3. If there are any lead, asbestos, or PCB areas please quantify the areas so that all bidders are accurately considering this hazard. There is no known PCBs on any equipment. Test results to be added in a separate addendum.
4. Will the station be completely de-energized from the first day of construction? If not please provide preferred outage schedule to direct work activities and subcontractors for mob/remobilization requirements. The 69kV line feed to mobile substation and 15kV feeders from it will be energized. All required demolition will be de-energized. 15kV bus #2 (12.47kV Bus #2) and duct bank construction will be required after initial station energization and removal of mobile substation and temporary connections.
5. If we are to dispose of existing surface gravel, please define to what extent. Disposal is only required for spoils from new foundations and duct bank excavations.
6. Control Building: It appears that the new control building will be completely by LP&L (entirely out of our scope). Please confirm, or describe if we will need to install any accessories in the building. Contractor will pull and connect all yard cables and yard fiber into the building. All necessary equipment is pre-installed.
7. Will all Owner-furnished materials be shipped directly to the site or will we need to arrange for transportation from another location? If hauling is necessary, please describe which items and where they are located. All materials are shipping to the jobsite.
8. Do we provide the demolition of the control building, equipment and foundations?(Drawing CH-ELE-1001-0B) YES
9. Do we provide the installation of owner furnished steel structures? (Drawing CH-ELE-1601-0) YES
10. Are we installing the new control building? (Drawing CHE-ELE-1000-0) Pier foundations and stoops only.
11. If we do the demolition, is the control house concrete, sheet metal, or what type of material will we be disposing of? (Drawing CH-ELE-1001-0B) Sheet metal building with concrete foundation.
12. If the answer is yes to questions 9, 10 or 11, where do we input the units for these items? According to the document RFP 143689_5.pdf, there are no specific units for these items on the Proposal Submittal Form on pages 33 and 34. Please advise? Can offerors just add a line for this info if separating it from the substation equipment demo? Please see line item 2 of the addendum.
13. Do we have any old foundation plans or drawings and can they be provided? All existing physical substation PDF drawings we were provided by LP&L for their reference only to the project central site for LP&L to include in Addenda. Please note that these have not been updated over the years and cannot be counted on for material quantities. This was the purpose of the site visit.
14. Cut sheets on existing equipment? Please see item number 1.
15. Conduit schedule? Match manhole details? Please see item 4 of the addendum.

16. Revisions to ground grid? Offerors are to bid per the provided drawing. Assume all existing 6” grid crossings or cuts will require reconnection and connection to the new 2 ft. deep grid.
17. Is there a plan for disposing of demoed concrete? Demoed concrete will be the responsibility of the contractor.
18. Will all digging and surveying be inside the fence? There will be a ground loop around the substation. Utility locates will be required outside the fence and are responsibility of the contractor.
19. Swapping the feeders part of the scope? Temporary cables or reroute through the 115 ring? This will be contractor responsibility. Includes removal of temporary cables from mobile substation to riser poles, installation of temporary on ground cables, and installation of final underground feeder cables.
20. Will temporary power be provided? No
21. Is there a one call in place for inside the fence? Contractor responsibility
22. Restrictions on work days and hours? LP&L has no restrictions. There may be city codes or ordinances for noise and lighting after dark that contractor should be aware of and consider.
23. Are onsite medics or EMT Professionals required? Not a requirement, this will be the Offeror’s responsibility if they feel this is required.
24. Full time staff requirements? Project manager and safety officer.
25. Who is responsible for security of equipment? Contractor
26. Office space required for a B&V or LP&L project manager. No minimum requirements on size of office space.
27. Do we need a SWPPP for the substation construction? Contractor should coordinate with the city
28. Since this is a residential area, we request clarification for the following:
What about parking and staging equipment? To be answered in a separate addendum. Working weekends and nights (hours)? LP&L has no restrictions. There may be city codes
or ordinances for noise and lighting after dark that contractor should be aware of and consider.
29. Is contractor responsible for moving oil within breakers and transformers? Yes, the contractor is responsible for oil removal as required to relocate breakers and transformers. Once delivered, equipment is to be refilled with same oil
30. Transmission lines clarification:
Line going North from steel weathered pole, contractor will remove slack span from weathered pole into the substation.
On Line to Southeast where temporary pole is, LPL will remove the slack span as part of mobile sub work

