1.0 GENERAL INFORMATION

1.1. PURPOSE

The purpose of the document is to guide the individual responsible for sub-administration of

the portal. Sub-Administration includes User management. The manual will help understand

various features and functionalities so as to help sub-administrator manage users and assign

roles as applicable.

1.2 SYSTEM OVERVIEW

The GIS-Enabled Entitlement Tracking (GEET) system is designed to help make aware of the

different government schemes available to each member of the households and help

community institutions, local governments and the administration to track progress of access

to entitlements and benefits under government schemes. The system is an initiative to

improve the reach, response and review of the implementation of these social security

schemes.

2.0 SYSTEM SUMMARY

2.1 SYSTEM OBJECTIVE

The system will have four major objectives:-

Entitlement awareness: Intensive campaigns for awareness building of marginalised

communities on their entitlements will be undertaken.

Entitlement inclusion: Ensure their access to entitlements and benefits from

government schemes/programmes.

Entitlement card and register: Entitlements will be tracked for each household

through a system of a card that will be in possession of the household and a register

that the Village Organizations and/or Gram Panchayat will maintain.

GIS-enabled dashboard: The entitlements, being tracked, will be plotted on a GIS-

enabled dashboard with a recording and monitoring facility for both community and

official levels.

2.2 KEY FEATURES

2.2.1 Scheme eligibility search

The system provides search facility for the various schemes that an individual is eligible for

based on the criteria entered by the user.

2.2.2 Data entry

The system allows the enumerators to add new records of individuals or households, verify

SECC data of an individual, generate Entitlement number / card and track their entitlements.

2.2.3 Entitlement Grievances

An individual can record his/her grievances related to the scheme/programme that he/she

has applied for. The status of the grievances (whether resolved or not) can also be tracked.

2.2.4 GIS-enabled Dashboard

This feature allows govt. officials / management monitor scheme implementation, village

wise through interactive maps which can help identify gaps. These dashboards can be

customized to display information pertaining to specific schemes in the selected village /

tehsil / block.

2.2.5 Reports

Reports will display data of the selected village in the form of info-graphics. This will help

decision makers in getting a better understanding of the demography of the region.

2.2.6 User Management

This enables administrator to create new user types, users and assign privileges as per user

roles.

2.3 USER ACCESS LEVELS

The system provides four different types of user access levels:-

General Public: They can access website and search for schemes based on eligibility.

They do not have login rights and access to other functionalities.

Enumerator: After login, the enumerator will have access to ‘Data Entry’ and

‘Entitlement Grievances’. This will help them to maintain the list of targeted

beneficiaries of the region assigned to them and track their entitlements. They can

also record grievances and update their statuses.

Monitor: After login, the individual responsible for monitoring will have access to the

‘GIS Dashboard’ and ‘Reports’. This will help track the progress of scheme

implementation in their region.

Sub-Administrator: After login, Sub-Administrator will have access to ‘User

Management’. They can create new users, create / change user roles, assign / revoke

user access rights.

3.0 GETTING STARTED

3.1 SYSTEM REQUIREMENTS

For best performance, use latest version of Google Chrome or Mozilla Firefox.

3.2 HOME PAGE

Open Google Chrome or Mozilla Firefox. Enter the GEET URL in the address bar of your

browser. Home page will be displayed as shown below:

3.3. SYSTEM MENU

Following image shows the System Menu accessible to all types of Users and does not require

login.

3.3.1 Home

Home page will be displayed by clicking ‘Home’ on the menu bar. GEET objective and overview

is displayed on Home page. An individual is given ‘Search Eligibility’ and ‘Login’ option in the

Home page which is explained in the below section.

3.4 LOGIN

In order to have access to the ‘User Management’ page, the sub-administrator has to log in

the web portal. User can login to the web portal by specifying User Id and Password as shown

below:

3.4.1 Change Password

After log in, user can change password by clicking on ‘Change Password’ as shown below:

User needs to mention

- current password in ‘Current Password’ field

- new password in ‘New Password’ field

- rewrite new password in ‘Confirm Password’ field

- Click on ‘Save User’ button to change password as shown in the below image below:

4.0 USING GEET FOR SUB-ADMINISTRATION

After login, the sub-administrator will have access to all the functionalities of the portal,

including ‘User Management’. They can create new users and new roles (Enumerator or

Monitoring Roles) as per the requirement.

