I, John Harold Jeffery, Deputy Minister of Justice and Constitutional Development,acting under the power delegated to me by the Minister of Justice and ConstitutionalDevelopment, under section 2 of the Small Claims Courts Act, 1984 (Act No. 61 of1984), hereby -
(a) (i) establish a Small Claims Court for the adjudication of claims for thearea of Southern Harts, consisting of the districts of Warrenton andHartswater;
(ii) determine Warrenton to be the seat of the said Court; and
(iii) determine Warrenton, Hartswater and Jan Kempdorp to be the placesin that area for the holding of sessions of the said Court.
(b) (i) establish a Small Claims Court for the adjudication of claims for thearea of Christiana, consisting of the district of Christiana;
(ii) determine Christiana to be the seat of the said Court; and
(iii) determine Christiana to be the place in that area for the holding ofsessions of the said Court.

NOTICE OF WITHDRAWAL IN TERMS OF SECTION 11A (3) OF THE RESTITUTIONOF LAND RIGHTS ACT, 1994 (ACT NO. 22 OF 1994)
Notice is hereby given in terms of section 11A (3) of the Restitution of Land Rights Act,1994 (Act No. 22 of 1994), that the notice of withdrawal in the Amabhele Communityclaim, which was published under Reference Number KRN6/2/2/E/7/0/0/19, in terms ofNotice No. 346 of 2014, in Government Gazette No. 37630 dated 16 May 2014, hasbeen withdrawn by the Regional Land Claims Commissioner: KwaZulu-Natal.

NOTICE TO LODGE LAND CLAIMS ON CERTAIN FARMS IN THECAMPERDOWN [MKHAMBATHINI] AND RICHMOND MAGISTERIAL
DISTRICTS
Take notice that the Chief Land Claims Commissioner has made a decision in
terms of section 12(4) of the Restitution of Land Rights Act No 22 of 1994 as
amended ("the Act"). The decision is that the resources of the Commission
on Restitution of Land Rights and the Land Claims Court would be more
effectively utilised if all claims for restitution of rights in land in terms of the Act
in respect of the farms listed in the schedule below were to be investigated at
the same time.
Potential claimants who wish to lodge land claims in respect of the farms
listed in the schedule must lodge them at the office of the Regional Land
Claims Commissioner: KwaZulu-Natal by no later than 14 November 2014.
The address of the Regional Land Claims Commissioner: KwaZulu-Natal is
139 Mahlaba House, Langalibalele Street, Pietermartizburg for attention Mr
Sibusiso Dladla.
Copies of the claim forms or the letter from the Regional Land Claims
Commissioner acknowledging receipt of the claim must be delivered to the
State Attorney, Durban (ref Ms S. Naidoo) at the Offices of the State Attorney,
Met life Building, 391 Anton Lembede Street, Durban (8th Floor, Room 814.
No claim in respect of the matter contemplated in subsection (4) shall be
lodged after 14 November 2014: provided that the Commission may allow a
claimant on good cause shown, to lodge a claim after the expiry of such
period, but not later than 30 June 2019.

Transnet National Ports Authority has received an application from Fresh Produce Terminal Port Leasing (Pty) Ltd
to amend of their Break Bulk Terminal Operator Licence. This application if amended shall have the effect of converting
their exciting Break Bulk Licence to a Multi-Purpose Licence and consequently require the amendment of their existing
lease agreement affording them the right to handle other cargo in addition to the perishable cargo they are currently
entitled to handle.
The purpose of this notice is to invite the public, interested and affected parties, to submit comments and register their
objections. These comments and objections will be considered by the Transnet National Ports Authority in making a
determination as to whether FPT application should either be approved or rejected.

