As B.C. hunters packed rooms to protest regulations giving guide-outfitters and their out-of-province clients a larger share of big-game permits, the provincial government argues that the shift is being exaggerated.
The latest increase in the share of guide permits to hunt moose, grizzly bear and other restricted animals in limited-entry hunting areas of B.C. totals 618 “hunting opportunities” across the province per year, says a statement from the Ministry of Forests, Lands and Natural Resource Operations. Based on the success rate of hunts for different species, “this model represents a transfer of approximately 186 animals from residents to guides.”
The B.C. Wildlife Federation’s estimate that the wild game allocation policy could result in 5,000 fewer hunting permits for resident hunters under limited entry hunting rules is “not accurate,”
the ministry says.Forests Minister
Steve Thomson said in an interview he made the decision on the latest allocation after a long consultation where the BCWF and the Guide Outfitters Association of B.C. couldn’t agree. The decision was to provide certainty for guide businesses, but also took away guides’ rights to pool regional game allotments and hunt in vacant guiding territories.
“There are arguments over the number, depending on which base you use, and I expect those arguments will continue,” Thomson said. “At the end of the day we all want the same thing, which is healthy wildlife populations.”
BCWF hosted hunter meetings in Kelowna and Langley this week, and spokesman Jesse Zeman said hunters were lined up out the door in Langley. He said the latest changes are part of a longer-term shift going back more than a decade that has seen a loss of harvest share for
resident hunters.B.C. hunters are
concerned that the share reserved for guide-outfitters is now higher than anywhere else in North America. Under the latest policy, that share is 20 per cent for elk, 20 or 25 per cent for moose depending on the restricted region, 35 per cent for mountain goat, and 40 per cent for grizzly bears.
Open season areas for moose and other animals remain in the southern Interior and northeast, where anyone can buy a license and tag to hunt.
Abundant species such as mule deer, whitetail deer and black bear have no hunting quotas in any part of B.C.
Zeman said for prized species such as Roosevelt elk on Vancouver Island, winning a resident tag in the lottery is rare enough to be a once-in-a-lifetime opportunity. As hunter numbers rebound, they increasingly face the choice to aim for another species, drive long distances to an unrestricted region, or hire a guide.
The latest changes include returning Kootenay bighorn
sheep to a general open season for guided hunting. The restriction that only full-curl rams can be hunted remains in place.
Thomson said the population will be closely watched, and harvest limits returned if necessary. Zeman said the BCWF is concerned that this iconic Rocky Mountain trophy could once again be over-hunted.
The popularity of hunting in B.C. continues to increase, from about 81,000 licences issued in 2003 to more than 100,000 last year, which means more resident hunters are losers in regional hunting lotteries.
BCWF compiled statistics for moose, the most popular big-game target.
Moose populations have declined in some areas while both applications from resident hunters and the share reserved for guides has risen.
In 2005 there were 56,000 applications for moose, with only one out of five successful. By 2013, there were nearly 67,000 would-be resident moose hunters, 54,000 of whom were refused a moose tag.

Ontario has become notorious for bad energy policy decisions, from leaky nuclear plants and brownouts, to a costly green energy subsidy deal with Samsung, to a pair of hastily cancelled gas-fired power plants that helped push former premier Dalton McGuinty from office.
So it was no surprise to weary Ontario electricity ratepayers when Auditor General Bonnie Lysyk wrapped up 2014 with a report
condemning the province’s wireless smart meter program for a $1 billion cost overrun and failure to reach the program’s goal of reducing power consumption.
Unlike BC Hydro’s wireless meter program, Ontario used the smart grid’s real-time consumption data to offer discounts for off-peak power consumption, hoping to ease the load on its outdated power grid while giving customers some relief from soaring rates. But few embraced the incentive to run their
clothes dryers late at night to save money.
Diehard smart meter opponents in B.C. jumped at the bad news from Ontario. Their theories of sudden billing surges, vague health concerns and even smart meter surveillance have all been debunked, but here they had a credible voice saying they are a waste of money.
Alas for them, Lysyk held up B.C.’s smart meter program as the model Ontario should have followed.
The Ontario government “did not complete any cost-benefit analysis or business case prior to making the decision to mandate the installation of smart meters,” the auditor wrote. “This is in contrast to other jurisdictions, including British Columbia,
Germany, Britain and Australia, all of which assessed the cost-effectiveness and feasibility of their smart metering programs.”
Lysyk’s report also noted BC Hydro developed its business case in 2006, updated it in 2010 as meter technology evolved, and implemented it in 2011 with a plan to recover costs over 20 years. BC Hydro’s savings come mainly from reduced electricity theft, faster location of power outages and more accurate load management.
B.C. also responded to the anti-smart meter holdouts with an optional fee to cover manual meter readings for those who insisted the cellphone-like data transmissions are a threat to their health.

