Opposition politicians called out Premier Christy Clark Thursday on her assurances that the province’s budget would not be balanced by asking more from taxpayers.
“Look, it’s the premier herself who yesterday said she would not be going out to taxpayers and asking them for more money,” NDP finance critic Mike Farnworth told the legislature.
He estimated fee increases of $900 a year for thousands of B.C. families, including a sixth consecutive increase in Medical Services Plan fees.
“They’re going to be paying more for MSP. They’re going to pay more for hydro. They’re going to pay more for ferry trips,” Farnworth said. “They’re going to pay more for car insurance, and if they live south of the Fraser, they’re definitely going to be paying more in tolls [on the Port Mann bridge].”
Finance Minister Mike de Jong replied that the four per cent increase in MSP fees is the latest of a series signalled in the last three B.C. budgets. Premiums, many paid by employers, account
for 12 per cent of a health care budget that has grown from $8 billion to $17 billion since 2001, de Jong said.
MSP premiums increase by up to $5.50 a month for families earning more than $30,000 a year,
effective with the start of a new fiscal year April 1.
On the same date, a nine per cent increase in BC Hydro rates takes effect, adding $8 a month to the average residential electricity bill.
De Jong cited
assistance for families in the 2014-15 budget, including a $1,200 payment into a Registered Education Savings Plan for children born in 2007 or later. A tax credit of up to $55 a month for children under age six is to take effect in
2015.The biggest priority
for new program spending in this week’s budget is an extra $243 million over three years for Community Living B.C. for services to developmentally disabled adults. Another $15 million is allocate to the Ministry of Children and Family Development for special needs children.
An extra $15 million over three years is directed to RCMP policing costs and $6 million is allocated for legal aid services.
The budget also directs $29 million to support development of a liquefied natural gas industry in B.C.,
including attracting investment and providing permits and environmental protection.

I know what you’re thinking: “I sure wish my hearing would start to go so I’d no longer have to listen to what passes for music these days!”
But hold on . . . hearing loss isn’t as blissful as you might be imagining.
Sure, a decrease in hearing sensitivity helps you ignore the rapid degeneration of modern music as it plunges ever deeper into a cacophonous cesspool of electronic drums and synthesizers.
On the other hand, we depend on our hearing for many of life’s simple pleasures
that we often take for granted – like the crackle of a campfire
or the gentle lapping of waves against a pebbled beach. Hearing loss can even start to subtly strip us of the things we hold most dear, including our relationships.
Because hearing loss often strikes the high frequencies first, many people start missing soft consonant sounds, meaning words art to ound ike this. Deciphering speech that sounds like a Bob Dylan song takes a tremendous amount of energy, although
it occurs so gradually that you likely won’t notice.
Instead, you’ll just feel tired and irritable, avoiding conversations as much as possible and, eventually, retreating into social isolation.
You’ll complain that your spouse is mumbling, your spouse will accuse you of not listening, and so goes the relationship.
So if you’re starting to come around to the idea that maybe being able to hear isn’t so bad after all, I encourage you to start paying attention to some of the subtle cues of hearing loss.
Things like frequent irritability, complaints
that the people around you are mumbling, etc.
I’ll go into more detail about these warning signs in my next column.

email: [email protected] When we had that cold weather snap a few weeks back it brought out the skates and ice augers at many of the local pothole lakes in the Campbell River area. It only lasted a few days and the water was sitting on the surface. Blue Grouse and Cedar Lake were also iced over. Roberts lake would freeze over in the 80’s over the years is has become too warm. North of Campbell River the � shing will start to continue on the Nimpkish, Salmon and rivers north towards Port Hardy. Some steelhead have been caught in the Port Hardy area and this will continue to � sh well into the month of March. Water levels in all areas are low and precipitation is needed. If you’re heading out to set up prawn and crab traps, always check regulations for closures. Destination points will be Denman Island, Gowland Harbour and Menzies Bay. The Campbell River Paci� c Salmon Foundation held its fundraising dinner and
auction on Saturday, February 8th. It was an evening of western wear and the people in
attendance were bidding on various prizes donated in support of the PSF. $16,000 was raised for the Salmon Enhancement.