SUNSET REVIEW OF ANTI-DUMPING DUTIES ON WIRE ROPES AND CABLES OF A
DIAMETER EXCEEDING 32MM ORIGINATING IN OR IMPORTED FROM THE UNITED
KINGDOM AND GERMANY AND ON STRANDED WIRE OF A DIAMETER EXCEEDING
OR EQUAL TO 12.7MM ORIGINATING IN OR IMPORTED FROM THE PEOPLE'S
REPUBLIC OF CHINA: FINAL DETERMINATION
In accordance with the provisions in Section 53.1 of the Anti-Dumping Regulations, any
definitive anti-dumping duty shall be terminated on a date not later than five years from its
imposition, unless the authorities determine, in a review initiated before that date on their
own initiative or upon a duly substantiated request made by or on behalf of the domestic
industry within a reasonable period of time prior to that date, that the expiry of the anti-
dumping duties would likely lead to continuation and/or recurrence of dumping and
material injury.
On 28 June 2013, the International Trade Administration Commission of South Africa (the
Commission) notified the interested parties through Notice No. 664 of 2013 in
Government Gazette No. 36592, that unless a substantiated request is made indicating
that the expiry of the anti-dumping duties on imports of wire ropes and cables and
stranded wire originating in or imported from Germany, the United Kingdom (UK) , the
People's Republic of China (the PRC) and South Korea and countervailing duties on wire
ropes and cables and stranded wire originating in or imported from India would likely lead
to the continuation and/or recurrence of dumping and injury, the anti-dumping and
countervailing duties will expire on 12 February 2014.
On 01 November 2013 the International Trade Administration Commission of South Africa
(the Commission) received a sunset review application from Scaw South Africa (Pty) Ltd.

The notice of initiation of the sunset review of the anti-dumping duties on wire ropes and
cables of a diameter exceeding 32mm originating in or imported from the Germany and
the UK and on stranded wire of a diameter exceeding or equal to 12.7mm originating in or
imported from the PRC was published in the Government Gazette on 31 January 2014.
The due date for responses was 12 March 2014.
Responses to the Commission's foreign exporter questionnaire were received for two
German manufacturers Pfeifer Drako and Casar Drahtseilwerk Saar GmbH. Pfeifer Drako
was found not to be dumping in the previous sunset review and was excluded from the
applicable anti-dumping duties and it remains excluded and need not participate in the
sunset review. The response from Casar Drahtseilwerk Saar GmbH was found to be
deficient. The Commission decided not to consider both responses for its final
determination.
After considering all the information submitted, the Commission issued essential facts
letters to interested parties indicating that it was considering making a final determination
that the expiry of the anti-dumping duties on wire ropes and cables of a diameter
exceeding 32mm originating in or imported from the Germany and the UK and on
stranded wire of a diameter exceeding or equal to 12.7mm originating in or imported from
the PRC would likely lead to the recurrence of dumping and material injury to the SACU
industry.
After considering all comments to the essential facts, the Commission made a final
determination that the expiry of the anti-dumping duties on wire ropes and cables of a
diameter exceeding 32mm originating in or imported from the Germany and the UK and
on stranded wire of a diameter exceeding or equal to 12.7mm originating in or imported
from the PRC would likely lead to the recurrence of dumping and material injury to the
SACU industry.

The Commission considered that although imports of the subject products still took place
during the period of investigation, they were in very small quantities and the applicant's
selling prices had been increasing from 2010 to 2012. The Commission therefore decided
to recommend to the Minister of Trade and Industry to maintain the current applicable
anti-dumping duties as the level is sufficient to eliminate the material injury.

NOTICE OF CONCLUSION OF AN INVESTIGATION INTO THE ALLEGED DUMPING
OF FROZEN POTATO CHIPS ORIGINATING IN OR IMPORTED FROM BELGIUM
AND THE NETHERLANDS.
The International Trade Administration Commission of South Africa(the Commission)
initiated an investigation into the alleged dumping of frozen potato chips originating in or
imported from Belgium and the Netherlands through Notice No.635 of Government
Gazette No. 36575 published on 21 June 2013.
The application was lodged on behalf of the South African Customs Union (SACU) by
McCain Foods (SA) (Pty) Ltd., a major producer of frozen potato chips in the SACU,
supported by Nature's Choice Products (Pty) Ltd, Lamberts Bay Foods Ltd and
Potatoes South Africa. The Applicant alleged that the subject product was being
dumped into the SACU market, causing material injury to the SACU industry.
The investigation was initiated after the Commission considered that there was prima
facie evidence to show that the subject product was being imported at dumped prices,
causing material injury to the SACU industry.
On initiation of the investigation, the known producers and exporters of the subject
product in Belgium and the Netherlands were sent foreign manufacturers/exporters
questionnaires to complete. Diplomatic representatives of Belgium, the Netherlands
and the European Union were also sent questionnaires to inform unknown producers in
Belgium and the Netherlands. Importers of the subject product were also sent
questionnaires to complete.

