Neale believes that the fact theMP4-24 was turned from being theworst car in pre-season testing to thewinning machine in Hungary wasproof that its design was not funda-mentally flawed.

“It’s a testament to a huge amountof hard work, but it is also evidenceof what I said at the beginning ofthe season, which is that we hadn’tdone anything wrong with the car,we just hadn’t done enough,” ex-plained Neale.

“When you end up with a carwhere you have taken a completelywrong turn with it, i.e you’vescrewed up the stiffnesses or youhave done something to make it re-ally unstable, it is notoriously diffi-cult to get that back.

“We had just under-developedthe aero package and then in the cutand thrust of what happened be-tween week 11 and getting to thefirst European race, we turned theorganisation upside down here be-cause we knew we had to fight backand try and overhaul teams that inthemselves were pushing forwards.”

He added: “In terms of the con-

fidence for 2010, then the regulationsare different but it is evolutionaryrather than revolutionary.

“The fundamental aerodynamics ofthe package are the same. The bigchanges will be in the weight of the

car because we will have to carry thefuel that we need for the whole race.

On responding the matter, Director of AirTransportation, Directorate General of Air Trans-portation, Tri S Sunoko, said that the additionalseats by adding the aircraft could be performedif it accorded to the original design of the num-ber of aircraft of the airline itself. “As long as itmeets the requirements stipulated, the additionalnumber of aircraft remains to be allowed,” ob-served Tri while reminding that the airline op-erator should put priority on the condition ofthe aircraft serving the flight by the Idul Fitrifestivity. MAPUTO - Madagascar’s power-brokers Wednesday tackled thethorny question of who will lead a new transitional government meant toguide the island nation to elections, in talks in the Mozambican capital.

COLOMBO - Internationalcredit rating agency Standard andPoor’s has raised the outlook on itsrating for Sri Lanka’s debt to “stable”from “negative” following a 2.6-bil-lion-dollar IMF bailout package.

The move to a stable outlook re-flects the improving state of thegovernment’s finances and means therisk of a further downgrade of the maincredit rating is diminished.

The agency kept Sri Lanka’s rat-ing at “B”, which is five notches belowinvestment grade despite an improve-ment in the island’s foreign reserves.

“The ratings could be raised ifgovernment policies lead to a sustain-able boost in tax revenues and reducedfiscal imbalances,” S & P said in astatement received here late Tuesday.

Over the past nine years, Sanjel hasbuilt up a nationwide network ofschools that offer an education for just100 rupees (1.40 dollars) a month inone of the world’s poorest countries.

KAWASOTI - When Uttam Sanjel began giving reading classes to street children in the Nepalesecapital in the 1990s, he had little idea what his small teaching scheme would one day turn into.

send children to fee-paying schools thatoffer classes in English rather than tothe Nepali-language governmentschools.

But a private education remains outof the reach of many in the Himalayannation, where the average annual in-come is just 470 dollars.

Public education only began in Nepalin 1951, and adult literacy rates remainamong the lowest in the region.

In 2005 — the latest year for whichcomparative data was available — only48.6 percent of adults in Nepal were lit-erate against 61 percent in India, 90.7percent in Sri Lanka and 47 percent inBangladesh, UN figures show.

Sanjel said he wanted to offer a bet-ter alternative to the free governmentschools in Nepal, calling the discrep-ancy between private and public school-ing a major social injustice.

“There are two kinds of schooling.The public school students do not knowhow to speak in English even when theyleave school. The private school stu-dents can send emails to their parentsfrom grade two,” he said.

“This is not how it should be. It iswrong because it will create two kindsof citizen.”

Bus driver Dol Raj Subedi is send-ing his eldest son to Sanjel’s new school,and says he wishes he could have hadthe same opportunity as a child. “Driv-ing is hard work. I am not very well andmy back hurts a lot,” said the 37-year-old, who earns 150 rupees a day.

“If I was educated, if my parents had

sent me to school, I think it would havebeen different.

“All I care about is good educationfor my children. This new system ofeducation in my village has helped meto get that.”

Sanjel has won awards in Nepal forhis work in the education sector, but headmits he did not excel at school, andsays he never considered teaching as acareer option.

