Highway Element Progress to Date The Process Begins – On September 16, 2009, the Street and Highway Planning Subcommittee of the MPO was formed to begin work on a new CTP, and began to look at data needs and collection, classification recommendations, crosssections, and policy changes for the new CTP. The first round of CTP maps, including the Highway Map, the Public Transportation and Rail Map, and the Bicycle Map, were adopted by the MPO on September 17, 2009, and by the North Carolina Board of Transportation on December 10, 2009. Data Inventory – Data for the entire CTP street and highway network were updated, corrected, or added as necessary. Based in part on data given by the localities within the MPO, road widths, rightofway, number of lanes, and speed limits have been included. Work has been completed to match name and project numbering conventions to those of NCDOT. 2035 Future Volume Final Projections – Projected 2035 traffic volumes for the CTP Street & Highway Table were generated for most street segments in the CTP. Future volumes were based on new 2009 traffic counts from NCDOT, data from the Piedmont Triad Regional Model (PTRM), and studies conducted for specific projects (such as the Northern Beltway and the Forum Parkway Connector). Based on these future volumes, volume/capacity (V/C) values were calculated both for use in the CTP and for use in the Congestion Management Process Biennial Report. Purpose and Need Statements – For facilities with major projects in a nearterm time frame, a purpose and need statement is required for the CTP. These purpose and need statements were developed by the NCDOT Transportation Planning Branch. Modifications to CTP Street and Highway Policy Changes – A number of policy changes have been identified to be included in the new CTP. These are identified the attached “Comprehensive Transportation Plan (CTP) Proposed Policy Changes” document. Assignment of Street CrossSections – A set of recommended crosssections was set forth in the 2002 Thoroughfare Plan. However, changing conditions (in transportation needs, policies, and finances) made it necessary to reexamine these recommendations. Also, in December 2010, NCDOT issued a new set of “Typical Highway CrossSections” which include several new configurations not previously available. Therefore, new crosssections have been developed and input was received from MPO localities. A small number of street segments also changed CTP classification because of the changes to their crosssections. Products Mapping – Highway Map, Pedestrian Map CTP Document – Executive Summary, Recommendations, Highway Table, Typical Crosssections Process Going Forward The CTP will be out for public review from May 19 – June 20, 2011. It will be brought to the TAC and TCC for adoption at the July 2011 meetings.

Comprehensive Transportation Plan (CTP) Update – May 2011 

I. Highway Element 

Progress to Date The Process Begins – On September 16, 2009, the Street and Highway Planning Subcommittee of the MPO was formed to begin work on a new CTP, and began to look at data needs and collection, classification recommendations, cross‐sections, and policy changes for the new CTP. The first round of CTP maps, including the Highway Map, the Public Transportation and Rail Map, and the Bicycle Map, were adopted by the MPO on September 17, 2009, and by the North Carolina Board of Transportation on December 10, 2009.  

Data Inventory – Data for the entire CTP street and highway network were updated, corrected, or added as necessary. Based in part on data given by the localities within the MPO, road widths, right‐of‐way, number of lanes, and speed limits have been included. Work has been completed to match name and project numbering conventions to those of NCDOT. 

2035 Future Volume Final Projections – Projected 2035 traffic volumes for the CTP Street & Highway Table were generated for most street segments in the CTP. Future volumes were based on new 2009 traffic counts from NCDOT, data from the Piedmont Triad Regional Model (PTRM), and studies conducted for specific projects (such as the Northern Beltway and the Forum Parkway Connector). Based on these future volumes, volume/capacity (V/C) values were calculated both for use in the CTP and for use in the Congestion Management Process Biennial Report.

II. Pedestrian Element 

Data Collection – Generating and maintaining the CTP sidewalk map requires the coordinated efforts of several staff members to guide the process. The initial effort was to update the sidewalk map to reflect actual conditions in the community. The last sidewalk inventory was completed in 2007, so the data update required the mapping of approximately 4 years of sidewalk construction. Records of sidewalks built through Winston‐Salem DOT and the other communities in the Urban Area were easy to collect and inventory. However, records of sidewalks built through the development process and administered by the Winston‐Salem Inspections and Engineering Departments were more difficult to obtain. Fortunately, the communications and procedures created through the process has created a protocol for sharing sidewalk information in the future. There now exists a process by which the Transportation, Engineering, and Inspections Departments can share information to ensure that sidewalk information is never more than three months out of date. 

Winston‐Salem DOT staff inventoried the sidewalks necessary to bring the sidewalk data file up to date. The DOT Engineering Technician used a handheld GPS to catalog all sidewalk segments and all of the details associated with the sidewalk, including condition, obstacles, and curb ramps. After collecting the field data, the Engineering Technician downloaded the data and incorporated it into the existing sidewalk data layer. 

