At the same time, 79% agree, 11% are undecided, and 10% disagree with the statement, “The COMELEC performed its job independently without favoring any candidate or group.” This gives a net agreement score (% agree minus % disagree, correctly rounded) of extremely strong +70, up by 9 points from the extremely strong +61 in June 2013 [Chart 2]. Social Weather Stations

The Second Quarter 2019 Social Weather Survey, conducted from June 22-26, 2019,

found 80% satisfied (consisting of 38% strongly satisfied and 43% somewhat satisfied, correctly

rounded), 7% are undecided, and 12% dissatisfied (consisting of 7% somewhat dissatisfied and

5% strongly dissatisfied) with the conduct of the May 13, 2019 elections in the Philippines.

This gives a net satisfaction rating (% satisfied minus % dissatisfied) of +68, classified by

SWS as very good, 5 points below the record-high excellent +73 in June 2016 [Chart 1].

At the same time, 79% agree, 11% are undecided, and 10% disagree with the statement,

“The COMELEC performed its job independently without favoring any candidate or group.”

This gives a net agreement score (% agree minus % disagree, correctly rounded) of

extremely strong +70, up by 9 points from the extremely strong +61 in June 2013 [Chart 2].

The June 2019 survey also found that 86% say the May 13, 2019 election results are

believable for Senators, 88% for Congress Representatives, 84% for Governors, and 89% for

Mayors [Chart 3].

“Very good” to “Excellent” net satisfaction with the elections since 2010

Net satisfaction with the conduct of the elections was at moderate levels of +18 when it

was first asked in June 2004, and +19 in June 2007.

It rose to very good +60 in June 2010, very good +59 in June 2013, a record-high

excellent +73 in June 2016, and very good +68 in June 2019.

“Extremely strong” net agreement on the impartiality of the COMELEC in 2013 and 2019

To the statement, “The COMELEC performed its job independently without favoring any

candidate or group,” the June 2019 survey found that 79% agree (consisting of 42% strongly

agree and 37% somewhat agree), 11% are undecided, and 10% disagree (consisting of 5%

somewhat disagree and 4% strongly disagree, correctly rounded).

The resulting net agreement score of extremely strong +70 is 9 points above the extremely

strong +61 in June 2013.

It was a very strong +35 when SWS first asked about it in June 2007.

86% found the May 2019 Election results for Senators “believable”

The June 2019 survey found that 86% say the May 2019 election results for Senators are

believable (consisting of 45% very believable and 41% somewhat unbelievable), while 14% say

they are unbelievable (consisting 9% somewhat unbelievable, 5% strongly unbelievable)

[Chart 4].

The proportion of those who find the Senatorial results believable has been over 80%

since the record-high 93% in June 2010. The latest figure of 86% is the same as in June 2013,

and 6 points below the 92% in June 2016.

It was 79% when first asked in June 2004, and 80% in June 2007.

88% find the May 2019 Election results for Congress Representative “believable”

On the May 2019 election results for Congress Representative, 88% say they are

believable (51% very believable, 37% somewhat believable), while 12% say they are

unbelievable (8% somewhat unbelievable, 3% strongly unbelievable, correctly rounded)

[Chart 5].

The proportion of those who find the election results for Congress Representative

believable was 83% when first asked in June 2007, a record-high 91% in 2010, and 86% in June

2013. It returned to record-high 91% in June 2016, and went to 88% in June 2019.

84% find the May 2019 Election results for Governor “believable”

Among respondents residing outside of Metro Manila, the June 2019 survey found that

84% say the May 2019 election results for Governor are believable (58% very believable, 26%

somewhat believable), while 8% say they are unbelievable (5% somewhat unbelievable, 3%

strongly unbelievable [Chart 6].

The proportion of those who find the results for Governor believable was 86% when first

asked in June 2004, 80% in June 2007, a record-high 92% in 2010, 82% in June 2013, 86% in

June 2016, and 84% in June 2019.

89% find the May 2019 Election Mayoral results “believable”

On the May 2019 election results for Mayor, 89% say they are believable (63% very

believable, 26% somewhat believable), while 11% say they are unbelievable (6% somewhat

unbelievable, 4% strongly unbelievable, correctly rounded) [Chart 7].

The proportion of those who consider the Mayoral election results believable has been

consistently high since 2004.

It was 88% when it is first asked in June 2004, 87% in June 2007, a record-high 92% in

June 2010, and 87% in June 2013. It returned to record-high 92% in June 2016, and went to 89%

in June 2019.

Net satisfaction with the May 2019 Elections “Excellent” in Mindanao and the Visayas;

“Very good” in Balance Luzon and Metro Manila

Net satisfaction with the conduct of the May 13, 2019 elections is highest in Mindanao at

excellent +77, followed by the Visayas at excellent +71, Balance Luzon at very good +66, and

Metro Manila at very good +54 [Chart 8].

“Extremely strong” net agreement on the impartiality of the COMELEC in all areas

Net agreement on the impartiality of the COMELEC is extremely strong in all areas.

It is highest in the Visayas at +77, followed closely by Mindanao at +76, Balance Luzon

at +69, and Metro Manila at +51 [Chart 9].

Believability of the May 2019 Election results is higher in Mindanao for Senators and

Congress Representatives; higher in Balance Luzon for Governors and Mayors

By area, the proportion of those who believe the May 2019 election results for Senators is

highest in Mindanao at 90%, followed by Balance Luzon at 86%, the Visayas at 86%, and Metro

Manila at 81% [Chart 10].

For Congress Representatives, it is highest in Mindanao at 91%, followed by Balance

Luzon at 89%, the Visayas at 88%, and Metro Manila at 80% [Chart 11].

For Governors, it is highest in Balance Luzon at 91%, followed by Mindanao at 76%, and

the Visayas at 76% [Chart 12].

For Mayors, it is highest in Balance Luzon at 91%, followed by Mindanao at 90%, the

Visayas at 88%, and Metro Manila at 81% [Chart 13].

Survey background

The June 2019 Social Weather Survey was conducted from June 22-26, 2019 using face-

to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro

Manila, Balance of Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national

percentages, and ±6% each for Metro Manila, Balance of Luzon, Visayas, and Mindanao).

The area estimates were weighted by Philippine Statistics Authority medium-population

projections for 2019 to obtain the national estimates.

The Social Weather Survey items on people’s assessment of the May 2019 Elections are

non-commissioned. These items were included on SWS's own initiative and released as a public

service.

The exact questions are as follows:

Q146. "Gaano po kayo nasisiyahan o hindi nasisiyahan sa pangkalahatang pagsasagawa

ng May 13, 2019 na eleksyon dito sa Pilipinas? (Lubos na nasisiyahan, Medyo nasisiyahan,

Hindi tiyak kung nasisiyahan o hindi nasisiyahan, Medyo hindi nasisiyahan, o Lubos na hindi

nasisiyahan) [How satisfied or dissatisfied are you with the conduct of the May 13, 2019

elections in the Philippines? (Very satisfied, Somewhat satisfied, Undecided if satisfied or

dissatisfied, Somewhat dissatisfied, or Very dissatisfied)?.]"

[The SWS terminology for net satisfaction: +70 and above, "excellent"; +50 to +69,

"very good"; +30 to +49, "good"; +10 to +29, "moderate"; +9 to -9, "neutral"; -10 to -29,

"poor"; -30 to -49, "bad"; -50 to -69, "very bad"; -70 and below, "execrable". SWS considers the

movement from one classification to another as either an "upgrade" or "downgrade”.]