He spent seven years in Mumbai try-ing to realise his dream of becoming aBollywood star before returning toKathmandu where, finding himself at aloose end, he began teaching classes forstreet children.

“I thought only a couple would showup. But around 100 children took partand started learning enthusiastically. Iwas overwhelmed,” Sanjel told AFP.

The experience inspired him to startthe first of his network of schools —called Samata, or Equality Schools, onthe outskirts of Kathmandu with just100 students.

Now, that school alone educates3,500 pupils and in all, Sanjel has 18,000children in his care.

“There were hardships along theway,” he told AFP. “At one point I hidinside a toilet cubicle for two hours be-cause I did not have money to pay theconstruction contractors.

“I was not able to pay the teachers’salaries for three whole months and itwas always difficult to pull togetherenough money to pay the staff. But ifyou are persistent, you will succeed.”

tivity growth,” warned AugustineFaucher, director of macroeconom-ics for Moody’s Economy.com.

To close the deficit and boostlong-run growth, he said,policymakers would need to raisetaxes and cut spending, steps theyhave been unwilling to take.

The White House acknowledgedthe alarming fiscal situation butblamed the Bush administration forthe mounting deficit.

“Overall, it underscores the direfiscal situation that we inherited andthe need for serious steps to put ournation back on a sustainable fiscalpath,” said the White House’s Officeof Management and Budget direc-tor Peter Orszag.

But Orszag pointed out that sevenmonths of Obama administrationpolicies had already seen the esti-mated deficit for the 2009 fiscal year,which ends September 30, trimmedby 262 billion dollars.

The government has pumped hun-dreds of billions of dollars into the frag-ile financial system battered by a crisisstemming from a home mortgage melt-down that plunged the world’s largesteconomy into recession.

Wayan Rai has just arrived herefrom Thailand after leading a 25-mem-ber group of artists, made up of ISIlecturers and students, to sign theagreement.

The Age reports that Kerobokan Prisondoctor Agus Hartawan said Corby is ca-pable of socialising with other prisoners.

“Judging from her daily routine, she’sfine,” he said.

Psychiatrist Jonathan Phillips earlier inthe week made a 20-page report on Corby’scondition, noting that the 32-year-old was“hanging on by a thread”.

“Permanent deficits of this sizeare a real negative for long-run eco-nomic growth, pushing up interestrates and reducing the amount ofcapital available for private invest-ment, ultimately reducing produc-

tivity growth,” warned AugustineFaucher, director of macroeconom-ics for Moody’s Economy.com.

To close the deficit and boostlong-run growth, he said,policymakers would need to raisetaxes and cut spending, steps theyhave been unwilling to take.

The White House acknowledgedthe alarming fiscal situation butblamed the Bush administration forthe mounting deficit.

“Overall, it underscores the direfiscal situation that we inherited andthe need for serious steps to put ournation back on a sustainable fiscalpath,” said the White House’s Officeof Management and Budget direc-tor Peter Orszag.

But Orszag pointed out that sevenmonths of Obama administrationpolicies had already seen the esti-mated deficit for the 2009 fiscal year,which ends September 30, trimmedby 262 billion dollars.

The government has pumped hun-dreds of billions of dollars into the frag-ile financial system battered by a crisisstemming from a home mortgage melt-down that plunged the world’s largesteconomy into recession.

COLOMBO - Internationalcredit rating agency Standard andPoor’s has raised the outlook on itsrating for Sri Lanka’s debt to “stable”from “negative” following a 2.6-bil-lion-dollar IMF bailout package.

The move to a stable outlook re-flects the improving state of thegovernment’s finances and means therisk of a further downgrade of the maincredit rating is diminished.

The agency kept Sri Lanka’s rat-ing at “B”, which is five notches belowinvestment grade despite an improve-ment in the island’s foreign reserves.

“The ratings could be raised ifgovernment policies lead to a sustain-able boost in tax revenues and reducedfiscal imbalances,” S & P said in astatement received here late Tuesday.