The Commission at its meeting of 10 December 2013, made a preliminary
determination, contained in its preliminary report No. 458, to impose provisional
payments published through Notice No. R.1024 of Government Gazette No. 37175 on
20 December 2013.
After considering comments from interested parties, the Commission issued essential
facts letters that it was considering making a final determination that the subject product
originating in or imported from Belgium (excluding those produced by Agristo
Harelbeke) and the Netherlands (excluding those excluding those produced by Lam

3. Policy Statement:
3.1 The RAF recognises its legal responsibilities, under the Act and the Constitution of theRepublic of South Africa, to promote multilingualisrn, language equity and contribute to the
continual usage of the eleven official languages.
3.2 This policy is based on the principle that it is the responsibility of the RAF and not the LEP
person to take reasonable steps to ensure that communications between the RAF and theLEP person are not impaired as a result of the limited English proficiency of the individual.
3.3 This commitment means thatthe RAF will:
3.3.1 Promote an environment that enables all its stakeholders to fully exercise their right asenshrined in the Act and the Constitution.
3.3.2 Demonstrate proficiency and ability to communicate information accurately in bothEnglish and other official languages.

3.4 Comply with all relevant legislation and regulations pertaining to the Act.
4. Purpose:
The purpose of this policy is to:
4.1 establish an acceptable and equitable operational language dispensation for the RAF, taking
into consideration the constitutional imperatives related to the RAF and the restrictionsimposed by the core functions of the RAF.

6. Scope of Application:
This policy applies to all RAF permanent and temporary emploYees, contractors, and subcontractors,
as well as appointed agencies in the Marketing, Communications and Media and Public Relations
domain.

7. Policy Content:
7.1 This policy takes into account the Constitution and a range of legislative. and regulatory
requirements - in particular those contained in' the Act and its related Regulations.
7.1.1 The Constitution seeks to democratise languages and-states that all languages have
equal status and are to be treated equitably.
7.1.2 While theConstitution equalises the status of all the languages, it does not seek to
enforce rigid use of all of them. Rather, the use of language should`be guided by the
practical and contextual considerations including trends in the use, needs and audience
language preference.
7.2 The Use of Official languages Act obligations
7.2.1 The Act establishes a framework for language policy development in South Africa.7.2.2 Provision is made for the use of eleven South African languages in Official language
function, thereby promoting a. climate of rnultilingualism.7.2.3 The status of the indigenous languages shall be elevated and advanced.
7.3 All official languages shall be accorded 'parity of esteentand equitable treatment:
7.3.1 Everyone has the right to use the language and to participate in the cultural life of theirchoice, but no one exercising these rightt may' do 'so in-a manner inconsistentwith anyprovision of the Bill of Rights ofthe Constitution.
7.3.2 Persons belonging to a cultural, religious or linguistic Community May ncit be denied theright, with other members of that community, to enjoy their culture, practice theirreligion and use their language.
7.3.3 On the issue of correspondence with individual citizens, communication is to beconducted in the preferred official language of the citizen.
7.3.4 For external oral communication, English should be used and, depending on the targetgroup(s), at least one other spoken language.
7.3.5 Certain languages should be allocated to publications for both internal and externalcommunication. This should entail that the languages from mutually intelligible groupsshould be rotated.
7.4 Language Policy Standards
7.4.1 Dominant languages tend to differ from province to province and from one region toanother.
7.4.2 However, some languages are widely understood beyond provincial and regionalborders. it is therefore essential to understand both regional and provintial languagevariations in order to produce communication material that will be appropriate todifferent people in various contexts.
7.4.3 The Nguni languages (isiXhosa, isiZulu, isiNdebele and isiSwati) can be grouped togetheron the basis of linguistic similarities between theM, and likeWise, so can the Sesotholanguages (Sesotho, Setswana, and Sepedi). Following this, the RAF will select thefollowing configuration of languages:

