Remember that the ward system has been abolished in Cabonne, so voting will be slightly different from previous years. Should you have any questions, please ask any of the electoral officials at the polling place before voting. MATTERS OF STATE with TROY GRANT MP Member for Dubbo More police means greater peace of mind for the community. Thirty eight new police recruits are headed the western regions way following last week's announcement by the Minister for Police that 437 new police officers have graduated from the NSW Police Academy. The Orana Local Area Command (LAC) will receive five new police officers and three officers will be stationed in the Lachlan LAC. This boost to regional police resources is confirmation of the Government's determination to deliver better outcomes for the Dubbo electorate. The Government's decision to boost regional policing numbers is in direct contrast with the position taken by the leader of the Opposition who suggested earlier this year that more police should be re-directed to metropolitan commands. The 2012-13 state budget included $178 million in recurrent funding over the next four years to bring the NSW Police Force to a record strength of 16,356 officers by June 2014. Police strength across the state now stands at 16,016 officers. Floods impact on both individuals and communities, and have social, economic, and environmental consequences. The consequences of floods, both negative and positive, vary greatly depending on the location and extent of flooding, and the vulnerability and value of the natural and constructed environments they affect. I was pleased to announce with Minister for Finance and Services, Greg Pearce, a progress payment of $313, 000 to Dubbo City Council towards the cost of cleanup and repairs to public infrastructure following floods in late November and early December 2010. Without this financial assistance, the effects of the flooding would have placed a big burden on Council and its ratepayers. The Macquarie Regional Library suffered flood damage that could not be recovered from insurance. Funding has also been provided for repairs to the Dubbo Visitor Information Centre where the office, storage and public areas were severely affected by water damage. Under an agreement with the Australian Government, NSW pays for the first $119.7 million of natural disaster infrastructure costs each year. The Australian Government matches NSW expenditure for costs between $119.7 million and $209.5 million and beyond that covers three quarters of all costs. There is no bigger threat to the integrity of sport than match-fixing. Legislation will be introduced into Parliament to send a clear message that anyone found guilty of match fixing or corrupting the betting outcome of a sporting event could face up to 10 years jail. NSW is the first jurisdiction in Australia to introduce these tough new penalties. Most of us have at some time or another has been lured in by a displayed price for fuel, only to discover it’s a discounted price available only with a shopping docket or a particular type of credit card. Petrol stations will be required to display the fuel price available to every motorist – not the discounted price. Stations will also have to show the non-discounted price for the top two selling fuels, as well as diesel and LPG. This is a very simple plan by the NSW Government to make the price of fuel more transparent and honest to the consumer. Graffiti vandals believe their actions harm no one. The reality is graffiti hurts everyone: home-owners, communities, businesses, schools, and you. And, those who practice it risk personal injury, violence, and arrest. The NSW Government has delivered on an election promise to implement tough new laws targeting graffiti. The laws require juvenile graffiti vandals to appear before court for a graffiti offence and clean up their graffiti. Courts will also have the power to extend the time graffiti offenders spend on their ‘L’ and ‘P’ plates and strip them of points from their licence. The new laws are significantly stronger than anything the former Labor Government introduced over 16 years – they would have been even stronger if had Labor supported our original bill. Expert analysis shows flashing lights around school zones slow drivers down and save lives. That's why I am pleased that safety for students, parents and teachers has received a boost with 189 additional schools to be protected by school zone flashing lights by June next year. The NSW Liberals & Nationals have accelerated the roll-out – installing them three times faster than the rate of the former Labor Government. Once completed, 1,221 out of 3,150 schools in NSW will have flashing lights.