After clicking the button pointed above, Menu options shall be displayed as shown below:

The individual responsible for sub-administration will have access to all functionalities in the

portal and additional to that is ‘User Management’ which is explained below along with their

sub menu options.

4.1 USER MANAGEMENT

On clicking + sign beside ‘User Management’, sub menu option named ‘Users’ will be

displayed. User needs to select the sub menu option to open the said page. The sub menu

option is explained in the following section.

4.1.1 Users

The sub menu option of User management is ‘Users’. With this option, sub-administrator can

register user, update user and reset password as per the requirement. On clicking ‘Users’

option, following page will be displayed with ‘Register User’ option and ‘Update’ and ‘Reset

password’ option against each user.

4.1.1.1 Register User

New user can be created by this option. Sub-administrator will have to enter Basic

information of the new user, login information with user name and password, assign roles,

group, region and also default region to provide access to the user with the information of his

/ her default region. Following image shows the parameters for Register User Form.

After entering all the information, the record should be saved by clicking on ‘Save User’

button.

4.1.2.2 Update user

This option will be displayed across each user to enable the sub-administrator to update basic

information of the user or update roles, groups or region as shown below. Region can be

checked or unchecked to assign or revoke the access rights of the region for the selected user.

Sub-Administrator user can reset password for any of the users.

1.0 LOGIN

Logging in for the first time When GEET Enumerator App is opened for the first time, user gets

a Login Screen to log on to the system. User will need to have a working internet connection

while logging into the application.

On successful login, User is asked to select the region that they need to work on.

User shall be able to select State, District, Tehsil and Villages. User will have the option to

select a maximum of 3 villages. Out of the selected 3 villages, user will be asked to select a

default village for the app. Refer to screenshot below:

Upon selecting the default village, the app will download the data for the selected region.

User will need to have a working internet connection. No other operation can be performed

in the app, while the data is being downloaded. On successful download of required data,

Main Screen will appear.

2. MAIN SCREEN

The following are the different sections on Main Screen:

1. App Title: Enumerator Training

2. Current Region: The currently selected region in the app is displayed here in the format

State /District /Tehsil /Village.

3. Settings Button: Tapping on Settings Button leads to the Settings Screen.

4. Data Entry Section: The Buttons in this section lead to different ways available for data

entry and data modification for individual and household records.

a. “SECC Data” button leads to the list of individual records available in SECC Data.

From there, those records can be verified and saved in the format compatible with GEET

system.

b. “Entitlement Card Data” button leads to the list of all individual records stored

under the current region in the app. Note about Household Records: The Entitlement Card

Data screen that appears using this button also buttons to list and view all household records.

c. “Add New Record” button leads to record creation form for new Individual

Record.

d. “Split Household” button leads to splitting of a household when a member of the

household gets married.

5. Schemes Section: The “Check Eligibility” button in this section leads to scheme search

functionality. From there, the user can search and check availability for various schemes

applicable for individual or households.

6. Entitlement Tracking Section: The Buttons in this section lead to tracking of availed

schemes by individuals or households.

7. Entitlement Grievance Section: The Buttons in this section lead to registering and tracking

grievances related to individuals or households.

2.1 DATA ENTRY- SECC DATA

In order to view or verify SECC data, user needs to access the SECC Data feature in app. This

feature can be opened using the following option on the Home Screen:

Once the SECC Data screen is opened, it presents the following screen to the user:

The central area displays list of SECC records for individuals. User can see the Verified and

Unverified SECC records separately using the tabs “Verified” and “Not Verified” respectively.

Sorting Records:

The list of records can be sorted using the sorting menu located at the top-right of the screen.

Searching Records:

User can search and find records by typing the search string and the field in which that string

need to be searched from.

2.2 DATE ENTRY- ENTITLEMENT CARD DATA

In order to view all the records of Individuals and Households, user can use the following

option in the Home Screen:

On opening the “Entitlement Card Data” screen, we are presented with list of all the records

of individuals for the currently selected region. Additionally, we can also view all Household

records using the “Household Records” button in the top region of the screen. Refer to the

screenshot below:

For each individual record, tapping on the blue coloured “Temp HH Number” opens up the

Household record for that Household Number. Using “Tracking Register” button of an

individual’s record, we can view the individual’s Scheme Tracking Register showing the list of

schemes he/she has applied or availed. Tracking Register features and functionality are

explained in detail in the “Entitlement Tracking” for Individual and Household Screen section

of this document. If we need to modify and update any of the information for an individual

then we can do that by using the “Update” button for that individual’s record.

