reasons are simple, Moss says.
“Snakes aremore active in hot, dryweather, which may account for the increased num-bers recently.”
Fires send snakes fleeing to gardens, housesNorrie agrees: “Snakes are cold-blooded
animals that raise their body temperatureby lying in the sun or lower it by crawlinginto the shade. So this means snake biteswill be less likely to happen in winter timeas the snakes are hibernating.“Also something to think about is all of the
fires we are experiencing – you find thatmost wildlife will move to safer areas, andthis could be your back garden or even yourhouse,” Norrie says. They have seen mostly Cape cobra or puff
adder snake bites over the last two months,Moss adds.He explains a bit more about the chemical
reactions causedby the two toxins: “Cape co-bras are neurotoxic and cause paralysis ofthe respiratory muscles, leading to death.Puff adders are cytotoxic and bites cause se-
vere tissue swelling, with fluid, blood andprotein loss.“In both cases anti-venom treatment redu-
ces the severity of clinical signs but must begiven in the early stages,” Moss says.According to him, cobra bite victims need
to be placed on a ventilator, normally for oneto three days, and they require intensivecare, while puff adder victims often developshock and multiple organ failure, requiringintensive care and usually multiple plasmaand blood transfusions. And treatment is not cheap.“The cost of treatment ... can escalate be-
yond R30 000 in some cases. Many animalsunfortunately die before they are presentedto the clinic.”
Moss adds cobra bites that are treated ag-gressively and early, usually have a morepromising outcome, but not so with puff ad-der bites.“Evenwith aggressive treatment the prog-
nosis forpuff adderbites is alwaysguarded,”Moss says. “I recently treated a staff mem-ber’s dog that required four blood transfu-sions, six plasma transfusions, and tookover one month to fully recover,” he says.Norrie says they’ve seen some really sad cas-es, but it’s not all doom and gloom.“Most of the time if a pet pulls through
from such an attack there are hardly any aft-er-effects, but possible scarring or muscleloss from dead tissue has been seen.“You won’t see it very often, but if a pa-
tient was bitten on an extremity and to savethe pet’s life, amputation can be an option,”he says.“We have seen some heartbreaking cases
where the outcome was death. In one casewe had two rottweilers that were bitten bythe same snake andboth dogswere put downdue to their state,” says Norrie.
Owners need to keep clearHe addswhen pets are bitten, owners need
to keep clear of the snakes to avoid being bit-ten themselves. So how can owners avoidpets getting bitten?“There is no way of avoiding snake bites
at home short of permanently housing thepet,” says Moss.Pet owners need to be aware of the risks
when taking their animals on walks, andadds they need to learn to identify the twosnakes.“Neither snake is particularly aggressive.
Pet owners should never attempt to confronta snake,” Moss says.Once bitten, time is of the essence, espe-
cially where the Cape cobra is concerned.“Only a few veterinary practices stock an-
ti-venomdue to its high cost, and fewer prac-tices still have 24-hour care and ventilators, for the same reason.“Pet owners should acquaint themselves
with practices that are able to treat snakebites. If a pet is bitten by either snake, theyshould immediately be transported to a 24-hour facility that possesses a ventilator andstocks anti-venom.”Norrie says their facility is one of few that
stocks the required anti-venom and is openat all hours. “The anti-venom we have onstock is the same used on humans. Pleasenote that it is a very expensive medication.”V Has your pet been the unfortunate victim of asnake bite? Let TygerBurger know about your experience at [email protected].