Finance Minister Mike de Jong unveiled B.C.’s second straight surplus budget Feb. 18, with few spending and tax changes as the province plans for economic growth driven by natural gas exports.
The biggest tax change is that provincial tobacco tax goes up 32 cents a pack April 1, on top of the latest federal increase of 40 cents a pack. B.C.’s share is expected to generate another $50 million, and de Jong said a “significant portion” of that will be used to develop smoking prevention efforts in partnership with the Canadian Cancer Society.
Provincial funding for K-12 education continues at 2013 levels, as the
government pursues an appeal of a court decision that could add hundreds of millions to school district costs. The budget includes a $300 million contingency fund this year, rising to $400 million next year, to cover anticipated costs in labour and other areas such as forest fires.
The budget touts investments in trade skills training, with shop projects at Camosun College, Okanagan College and NorKam Secondary in Kamloops. But the largest capital project is a new campus for Emily Carr College of Art and Design in Vancouver, and operating spending on colleges and institutes is projected to fall by $5 million in the coming year.
De Jong said the “re-engineering” of
B.C.’s skills training programs referred to in last week’s throne speech is getting underway, and a new $1,200 education savings grant for children born in 2007 or later is being delivered starting this year.
The government expects to end the current year with an operating surplus of $175 million, rising to $184 million next year, which de Jong said is mainly a result of spending discipline. B.C. and Saskatchewan are the only provinces to balance budgets this year, and the three western provinces remain the only ones with a triple-A credit rating.

Let’s talk about one of our oldest human institutions: the home.
We’ve always found ways to occupy spaces and to make them our own. As we’ve evolved, so have the form and concept of “home,” giving rise to the detached, single-family dwelling that’s now considered the norm.
The late-20th century witnessed a novel trend: as families became smaller, the average home actually grew in size.
In the 2000s, people occupied three times the space, per person, that they did in the 1950s.
The 21st century has brought its own unique challenges. Non-renewable fuels are scarcer and energy is more costly. Extreme weather events occur with alarming frequency. Global populations are straining resources. Now, more than ever, how we live and build matters as we confront the future.
Do the homes that we build today truly meet even our current needs? Do we really need all that energy-gobbling square footage? Does it matter that our tile comes from China and our moldings from Chile? What will happen
when energy prices rise?
Recently, I watched a documentary in which new conventionally-built homes were referred to as “dinosaur houses” – in other words, the way they have been
built has already made them obsolete.
Fortunately, there’s good news. Increasingly, we’re seeing a movement toward a new philosophy of sustainable
living, and toward design solutions that offer both comfort and efficiency.
There is a trend toward smaller,
future-friendly homes in which it is still possible to live an abundant life, and there’s a growing interest in higher quality materials and construction practices.
In the coming months, I’ll show you ways that people are making thoughtful design choices that will allow their homes to endure and evolve instead of becoming obsolete.

budget announced another four per cent increase in Medical Services Plan premiums for next year. That makes increases totalling more than 30 per cent over the past five years.
Taxpayer-supported debt rises to more than $43 billion in the coming fiscal year, climbing to $45.5 billion by 2016-17.
About $11 billion of next year’s burden is operating debt left by a string of deficit
Total provincial debt, including self-supported debt held by BC Hydro and other agencies, grows from $64.7 billion this year to $68.9 billion three years from now.
B.C. pays $2.5 billion a year to service debt, or four cents for each revenue dollar.
To generate the resource wealth Premier Christy Clark has promised will pay off B.C.’s debt, the budget describes a two-tier income tax on liquefied natural gas exports 1.5 per cent and up to seven per cent.
LNG production companies would pay the lower rate to start, with most or all of it repaid by an
investment tax credit until their capital costs have been recovered. Rates are to be confirmed with legislation in the fall.
No revenues from LNG are expected until 2017, and in the first three years, producers would recover income tax through a credit that continues until their capital investment is paid off.

Online privacy and security experts gathered in Victoria on the weekend to share strategies to protect computer networks they say are “under attack like never before.”
Charles Wordsworth, technology security consultant and vice president of Privacy and Access Council of Canada, said the days of teenage computer hackers making mischief have been replaced by organized crime, much of it based in Eastern Europe.
A key concern is breaking into computer networks that collect personal information. The attraction is simple, Wordsworth said. Online criminals work in secret, with little risk to them as they search for weaknesses.
“You don’t get shot robbing online banks,” Wordsworth said. “Unfortunately from my experience, the hackers are getting smarter, they have more money than anybody else, so therefore they can hire people who are a lot smarter than the people who develop the applications.”
B.C. and other governments increasingly use web applications for access to their programs. B.C. Auditor General Russ Jones reported last week on security deficiencies, calling on the province to require better security measures from contractors who develop websites used by government.
One recent example of a preventable
breach was in Alberta, where 620,000 medical records were taken along with a laptop computer owned by a private medical clinic with 25 outlets in the
province.Sharon Polsky, CEO
of Privacy and Access Council of Canada, said encryption is simple now and should be required
of all government contractors.
While there isn’t much the average person can do to protect against institutional data
breaches, there are simple precautions everyone can take.
The conference was organized by the Vancouver and Victoria chapters of
ISACA (Information Systems Audit and Control Association) an independent industry group with members in 180 countries. It has
created a website at www.bcaware.ca with advice to protect mobile security, social networking privacy and dealing with cyberbullying.