Planning Process – In planning and constructing new sidewalk segments, DOT staff perform evaluations of all segments to generate a sorted list of projects to which funding is then applied. Sidewalks are given a final score based on their proximity to schools, shopping centers, housing, parks, existing bicycle and pedestrian facilities, and the street and neighborhood conditions in which the sidewalk is to be built. The list of sidewalks is ranked in order of need and presented to City Council for review. With City Council approval in place, projects are built using Capital Improvement Program funds based on their final ranking. STP‐DA funds are also used to construct sidewalks, but projects must compete for funding with other projects throughout the MPO. Because of the requirements associated with STP‐DA funding, typically only projects costing $200,000, or more, are considered for that funding source. 

CTP Pedestrian Map – Once existing pedestrian facilities were identified as outlined above, they were added to the new CTP Pedestrian Map. Pedestrian facilities include sidewalks, off‐street walking trails, and greenways and other shared‐use paths 

Facilities which were adequate to safetly accommodate pedestrian traffic were denoted as “Existing”. Those for which improvements such as filling in gaps, widening sidewalks, or meeting Americans with Disabilities Act (ADA) requirements were needed are identified as “Needs Improvement”. 

Identified future pedestrian facilities were also added to the Pedestrian Map as “Recommended”. These include recommended streets or highways which are designed to accommodate pedestrian transportation, and the addition of sidewalks to an existing street or highway where no pedestrian accomodations currently exist. Recommended pedestrian facilities have been identified through existing plans (such as the Sidewalk and Pedestrian Facilities Plan or local area plans), development guidelines, and other local plans (such as the Clemmons Village Transportation Plan).

KERNERSVILLE AREA

1) OLD SALEM ROAD AND INTERSTATE 40, Add Interchange

This interchange was requested by the Town of Kernersville. The proposed I-40 interchange at Old Salem Road is located midway between the NC 66 and Union Cross Road/I-40 interchanges. The new interchange will serve the rapidly-developing areas in southern Kernersville.

2) BOST STREET, BROWN ROAD, DONNELL STREET, Change to Collector Street; BROWN ROAD EXTENSION, Remove from W Mountain Street to Dobson Street

These streets are more properly suited to the function of a collector street than that of a thoroughfare; the formerly proposed extension of Brown Road has been removed from the Thoroughfare Plan of the Town of Kernersville.

3) OLD GREENSBORO ROAD, Change to Collector Street between E Mountain Street and Guilford County line

The U-2800 Macy Grove Extension project will divide Old Greensboro Road, with the western portion to be ended in a cul-de-sac. This will make the road unsuited to the role of a thoroughfare, but both sections will still adequately function as collector streets.

4) OLD US 421, Remove between I-40 Business and E Mountain Street

The U-2800 Macy Grove Extension project will remove Old US 421, which currently serves as a ramp from I-40 Business to E Mountain Street. 5) NC 66, Change to Other Major Thoroughfare between I-40 Business and I-40

As a result of discussions with the Town of Kernersville and the desired cross-section of NC 66, the section listed above has been changed from a boulevard to a major thoroughfare. 6) KERNERSVILLE MEDICAL PARKWAY, Add as Other Major Thoroughfare

Along with the development of the new hospital in Kernersville, a new major thoroughfare has been partially completed. The Kernersville Medical Parkway has been added from NC 66 to Macy Grove Road.

BERMUDA RUN AREA

10) REDLAND ROAD AND INTERSTATE 40, Add Interchange; JUNEY BEAUCHAMP ROAD AND REALIGNMENTS, Add as Minor Thoroughfare

This interchange was requested by the Town of Bermuda Run and Davie County. They have listed a proposed interchange at Redland Road as a priority in the preliminary draft of the 2030 Thoroughfare Plan for Davie County. New residential and non-residential development in the NC 801/US 158 corridor has pushed existing facilities over capacity. Traffic growth is expected to increase at a high rate due to proposed new development.

The Thoroughfare Plan does include plans for widening existing facilities (NC 801 and US 158). However, the existing interchanges (exits 180 and 174) are 6 miles apart, which forces all traffic accessing I-40 through the 801/158 intersection. The new interchange is needed to alleviate this congestion.

While Juney Beauchamp Road is outside of the MPO boundary, it forms an integral part of the Davie County-Forsyth County Connector and the Redland Road interchange. NCDOT staff have agreed that the Winston-Salem MPO may include this segment on the Comprehensive Transportation Plan.