User can search and find records by typing the search string and the field in which that string

need to be searched from.

Household Records:

We can view all Household records using the “Household Records” button in the top region

of the “Entitlement Card Data” screen. Refer to the screenshot below:

Using “Tracking” Button of a household’s record, we can view the Scheme Tracking Register

showing the list of schemes that the household has applied or availed. Tracking Register

features and functionality are explained in detail in the “Entitlement Tracking” for Individual

and Household Screen section of this document. If we need to modify and update any of the

information for a household then we can do that by using the “Update” button for that

record.

in which that string need to be searched from.

2.3 DATA ENTRY- ADD A RECORD

In order to create a new record for an individual, user can use the following option in the

Home Screen:

Once the “Add New Record” screen is opened, it presents the following screen to the user:

In order to add a new record for an Individual, we need a Household that the individual

belongs to. There are two options for Household:

● Select an existing Household using Household Number or Temp Household Number

● OR Create a New Household.

Once the Household number is entered, we can enter the Basic Information of the user like

Name, Father’s Name, Mother’s Name, Date of birth etc. The information under Basic

Information is mandatory to fill for an individual’s record.

Apart from the Basic Information, we can also enter additional details under the following 9

different categories of information: 1. ID Cards, 2. Social Security, 3. Skill Development, 4.

Sanitation, 5. Health and Nutrition, 6. Livelihoods and Employment, 7. Housing, 8. Women

and Child Development, and 9. Insurance

While adding any of the additional details we can navigate to previous and next categories of

information using the given menu at the top of the page:

Once all the available information (Basic as well as Additional) for an individual is filled, Tap

on “Save” to create the individual’s record in the App.

2.4 DATE ENTRY- SPLIT HOUSEHOLD

In order to split a household, user can use the following option in the Home Screen:

User shall be able to split a household either by using Household Number or by Temp

Household Number.

2.5 SCHEMES – CHECK ELIGIBILITY

In order to check scheme eligibility for Individuals and Households using specific criteria, user

can use the following option to open the Scheme Search Screen:

As a first step, we need to choose whether we want to search schemes for Individuals or for

Households. As the name suggests, the button - “Scheme Search for Individual” allows for

checking available schemes applicable to Individuals based on certain search criteria.

Similarly, the button - “Scheme Search for Household” allows for available schemes

applicable to Households based on certain search criteria.

The upper section allows us to directly enter the Entitlement Number (EC ID) or Temp

Entitlement Number (Temp EC ID) and display the list of schemes applicable for the

designated Individual. The app already has the required information pertaining to the

individual to check and display the schemes applicable to the individual, so we do not need

to provide any other input apart from the Entitlement Number (EC ID) or Temp Entitlement

Number (Temp EC ID). If however, we need to provide a certain criteria of information related

to any of the different categories like Social Security, Skill Development, Sanitation, Health

and Nutrition, Livelihoods and Employment, Housing etc and check which all schemes are

applicable according to the criteria then we can tap on the information category, enter the

required criteria and tap on Search to show the results.

Scheme Search for Households:

The upper section allows us to directly enter the Household Number or Temp Household

Number and display the list of schemes applicable for the designated Household. The app

already has the required information pertaining to the household to check and display the

schemes applicable to that household, so we do not need to provide any other input apart

from the Household Number or Temp Household Number. If however, we need to provide a

2.6 ENTITLEMENT TRACKING- INDIVIDUALS

Entitlement Tracking feature allows us to search and identify the schemes applicable for

Individuals based on the information stored for each Individual record. To open, Entitlement

Tracking for Individuals, we can use the following option:

Once “Entitlement Tracking for Individual” screen opens up, enter the Entitlement Number

or Temp Entitlement Number and tap “Submit”.

The App will search and display all the Schemes that the Individual is eligible and ineligible for

in separate Tabs “Eligible Schemes” and “Not Eligible Schemes” respectively.

2.7 ENTITLEMENT TRACKING- HOUSEHOLDS

Entitlement Tracking feature allows us to search and identify the schemes applicable for

Households based on the information stored for each Household and its Individual records.

To open, Entitlement Tracking for Households, tap on the “Households” button under the

section of “Entitlement Tracking” in the Main Screen.

