This is 6 points below the record-high excellent +73 (82% satisfied, 9% dissatisfied) in June 2019, and similar to the very good +66 in December 2018 [Chart 1; Table 1]. The SWS terminology for net satisfaction ratings is as follows: +70 and above, “excellent”; +50 to +69, “very good”; +30 to +49, “good”; +10 to +29, “moderate”, +9 to –9, “neutral”; –10 to –29, “poor”; –30 to –49, “bad”; –50 to –69, “very bad”; –70 and below, “execrable”. SWS considers the movement from one classification to another as either an "upgrade" or "downgrade”. “Very Good” on 3 subjects, “Good” on 11, “Moderate” on 1, “Neutral” on 1 Out of 16 specific performance subjects rated, net satisfaction ratings of the Duterte Administration were very good on 3 subjects, good on 11 subjects, moderate on 1 subject, and neutral on 1 subject. SWS calls this its Governance Report Card [Tables 2 and 3]. The net satisfaction rating of the National Administration was very good on: Helping the poor (+62), Providing information needed by the citizens to properly examine what the government is doing (+54), and Having clear policies (+53) [Charts 2 to 3]. Social Weather Stations
The Third Quarter 2019 Social Weather Survey, done on September 27-30, 2019, found 77% of
adult Filipinos satisfied, 11% neither satisfied nor dissatisfied, and 10% dissatisfied with the general
performance of the current National Administration, for a net satisfaction rating of +67 (% satisfied minus
% dissatisfied), classified by SWS as very good.
This is 6 points below the record-high excellent +73 (82% satisfied, 9% dissatisfied) in June 2019,
and similar to the very good +66 in December 2018 [Chart 1; Table 1].
The SWS terminology for net satisfaction ratings is as follows: +70 and above, “excellent”; +50
to +69, “very good”; +30 to +49, “good”; +10 to +29, “moderate”, +9 to –9, “neutral”; –10 to –29,
“poor”; –30 to –49, “bad”; –50 to –69, “very bad”; –70 and below, “execrable”. SWS considers the
movement from one classification to another as either an "upgrade" or "downgrade”.

Out of 16 specific performance subjects rated, net satisfaction ratings of the Duterte
Administration were very good on 3 subjects, good on 11 subjects, moderate on 1 subject, and neutral on
1 subject. SWS calls this its Governance Report Card [Tables 2 and 3].
The net satisfaction rating of the National Administration was very good on: Helping the poor
(+62), Providing information needed by the citizens to properly examine what the government is doing
(+54), and Having clear policies (+53) [Charts 2 to 3].
It was good on: Fighting terrorism (+49), Developing a healthy economy (+48), Protecting the
freedom of the press (+47), Acting according to what the people want (+44), Fighting crimes that victimize
ordinary citizens, like killings, holdups, robberies, physical violence, etc. (+43), Reconciliation with
Muslim rebels (+40), Foreign relations (+39), Reconciliation with communist rebels (+38), Eradicating
graft and corruption in government (+32), Recovering ill-gotten wealth of former Pres. Marcos and his
cronies (+30), and Defending Philippine sovereignty in the West Philippine Sea (+30) [Charts 4 to 14].
It was moderate on Ensuring that no family will ever be hungry and have nothing to eat (+28)
[Chart 15].
It was neutral on Fighting inflation (+5) [Chart 16].
The satisfaction rating of the general performance of the National Administration is based on a
single question, and is not an average of answers to separate questions on specific subjects. The general
rating is repeated every quarter, whereas only a core of the specific subject-ratings are repeated. Subjects
are included or excluded depending on their contemporary salience.
“Excellent” in Metro Manila, the Visayas and Mindanao, “Very Good” in Balance Luzon
The 6-point decrease in the National Administration’s overall net satisfaction rating was due to
declines of 10 points in Mindanao, 10 points in Balance Luzon, and 1 point in the Visayas, combined with
a 12-point increase in Metro Manila.
It fell from excellent to very good in Balance Luzon, down by 10 points from +73 in June 2019 to
+63 in September 2019 [Chart 17; Table 4].
It stayed excellent in Mindanao, although down by 10 points from +80 in June to +70 in September.
It also stayed excellent in the Visayas, down by 1 point from +71 in June to +70 in September.
However, it rose from very good to excellent in Metro Manila, up by 12 points from +59 in June
to +71 in September.
“Very Good” in both urban and rural areas
Rural net satisfaction with the National Administration fell from excellent to very good , down by
7 points from +74 in June to +67 in September [Table 6].
Urban net satisfaction also fell from excellent to very good, down by 4 points from +71 in June to
+67 in September.
“Excellent” in class ABC; “Very Good” in classes D and E
Net satisfaction with the National Administration fell from excellent to very good in class D, or
the masa, down by 7 points from +73 in June 2019 to +66 in September 2019 [Chart 18; Tables 5 and 6].
It also declined from excellent to very good in class E, down by 5 points from +73 in June to +68
in September.
However, it rose from very good to excellent in class ABC, up by 18 points from +60 in June to
+78 in September.