To the editor... In regards to the safety of our residents in Canowindra, we 110% agree with the article from Anthony Durkin. We continually see and hear these young drivers, or not so young, drive through the stop sign at the corner of Winton Street @ Newton Street. There was an accident involving a long time resident who could have been killed, because of a driver not stopping at the stop sign or giving way. When are you going to learn? We have a school bus loaded with children using that intersection. How could anyone live with themselves if you killed a child or anyone? Teriyaki Chicken Stir Fry

2 tsp peanut or olive oil 500g single chicken breast fillets, sliced 1 brown onion, halved, thinly sliced 1 garlic clove, crushed 1 carrot, peeled, thinly sliced 1 zucchini, thinly sliced ½ cup teriyaki marinade 1 tbsp kecap manis (sweet soy sauce) 1 x 450g pkt rice noodles 1/4 wombok, shredded 1 tbsp chopped fresh coriander

Heat a large frying pan over high heat. Add oil & heat until just smoking, swirl to coat bottom of pan evenly. Add half the chicken & stir-fry for 3 minutes or until just cooked through, transfer to a plate. Reheat pan & add remaining chicken & cook the same way, remove from pan. Add onion & garlic to the pan. Stir-fry for 3 minutes or until onion is soft. Add the carrot & zucchini, stir-fry for 3 minutes or until just tender. Add chicken, marinade & kecap manis. Prepare noodles as per packet directions & add when noted. Stir-fry for 2 minutes or until noodles separate & sauce thickens. Add wombok & stir-fry for 30 seconds or until wombok wilts. Sprinkle with coriander to serve.

NEW STUDENT SUPPORT AT HIGH SCHOOL Chris Cuddy begins his role as ‘Student Welfare Officer’ at Canowindra High School, who are very excited to have this new position. Mr Cuddy begins Tuesday 4 September 2012. The Student Welfare Adviser is employed using DEEWR funding for a period of 400hrs per annum over 2012‐2014. The Student Welfare Adviser works closely with the Deputy Principal and the Learning Support Team to implement student welfare programs, and support the emotional and social wellbeing of our students. This position does not encompass spiritual or religious guidance. Key roles and responsibilities include: Operate within and promote the core

values in NSW Public Schools; Support the school’s welfare policies

and implement whole school anti‐bullying and engagement programs; Respond to referrals from the Learning

Support Team with a view to providing care and support; Support Year Advisers to provide feed-

back and support to families of students at risk; Coordinate and support whole school

Plant Nerd I spent father's day in the garden, which for some Dads would be more akin to torture or something that they will do only under duress. I had my trusty helpers (Master 6 and Miss 3) pruning back dead flower heads and plants that were dormant over winter. We were also mulching – the most important job for the day. Most of us gardeners know the benefit of mulch – retaining moisture, improving soil condition and feeding the plants. There are lots of different products that can be used for mulch – gravel, wood chip, bark, straw and lucerne. In some parts of the Mediterranean, the trees are mulched with rocks. All of these products listed will perform the primary function of retaining moisture in the soil, but only the organic based mulches will actually improve the soil. My favourite is lucerne mulch as this also increases the fertility of the soil. I have spoken to people who do not like lucerne as a mulch as it breaks down too quickly. I'm OK with that as it is feeding not only the plant, but the micro-organisms in the soil too. These tiny soil bugs improve the soil structure, the moisture holding capacity of the soil and health of the plants. While lucerne can be a but pricey, it is definitely worth the investment in the garden. For your mulch to be effective, it needs to be about 10cm deep. There is no point trying to skimp and put it on thinner – it will be a waste of time (and money). As it looks like we will be heading back into a drier spring and summer with the El Nino cycle returning – now is the time to act. Mulch deeply now, improve your soil and prepare your garden for the drier times ahead.

