Tom Mayo has been the President/CEO of Tom Mayo Construction, Inc. for the past 40 years. He is currently serves on the Board of Directors and has been a Past President at the Ex-change. He has been the President of the Waterloo Athletic Club for 6 years. Tom’s experience with the Waterloo Athletic Club has benefited the Builders’ Exchange of Stockton tremendously with the efforts of fundraising events and during his 6 year term on the Stockton Exchange Board introduced the Bocci Tournament which has proven to be a successful. He has also helped to im-prove the current events that the Exchange offers such as the two golf tournaments, Membership BBQ and Crab Feed.
Scott Lovotti has served on the Board of Directors for the Builders’ Exchange for the last 3 years and would like to serve an-other term. He opened Lovotti, Inc. in 2006 after 20 years of expe-rience in HVAC as a lead service managerwhich just recently cel-ebrated its 10 year anniversary in January. In 2011, Scott opened a Commercial Refrigeration and Plumbing division. Lovotti Air has been a main sponsor at all Builder’s Exchange events for the last 5 years and he is also a member of the Event planning committee. His team recently won the Bocci Tournament in the Fall of 2015 and the Spring of 2016.

The Process for Requesting the CSLB to Create a New License Classification
Last week we discussed an inquiry we received on how to go about requesting that the Contractors License Board create a new license classification? Specifically, the request focused on the ever-growing specialty area of accessibility for persons with handicaps and the need for a new classification to address this ever-growing field of work.
We want to stress, the CSLB staff was extremely respon-sive to our initial inquiry and we are moving forward with setting up a meeting between the CSLB, our member association’s staff and the contractors making the request to ascertain if there is enough of a need to create a new specialty classification which most likely would be a C-61 D sub-classification.
Following is the response we received:“Before I can provide an informed response I will need additional information. What type of “handicap work” will be performed? Please be as detailed as possible, for instance which trades and/or materials will be involved? As you know there are many types of projects that could be labeled “handicap work” so I want to get as much information as possible to understand what exactly you are describing.”
Along with this reply came the following citation from the Business and Professions Code that provides the CSLB with the necessary authority to create a new license clas-sification:
Business and Professions Code 7059:(a) The board may adopt reasonably necessary rules and regulations to effect the classification of contractors in a manner consistent with established usage and procedure as found in the construction business, and may limit the field and scope of the operations of a licensedcontractor to those in which he or she is classified and qualified to engage, as defined by Sections 7055, 7056, 7057, and 7058.
So, the next step will be to set up a meeting between the interested parties to see if there is enough need to create a separate classification and whether there are enough contractors that perform this type of work to warrant the expense to create it. Stay tuned as we proceed further in this process.

March 14, 2016 STOCKS SETTLE AT 2016 HIGHS A 5-day gain of 1.10% left the S&P 500 at 2,022.19 at the closing bell Friday. Settling at 17,213.31 Friday afternoon, the Dow Jones Industrial Average rose 1.20% for the week while the Nasdaq Composite advanced 0.67% to end the week at 4,748.47. On March 11, the S&P settled above its moving average for the first time since December 30, and both the S&P and DJIA had their highest closes of the year, reaching peaks unseen since intraday trading on January 4.1
OIL RALLIES, GOLD RETREATS Light sweet crude closed at $38.50 a barrel Friday on the NYMEX, going +7.2% in five trading days. It was the highest settlement for a most-active contract since December. Gold went -0.9% for the week as appetite for risk grew, settling Friday at $1,259.40 an ounce in COMEX trading.2,3
WALL STREET WATCHES ECB, WAITS ON FED Economists polled by Reuters widely believe the Federal Reserve will leave interest rates alone next week, but in their consensus estimate, they put the chance of a rate hike by mid-year at 60%. The European Central Bank went in for more easing last week, unexpectedly expanding the scope of its economic stimulus measures and reducing all three of its interest rates.4
BULL MARKET TURNS SEVEN At 84 months, this bull market is now the third-longest in history, and it could soon surpass the 1949-56 bull, which ended after 85½ months. The current bull market rose an astonishing 68.6% in its first year. It advanced more than 10% in five of its first six years. It has lost ground over the past 12 months, but it has been rebounding.5
THIS WEEK: On Monday, Wall Street considers Q1 earnings from Cintas and Lennar. February’s PPI, February retail sales numbers and earnings from Oracle arrive Tuesday. Wednesday, the Federal Reserve releases its latest policy statement; investors will also evaluate the February CPI, data on February housing starts and industrial output, and earnings announcements from FedEx, Guess?, Jabil Circuit, and Williams-Sonoma. Thursday brings a new initial jobless claims report, plus earnings from Adobe Systems, Aeropostale, Lands’ End, and Michaels Companies. The University of Michigan’s preliminary March consumer sentiment index appears Friday, along with Q4 results from Tiffany.

Before you dig in California, call for an Underground Service Alert (USA) or you could accidentally hit power, cable, or pipelines with dangerous or explosive gases. Accidental con-tact with underground utilities can cause property damage, injury and even death. This notification is required for small holes in private yards or large excavations on construction sites.
Whether you use hand tools, power tools, or mobile equip-ment to dig, mark the site of your planned excavation in white and call the USA hotline or log into the website to submit a dig notice. Notify USA at least 2 to 14 days before you dig to allow service providers that have wires, lines, or pipes in the area a chance to mark them.
From anywhere in California notify the local one call center at 811. Their website is www.call811.com.
When you notify the USA service of your excavation by phone or email, your excavation will be assigned a ticket number good for 28 days. You need an active ticket number for the duration of your excavation. Keep the ticket number to vali-date your excavation permit.When utility service providers mark their lines and pipes, they use color-coded markings for each type of installation. Keep these marks visible during your excavation. If the markings are not visible or become damaged, contact the local call center at 811 to have them re-marked.
When you are excavating, use hand tools to locate and ex-pose the underground utilities. Dig gently; excessive force can damage pipes. Use tools with fiberglass handles to reduce the risk of shock. An air or vacuum excavation may be the safest way to expose underground utilities. If you damage under-ground utilities, notify USA and/or the owner immediately.
