Project Objectives

• To support the efforts of DepEd to integrate ICT in the teaching and learning process

• To help BALS broaden access to basic education

• To help BALS produce and use interactive multimedia learning materials for out-of-school youth and adults, with particular focus on the development of life skills

• To reduce the digital divide by providing disadvantaged youth and adults with access to ICT

Profile of eSkwela Learners

• Both in urban and rural areas• 15 yo & up (general: 15 to 35 yo; ranges up to

68 yo)• Non-completers of basic education

(elementary or secondary) for various reasons– Lack funds – Schools are too far away– Families have other priorities– Simply not interested

• Most: not ICT users• Income class: wide range; has work

experience• Want a new lease on life, transformed “me”,

Designing eSkwela

“If you change the technology but not the method of learning, then you are throwing (good) money after bad practice.”

“there is no benefit in giving kids iPads in school

if you don't change (the) school”

- Prof. Cathy Davidson, Duke University iPads in the Public Schools (Jan 2011)

Designing eSkwela

“Embrace new ways of learning--not just a marvelous and very expensive tool.   (What is required is) not a device but a pedagogy and a set of institutional practices that put energy, imagination, creativity, and inspiration at the center of learning.”

- Prof. Cathy Davidson, Duke University iPads in the Public Schools (Jan 2011)

Additional Interventions

• Monitoring & Evaluation mechanisms: site operations and use of Instructional Model

• Empowered Project Team• Designation & Training of ALS implementers

as:– Regional Coordinators– National Trainers for Learning Facilitators– Regional Trainers for Network Administrators

A&E Test Performance

eSkwela Average

National Average

Feb 2008 57% 29%

Oct 2008 65% 23%

Oct 2009 46% 21%

Oct 2010 63% 33%

Benefits: Learners

• Free • Learning = fun, more engaged, creative, excited• PBL = application of what they learned from

eModules• A means for “transformed lives”: Hope for a

“better me” and a brighter future; improved self-esteem/ confidence

• ICT competence: additional skill for income-generation

• Links to other community programs/projects

Page 29: eSkwela - ICT for ALS - Jan 2012 MMTan

19 January 2012 * BS Residences, Bangkok, Thailand

Benefits: Learning Facilitators

• ICT as an enabler and equalizer• Recognition of maturity models not only for ICT

competency-and-use but also for pedagogical practices and community-building

• easier implementation of self-paced approach • more work, more facilitative, more open to explore

and innovate• planning phase in PBL = life skills• monitoring and consultations for handholding

interventions• synergy and support groups, models

Page 30: eSkwela - ICT for ALS - Jan 2012 MMTan

19 January 2012 * BS Residences, Bangkok, Thailand

Benefits: Community

• more optimized use of computer infrastructure and Internet connection investments

• motivated constituents; educated and “loyal” voters

• more constituents employable & more taxes potentially coming in

• multi-stakeholder partnerships for community projects/activities and “learner pathing”

• potential use of center/learner-developed projects for community advocacy projects

Page 31: eSkwela - ICT for ALS - Jan 2012 MMTan

Moving Forward

BALS

Page 33: eSkwela - ICT for ALS - Jan 2012 MMTan

19 January 2012 * BS Residences, Bangkok, Thailand

Continuing Challenges

• Resistance and apprehension to changes in roles and strategies– habit of exploration and experimentation must be developed

• Need for stronger advocacy on ALS and ICT in Education (actual utilization instead of mere deployment)

• Focus on A&E Test rather than life skills • Focus on technical skills rather than content of

outputs• Changes take time

– always consider maturity models and handholding mechanisms

– still a long way to go…