“Once Entitlement Tracking for Households” screen opens up, enter the Household Number

or Temp Household Number and tap “Submit”.

Based on the household and its individuals’ information stored in app, the App will search and

display all the Schemes that the Household is eligible and ineligible for in separate tabs

“Eligible Schemes” and “Not Eligible Schemes” respectively.

2.8 GRIEVANCES – INDIVIDUALS

Grievance feature allows to register and track any complaints that Individuals might have

pertaining to certain schemes. To open, Grievances for Individuals, we can use the following:

In “Grievance List for Individuals” screen, the app displays a list of all the Grievances

registered for the current region for Schemes applicable to Individuals. The Grievances that

have been resolved are listed separately under the tab named “Resolved”.

right of the screen.

in which that string need to be searched from. The “+” button opens the form to register a

2.9 GRIEVANCES- HOUSEHOLDS

might have pertaining to certain schemes related to households. To open, Grievances for

Households, we can use the following:

In “Grievances for Households” screen, the app displays a list of all the Grievances registered

for the current region for Schemes applicable to Households. The Grievances that have been

resolved are listed separately under the tab named “Resolved”.

3. SETTINGS

In order to open the Settings screen, tap on the “Settings” button in the Main Screen.

The following 4 options are available under the Settings Screen: Synchronize Data, Change

Language, Change Region, Logout.

Synchronize Data (Requires Active Internet Connection)

○ The GEET Enumerator App works without internet connection. All the records related to

Individuals, Households, Schemes, Grievances, Entitlement Tracking etc. that are created or

updated are saved locally on your device. Whenever there is internet connection available,

use “Synchronize Data” button to transfer all your records to GEET server.

○ It is important to note that all the records created on your device are temporary records

and only after transferring those records can they be considered to be ‘saved’ in the GEET

system. Transferring them to server will also allow those records to be accessed from other

devices and the GEET web system available at URL: http://geet.observatory.org.in/.

○ Synchronize Data also fetches any new records or record updates related to Individuals,

Households, Schemes, Grievances, Entitlement Tracking etc. for the current region. Such new

records or record updates could have been made by other administrators using the app or

the web system.

○ It is recommended that you Synchronize Data frequently as soon as internet connection is

available. This will avoid accumulation of large “temporary” data on your device. Large

volumes of “temporary” data will take long time for synchronization whenever it is

attempted.

Change Region (Requires Active Internet Connection)

○ Select new State, District, Tehsil and Village and tap on “Change Region” to change the

region of operation.

○ The currently selected region is displayed just below the title of the screen.

○ When an administrator changes region, all the temporary data stored in the device is first

transferred to the server and new data for the newly selected region is then downloaded from

the server. Hence, this operation requires Active Internet Connection.

Change Language

○ Select new language and tap on “Change” to change to another language.

○ Changing of Language doesn’t require active internet connection.

○ The currently selected language is shown just below the title of the screen.

Logout

Whenever user Logs out, all the temporary data stored in the device is transferred to the

server. Hence, Logout feature requires active internet connection.

3.1 SYSTEM REQUIREMENTS

For best performance, use latest version of Google Chrome or Mozilla Firefox.

3.2 HOME PAGE

Open Google Chrome or Mozilla Firefox. Enter the GEET URL in the Address bar

Home page will be displayed as shown below:

3.3 SYSTEM MENU

Following image shows the System Menu accessible to all types of Users and does not require

login.

3.3.1 Home

Home page will be displayed by clicking ‘Home’ on the menu bar. GEET objective and overview

is displayed on Home page. An individual is given ‘Search Eligibility’ and ‘Login’ option in the

Home page which is explained in the below section.

3.3.1.1 Search Eligibility

An individual can fill up the criteria in the above form and search for schemes they are eligible

for. Brief description of all the parameters in the form is stated below:-

STATE: Select the correct State from the drop down list that the individual belongs to. This

will narrow down the list pertaining to the specified State. Specifying State will also ensure

that both – State sponsored schemes and entitled benefits of centrally sponsored schemes

(CSS) are realized.

AGE: Age is an essential criterion that determines the schemes and programmes that are

applicable for an individual. User needs to enter their age.

GENDER: Schemes will be short-listed as per the sex of an individual. User needs to select

gender i.e. either Male or Female or Transgender User Manual Page 9 of 38

MARITAL STATUS: Schemes are also short-listed as per the marital status. An individual needs

to select Marital status from the drop down list which includes – Unmarried, Married,

Widowed, Separated, Divorced.