A motor vehicle, if drivenrecklessly, inconsiderately orunder the influence of alcoholor drugs, is a lethal weapon. Itcan take lives, both guilty andinnocent (victims), as borneout by our road traffic collisiondata. In most cases, road userswilfully disobey our adequateroad traffic laws. Offendersfound guilty of contraveningany of the aforementionedoffences seldom, if ever, receive suitable sentences.Government does not take
road deaths seriously – if theydid, the annual collision/deathrate on our roads should havedecreased ages ago. Govern-ment’s stale annual responsehas always been “zero toler-ance” and the full might of thelaw will take place. No, thecarnage continues! In my view, the following
needs to be implemented:1. Dedicated traffic courts in
all major centres: Staff (magis-trates/prosecutors) to receivespecific training with regardsto the road traffic act/regula-tions etc. Cases must bespeedily dealt with.2. Law enforcement: Traffic
officers must operate on a24-hour duty roster as SAPSdo. Currently law enforcementofficers have the latest andbest technology at theirdisposal, including vehicles, but most go off duty at22:00/23:00, except during roadblocks 24:00. Visibility onpatrol is vital.3. State laboratories for
testing blood samples: Everymajor centre must have such acentre. Private laboratories(with the necessary checks andbalances) can also be roped in.4. Sentencing drunk and
reckless drivers: First timeoffenders found guilty – sixmonth imprisonment withoutthe option of a fine. Harsh?Yes, but our road carnagerequires this. We, the citizens, demand
urgent action right now! The
Road carnage:action needed!
Municipal water tariffs in-creased on and from 1 January.I have just received my
December account and themeter was read on 21 December! That leaves 10 days usage ascarry-over to the Januaryaccount’s higher tariff. Is thisdeliberate?I have a question for the
municipality: What are yougoing to do about this?
ACCOUNT NO: 131275974Amanda Glen
Ernest Sonnenberg, mayoralcommittee member for utilityservices of the City of CapeTown, responds: The Cityhas approximately 650 000meters to read, and thiscannot all take place on oneday. Because of this, theCity calculates the dailyaverage between two meterreadings, determines thedaily average, and appor-tions the water consumptionacross the two billing peri-ods. In the case of thiscustomer, their daily averageconsumption for 10 days willbe calculated according tolevel 1 tariffs and the re-mainder (after 1 January)will be calculated accordingto level 2 tariffs.

SLICE OF LIFE
Saving water:how wise areyou really? The message over the last few monthshas been clear – some parts of thecountry are facing a drought and damlevels are low; we need to save water! In Cape Town the City imposed strict
water restrictions, even going as far aspromising to fine households and busi-nesses that don’t save at least 20%. Thelatter has left a bitter taste in many ahousehold, especially those that havebeen living water wise before the waterrestrictions were imposed. If you’re already not opening a tap to
water your garden, recycling your bathwater into the flower beds, catching thefirst few drops of cold shower water in abucket to use for cleaning the disheslater and keeping the swimming pool justfull enough so the pump can run, thenwhat more can you do to save?Water wise or not, we don’t realise how
much water we use (and let go to waste)on a day-to-day basis. It’s only once you start counting the
litres to fill the sink, boil the kettle andflush the toilet, not to mention use inyour daily hygiene routine and fordrinking water, that reality sinks in andyou realise how much your householdconsumes – not saving as much as youthought you did.The fact is, water is a precious re-
source and if we don’t try to save more,we are in line to suffer more. So nexttime, before you open a tap, think ... andkeep living water wise even after therains have come and the water restric-tions have gone.

His love of reading saved himWhen Philani Dladla
cracked open his first book– a heavy political read – he
had no idea he’d one day become apublished author himself.
As a 12-year-old boy reading TheLast White Parliament by Frederikvan Zyl Slabbert, he also had no in-kling of the journey he would haveto endure to write his own book.
It was this journey that Dladla re-cently shared at the Big Issuebreakfast, and his work to inspireothers to start reading.
The regular breakfast event isused to raise funds in support of themagazine.
Dladla spent years sleeping un-der the Nelson Mandela Bridge inJohannesburg, trapped in drug ad-diction. It was his love for books, inspired when he was 12, which ul-timately saved him.
His first book was a gift on hisbirthday from his mother’s employer.Growing up in rural KwaZulu Natal, Dlad-la could hardly speak English when he wasgiven that book. But he pored over it, in-tent on understanding it and unlockingthe promise of more books. The book col-lection of his mother’s employer was laterleft to him.
In his early twenties, Dladla worked asa health caregiver. But the freedom thatcame with the pay cheque saw him experi-menting with drugs.
“It was something I didn’t have before.I was overwhelmed by the independence.”
His addiction soon spiralled out of con-trol, and he started selling his possessionsto buy drugs when he ran out of money.
“Drugs changed my life. I depended onthem. I could go days without eating, butI couldn’t go four hours without drugs. Isold my things and eventually, when Icouldn’t pay my rent anymore, I was kick-ed out of my place,” he says.
The only place Dladla felt he could gowas the bridge, where he lived with otherdrug users. When he arrived, he wasforced to hand over his clothes as “rent”.
He managed to hang onto his books, and
eventually he started selling themto make a living. He reviewed eachbook, selling them to passing mo-torists with prices determined byhow good each book was.
“I had nothing left. All I had weremy books. I had to work with whatI had,” he says.
One day, Dladla was spotted bya young filmmaker, who produceda documentary on his “mobilebookshop”.
“I shared my story. By that timeI was clean for nine months andrunning a soup kitchen for myfriends living under the bridge. Iwas also running a reading club forchildren in nearby Joubert Park,”he says.
The documentary spurred an in-flux of donations which allowedhim to expand the reading club andteach children computer skills.
“Working with kids is always anice experience. We read and I help themwith homework,” he says.
Dladla has now told this journey in abook, The Pavement Bookworm.
“I always dreamed I would be published. When I was living on the street I wouldwrite down everything that happened, hoping one day someone would come andpublish it,” he says.
“But I didn’t write it to make money. Iwrote it to tell the story. I’ve always lovedtelling stories and, even in the hard times, putting a smile on someone’s face usingbooks.”
Philani Dladla wrote a book, The Pavement Bookworm, abouthow books helped him quit his drug addiction and move offthe streets.