Q. If Santa ever has trouble finding his way back home, what fact of Claussian life should give him most solace?
A. There are no fewer than four North Poles for the finding, says Gemma Tarlach in “Discover” magazine.
Best known is the terrestrial North Pole that sits right at the top of our planet’s long axis of rotation--a fixed point diametrically opposite to the planet’s fixed South Pole.
Then there’s a magnetic North Pole, also called the North Dip Pole, where all compass needles point. (There’s a South Dip Pole as well, but here North and South are not directly opposite.) This one isn’t stationary but in the last century alone has migrated northward from a point in
Canada to the Arctic Ocean.
Third is the geomagnetic North Pole, stemming from an idealized approximation to Earth’s magnetic field. Over the last century, this one has migrated from Greenland to Canada and is of special interest to Aurora hunters.
“The most spectacular views of the Northern Lights occur in an oval ring centered around the geomagnetic North Pole.”
Santa’s fourth and final solace is simply the Fairbanks suburb of North Pole, Alaska, incorporated in 1953 and hundreds of miles south of the other three North Poles.
Q. For you wise old linguistic owls, would you rather be “resuscitated” or “exsuscitated,”
“omniscient” or “nescient”?
A. The commonly used “resuscitate” means to “bring someone back from death,” while its less dramatic relative “exsuscitate” means only to “wake from sleep”--at least it used to mean this before falling into disuse, reports “Mental Floss” magazine.
“Omniscient” means “all-knowing,” which of course is what you want instead of “nescient,” or “not knowing.” For yet another set of flip-side words, consider “exhaust, which means to “draw out of”; and “inhaust,” meaning “draw into,” which “exhausted its usefulness and became obsolete.”
Utterly lost in translation are the following English words, which must be used wisely when

Q. “Magic squares” are square arrays of numbers where any row, column or diagonal sums up to the same number.
So what’s the smallest magic square you can think of?
A. Magic squares go back in history to at least tenth-century Persia and India, often involving the numbers 1, 2, 3, 4... up to the number of cells in the array, says Ian Stewart in “Professor Stewart’s Incredible Numbers.”
“These have no great significance in mathematics, but they’re fun.”
A classic small square uses the digits 1 through 9, as follows:

Q. How fast can you hit a speed bump and survive?
A. Speed bumps are designed to slow people down, with a 5
mph hit resulting in a gentle bounce, 20 mph delivering a sizeable jolt, says former NASA roboticist Randall Munroe in “What If? Serious Scientific Answers to Absurd Hypothetical Questions.”
As medical journals attest, people are occasionally injured, especially if “in a hard seat in the back of a bus on a poorly maintained road.”
Two things generally protect car occupants: the tires and the suspension.
“No matter how fast you hit a speed bump, unless the bump is large enough to hit the frame of the car, enough of the jolt will be absorbed by these two systems so that you probably won’t be hurt.”
Yet absorbing such shock may well explode the tires or do other damage.
The typical sedan has a top speed of about 130 mph, enough for a typical 3-4 inch bump to cause the driver to lose
control and crash. A quite different
scenario involves a car going so fast it starts to generate lift, which can rapidly become substantial.
“Among NASCAR fans, there’s frequently talk of a 200-mph liftoff speed if the car starts to spin,” followed by a spectacular backflip. Look out!
“The bottom line is that in the range of 150-300 mph, a typical sedan would lift off the ground, tumble and crash... before you even hit the bump.
If you kept the car from taking off, the force of the wind at those speeds would strip away the hood, side panels and windows.
At higher speeds, the car itself would be disassembled and might even burn up like a spacecraft reentering the atmosphere.”

The shakeout of liquefied natural gas proposals for B.C. continues, with ExxonMobil’s large-scale project for Prince Rupert moving ahead and smaller projects changing or withdrawing plans.
ExxonMobil and its Canadian subsidiary Imperial Oil have filed a detailed description with B.C.’s Environmental Assessment Office, planning for a city-owned site on Tuck Inlet north of Prince Rupert Harbour.
One of the larger of 18 B.C. proposals, West Coast Canada LNG (WCC LNG) proposes up to five floating barges for LNG loading with onshore support facilities, and an estimated capital cost of $15-25 billion. WCC LNG plans to start construction by
2017 and be in service by 2024.
WCC LNG sorted through a half dozen sites in the Kitimat and Prince Rupert area, where the larger of B.C.’s 18 current LNG export proposals are also claiming sites. Natural Gas Development Minister Rich Coleman says 2015 is when the LNG industry begins to take shape, despite a slump in oil prices and rising competition from U.S. and other gas producers.
“New drilling activity in our
upstream sector demonstrates investors remain confident in B.C.’s long-term natural gas potential,” Coleman said in a New Year commentary released last week. “One of our province’s largest Crown land sales in history occurred near the end of 2014, with industry contributing more than $209 million for exploration right alone.”
Proponents of Aurora LNG Grassy Point near Prince Rupert withdrew that application to start
the year, focusing on another site at Digby Island.
Also withdrawn is the Farrell Creek raw gas processing plant north of Hudson’s Hope, a project taken over by Chinese-owned Progress Energy. Progress is a partner with PETRONAS in Pacific Northwest LNG at Lelu Island near Prince Rupert, with its investment decision postponed indefinitely late last year amid changing global energy supply and demand.
Woodfibre LNG near Squamish is another small-scale project moving ahead, with its application for B.C. environmental assessment accepted at the end of 2014.
The public comment period closed for another large-scale proposal, the Shell-led LNG Canada proposal for Kitimat.