PREGNANT / LACTATING: In order to address India’s infant mortality rate and maternal

mortality rate, government has introduced schemes and programmes. User needs to select

‘Yes’ or ‘No’ to filter such schemes.

DISABILITY: A disability may include physical or mental condition that limits a person’s

functioning. User needs to select ‘Yes’ or ‘No’ accordingly.

CASTE: Schemes will be filtered as per the caste category. User needs to select caste category

from the drop down list available, which includes Scheduled Caste (SC), Scheduled Tribe (ST),

Other Backward Class (OBC), and General (other than SC, ST and OBC).

BPL: BPL indicates whether an individual is Below poverty line. User needs to specify ‘Yes’ or

‘No’.

After entering all the criteria as shown above (as an example), click on ‘Search’ button to view

the eligible schemes, as shown in the below image.

Based on the entered criteria for scheme eligibility, a categorized list of schemes /

programmes, that an individual is eligible for are displayed, as shown below:

On clicking on any of the scheme names, a popup-window appears which displays the basic

information needed for availing the schemes. It gives a brief description of the benefits

entitled under the scheme, the name of the concerned department that is responsible for

implementing the scheme and the documents required for availing the schemes, as shown in

the below image.

3.3.1.2 Advanced Search

Advanced Search option in ‘Search Eligibility’ is similar to the ‘Scheme Search’ menu option

as shown in section 3.3 – System Menu and explained in section 3.3.2 – ‘Scheme Search’ This

feature helps an individual to customize their search criteria.

3.3.1.3 Search using Entitlement Card Number

An individual can also enter his / her Entitlement Card Number and search for the eligible

schemes. Click on the link – ‘Search using Entitlement Card Number’.

A pop-up window will appear, asking for the Entitlement ID. Enter Entitlement ID to get the search

results as shown below:-

After clicking on ‘Search’ button, category wise Schemes will be displayed on the screen.

3.3.2 Scheme Search

An individual can opt for advanced scheme search by selecting ‘Scheme search’ menu option.

This feature allows an individual to fill category wise criteria in detail, in order to narrow down

the search result as per the parameters entered.

Click on ‘Scheme search’ for Advanced Scheme search as shown below:-

3.4 LOGIN

In order to have access to other key features apart from Search option, the user has to log in

to the web portal. The sub-administrator has rights to create new user and reset password

for the created users.

User can login to the web portal by specifying User Id and Password as shown below:

3.4.1 Change Password

After log in, user can change password by clicking on ‘Change Password’ as shown below:

o current password in ‘Current Password’ field

o new password in ‘New Password’ field

o rewrite new password in ‘Confirm Password’ field

4.0 USING GEET

After login, user will be able to access key features of GEET as per the roles and privileges

mentioned in section 2.3 – User Access levels. Click on the button as shown below to access

Menu options.

4.1 DATA ENTRY

Data Entry functionality is mainly for the enumerators to maintain the list of targeted

beneficiaries and update as and when required. It allows them to enter new records of

individual or households, verify SECC data, and generate entitlement number for individuals

and household. Each main menu option can be expanded by clicking on + sign as pointed in

the above image.

On clicking + sign, sub menu options will be displayed as shown below:

4.1.1 SECC Data

The ‘SECC Data’ option enables user to view and verify SECC data of individuals from the

regions assigned to them. User can search for individuals by entering the information in the

blank fields. The list can also be sorted as per the desired order. Refer to the screenshot

below. As there is no data available currently, the screen shows “No data available”.

4.1.2 ENTITLEMENT Card Data

After the entitlement number is generated, the household and individual data, can be viewed,

searched and further updated to include details needed to match eligibility criteria of various

schemes and programmes. After updating, the entitlement card can be printed. Beside each

individual record, user will be provided with three options as shown in the below image

named – ‘Update’, ‘Print Entitlement Card’ and ‘Tracking Register’ which is briefed in the

below sections. Apart from this, on clicking this option, user will be given options to view

Household records, Verify SECC data, Add new record, Registered Deaths on the same web

page, as shown in the below image. These options are also briefed in the below sections.