Between Martin Luther King, Jr. Drive and Fifth Street, Trade Street runs through the Arts District in downtown Winston-Salem, where many restaurants, galleries, and theaters are located. It is sometimes closed for special events, and is not well-suited for use as a thoroughfare.

First and Second Streets would change designation to a collector street to better reflect the land uses in that area: residential, more local in nature.

Cherry and Marshall Streets should be changed to Minor Thoroughfares to create a more pedestrian-friendly feel for these streets and to eliminate all of the through traffic destined for Business I-40. High Street effective serves as a ramp to Business I-40, and the removal of the Cherry/Marshall interchange would allow it to be removed from the CTP.

12) BROAD STREET, PETERS CREEK PARKWAY, & BROOKSTOWN AVENUE, Various changes

PETERS CREEK PARKWAY & BROOKSTOWN AVENUE, Realign to N Broad Street; BROAD STREET, Change to Minor Thoroughfare south of Peters Creek Realignment.

The realignment of Peters Creek would create a single boulevard with Broad Street to the north, improving north-south travel on the western side of the downtown. Brookstown Avenue would realign to Broad Street, and south of this realignment Broad Street is best utilized as a minor thoroughfare, as it already is south of Business I-40.

13) BUSINESS INTERSTATE 40 (US 158/421, NC 150), Remove interchanges with S Broad Street and S Cherry Street/S Marshall Street

As part of a larger plan to change the nature of transportation options in the Downtown Area, it is recommended that these two interchanges be removed. Along with the projects listed above, this change would produce a more locally-oriented road system within the Downtown, while routing through traffic more efficiently as well. This would also have the effect of improving interchange spacing on Business I-40.

14) US 52 (US 311, NC 8), Remove interchange with E Third Street/E Fourth Street/E Fifth Street

Removal of this interchange is a proposed part of an upcoming project to improve US 52.

15) US 52 (US 311, NC 8), Remove interchange with Rams Drive (formerly Stadium Drive)

Removal of this interchange is part of an upcoming project to improve US 52.

16) RESEARCH PARKWAY, Change alignment between Rams Drive and E Third Street; PATTERSON AVENUE EXTENSION, Remove from CTP between Research Parkway and E Third Street

In the 2008 PTRP Central District Master Plan, an entirely new street layout was adopted for the Research Park area. The new layout includes a single thoroughfare instead of the two proposed before. This change to the CTP reflects the results of the 2008 Master Plan.

17) US 311 (NEW WALKERTOWN ROAD), Change to Other Major Thoroughfare between Carver School Road and the Northern Beltway (Eastern Section)

As a result of the desired cross-section of New Walkertown Road, the section listed above has been changed from a boulevard to a major thoroughfare.

18) KETNER ROAD AND PROPOSED EXTENSION, Add as Minor Thoroughfare

This project would have three sections: realignment of Ketner Road with Shallowford Road (part of the Northern Beltway project), improvement of the existing Ketner Road, and extension up up to Robinhood Road. It would address the lack of local north-south access to the west of the Western Leg of the proposed Beltway. This project was suggested in discussions leading to the MPO’s Collector Street Plan.

19) MILHAVEN ROAD, Change to Collector Street between Robinhood Road and N Peace Haven Road

The City of Winston-Salem worked with residents living on Milhaven Road and developed a traffic calming plan to address safety and speeding concerns along the road. The approved and installed traffic calming plan called for center islands at regular intervals along the road. The treatment has reduced travel speeds on Milhaven Road. As a result, Milhaven Road is now more suited as a collector street than as a thoroughfare.

20) PEACE HAVEN ROAD/STYERS FERRY ROAD CONNECTOR, Change Alignment between Lasater Road and S Peace Haven Road, BULLARD ROAD, Add as Minor Thoroughfare

When the Peace Haven/Styers Ferry Connector Feasibility Study was conducted, a new alignment (not among the original three studied) was selected as the preferred alternative. Among the notable changes is that the new road will not connect directly to Styers Ferry Road, instead ending on Lasater Road. This change to the CTP reflects the results of the feasibility study.

21) McGREGOR ROAD, Add as Minor Thoroughfare

McGregor Road was on the Thoroughfare Plan years ago, but was removed from that plan in the 1990’s due to the anticipated construction of the western leg of the Winston-Salem Northern Beltway. The delays in implementing the Northern Beltway caused by the recently-concluded lawsuit, and the decision to proceed with the eastern leg first, have made the construction of this portion a distant prospect. Therefore, McGregor Road can still function as a minor thoroughfare for the foreseeable future, and should be restored to the Thoroughfare Plan’s successor, the Comprehensive Transportation Plan.