FUNDRAISING NOT JUST A WALK IN THE PARK Or is it??? This year Moyne will again be participating in the Salvation Army Aged Care Plus Walkathon, last year having raised $360 for disadvantaged children in Central Australia. On Friday 14 September 2012, staff, residents, friends and family will be stepping out to help raise funds for The Salvation Army Aged Care Plus team to support community programs for those in need. This year Malawi Bicycle Ambulances; Streetlevel Sydney and Streetlevel Brisbane will be the recipients. Held in September each year, the Walkathon has been going since 2009 and has successfully raised over $80,000 to help those in need. There are many ways in which you can make a positive difference to the lives of Moyne residents through this year's Walkathon, including wheeling residents, walking with them or by providing a helping hand during the event. The Mayor said engineering issues meant it was not possible to erect a shade shelter over the entire skate park, how-ever the extension of the concrete slab on the northern side for a longer landing area provided the opportunity for shade structures in two locations. The students also asked for a drinking fountain and water bottle refilling station at the skate park. “Council has arranged for this to be installed by Central Tablelands Water, but CTW is having difficulty getting sufficient supplies of the refilling stations,” Cr Dowling said. “Cabonne Council has included the cost and the fountain and its installation in our budget and as soon as Central Tablelands Water overcomes its supply problems, the water station will be installed.” Cr Dowling said the council’s community service staff also discussed the possibility of recreational bus trips, both locally and to Sydney, for Year 7-12 students. “If the students organise the trips, council will considering sponsoring the bus hire cost,” he said.

COUNCIL RESPONDS TO STUDENTS' REQUESTS Shade structures will be built at Canowindra skate park along with an extended “landing area”, the town’s school leaders were told last week. Harry Myers, Blake Willson, Emily McTaggart and Simone Middleton met with Cabonne Mayor Bob Dowling to follow-up issues raised with the Council earlier in the year. Representatives from Canowindra, as well as Molong and Yeoval Central Schools, addressed Council during the year to out-line their priorities and visions for the Shire’s future. “It is important for us to meet with the students again to give feedback on their requests and suggestions,” Cr Dowling said. The Mayor said the Canowindra students had requested three improvements to the recently-built skate park, on behalf of young people in the town. “Two shade structures will be built on the western side of the park for spectators and those people waiting to use the facility, while two others will be constructed over the extended landing area proposed for the northern end of the structure,” Cr Dowling said.

CAPTIVATING FASCINATORS This Saturday 8 September Canowindra CWA presents a fascinator workshop led by Anne Vincent and Bronwyn Guest from Millinery Matters. Starting at 2pm, participants will be given a little bit of hat history, shown the basics of how to make a fascinator and be able to select components from a range of feathers, flowers, ribbons and veil to create their own stylish headpiece. Fascinators are a very versatile headwear and suit almost every face shape or body type. They can be worn in a variety of situations such as Melbourne Cup luncheons, race meetings and weddings, and are very adaptable as one size fits all. They also make great gifts. Cost is only $20 per head , this includes a sinamay or straw base, up to three components and a headband or comb fitting. A range of additional trims will be available for purchase for anyone who would like to compose a more elaborate creation. All necessary equipment will be available for use, however participants should bring along basic sewing requirements such as scissors, pins, needles and thread if possible. Most fascinators do not require intricate stitching, so sewing knowledge is not required, just a sense of humour and style. FEDERAL ROUNDS Monday 3rd September 2012 Lest We Forget: Like most Australians, I was deeply saddened by the deaths of five Australian troops in two separate incidents in Afghanistan last week. I am sure I speak on behalf of the Calare community when I express my condolences to the families and friends of all the brave Australian soldiers who have lost their lives and those who have been injured. Our thoughts and prayers are also with the families of all our soldiers. The reality of the tragedy was certainly made apparent when I learned one of the men killed last week was the son of an old school mate of mine. These events should serve as a reminder to us all of the sacrifices that the men and women of the Australian Defence Force make in the defence of our Nation. As a Member of Parliament, I am always appreciative and respectful of the great responsibility I have. But times like this cer-tainly serve to remind us as MPs, Senators, Shadow Ministers and of course Ministers how immense that responsibility can be. Thank you local Councillors: As the Council elections approach, I would like to thank all those retiring local government repre-sentatives who have served on Councils in Oberon, Lithgow, Blayney, Bathurst, Orange, Cabonne, Parkes and Forbes. I would particularly like to pay tribute to retiring Mayors of the region –Neville Castle of Lithgow, Bruce Kingham of Blayney, Bob Dowling of Cabonne and Don Fitzpatrick of Oberon. Being a councillor, like any politician, can be a very rewarding job, but it’s not an easy job. On behalf of the Calare community, thank you for doing your service to your community. I also wish all those contesting the election the best of luck in Saturday’s polls. Another week, another Carbon Tax victim: I was stunned to learn recently the Lithgow Workies Club will pay an additional $100,000 in power costs over the next two years, solely because of the Carbon Tax. Having recently negotiated new charges with their supplies, the Club will now pay an additional $4863 a month for ‘carbon costs’, not including regular price increases. The Club fears any further increases in costs could affect their ability to provide funding support to local community groups and sporting clubs. This only serves to further highlight the disaster that is the Carbon Tax, particularly following the Prime Minister’s backflip over the floor price just months after the Tax was introduced. The Coalition will seek to end the chaos and confusion surrounding the Carbon Tax, by moving an amendment to scrap the scheme when the Government introduces legislation to remove the floor price. National Flag Day: Monday of this week was National Flag Day, marking 111 years to the day since the Australian flag was first flown. Australians chose their own flag in 1901 following an open public design competition. The flag we proudly fly today was chosen from more than 32,000 entries. The flag is a symbol of Australia’s identity and pride and should be respected.