4.1.2.1 Update

Update option will allow user to add details of the individual which are needed to match

eligibility criteria of various schemes and programmes. It is essential to enter this information

to get the perfect list of eligible schemes and programmes. The information is categorized

into 10 broad categories related to schemes as shown in the image and briefed in the below

sections:-

Each category page will have 3 buttons:

o Save: Save button to save the changes.

o Reset: Reset button will allow the user to enter the parameters again.

o Cancel: Cancel button will close the current page.

4.1.2.1.1 Basic

User can update basic information of an individual like Name, father and mother name, date

of birth, disability, age, caste, gender, if he/she is under BPL and marital status. Save the

changes by clicking on ‘Save’ button. User may click on ‘Reset’ or ‘Cancel’ button as per the

requirement. Following image shows an example.

Basic information of an individual required for this scheme category will be displayed in this

section. In case there is a need to update any basic information, user can update here and the

updated information will be reflected across the system.

Additional parameters are briefed below which are self-explanatory:-

Any own land:- If an individual has his / her own land

Main source of income:- Specify the source of income from the drop down list having options

like –

o Manual casual labour:- manual labour may be caste based occupation. o non-

agricultural own account enterprise

o Begging / Charity/Alms collection:- If the main source of income is from begging or

charity or alms (money or food given to poor people) collection.

o Cultivation:- If the main source of income is agriculture.

o others

House type:- User needs to select from the drop down list which includes –

o Houseless:- Individuals who do not live in houses or buildings but live in the open.

o Normal:- A group of individuals who normally live together and their meals are cooked

in a common kitchen. The individuals may be related or unrelated. o Institutional :- A

group of unrelated individuals who live together in an institution and their meals are

cooked in a common kitchen.

o Kachha house:- If the walls and/or roof are predominantly made of materials such as

un-burnt bricks, bamboo, mud, grass, reeds, thatch, plastic/polythene, stones, etc.,

then the structures are kaccha buildings.

Primitive tribal group:- This is a sub category of schedule tribe. Specify Yes or No as per

applicable. Following image shows the web page of Social Security parameters as

explained above.

4.1.2.1.4 Skill Development

Skill development section has basic information like Age, Caste and BPL which is already

in Basic information. User can change the parameters here if needed and save the record

as shown below:

4.1.2.1.6 Health and Nutrition

Health and Nutrition section includes basic information like Pregnant / lactating, age,

gender and BPL which is already in Basic information. User can change the parameters

here if needed and save the record as shown below.

Additional parameters included are:-

Type of Area:- User needs to specify whether individual belongs to Rural or Urban area.

Education level:- User needs to select education level from the drop down list as briefed

below.

o Illiterate:- An individual who cannot read or write.

o Literate but below primary:- An individual aged 7 years and above who can read

and write with understanding in any language and has only studied till 4th

standard.

o Primary:- An individual who has passed 5th, 6th or 7th standard.

o Middle:- An individual who has passed 8th or 9th standard.

o Secondary:- An individual who has passed 10th or 11th standard.

o Higher Secondary:- An individual who has passed 12th standard but not completed

graduation.

o Graduate or Higher:- An individual who has completed graduation and is a degree

holder.

Livelihoods and Employment section includes parameters like Age, Type of Area, Any own

The Accommodation section includes parameters like Gender, BPL, Marital status, House

type and two other additional parameters as mentioned below :-

Wall type:- Wall made of grass, thatch, bamboo, wood, mud, plastic, polythene,

handmade tiles, stones, slate and others. Selection is given in drop down list.

Roof type:- Roof made of grass, thatch, bamboo, wood, mud, plastic, polythene, unburnt

brick, stone not packed with mortar and others. Selection is given in drop down list.

4.1.2.3 Tracking Register

User can track the entitlements by clicking on this option. The option is available against each

individual record as “Tracking Register”. This option allows individual to track the entitled

schemes he has applied for or not yet applied. The register will show dates as to when the

individual has applied for the entitled scheme and when he has availed the scheme. Following

image shows an example:-

4.1.2.4 Household records

The enumerator can view household records by clicking on the button – ‘Records of

Households’.

On clicking the option, household records will be displayed with ‘Update’ and ‘Tracking

register’ option given against each household record as shown in the following figure. Search

and Sort option will be available in each page to help filter records as per the user

requirement.

User can update household information as shown in the below image, which contains same

information categories as explained in the Update option of an individual i.e. from Section –

4.1.2.1.1 to 4.1.2.1.10. After updating, user can save the changes.