7.4.3.1 One Nguni language;7.4.3.2 One Sesotho language; or7.4.3.3 One Tshivenda and/or Xitsonga
7.5 Internal Oral Communication
7.5.1 English shall be the operating language of the RAF. The above xecommended officiallanguages may be used where the situation warrants or dematids it

7.6.21 Communicators shall ensure that what they want to communicate is, in fact,understood by their target audiences(s).
7.6.3 Linguistic diversity shall be managed with the same fairness and sensitivity as otherinstances of diversity.
7.7 Written Internal Communication
7.7.1 Internal correspondence, training and instruction manuals, publications (newsletters,bulletin boards, annual reports, etc.) shall be published in English.
7,72 The other official languages may be used where the situation warrants or demands it
7.8 Written External Communication
7.8.1 Correspondence with local, national and international stakeholders will be in English,unless a special request is made for the use of another official language.
7.8.2 The Language Unit will be used in cases where there is a special request for a specificpublication in another official language.
7.9 Labour Relations Documents
7.9.1 Conditions of service, internal policy documents, job interviews, disciplinary hearingsperformance agreements, health and safety requirements will be published and/orconducted in English unless the situation dictates otherwise.
7.10 Translation and Interpreting Services
7.10.1 The RAF shall maximise language expertise within the Language Unit, where applicable.7.10.2 Where necessary, contracting out or translation and interpreting services will be
desirable to ensure effectiveness of communication.

8. Roles and Responsibilities
8.1 Language Unit must:
8.1.1 Advise the CEO or Board on the development, adoption and implementation of theLanguage Policy.
8..1.2 Regulate, monitor and assess the use of official languages.
8.1.3 Monitor` and assess compliance with the Language Policy.
8.1.4 Compile and submit a report to the Minister and to the Pan South African LanguageBoard.
8.15 Promote parity of esteem and equitable treatment of official languages of the Republicand facilitate equitable access to services and information of the RAF.
8.1.6 Promote good language management within the-RAF.
8.1.7 Display at all RAF offices, a summary of this policy in such a manner that it can be readby the public.
8.2 ICT is responsible for:
8.2.1 The implementation of a Language Policy will increase the demand for translation and
editing work and interpreting services, especially in the indigenous languages; therefore
ICT should avail Human Language Technology applications (e.g. machine-assistedtranslation, translation memories, and spellcheckers), which: will play a major supporting
role in the language facilitation activities.
8.3 Compliance Unit shall:
8.3.1 Conduct regular reviews to ensure optimum compliance with this policy.
8.3.2 Assist and ensure publication of: this policy in the Gazette, 90 days after: its adoption.
8.4 Complaints Unit shall:
8A.1 Receive, investigate and resolve any complaints by members of the public regarding the
use of official languages and report to Language Unit.
8.5 Chief Marketing Officer

8.6 Other RAF officials
8.6.1 All officials of the RAF shall, in respect of their respective areas of responsibility, complywith this policy.
9. Non-compliance
Non-compliance with this policy or any applicable regulatory requirement through any-deliberate ornegligent act or omission, including allowing any staff, either expressly or impliedly, not to complywith this.policy or any applicable regulatory requirement, will be-considered serious and will be dealtwith in terms of the RAF's disciplinary policies and procedures.
Policy Effective Date
This policy comes into effect on the date when approval of this policy is communicated to RAF staff
via e-mail, provided that if the e-mail communication does not fall on a business day 'then the policy
comes into effect on the first business day following the date on which the e-mail communicationwas sent.
11. Policy Management and Review
This policy shall be managed and reviewed in accordance with the RAF's Policy ManagementFramework and Policy Management Standard Operating Procedure.