SCHOOL SAFETY LIGHTS Flashing school zone lights, a priority of Molong Central School students when they met last week with Cabonne Council, will be installed at the school in coming months. Cabonne Mayor Bob Dowling said the warning lights had been scheduled for installation by the State Government. Students asked for the lights when they met with the Mayor, following up on issues raised with the Council earlier in the year. Representatives from Molong and Yeoval Central Schools and Canowindra High School addressed the Council during the year to outline their priorities and visions for the Shire’s future. “It is important for us to meet with the students again to give them feedback on their requests and suggestions,” Cr Dowling said. “The school zone warning lights were suggested at this latest meeting as a crucial means of increasing safety for students, staff and parents, particularly at the Edward and Wellington Streets pedestrian crossing. “Fortunately, State Member for Orange Andrew Gee has announced that Molong Central School will receive the flashing lights, a decision that is warmly wel-comed by both the school and council.”

WOODBRIDGE CUP GRAND FINAL HOSTS The Woodbridge Cup Grand Final is set down for Sunday 16 September at Tom Clyburn Oval Canowindra. Two teams have booked their places in the Woodbridge Cup Grand final day at Canowindra. Canowindra Tigers Youth League side are into the Grand Final after a convincing 24-12 win over the Peak Hill Roosters. They now await the victor of the Peak Hill, Eugowra preliminary final clash at Eugowra this Sunday. Recent history suggests Peak Hill will have another shot at the Canowindra boys, but semi finals football is certainly different. Eugowra led by Brendan Plunkett & Jarred Nicholson could pull off an upset.

TIGERS 19S THROUGH TO GRAND FINAL Peak Hill and Grenfell were the hosts of the second round of Woodbridge cup semi-finals on Saturday and Sunday. The League Tag girls were back to their best as they kept Grenfell Girlanas to a nil score, winning convincingly 34-0. The girls played an outstanding defence match which allowed Sally, Madi, Alicia and Annie score. Mel and Millie converted all bar one try. The 19s started strong and were never in danger of letting the pressure of the semis get to them. In what turned out to be a penalty riddled match the boys held it together to take out the win and go through to the Grand Final 24-12. Try scorers were Jayden, Nick W, Dom and Larz. Dylan converted all 4 tries. Congratulations to both teams on great wins and all the best for the rest of your finals campaign. The girls take on Eugowra this Sunday, for a spot in the Grand Final and the first grade take on Peak Hill. Both games are at Eugowra with the day starting at 10am for the girls.
