Critical RFP Requirements & Dates: A pre-proposal meeting will be held on September 3, 2019 @ 10:00AM, at the CRAA Baggage Claim Conference Room located across from the Administrative Offices, 4600 International Gateway, Columbus Ohio 43219. The non-public facilities will be included in the Airport tour described above. The purpose of the pre-proposal meeting will be to discuss the requirements and objectives of this Solicitation. CRAA representatives will be available to answer questions. Attendance at the preproposal meeting is voluntary; however proposers shall comply with and be responsible for the specifications and information discussed at the conference

Acceptance and Rejection: If more than one service is requested, each service may be considered a separate offer. The CRAA reserves the right to award an agreement on each service separately, on all services as a whole or any combination thereof. The CRAA reserves the right to acquire the vehicles, infrastructure separately to comply with grant requirements. Contract Award Requirements: The Authority intends to grant the selected proponent a contract commencing on or about December 1, 2019 for the acquisition of capital assets, including vehicles, building and infrastructure improvements or new construction. The management, operations and maintenance contract will commence on or about June 2021 with a term of ten (10) year. Two (2), two (2) year extension options may be exercised at the sole discretion of the Authority. The operation and management of the CONRAC bus system shall be in accordance with the scope of services contained herein, and incorporated by reference into the Draft Agreement included as part of this solicitation. Scope of Work Requirements/Project Specifics/Overview: The Authority is seeking proposals from qualified proponents to acquire, operate, manage, and maintain buses to operate between the John Glenn Columbus International Airport passenger terminal and the new Consolidated Rental Car Facility (CONRAC). The Authority seeks a complete solution, and the Proponent must provide any incidental items omitted in the RFP in their proposed fee. Item 1. Location – between CONRAC and CMH Terminal Item 2. Service Parameters - high quality, efficient, effective level of service for airport patrons. Item 3. Days and Hours of Service - 24 x 7 x 365 Item 4. Headways between buses shall not exceed 5 minutes. Item 5. Travel Time 0:02:31 / 0:02:15 distance is 0.9 mile

Based on the service parameters above, the Authority estimates that CONRAC bus service will require between four and six 40FT buses. It is the obligation of the proponent to independently validate the number of vehicles necessary based on the service parameters and operating environment, and state its assumptions in the cost estimate format specified in this RFP. The proponent may use fewer vehicles, or shorter buses, as long as vehicle specifications and service parameters are met. See Attachment C, CONRAC Bus Analysis. Also, note the CRAA will take exceptions to the technical specifications if your solution meets the services parameters outline in the RFP.

Item 8. Vehicle Acquisition.

If the proponent leases the vehicles for the term of the agreement, the Authority will pay the actual lease amount. If the proponent purchases the vehicles, the Authority will pay the amount of monthly depreciation expense and any the cost of finance; the proponent will not earn their fee on this cost.

If the CRAA deems that it is in their best interest to acquire and own the vehicles, the CRAA may elect to acquire the vehicles directly from the manufacturer at the proponents offered price or negotiate directly with the bus manufacturer.

Mid-Life Vehicle Refurbishment Proponent shall include in its cost proposal, and lump sum cost for vehicle refurbishment in Year 6 of the contract term, the CRAA anticipates the cost to be amortized over the contract term. Criterion and Measures——— 20% Operations Plan 25% Contractor Management Fee Offer will total cost of ownership. 15% Industry Experience and Qualifications CONRAC bus operations at other airport 20% Management, Personnel, and Customer Service Plan. 10% Diversity Business Partner Program (DBP) Participation 10% Operating Budget and Financial Ability to Perform Bonding Requirements: CRAA requires a proposal bond in the proposed offer Irrevocable Letter of Credit Requirements: prior to contract award, Contractor shall provide an irrevocable letter of credit in the amount of $100,000 to the CRAA. Insurance Requirements: See Schedule H in the contract document Attachment A, Section 10.05 Liquidated Damages: Description Amount Unit of Measure Non-Staffing or Non-Operation of the Buses $1,000 per hour Noncompliance w/Bus Routes, Headway Frequencies, & Bus Cycle Times $1,000 per hour Failure to Submit Accurate Reports in a Timely Manner $1,000 per day Inoperative Buses $1,000 per day Operating Expense Backup 25% undocumented amount

Dear Vendor:

Columbus Regional Airport Authority is pleased to announce its new Vendor Registration portal within the B2GNow Diversity Software System. Starting March 26, 2019, Columbus Regional Airport Authority (CRAA) will implement our vendor registration process. This new process will allow vendors to register with CRAA electronically and simultaneously become part of CRAA’s distribution list for events, outreach, networking and procurement activities. Any new vendor registration applications must be submitted electronically in order to be registered with CRAA. We need your cooperation in registering electronically, even if you have already submitted information to CRAA previously, so that you are added to our new online directory. This will also ensure CRAA has the most up to date information for your business. Go to the following link: https://columbusairports.diversitycompliance.com/ to access the system. Click ‘APPLY FOR REGISTRATION’ then ‘Create Account’. Follow the prompts accordingly. Once you have your temporary password, you can go directly into the system. First, change your temporary password for security purposes. You will receive email notification once your application is reviewed and approved. Please allow 5 business days for your application to be reviewed, if you don’t receive notification after 5 business days please email us at [email protected]. After you have finished navigating the system, and if you have further questions, individuals can register to attend training classes. B2GNow conducts vendor registration training classes twice a month. You can RSVP for the B2GNow monthly training by clicking on the Take a Training Class link and signing up for the Vendor Registration & Questionnaire - Vendor Training or any other vendor training you would like. Seating is limited, we encourage you to register early.
