Social Weather Stations
The First Quarter 2019 Social Weather Survey, done on March 28-31, 2019, found 81% of adult
Filipinos satisfied, 10% neither satisfied nor dissatisfied, and 9% dissatisfied with the general performance
of the current National Administration, for a new record-high net satisfaction rating of +72 (% satisfied
minus % dissatisfied), classified by SWS as excellent.
This is 6 points above the very good +66 (76% satisfied, 9% dissatisfied, correctly rounded) in
December 2018, and 2 points above the previous record of excellent +70 in December 2017 [Chart 1;
Table 1].
The SWS terminology for net satisfaction ratings is as follows: +70 and above, “excellent”; +50
to +69, “very good”; +30 to +49, “good”; +10 to +29, “moderate”, +9 to –9, “neutral”; –10 to –29,
“poor”; –30 to –49, “bad”; –50 to –69, “very bad”; –70 and below, “execrable”. SWS considers the
movement from one classification to another as either an "upgrade" or "downgrade”.
“Excellent” on 1 subject, “Very Good” on 2, “Good” on 7, “Moderate” on 1
Out of 11 specific performance subjects rated, net satisfaction ratings of the Duterte
Administration were excellent on 1 subject, very good on 2 subjects, good on 7 subjects, and moderate on
1 subject. SWS calls this its Governance Report Card [Tables 2 and 3].
The net satisfaction rating of the National Administration was excellent on Helping the poor (a
new record-high +72) [Chart 2].
It was very good on: Reconstructing Marawi City (+58) and Fighting terrorism (+58) [Charts 3
It was good on: Fighting crimes (+48), Reconciling with communist rebels (a new record-high
+45), Reconciling with Muslim rebels (+44), Eradicating graft and corruption (+41), Foreign relations
(+41), Defending Philippine sovereignty in the West Philippines Sea (+40), and Ensuring that no family
will ever be hungry (+37) [Charts 5 to 11].
It was moderate on Fighting inflation (+22) [Chart 12].
The satisfaction rating of the general performance of the National Administration is based on a
single question, and is not an average of answers to separate questions on specific subjects. The general
rating is repeated every quarter, whereas only a core of the specific subject-ratings are repeated. Subjects
are included or excluded depending on their contemporary salience.
“Excellent” in Mindanao and the Visayas, “Very Good” in Balance Luzon and Metro Manila
The 5-point rise in the National Administration’s overall net satisfaction rating was due to
increases in all areas.
It rose from very good to excellent in the Visayas, up by 11 points from +63 in December 2018 to
+74 in March 2019 [Chart 13; Table 4].
It stayed excellent in Mindanao, up by 6 points from +75 in December to +81 in March.
It stayed very good in Balance Luzon, up by 3 points from +65 in December to +68 in March.
It also stayed very good in Metro Manila, up by 5 points from +60 in December to +65 in March.
“Excellent” in both urban and rural areas
Rural net satisfaction with the National Administration rose from very good to excellent, up by 7
points from +65 in December to +72 in March.
Urban net satisfaction also rose from very good to excellent, up by 3 points from +68 in December
to +71 in March.
“Excellent” in classes ABC and D; “Very Good” in class E
Net satisfaction with the National Administration rose from very good to excellent in class D or
the masa, up by 7 points from +65 in December to +72 in March [Chart 14; Tables 5 and 6].
It stayed excellent in class ABC, hardly moving from +72 in December to +73 in March.
However, it declined from excellent to very good in class E, down by 2 points from +70 in
December to +68 in March.
By sex, it rose from very good to excellent among men, up by 4 points from +69 to +73, and among
women, up by 7 points from +64 to +71.

By age group, it rose from very good to excellent among the 18-24 year olds, up by 16 points from
+64 to +80, among the 35-44 year olds, up by 8 points from +67 to +75, and among the 45-54 year olds,
up by 7 points from +68 to +75.
It stayed very good among the 55 year olds and above, up by 4 points from +63 in December to
+67 in March.
However, it declined from excellent to very good among the 25-34 year olds, down by 4 points
from +71 in December to +67 in March.
By educational level, net satisfaction with the National Administration stayed excellent among
college graduates, up by 4 points from +73 in December to +77 in March.
It rose from very good to excellent among elementary graduates, up by 6 points from +67 to +73,
and among high school graduates, up by 6 points from +65 to +71.
It stayed very good among non-elementary graduates, up by 4 points from +64 in December to
+68 in March.
National Administration’s net rating improves on 2 subjects, steady on 9
The March 2019 survey found the National Administration’s net satisfaction rating up by one
grade on 2 specific subjects, and steady on 9 others, compared to when they were last surveyed.
The National Administration’s net rating rose by one grade from very good to excellent on Helping
the poor, up by 4 points from +68 in December 2018 to a new record-high +72 in March 2019.
It stayed very good on Fighting terrorism, up by 3 points from +55 in December to +58 in March.
It also stayed very good on Reconstructing Marawi City, although down by 2 points from +60 in
December to +58 in March.
It rose from moderate to good on Ensuring that no family will ever be hungry, up by 9 points from
+28 in December to +37 in March.
It stayed good on 6 specific subjects: Fighting crimes, up by 4 points from +44 to +48, Reconciling
with communist rebels, up by 6 points from +39 to a new record-high +45, Reconciling with Muslim rebels,
hardly moving from +43 to +44, Eradicating graft and corruption, hardly moving from +42 to +41,
Foreign relations, up by 3 points from +38 to +41, and Defending Philippine sovereignty in the West
Philippine Sea, unchanged at +40.
It stayed moderate on Fighting inflation, up by 8 points from +14 in December to +22 to March.

Survey background
The March 2019 Social Weather Survey was conducted from March 28-31, 2019 using face-to-
face interviews of 1,440 adults (18 years old and above) nationwide: 360 each in Balance Luzon, Metro
Manila, the Visayas, and Mindanao (sampling error margins of ±2.6% for national percentages, and ±5%
each for Balance Luzon, Metro Manila, the Visayas, and Mindanao).
The area estimates were weighted by the Philippine Statistics Authority medium-population
projections for 2019 to obtain the national estimates.
The quarterly Social Weather Survey items on public satisfaction with the general performance of
the National Administration, and its performance on specific subjects, are non-commissioned. These items
are included on SWS's own initiative and released as a public service.
The survey question on public satisfaction with the overall performance of the national
administration is as follows: “Sa pangkalahatan, gaano po kayo nasisiyahan o hindi nasisiyahan sa
kasalukuyang administrasyong nasyonal? Kayo po ba ay LUBOS NA NASISIYAHAN, MEDYO
NASISIYAHAN, HINDI TIYAK KUNG NASISIYAHAN O HINDI, MEDYO HINDI NASISIYAHAN, o
LUBOS NA HINDI NASISIYAHAN? [On the overall, how satisfied or dissatisfied are you with the present
national administration? Are you VERY SATISFIED, SOMEWHAT SATISFIED, UNDECIDED IF
SATISFIED OR NOT, SOMEWHAT DISSATISFIED, or VERY DISSATISFIED?]”