Can we use asphalt as cover outside the fence in place of the concrete once perimeter ground loop is installed. Asphalt may be used to repair the concrete removed from the grid loop to the fence.
33. Testing and commissioning of all equipment, who is responsible? LPL will perform the diagnostic testing of the equipment installed. This includes breaker timing, ductor, power factor, current injections, etc. Contractor is responsible for the correct operation of the equipment being installed. This includes switches, breakers, etc.
34. Do we need any specific test reports for any of the tests contractor performs? What tests are LPL crews performing? There is no specific report but any test the contractor performs we would like a copy.
35. NERC compliance documents or formats for testing? LP&L will handle compliance documentation related to PRC-005.
36. Is there any use for the gravel on site? LP&L will remove the gravel from site.
37. When moving transformers, is the contractor responsible for cradling the bushings? Yes.
38. What motors in what breakers does LPL want to keep? 15kV or 69kV breakers? Only the compressor motors to the 69 kV breakers
39. The perimeter security system is not included in the conduit plan. We have disable the perimeter alarms and do not wish to use them again.
40. Is this project Federal funded? No
41. Can LPL provide the materials provided cost estimate? Contractor needs for PMP Bond Value. This will not be given, materials were purchased through LP&L. This does not need to be included in the bond value.
42. With the August, 2018 completion date, is there flexibility in the January, 2018 main power transformer delivery date? No
43. Is there a cable schedule for this project for the power, control, fiber, and distribution cables? Yes, a cable list CH-CBL-001 is included with Addendum.
44. Are there any boring details for the directional boring, such as elevation drawings or footages for the boring? No
45. Directional bore under Utica Ave. appears to be coming up in a residential yard and it may be in the same location as a tree. Please describe where the bore pit should go, homeowners’ agreement to this work, site restoration requirements, and required permits (presuming the city would issue a permit for its own work). The riser will be in line with existing overhead distribution. Bore pit can be inside the substation.

46. Pipe Casing: Please provide direction on required size and quantity for the section under Utica. The provided specifications are general and not specific. To be answered in a separate addendum.
47. Manholes A, B, and C all show 6” terminators, however, all conduits are 5”. Should the drawings revised to 5” instead of 6” terminators? What type of bedding and how deep for the manholes? To be answered in a separate addendum.
48. Because a cable and conduit schedule was not provided is it acceptable to use the Estimated Cable Quantities listed in the table in Appendix D on page D-6 as the guide? That was the intent. However, conduit and cable schedules have been added.
49. Grounding: Are we to remove and replace existing fence grounding, or just install new fence grounding on the existing fence? Just new fence grounding.
50. Who will be responsible for fusion splicing the fiber at the yard junction and who will be responsible for terminating in the building? Contractor will provide and pull the specified ADSS fiber from yard junction to building, and splice and connect to patch panels at building only. Splicing of OPGW to ADSS at H-frames is by others.
51. Specification Section 1A.1 page 1A-2 states that all existing site demolition including structures and equipment shall be removed as directed by the Owner. See below questions regarding this matter.
a. Will LP&L remove any existing material and / or equipment? Please see line item 3 of the addendum.
b. Will LP&L consider any material and / or equipment as salvage items which would need to be hauled to LP&L facility by Contractor? Please see line item 3 of the addendum.
c. Will equipment and / or material items be considered scrap and is the responsibility of the Contractor to decommission, remove from site, and dispose? Please see line item 3 of the addendum.
d. Are you able to provide foundation detail drawings for reference regarding existing foundations to be removed? All existing drawings available have been uploaded to the ESBD. Please note that these drawings are not up to date and do not show all existing equipment.
52. Specification Section 1A.2 page 1A-3 and 1H.2 page 1H-1 states that the Contractor to furnish all erosion control materials including silt fencing and prepare a SWPPP for project, if required. Please confirm if this is required for this project. To be answered in a separate addendum.
53. Will any Owner furnished material be delivered direct to site from manufacturer, supplier, LP&L or is it the Contractors responsibility to haul all material from LP&L facility to station? All material is delivered direct to site.
54. Specification Section 1G – Outages. Please provide specific details in regards to outage dates, durations, construction sequence relative to de-energizing station to construct new, etc. LP&L

