Is There A Need for An Accessibility Improvement License?
I received a request from a client this week to discuss with the Contractors License Board the question of whether there is a need for an accessibility improvement license. Specifically, who and what types of work would this apply to, how many contractors perform this type of work and, are there consumers being ripped-off, etc.?
Speaking as one of the ‘Baby Boomer’ generation, let’s face it we’re all ‘getting up there’ in age. Along with aging comes the reality that at some point in our lives many of us will need improvements made to our homes to allow for wheel chair access, grab rails and a whole host of other needs to assist us and our loved ones. So too, many children are born with handicaps that require the addi-tions of many accessibility improvements. Finally, building codes continually are placing further requirements on new or existing structures that are being remodeled to include accessibility improvements.
With this background in mind, I was emailed by an ex-ecutive director of one of our member associations this week: “I had a lengthy conversation with a member today and he was discussing some concerns with a program out there that funds Accessibility Improvements for resi-dential work. It’s one of those specialties that is pretty much within the building codes but has a unique set of conditions and situations that make it pretty easy to take advantage of the home owner. Essentially, improve-ments are funded through state and federal money and the home owner is pretty well stressed out already with family members who are aging in place or are younger children confined to wheelchairs and more.”
“There is concern about the quality of work, while the consumer who would normally be the one complaining is in a position to really not say anything as they risk their funding or frankly are more concerned with how to get through the next few years. It’s a tough one, and one I’d like to have the CSLB weigh in on. I’d like to see if we can get a top level CSLB person to meet, with you, me and some representatives of a few associations dedicated to this type of home care and see if there is some way to develop a more specialized field of accessibility contrac-tors?”
“From what I understand, there is a pretty common his-tory of making in-field modifications to engineered lifts and personal elevators that have the potential of harming the user, along with a lack of quality and cost control over projects themselves. This seems to be an area that can easily be manipulated and overcharged due to the very real stress and urgency homeowner’s face when they are under pressure to react to a disability or major life change. I think it’s worth a conversation to see where the CSLB is at, has there been a track record of concerns, is this even on the radar.”
We have emailed the registrar to set up a meeting to start the dialog. In a future update we will share with you their reply, along with the process for creating a new license classification. At this juncture if the CSLB determines there is a need for creating this new classification, it will likely be a C-61Limited Specialty classification in the “D” subcategory for administrative tracking. We would wel-come your thoughts and comments about the need for this type of classification.

WEEKLY ECONOMIC UPDATE
WEEKLY QUOTE“Believe those who are seeking the truth. Doubt those who find it.”- Andre Gide WEEKLY TIP If your student will graduate from college with multiple, large student loans with different lenders, consolidating those loans may leave just one payment to one lender at one low interest rate. If your student has multiple but relatively small student loans, just paying them off as quickly as possible is often a better choice than consolidation.
WEEKLY RIDDLE What mathematical symbol can be put between 5 and 9 to get a number bigger than 5 and smaller than 9?
Last week’s riddle:You drop a coin into a bottle through its opening. Then, you push a cork into that same bottle opening to seal the opening. How do you get the coin out of the bottle without breaking the bottle or taking out the cork?
Last week’s answer:Push the cork into the bottle.
March 14, 2016 STOCKS SETTLE AT 2016 HIGHS A 5-day gain of 1.10% left the S&P 500 at 2,022.19 at the closing bell Friday. Settling at 17,213.31 Friday afternoon, the Dow Jones Industrial Average rose 1.20% for the week while the Nasdaq Composite advanced 0.67% to end the week at 4,748.47. On March 11, the S&P settled above its moving average for the first time since December 30, and both the S&P and DJIA had their highest closes of the year, reaching peaks unseen since intraday trading on January 4.1
OIL RALLIES, GOLD RETREATS Light sweet crude closed at $38.50 a barrel Friday on the NYMEX, going +7.2% in five trading days. It was the highest settlement for a most-active contract since December. Gold went -0.9% for the week as appetite for risk grew, settling Friday at $1,259.40 an ounce in COMEX trading.2,3
WALL STREET WATCHES ECB, WAITS ON FED Economists polled by Reuters widely believe the Federal Reserve will leave interest rates alone next week, but in their consensus estimate, they put the chance of a rate hike by mid-year at 60%. The European Central Bank went in for more easing last week, unexpectedly expanding the scope of its economic stimulus measures and reducing all three of its interest rates.4
BULL MARKET TURNS SEVEN At 84 months, this bull market is now the third-longest in history, and it could soon surpass the 1949-56 bull, which ended after 85½ months. The current bull market rose an astonishing 68.6% in its first year. It advanced more than 10% in five of its first six years. It has lost ground over the past 12 months, but it has been rebounding.5
THIS WEEK: On Monday, Wall Street considers Q1 earnings from Cintas and Lennar. February’s PPI, February retail sales numbers and earnings from Oracle arrive Tuesday. Wednesday, the Federal Reserve releases its latest policy statement; investors will also evaluate the February CPI, data on February housing starts and industrial output, and earnings announcements from FedEx, Guess?, Jabil Circuit, and Williams-Sonoma. Thursday brings a new initial jobless claims report, plus earnings from Adobe Systems, Aeropostale, Lands’ End, and Michaels Companies. The University of Michigan’s preliminary March consumer sentiment index appears Friday, along with Q4 results from Tiffany.

Before you dig in California, call for an Underground Service Alert (USA) or you could accidentally hit power, cable, or pipelines with dangerous or explosive gases. Accidental con-tact with underground utilities can cause property damage, injury and even death. This notification is required for small holes in private yards or large excavations on construction sites.
Whether you use hand tools, power tools, or mobile equip-ment to dig, mark the site of your planned excavation in white and call the USA hotline or log into the website to submit a dig notice. Notify USA at least 2 to 14 days before you dig to allow service providers that have wires, lines, or pipes in the area a chance to mark them.
From anywhere in California notify the local one call center at 811. Their website is www.call811.com.
When you notify the USA service of your excavation by phone or email, your excavation will be assigned a ticket number good for 28 days. You need an active ticket number for the duration of your excavation. Keep the ticket number to vali-date your excavation permit. When utility service providers mark their lines and pipes, they use color-coded markings for each type of installation. Keep these marks visible during your excavation. If the markings are not visible or become damaged, contact the local call center at 811 to have them re-marked.
When you are excavating, use hand tools to locate and ex-pose the underground utilities. Dig gently; excessive force can damage pipes. Use tools with fiberglass handles to reduce the risk of shock. An air or vacuum excavation may be the safest way to expose underground utilities. If you damage under-ground utilities, notify USA and/or the owner immediately.
