199/2 Minutes of previous meeting The minutes of the 198th meeting held on 17th February 2016 were approved and signed, subject to an amendment to Minute 198/14 ‘Releasing of Examination Results – payment of Student Capitation Fee’. It was agreed that the Minute should state that the view expressed at the meeting was that the
payment of the Student Capitation Fee should not be related to the release of examination results and that examination results should be released to Students as soon as possible following the correction of assessments. It was noted that a protocol exists in relation to the release of examination results and that the matter has been referred to Dr N. O’Connor, Director of Student Services for his response. It was also noted that Dr O’Connor has indicated that he intends to respond to the matter at the next meeting of Academic Council on 27 April 2016.
199/3 Matters Arising
(a) Minute 198/7 – EGB – Memorandum from Ms B. Gleeson, Chief Information Systems Officer (11/03/16) Academic Council noted the correspondence from Ms B. Gleeson, Chief Information Systems Officer, in relation to the item raised at the last meeting of Academic Council regarding EGB issues not being adequately addressed. It was noted that since the last meeting, representatives of Information Services, the Directorate of Academic Affairs and Registrar, and Student Services, have met with a view to addressing EGB change requests and that the outstanding log is currently being reviewed by a Group comprising of representatives of Information Services, the Directorate of Academic Affairs and Registrar, Student Services and the Colleges. It was also noted that Information Services intends to report on the outcome of the Group at the next meeting of Academic Council on 27 April 2016.

(b) Communication to Students in relation to unexpected closure of Libraries A member of Academic Council raised a concern in relation to closure of the Library in Cathal Brugha St on Saturday 12th March 2016 due to resourcing issues and the inadequate notice given to Students in relation to the closure. It was noted that if it is necessary to close a Library at short notice then a communication to this effect should be issued to Students as soon as is practicable.

199/4 Chairman’s Communications The Chairman addressed the meeting in relation to the results of performance compacts with the Higher Education Authority (HEA) in which the Institute was categorised as having an ‘adequate performance’ and was one of six Institutions which was deemed to have met the performance level expected, but had areas of weakness to address. It was noted that the matter has received media attention. It was noted that the performance compacts included a series of performance measures which were drawn up in recent years between the HEA and the State’s universities, institutes of technology and third-level colleges and that each institution is required to set out its plans for the future and how it intends to differentiate itself from other higher education institutions.
It was also noted that the performance compacts are intended to be a measure of whether institutions have met their agreed targets and how well they are positioned to adapt to a volatile education sector in the coming years. The Chairman stated that the Institute had performed very well overall in the performance compacts and that he felt that the media reporting was woefully inappropriate. He further stated that he has written to the HEA to convey his dissatisfaction with the reporting of results of the performance compacts in the media and with the categorisation of DIT as ‘adequate’.

Van der Kamp, Date: 18 June 2015) Academic Council adopted the Validation Panel’s report recommending approval, with conditions now met, of the BSc (Hons) in Culinary Science with classifications of First Class Honours, Second Class Honours, Upper Division, Second Class Honours, Lower Division, and Pass, at level 8 within the National Framework of Qualifications, and exit awards of BSc in Culinary Science and Higher Certificate in Culinary Science both with classifications of Distinction, Merit Upper Division, Merit Lower Division and Pass, at levels 7 and 6 within the National Framework of Qualifications respectively. It was noted that the programme will be jointly delivered by the School of Culinary Arts and Food Technology and the School of Food Science and Environmental Health. It was noted that a response to the Panel’s report from the School of Culinary Arts and Food Technology and the School of Food Science and Environmental Health has been received.

(iv) School Review Report & Response – School of Languages, Law and Social Sciences (Chair: Dr M. Hunt, Date: 29/30 January 2015) Academic Council noted the School Review Report & Response in respect of the School Review in the School of Languages, Law and Social Sciences, as outlined by Dr. K. Lalor, Head of the School of Languages, Law and Social Sciences. Academic Council noted that a discussion took place at the meeting of the Academic Quality Assurance Committee in relation to the recommendations included in the School Review Report and School Response to the recommendations as follows: Recommendation 3: Changes to HR policies (including the process for the appointment of HPALs and the need for a College Director to chair all full-time academic interview panels) would greatly speed up processes, allow effective programme planning and alleviate burden on existing staff. A member of the Committee made the point that the lack of availability of the College Director to chair all full-time academic interview panels is not necessarily the reason why the HR interview process is slow. It was noted that changing this requirement is not within DIT’s remit as the Department of Education and Skills dictate the format of such interview panels. It was also noted that the slowness of the HR recruitment process is a concern and should be addressed. Recommendation 20: The Panel notes staff concerns regarding the collaborative work spaces in Grangegorman. The Panel is of the opinion that these spaces restrict the kind of work that academics can do in situ (for example, they are probably not suitable for marking or for quiet, close reading for research purposes) and they may not be conducive to research led teaching activity. It recommends that there should be an increase in the number of spaces available for meetings with students and quiet work. Academic Council noted that members of the Academic Quality Assurance Committee had expressed concern that facilities at Grangegorman in terms of private meeting spaces to discuss confidential matters with students are inadequate. The Chairman informed Academic Council that the above matter has been noted and will inform future decisions in the relevant fora.