After current Mrs Cape Town SunetteNieuwoudt, wife of popularAfrikaanssingerHugoNieuwoudt, lastweekun-
expectedly and for unknown reasonsstepped down from the title, Diane Nel, the2014 title holder fromBrackenfell, took overthe reigns again.Organisers made the announcement last
week.“It is with much regret that we announce
that Sunette Nieuwoudt has stepped downas Mrs Cape Town 2015, due to a ‘difficulttime’ that she is currently experiencing.Wewish her all the best and will keep her inour prayers. Mrs Cape Town 2014, DianeNel, will succeed Sunette asMrs Cape Townfor 2015,” said Juanita Smit from the RoleModels Foundation.According toSmit,Nel agreed to complete
the 2015 reign after it came to light that notthe first or second runners-up were able tostand in for Nieuwoudt.Nel said it came as a shock to her.“When the directors of Role Models con-
tacted me on Monday morning (last week),it came as a surprise as I knew that the firstprincess would have been a good candidate.I was told that she gracefully declined be-cause of personal obligations and the titlewas offered to me. Never have I imaginedthat something like this could happen, butat the same time I’m proud to know that Ican do this with the support of my family, friends, supporters and my sponsors.Thank you for all the phone calls, SMSs andmessages I received these past 24 hours.Thank you to each of you supporting meonce again in this life changing journey,”she said on her Facebook page.Smit said Nel was the obvious choice due
to the exceptional job she did during herreign in 2014.“What impressed me most was the fact
that she continued with her charity work, visiting all our projects even after her yearended,” said Smit.“Thank you to Diane for being willing to
step in to support the projects of Role Mod-els Foundation. The sash and crown will bebestowed upon Diane in due course.”Nieuwoudt declined to comment.Hardly back in the saddle, Nel was on her
way to Worcester on Wednesday to handover a cheque of R86 000 to the Eden School
for special needs children on behalf of phi-lanthropists Phil and Annetjie Anderson, who currently live and work in the city ofAl-Khobar in Saudi Arabia. The Andersons took up the plight of this
school more than a year ago after readingin TygerBurger online about Nel’s charitywork in Worcester.Since then theyhave succeeded in raising
anamount ofR225 000 for the school byorga-nising several fund-raising projects in theirexpat community to this end.“One night Phil and his friends dressed
up as women and collected money from lo-cal social clubs in the international com-pound.“On this night they almost raised R20 000.
On another occasion we had a fun run andI also took up a part time job as ‘bar lady’over weekends of which the entire salarythat5 I received, went into the fund,” saysAnnetjie, who is a a specialised nursing sis-ter in neonatology and divisional directorfor Women’s Health Services at the SAADspecialised hospital. The Andersons were elated to hear of the
gratitude the school expressed.“It makes all the hard work worth our
while,” they said.School secretary Avril Farao says they
are dependent on funds from outside as thisschool is not fully subsidised and parentspay minimal fees. The money made it possible to get many
projects, like the school’s rural transportprogramme, up and running again.

LOUISA STEYL@lounotes
romantiese Afrikaanse film, VirAltyd, volgende maand by dieflieks begin draai.
Geon sê hy dink Suid-Afrikaners sal baie aan-klank by Vir Altyd vind“omdat dit so eg Suid-Afrikaans is”.

The 17km fun ride is sched-uled for Sunday 7 February, starting and fin-ishing at the festival venue, the Coetzenburgsports grounds.
The route will wind its way through Stel-lenbosch and the spectacular JonkershoekValley, mostly on tarred roads, with smallersections of easy dirt roads and tracks. Head-ing out from Coetzenburg, riders will headup Jonkershoek Road past estates including
Lanzerac and Rudera, up to the turnaroundpoint at the Jonkershoek Nature Reservegate, before embarking on the return loopvia Assegaaibos and the Jonkershoek Roadcycle path.