By sex, it stayed at very good +69 among men from June to September.
However, it fell from excellent to very good among women, down by 9 points from +76 in June to
+65 in September.
By age group, it fell from excellent to very good among the 18-24 year olds, down by 10 points
from +70 in June to +60 in September, the 25-34 year olds, down by 8 points from +73 to +65, the 35-44
year olds, down by 13 points from +82 to +69, and the 45-54 year olds, down by 2 points from +71 to
+69.
It stayed very good among the 55 year olds and above, up by 2 points from +67 in June to +69 in
September.
By educational level, net satisfaction with the National Administration fell from excellent to very
good among elementary graduates, down by 8 points from +72 in June to +64 in June.
It stayed excellent among high school graduates, although down by 8 points from +79 in June to
+71 in September.
It stayed very good among non-elementary graduates, up by 2 points from +61 in June to +63 in
September.
It also stayed very good among college graduates, unchanged at +65 from June to September.
National Administration’s net rating declines on 7 subjects, improves on 3, steady on 5
The September 2019 survey found the National Administration’s net satisfaction rating down by
one grade on 7 specific subjects, up by one grade on 3 subjects, and steady on 5 subjects, compared to
when they were last surveyed.
The National Administration’s net rating rose from good to very good on Having clear policies,
up 13 points from +40 in June 2018 to +53 in September 2019.
However, it fell from excellent to very good on Helping the poor, down by 8 points from +70 in
June 2019 to +62 in September 2019.
It rose from moderate to good on 2 specific subjects: Developing a healthy economy, up by 21
points from +27 in September 1998 to +48 in September 2019, and Acting according to what the people
want, up by 21 points from +23 in March 2011 to +44 in September 2019.
It stayed good on 5 specific subjects: Reconciling with Muslim rebels, although down by 6 points
from +46 in June 2019 to +40 in September 2019, Reconciling with communist rebels, down by 5 points
from +43 to +38, Eradicating graft and corruption, down by 7 points from +39 to +32, Recovering ill-

gotten wealth of former Pres. Marcos and his cronies, down by 11 points from +41 to +30, and Defending
Philippine sovereignty in the West Philippine Sea, down by 4 points from +34 to +30.
However, it fell from very good to good on 4 specific subjects: Fighting terrorism, down by 6
points from +55 in June 2019 to +49 in September 2019, Protecting the freedom of the press, down by 9
points from +56 to +47, Fighting crimes, down by 7 points from +50 to +43, and Foreign relations, down
by 13 points from +52 to +39.
It fell from good to moderate on Ensuring that no family will ever be hungry, down by 6 points
from +34 in June 2019 to +28 in September 2019.
It fell from moderate to neutral on Fighting inflation, down by 9 points from +14 in June 2019 to
+5 in September 2019.
The subject on Providing information needed by the citizens to properly examine what the
government is doing was rated for the first time in September 2019.
Survey background
The September 2019 Social Weather Survey was conducted from September 27-30, 2019 using
face-to-face interviews of 1,800 adults (18 years old and above) nationwide: 600 each in Balance Luzon
and Mindanao, and 300 each in Metro Manila and the Visayas (sampling error margins of ±2.3% for
national percentages, ±4% each for Balance Luzon and Mindanao, and ±6% each for Metro Manila and
the Visayas).
The area estimates were weighted by Philippine Statistics Authority medium-population
projections for 2019 to obtain the national estimates.
The quarterly Social Weather Survey items on public satisfaction with the general performance of
the National Administration, and its performance on specific subjects, are non-commissioned. These items
are included on SWS's own initiative and released as a public service.
The survey question on public satisfaction with the overall performance of the national
administration is as follows: “Sa pangkalahatan, gaano po kayo nasisiyahan o hindi nasisiyahan sa
kasalukuyang administrasyong nasyonal? Kayo po ba ay LUBOS NA NASISIYAHAN, MEDYO
NASISIYAHAN, HINDI TIYAK KUNG NASISIYAHAN O HINDI, MEDYO HINDI NASISIYAHAN, o
LUBOS NA HINDI NASISIYAHAN? [On the overall, how satisfied or dissatisfied are you with the present
national administration? Are you VERY SATISFIED, SOMEWHAT SATISFIED, UNDECIDED IF
SATISFIED OR NOT, SOMEWHAT DISSATISFIED, or VERY DISSATISFIED?]”