(v) Update in relation to Annual Monitoring and College Action Plans 2014/2015 The Committee noted the College Action Plans in respect of the College of Arts and Tourism and the College of Engineering and Built Environment. The Committee also noted the annual College Assessment Statistics Report in the College of Engineering and Built Environment. It was noted that the annual College Assessment Statistics Report was presented at College Board in December and that the data within the report triggered the quality assurance reviews of the following
programmes:
DT111 – BSc in Quantity Surveying & Construction Economics (Level 8)
It was noted that the College Board in the College of Engineering and Built Environment agreed that the first two programmes would undertake reviews focused on issues pertaining to progression in first year, which will be organised by College Board and the remaining four programmes will undergo full programmatic reviews. It was also noted that the College of Engineering and Built Environment used a revised Q5 form in 2014/2015 which included specific questions relating to key areas such as progression, assessment, and feedback etc. It was noted that data was collected in relation to the dates of Programme Committee meetings where Student Representatives attended and confirmation that Student Representatives were given adequate notice of meetings and that meetings were scheduled at convenient times. It was also noted that the percentage of Programme Committee meetings at which all Student Representatives were in attendance was 19% and the percentage of at meetings at which no Student Representative attended meetings was 31%. It was noted that the percentage of Programme Committee meetings that had no student Representative attend any meeting during the 2014/15 academic year was 20%. There was some discussion at the meeting of the Academic Quality Assurance Committee in relation to student attendance at meetings of Programme Committees across all Colleges and it was clarified that Colleges encourage student participation by measures such as re-scheduling meetings until students are available and by publishing the dates of meetings of Programme Committees for the academic year in advance. With regard to the College Action Plan in the College of Arts and Tourism it was noted that the College Action Plan focused on issues that require action at Institute level such as the lack of data integration, tracking system for programme admissions, selection of module options and elective choices, issues relating to Estates such as conditions of classrooms, meeting areas and cleanliness in a number of sites. At the meeting of the Committee, Ms M. Scally, DITSU Director of Academic Affairs, stated that issues related to Banner/EGB and Institute facilities such as broken lifts are outside the scope of the
Colleges/Schools and are being raised every year without resolution, and she asked what is being done to ensure those areas responsible are being asked to respond. The Chairman noted that it is intended that a separate action plan, to capture issues arising out of annual and other reviews within the remit of central services, Directorates, will be compiled to capture responses and updates and forwarded for consideration to Senior Leadership Team. Academic Council agreed to defer consideration of the College Action Plans until the next meeting when it is anticipated that all four College Action Plans will be available. It was agreed that the Heads of Learning Development should outline their respective College Action Plan at the next meeting on 27 April 2016.
(vi) QQI The Committee noted the Handbook for the Completion of the Annual Institutional Quality Assurance Report (AIQR) for Higher Education Institutions. The AIQR is to be completed online and is currently being piloted by four HEIs. It was noted that the QQI has not yet issued a formal request for the completion of the AIQR. It was also noted that additional information is being sought from the QQI as part of the new AIQR format and the Quality Assurance Office will be seeking this information from Colleges and Schools.
(vii) Student Feedback Review Group It was noted that the Student Feedback Review Group has had two meetings to date to discuss how to find out what information is required in a revised Q6A. It was also noted that Mr M. Russell has been requested to review the data across all existing surveys with a view to identifying areas of overlap and gaps. It was further noted that the information will be drawn together and that discussions will be held with Programme Chairpersons before reverting to Heads of School/Assistant Heads of School to ask for their commentary. It was further noted that in parallel it is intended to look at external institutions to see what systems are available. It was noted that the information should be ready for consultation with Heads of School/Assistant Heads of School by the end of May and that it should reach the Committee and Academic Council by October/November 2016. It was noted that the current systems allows Heads of School to access Q6A data but that this facility is not being used and it was also noted that the reason for this should be identified. It was noted that DITSU has agreed to survey students on their preferred method of giving feedback and Ms M. Scally confirmed that the intention is to request this information from Class Representatives.
(viii) Minor/Major Programme amendments The minor/major amendments to programme modules/programmes submitted from the Colleges of Engineering and Built Environment, and Sciences and Health were noted/approved. College of Engineering and Built Environment Module amendment: Geodetic Surveying 4 Programme to offer Module: DT112 The change to the above module in relation to an increase in the number of ECTS awarded from 5 to 10 ECTS credits was noted/approved. It was noted that the change is effective immediately. Programme amendment: BSc (Hons) in Geographic Science DT112 The change to the above programme in relation to the removal of the module SSPL1003: Introduction to Environmental Management from Year 1 of the programme was noted/approved. It was noted that the change is effective immediately. Colleges of Sciences and Health Module amendment: Business and Enterprise CMPU3005 Programme to offer Module: DT228 The change to the above module in relation to contact hours, assessment, learning outcomes, and content was noted/approved. Module amendment: Cloud Computing CMPU3007 Programme to offer Module: DT223 The change to the above module in relation to content was noted/approved. Module amendment: Professional Practice Studies BIOL2704 Programme to offer Module: DT228 DT282 DT211 The change to the above module in relation to assessment was noted/approved. Proposed new title: BA in Contemporary Visual Culture It was noted that the rationale and context for both title changes is to better represent the structure of the programme and draw in a greater number of applicants. Academic Council also noted that the urgency with regard to the approval of the title changes is to allow time for change of name in the CAO system, with an aim of increasing student numbers for 2016/2017.