User can track the entitlements by clicking on ‘Tracking Register’ option. The option is

available against each household record beside ‘Update’ option. This option allows individual

to track the entitled schemes he has applied for or not yet applied as per the household. The

register will show dates as to when the household has applied for the entitled scheme and

when he has availed the scheme. Following image shows an example:-

4.1.2.4 Verify SECC

If the enumerator needs to verify SECC data, then the same option as stated in the section –

4.1.1.4, is given here also, so that user need not again go the Main menu option and verify

the SECC data.

4.1.2.5 Add new record

If the enumerator does not find household or an individual in the SECC database or

Entitlement database, then he / she can add new household or an individual in the

Entitlement database. If household is already available in the database, then the user can

enter new individual information along with the household number he / she belongs to.

Entered Household number can be verified by clicking on ‘Verify’ button to view the

household detail information. To enter new household, user can click on ‘Add new household’

as shown in the following image.

A popup window will be displayed to allow the enumerator to enter household information

as shown in the below image. Basic information as well as other detailed category wise

information of the household can be added at the same time or later.

The purpose of the document is to guide the individual responsible for monitoring scheme

performance and potential. The manual will help understand various features and

functionalities so as to help government officials responsible for scheme implementation, in

decision making.

1.2 SYSTEM OVERVIEW

The GIS-Enabled Entitlement Tracking (GEET) system is designed to help make aware of the

different government schemes available to each member of the households and help

community institutions, local governments and the administration to track progress of access

to entitlements and benefits under government schemes. The system is an initiative to

improve the reach, response and review of the implementation of these social security

schemes.

2.0 SYSTEM SUMMARY

2.1 SYSTEM OBJECTIVE

The system will have four major objectives:-

Entitlement awareness: Intensive campaigns for awareness building of marginalised

communities on their entitlements will be undertaken.

Entitlement inclusion: Ensure their access to entitlements and benefits from

government schemes/programmes.

Entitlement card and register: Entitlements will be tracked for each household

through a system of a card that will be in possession of the household and a register

that the Village Organizations and/or Gram Panchayat will maintain.

GIS-enabled dashboard: The entitlements, being tracked, will be plotted on a GIS-

enabled dashboard with a recording and monitoring facility for both community and

official levels.

2.2 KEY FEATURES

2.2.1 Reports

Reports will display data of the selected village in the form of info-graphics. This will help

decision makers in getting a better understanding of the demography of the region.

2.2.2 GIS Dashboard

GIS Dashboard is a tool for monitoring scheme performance and potential. It has been

developed to help decision making of government officials to implement the schemes. This

feature will be accessible to the sub-administrative or monitoring role.

2.3 USER ACCESS LEVELS

The system provides four different types of user access levels:-

o General Public: They can access website and search for schemes based on eligibility.

They do not have login rights and access to other functionalities.

o Enumerator: After login, the enumerator will have access to ‘Data Entry’ and

‘Entitlement Grievances’. This will help them to maintain the list of targeted

beneficiaries of the region assigned to them and track their entitlements. They can

also record grievances and update their status.

o Monitor: After login, the individual responsible for monitoring will have access to the

‘GIS Dashboard’ and ‘Reports’. This will help track the progress of scheme

implementation in their region.

o Sub-Administrator: After login, Sub-Administrator will have access to ‘User

Management’. They can create new users, create / change user roles, assign / revoke

user access rights.

On clicking + sign beside ‘GIS Dashboard’, sub menu option named ‘Map viewer’ will be

displayed. User needs to select the sub menu option to open the dashboard. The default

village map will be displayed by clicking on ‘GIS Dashboard’. User can add layers by clicking

on the button as displayed in the below image:-

4.2 REPORTS

Reports present the data for a selected region in an easy to understand info-graphic format.

The reports will display demographic information, which will help the government officials,

scheme/ programme implementers with informed decision making. On clicking the ‘Reports’

menu, report types will be displayed as shown in the following image.

scheme or for all schemes along with their statuses.

“Change Region” button allows the user to search for grievances registered in the

selected region.

4.2.2 SECC BASIC REPORT

This report displays the census data received from the government for the selected

region.

User shall be able to select a particular region by using “Change Region” button. Refer

to screenshot below:

4.2.3 SCHEME WISE ELIGIBILITY REPORT

User shall be able to search and view “Total Number of Individuals Eligible”, “Total

Number of Individuals Applied” and “Total Number of Individuals Availed” for each

scheme in a selected region.

