SAFE ROOMS & HIDDEN SPACESThe end is nigh. It could be nuclear doomsday or deep asteroid impact. As panicked crowds rush to the streets fecklessly fl apping in mortal terror, you calmly push upon the secret entrance to a hidden safe room and step into your inner sanctum.
Constructing a hidden space is the latest popular trend in home improvement, perhaps inspired by the Batman franchise. Don’t think it’s the sole province of eccentric billionaires with secret identities. A secret room is insulated from the outside world and can be anything you want it to be: your own recording studio, private gym, study or secret cinema.
You don’t need to add an extra wing to your home. Simply convert that spare bedroom or unused living space by constructing a bookcase to attach to the front of the door. This will be an entrance on hinges that opens up into your secret area, imperceptible to even the most curious of onlookers.
To build a hidden door bookshelf, you will need to reinforce the door frame with steel to support the weight so its swings open easily. You will need a professional to calculate the right size of frame to house a bookshelf later. They can then weld bolts to act as pivot pins to fi t into a celling or fl oor mount.
After installing the mounts to act as top and base anchor you then attach the frame with the pivot bolts, and then test to see the door swings correctly. Next up, build the bookcase in the frame ensuring there is enough clearance to swing freely. A carpenter can build a bespoke bookcase for you, trimmed to fi t your frame perfectly.
Placing a wooden or magnetic door stop above the door will ensure the door doesn’t swing open of its own accord and reveal your secrets. Load up your books or vinyl and step back to admire the e� ect.

Taking your first step onto the property ladder can be a daunting task. Understanding the different types of property and understanding the buying process is key. Buyers will need to consider all types of property within their budget and many first time buyers will be considering the purchase of an apartment.
In Jersey, apartments can be acquired by way of flying freehold, share transfer and, less commonly, leasehold. So what is the difference?
Flying freehold apartments are acquired through the transfer of a “lot” or share in a property that is subject to a Declaration of Co-Ownership. The Declaration sets out the rights and obligations of the share owners who together form an Association of Co-Owners. The share(s) grant an exclusive interest in a particular apartment, car parking space/s or store along with a percentage interest in the common parts. A proportion of the administration and maintenance costs of the common parts (typically comprising external and structural parts, common areas and amenities) is payable by each owner of a share. The Association of Co-Owners decides upon maintenance and other common issues by majority vote and contributions are collected by the Association Representative or Managing Agent, usually by way of a monthly or quarterly service charge.
Share transfer transactions involve buying a block of shares in a Company which owns the land and the building where the apartment is situated. As such, a buyer is not acquiring freehold property but a shareholding in
the Company. The Company’s Articles of Association will confer upon its shareholders certain rights and obligations, including rights to occupy a specific apartment, parking space/s or store as the case may be. Whilst the manner of acquisition is different, in practice, the shareholder has similar
rights to those that he would enjoy with a flying freehold apartment. In a similar way to flying freehold, the buyer will have an obligation to contribute towards the common expenditure and, again, this is usually collected by way of a regular service charge. A Company Secretary will administer of the company’s records and is responsible for convening meetings of the shareholders (who will typically also be the directors of the company) to decide upon management and maintenance issues.
Long-term residential leaseholds are quite unusual in Jersey. The original term of the lease may be for many years but as the term reduces year on year, the value
of the investment will fall. The lease will contain provisions for the maintenance of the apartment and is likely to require a contribution towards the maintenance of the common parts of the building in which it is situated. A number of older publicly owned leasehold apartments have in recent years
been converted to flying freehold ownership as they had reached the point where lenders would not grant mortgages due to the limited remaining lease term.
In addition to checking legal title to the property, your legal adviser should review all the Association, Company or Leasehold records and ensure that you are fully advised as to the rights and responsibilities, financial obligations and that you are made aware of any issues that may be evident. These can be complicated transactions with a lot of paperwork, so choose your adviser carefully so that you can be confident of completing your purchase smoothly and getting that first foot firmly on the property ladder.

With January now at a close after a busy start to the year… We have many challenges ahead.
The Residential Tenancy (Condition Report) (Jersey) Order 2014 came into e� ect for all tenancy agreements prepared after 31st October 2014 and it is now compulsory for a condition report to be completed by landlords and tenants at the beginning and end of a residential tenancy with optional photos accompanying the report.
The Residential Tenancy (Deposit Scheme) (Jersey) Regulations 2014 will come into e� ect on 28 February 2015 and the aim of this legislation is to avoid the risk of tenants’ rental deposits being unfairly held back at the end of a tenancy. The regulations will also act as a framework for the management of deposits.
Under Regulation 29 it will be compulsory for a landlord in receipt of a deposit for a residential tenancy, to pay the deposit into the tenancy deposit scheme at either the beginning of the residential tenancy, the renewal of the residential tenancy or the variation of the residential tenancy.
Further details of these regulations have yet to be confirmed together with the identity of the scheme administrator and the fees payable.
The Discrimination (Jersey) Law 2013 came into e� ect on 1 September 2014 and aims to cover the protected characteristic of race. It is expected that discrimination on sex, age and disability will follow in due course.
This law prohibits certain kinds of discrimination and for connected purposes,
and further amends the Employment (Jersey) Law 2003, the Jersey Advisory and Conciliation (Jersey) Law 2003 and the Employment Relations (Jersey) Law 2007.