199/6 Postgraduate Research Regulations – Revised Chapter 5 Academic Council noted and approved the revised Chapter 5 ‘Regulations for the Award of PhD based on Prior Publications’ of the Graduate Research Regulations (7th Edition) as outlined by Prof M. McNamara, Head of the Graduate Research School. It was noted that the amendments relate to the Introduction and Section 5.3 regarding PhD based on Prior Publication. It was also noted that the purpose of the amendments is to bring the criteria for external reviewers of applications for PhD based on Prior Publications in line with the criteria for external examiners of final theses and to ensure that the external reviewer for applications for PhD based on Prior Publications has experience in examining and/or supervising such theses and to elaborate on
the description of the PhD based on Prior Publication.
199/7 National Policy Statement on Ensuring Research Integrity in Ireland Academic Council noted the memorandum from Prof B. O’Neill, Director of Research & Enterprise, outlining the background of the National Policy Statement on Ensuring Research Integrity in Ireland. It was noted that the National Policy Statement was launched in June 2014 and is a commitment given by HEIs and other organisations in Irish research to the highest standards of integrity in carrying out their research so that partners and other stakeholders, and the international research community may have full confidence in the Irish research system. Academic Council formally adopted the National Policy Statement, specifically in relation to:
Ensuring the highest standards of integrity in all aspects of our research, founded on basic principles of good research practice to be observed by all researchers and research organisations (Commitment 1);
Promotion of a culture of research integrity and good practice through support and training (Commitment 2);
Collaboration with others (e.g. in the National Forum) to reinforce and safeguard the integrity of the Irish research system (Commitment 3);
Development of transparent, fair and effective processes to deal with allegations of research misconduct when they arise (Commitment 4).
It was noted that a code of conduct for research integrity will be developed which will incorporate a process for handling complaints of research misconduct by staff and that amendment to the Graduate Research Regulations will also be required with regard to research conduct/misconduct by students. It was agreed that a progress report on the implementation of the commitments should be brought forward to Academic Council in due course.

College of Engineering and Built Environment – minutes of the meeting on 27 November 2015 Prof G. Farrell, College Director, College of Arts and Tourism, stated that the College Board had an extensive discussion in relation to retention and progression rates in the College and had initiated 7 programme reviews where retention rates were low. It was noted that a report on the outcome of the reviews will be brought forward in due course. Graduate Research School Board – minutes of the meeting on 8 February 2016 Prof M. McNamara, Head of the Graduate Business School, stated that the meeting on 8 February 2016 was the first meeting of the newly merged Graduate Research School Board to include members from Institute of Technology Blanchardstown and Institute of Technology Tallaght.