will de-energize all equipment to be demolished prior to construction start. Only the mobile substation and it’s temporary feeder risers, duct bank, and OH distribution will be energized.
55. Drawing CH-ELE-3000-1, per legend and layout there’s a hatched area designated as “mobile sub location” which encompasses new foundations and distribution duct bank and manholes. Please provide details regarding this matter. This was discussed at the pre-bid. A mobile substation is utilized to bypass the equipment to be demolished. After transformer 1 and the 115kV ring bus construction is complete, it will be energized from the Thompson line depicted on drawings. Mobile sub will then be removed after temporary feeder cables are installed to the 15kV Bus #1. Then 15kV Bus #2 and duct work must be completed by contractor, then final 15kV feeder cables installed.
56. Specification Section 16826.4.3.10 page 16826-7 states all below grade 90 degree conduit elbow for conduit sizes 4 inches and larger shall be rigid galvanized steel encased in concrete whereas throughout the drawing package pvc is being depicted for use. Please confirm. This should be conduits >4”… therefore only 5” conduit (15kV feeder duct banks) must be installed as described.
57. Does LP&L have any reservation regarding working a 10 day on / 4 day off work schedule? Please include proposed work schedule in your proposal and it will be reviewed.
58. Are there any on-site work hour restrictions for this project site? Please include proposed work schedule in your proposal and it will be reviewed.
59. Is it acceptable to use our Surety company’s document which is titled “Contractors Bond” in place of the Payment & performance bond? Or, do we have to use the documents shown in the proposal package? LP&L payment and performance bond must be utilized, no substitutes will be allowed.
60. Can you tell me the Retainage for this project? Our surety needs to know to order bid bond. Five percent.

UNIT ADJUSTMENT PRICES. The FIRM unit prices attached to this Proposal in the Section titled “Substation Construction Unit Adjustment Prices” will be used to adjust the lump sum price in accordance with the applicable requirements of the General Conditions to compensate for modifications to the work. Each unit adjustment price is the total of the specific unit of work to be billed to the Owner for additions or to be deducted from the contract amount for deletions. Each unit price is a firm price, includes furnishing and installing the specific unit designated, and includes all overhead and profit markup SUBSTATION CONSTRUCTION UNIT ADJUSTMENT PRICES The Contractor agrees that the unit adjustment prices included in this section will be used for engineering evaluation of the Proposal. Upon completion of Contract, the unit adjustment prices will be used to establish the cost of materials actually furnished in excess of or less than those specified. The following unit adjustment prices shall be firm and valid for adjustments made in quantities revised within 12 months of the date of this Proposal. Each unit adjustment price is the total cost of the specific unit of work to be billed to the Agency for additions or to be deducted from the Contract Price for deletions. CHALKER SUBSTATION Equipment Removal
In reference to the demolition scope of work described in section 1A.1 GENERAL. LP&L (Owner) has provided the following list of equipment to be either stored or scrapped. Contractor shall be responsible but not limited to the following requirements. 1. Contractor will properly disassemble, relocate, and store the substation equipment as the following:
a. Equipment will be transported approximately 10 miles to Wadsworth substation and stored: 1. Capacitor bank unit 2. Distribution Transformers 3. Instrument transformers 4. Outdoor switchgear units 5. Cap bank SF6 circuit breaker – before transporting SF6 must be properly removed 6. Control building – disassemble and store 7. Transmission line poles (to be stored at LP&L’s pole yard at approximately 10 miles)