Over the past nine years, Sanjel hasbuilt up a nationwide network ofschools that offer an education for just100 rupees (1.40 dollars) a month inone of the world’s poorest countries.

KAWASOTI - When Uttam Sanjel began giving reading classes to street children in the Nepalesecapital in the 1990s, he had little idea what his small teaching scheme would one day turn into.

send children to fee-paying schools thatoffer classes in English rather than tothe Nepali-language governmentschools.

But a private education remains outof the reach of many in the Himalayannation, where the average annual in-come is just 470 dollars.

Public education only began in Nepalin 1951, and adult literacy rates remainamong the lowest in the region.

In 2005 — the latest year for whichcomparative data was available — only48.6 percent of adults in Nepal were lit-erate against 61 percent in India, 90.7percent in Sri Lanka and 47 percent inBangladesh, UN figures show.

Sanjel said he wanted to offer a bet-ter alternative to the free governmentschools in Nepal, calling the discrep-ancy between private and public school-ing a major social injustice.

“There are two kinds of schooling.The public school students do not knowhow to speak in English even when theyleave school. The private school stu-dents can send emails to their parentsfrom grade two,” he said.

“This is not how it should be. It iswrong because it will create two kindsof citizen.”

Bus driver Dol Raj Subedi is send-ing his eldest son to Sanjel’s new school,and says he wishes he could have hadthe same opportunity as a child. “Driv-ing is hard work. I am not very well andmy back hurts a lot,” said the 37-year-old, who earns 150 rupees a day.

“If I was educated, if my parents had

sent me to school, I think it would havebeen different.

“All I care about is good educationfor my children. This new system ofeducation in my village has helped meto get that.”

Sanjel has won awards in Nepal forhis work in the education sector, but headmits he did not excel at school, andsays he never considered teaching as acareer option.

He spent seven years in Mumbai try-ing to realise his dream of becoming aBollywood star before returning toKathmandu where, finding himself at aloose end, he began teaching classes forstreet children.

“I thought only a couple would showup. But around 100 children took partand started learning enthusiastically. Iwas overwhelmed,” Sanjel told AFP.

The experience inspired him to startthe first of his network of schools —called Samata, or Equality Schools, onthe outskirts of Kathmandu with just100 students.

Now, that school alone educates3,500 pupils and in all, Sanjel has 18,000children in his care.

“There were hardships along theway,” he told AFP. “At one point I hidinside a toilet cubicle for two hours be-cause I did not have money to pay theconstruction contractors.

“I was not able to pay the teachers’salaries for three whole months and itwas always difficult to pull togetherenough money to pay the staff. But ifyou are persistent, you will succeed.”

Yamini Mehta, director of mod-ern and contemporary Indian art atthe Christie’s auction house in Lon-don, says the Indian art business isgathering momentum but the ab-sence of institutional support is aproblem.

“There has not been much insti-

tutional support and resources forthe visual arts in India as there hasbeen in China,” Mehta told AFP.

She says the Chinese authoritieshave promoted the arts heavily sincethe 1980s to compensate for the lossof creativity during the CulturalRevolution of the 1960s.

Neale believes that the fact theMP4-24 was turned from being theworst car in pre-season testing to thewinning machine in Hungary wasproof that its design was not funda-mentally flawed.

“It’s a testament to a huge amountof hard work, but it is also evidenceof what I said at the beginning ofthe season, which is that we hadn’tdone anything wrong with the car,we just hadn’t done enough,” ex-plained Neale.

“When you end up with a carwhere you have taken a completelywrong turn with it, i.e you’vescrewed up the stiffnesses or youhave done something to make it re-ally unstable, it is notoriously diffi-cult to get that back.

“We had just under-developedthe aero package and then in the cutand thrust of what happened be-tween week 11 and getting to thefirst European race, we turned theorganisation upside down here be-cause we knew we had to fight backand try and overhaul teams that inthemselves were pushing forwards.”

He added: “In terms of the con-

fidence for 2010, then the regulationsare different but it is evolutionaryrather than revolutionary.

“The fundamental aerodynamics ofthe package are the same. The bigchanges will be in the weight of the

car because we will have to carry thefuel that we need for the whole race.
