FREE FISHING WEEKENDWHEREAS many Saskatchewan citizens of all ages and from all walks of life enjoy fishing in Saskatchewan’s
waters; and
WHEREAS the quality of fishing attracts anglers from far beyond our borders; and
WHEREAS programs are available to conserve and enhance fishing opportunities throughout Saskatchewan; and
WHEREAS angling contributes to the economic well being and the quality of life in Saskatchewan; and
WHEREAS the government wishes to ensure its citizens have an opportunity to learn about the traditional, recreational, social, cultural and economic benefits of angling.
NOW, THEREFORE, I, Ken Cheveldayoff, minister of Environment, do hereby issue a complimentary angling licence to every person present in Saskatchewan on july 6 and 7, 2013 as Free Fishing Weekend in the Province of Saskatchewan, where all may fish without charge.

INCREASING WEIGHT DESIGNATION — PROVINCIAL HIGHWAY NO. 21ORDER for Increasing Weight Designation on Provincial Highway No. 21.
Reference: Increasing weight limits on a section of Provincial Highway No. 21 from 2.5 km south of the junction with Provincial Highway No. 32 to 13.4 km north of the junction with Provincial Highway No. 32 (Rural Road No. 635).
Pursuant to clause 35.1(1)(d) of The Highways and Transportation Act, 1997.
For the purpose of managing traffic on and protecting provincial highways, NOTICE IS HEREBY GIVEN that effective 12:01 a.m., july 1, 2013 unless restricted by a minister’s Order issued pursuant to The Highways and Transportation Act, 1997, this Order authorizes any person, vehicle or class of vehicles to operate at the weights set for primary highways by The Vehicle Weight and Dimension Regulations, 2010, on Provincial Highway No. 21 from 2.5 km south of the junction with Provincial Highway No. 32 to 13.4 km north of the junction with Provincial Highway No. 32 (Rural Road No. 635), with the exception of April, may and june of each year.
This Order will remain in effect until july 1, 2013 unless sooner varied or rescinded.
This Order should not be confused with Spring Road Restriction Orders.

THE CHICKEN mARKETING PLAN REGuLATIONS – mARKET DEVELOPmENT PROGRAm Order No. 72/13. The CHICKEN FARmERS OF SASKATCHEWAN Board, pursuant to the provisions of
The Chicken Marketing Plan Regulations and The Agri-Food Act, 2004, hereby determines and orders as follows:
1 Federally-inspected processors who hold a Board-issued registration are eligible to participate in the market Development Program.
2 Through this program, processors may request market development production on a per cycle basis by completing a market development commitment form approved by the Chicken Farmers of Canada (CFC); this form must be submitted to the Board office prior to the Board submitting their periodic allocation request to CFC.
3 Total market development production cannot exceed fourteen percent of Saskatchewan’s domestic allocation of periodic quota.
4 If market development production requests exceed fourteen percent, processors shall resubmit their market development commitment forms based on market share.
5 In consultation with processors who are requesting market development production, for each production cycle the Board shall set the market development fee to be charged on each kilogram of market development production.
6 market development fees shall be deducted from a producer’s payment prior to a processor issuing that payment.
7 Once processor market development production requests have been confirmed, producers marketing their product to a requesting processor will receive a market Development Production Request Form from the Board on which a producer officially requests a specific amount of market development production.
8 Producers receiving a market Development Production Request Form have seven business days to submit the completed form to the Board.
9 Producer market development production requests shall be categorized according to the processor to whom a producer markets, with each category of requests ranked according to the ratio of a producer’s market development request to his/her/its periodic quota allocation.
10 The allocation of each processor’s market development production to producers shall be on the basis of the ratio determined in section 9, from lowest to highest, until the processor’s market development commitment has been filled.
12 The maximum allowable request that a producer can make is equal to that producer’s periodic quota allocation.
13 If producer requests are less than the processor’s market development commitment, the processor will be given seven additional days to locate producers that would produce additional market development production; producers accepting increased market development production are required to resubmit to the Board updated market development forms within the seven days.
14 With respect to section 13, if a portion of processor-requested market development production remains unsubscribed, a new market development commitment form must be filed with CFC to signify the total amount that will be produced during the production cycle.
15 market development production is not eligible for leasing.
16 During each cycle, producers are required to fill their market development production first, with subsequent production to be allotted towards their periodic allocation.
17 Processors are required to follow the CFC market Development Policy.
18 This Order will remain in effect for a period no longer than ten years from the date this Order is approved by the Agri-Food Council.

PROCEDuRES FOR PROCESSOR REGISTRATION SuSPENSION AND CANCELLATIONOrder No. 73/13. The CHICKEN FARmERS OF SASKATCHEWAN Board, pursuant to the provisions of
The Chicken Marketing Plan Regulations and The Agri-Food Act, 2004, hereby determines and orders as follows:
1 The Board may suspend or cancel a processor’s registration.
2 Notice will be given to a processor regarding the suspension or cancellation of the processor’s registration and will include the rationale for suspension or cancellation and the date the Board is suspending or cancelling the registration.
3 A processor will be given a minimum of ten business days to respond to the suspension or cancellation.
4 The Board may reinstate or uphold its decision to suspend or cancel a processor registration based on the response from the processor.
5 If a processor registration has been suspended or cancelled, licensed producers cannot market their production to that processor.
6 A processor may re-apply for registration if the issues associated with the suspension or cancellation have been addressed to the satisfaction of the Board.
7 Any decision of the board regarding the suspension, cancellation or reinstatement of a registration must be provided in writing to the affected processor, including:
(a) the rationale;
(b) in the case of a suspension or cancellation, any processes that must be undertaken for reinstatement to be considered; and
(c) in the case of a suspension, the duration of the suspension.
8 This Order will remain in effect for a period no longer than ten years from the date this Order is approved by the Agri-Food Council.
Order No. 73/13 is made pursuant to section 39 of The Chicken Marketing Plan Regulations and shall be effective upon the date of this Order. By order of the Chicken Farmers of Saskatchewan.