Entitlement card and register: Entitlements will be tracked for each household

through a system of a card that will be in possession of the household and a register

that the Village Organizations and/or Gram Panchayat will maintain.

GIS-enabled dashboard: The entitlements, being tracked, will be plotted on a GIS-

enabled dashboard with a recording and monitoring facility for both community and

official levels.

2.2 KEY FEATURES

2.2.1 Scheme eligibility search

The system provides search facility for the various schemes that an individual is eligible

for based on the criteria entered by the user.

3.0 GETTING STARTED

3.1 SYSTEM REQUIREMENTS

For best performance, use latest version of Google Chrome or Mozilla Firefox.

3.2 HOME PAGE

Open Google Chrome or Mozilla Firefox. Enter the GEET URL in the Address bar of the

browser. Home page will be displayed as shown below:

3.3 SYSTEM MENU

Following image shows the System Menu accessible to all types of Users and does not require

login.

3.3.1 Home

Home page will be displayed by clicking ‘Home’ on the menu bar. GEET objective and overview

is displayed on Home page. An individual is given ‘Search Eligibility’ and ‘Login’ option in the

Home page which is explained in the below section.

3.3.1.1 Search Eligibility

Below image shows the ‘Search Eligibility’ button.

An individual can fill up the criteria in the above form and search for schemes they are eligible

for. Brief description of all the parameters of the form is stated below:-

STATE: Select the correct State from the drop down list that the individual belongs to. This

will narrow down the list pertaining to the specified State. Specifying State will also ensure

that both – State sponsored schemes and entitled benefits of centrally sponsored schemes

(CSS) are realized.

AGE: Age is an essential criterion that determines the schemes and programmes that are

applicable for an individual. User needs to enter their age.

GENDER: Schemes will be short-listed as per the sex of an individual. User needs to select

gender i.e. either Male or Female or Transgender.

MARITAL STATUS: Schemes are also short-listed as per the marital status. An individual needs

to select Marital status from the drop down list which includes – Unmarried, Married,

Widowed, Separated, Divorced.

PREGNANT / LACTATING: In order to address India’s infant mortality rate and maternal

mortality rate, government has introduced schemes and programmes. User needs to select

‘Yes’ or ‘No’ to filter such schemes.

DISABILITY: A disability may include physical or mental condition that limits a person’s

functioning. User needs to select ‘Yes’ or ‘No’ accordingly.

CASTE: Schemes will be filtered as per the caste category. User needs to select caste category

from the drop down list available, which includes Scheduled Caste (SC), Scheduled Tribe (ST),

Other Backward Class (OBC), and General (other than SC, ST and OBC).

BPL: BPL indicates whether an individual is Below poverty line. User needs to specify ‘Yes’ or

‘No’.

After entering the criteria, click on “Search” button to view the eligible schemes.

3.3.1.1.1 Advanced Search

Advanced Search option in ‘Search Eligibility’ is similar to the ‘Scheme Search’ menu option

as shown in section 3.3 – System Menu and explained in section 3.3.2 – ‘Scheme Search’. The

main difference of this feature is that it helps an individual to customize their search criteria.

3.3.1.1.2 Search using Entitlement Card Number

An individual can enter his / her Entitlement Card Number and search for the eligible schemes.

Click on the button – ‘Search using Entitlement Card Number’.

A pop-up window will appear, asking for the Entitlement ID. Enter Entitlement ID to get the

search results as shown below:-

After clicking on ‘Search’ button as shown above, category wise Schemes will be displayed as

shown below:-

3.3.2 Scheme Search

An individual can opt for advanced scheme search by selecting ‘Scheme search’ menu option.

This feature allows an individual to fill category wise eligibility criteria, in order to narrow

down the search result as per the parameters entered. Click on ‘Scheme search’ for Advanced

Scheme search as shown below:-

Following window will appear on clicking ‘Scheme search’ menu option:-

Each category stated above can be expanded to fill up detail criteria form.

3.3.3 Scheme Search Results

Based on the entered criteria for scheme eligibility, a categorized list of schemes /

programmes, that an individual is eligible for are displayed, as shown below:-

On clicking on any of the scheme names, a popup-window appears which displays the basic

information needed for availing the schemes. It gives a brief description of the benefits

entitled under the scheme, the name of the concerned department that is responsible for

implementing the scheme and the documents required for availing the schemes, as shown in

the below image.
