The government of Bangladesh has decided to provide financial incentives of about Tk 30.21

crore (around $3.9 million) to around 210,000 rice farmers in 48 districts to help them increase

the output from the ongoing Aus cropping season (February - August), according to local

sources.The Agriculture Minister told local sources that farmers will be supported with seeds,

urea, muriate of potash (MoP) and diammonium of phosphate (DAP) over the next few days. She

note that around 180,000 farmers will receive seeds and fertilizer worth Tk 1,350 (around

$17.36) each for growing high-yielding varieties of Aus; 30,000 farmers will receive seeds and

fertilizer worth Tk 1,970 (around $25.33) for growing Nerica, a drought-tolerant hybrid rice

variety.

The Minister added that 21 districts noted that the initiative is expected to increase the 2015 Aus

output by about 70,000 tons compared to last year.She added that nearly 21 districts in northern,

central parts and Barind region as well as 12 Aus rice producing southern districts, which were

affected by the recent tornado and hail-storm are also being brought under the government's

financial assistance plan.

Aus accounts for about 7% of Bangladesh's annual paddy production or around 2.4 million tons.

Bangladesh produced around 34.449 million tons of rice, basis milled, in FY 2013-14 (July -

June), up about 2.7% from around 33.833 million tons produced in FY 2012-13, according to the

Agriculture Ministry.USDA estimates Bangladesh’s MY 2014-15 (July 2014 – June 2015)

milled rice production to slightly increase to about 34.6 million tons from an estimated 34.39

million tons in MY 2013-14. It estimates Bangladesh to import 678,000 tons of rice in 2014 and

around 500,000 tons of rice in 2015.

Brunei Achieves Only 4% Rice-Sufficiency in

2014, Says Industries Ministry Official

Brunei had achieved only 4% self-sufficiency in rice production while the government had been

aiming for 60% rice-sufficiency by 2015, local sources quoted the Deputy Permanent Secretary

at the Ministry of Industry and Primary Resources (MIPR) as saying.Speaking at the third

meeting of the ASEAN Plus Three Emergency Rice Reserve (APTERR) Council, the official

noted that the government has intensified efforts to increase rice production, including incentive

schemes such as the buy-back programme, infrastructure development and the adoption of

advanced production technologies to boost yields and overall productivity.

She stated that the Department of Agriculture and Agrifood has been coordinating with several

public private entities to support agro-industrial research and development efforts such as

selective breeding, tissue culture and cross breeding. She also added that development of newer

varieties, including hybrid, was imperative to boost rice production in the country.In March this

year, the MIPR Minister apprised the Parliament that the country produced around 1,380 tons in

2014, up about 12% from 1,230 tons in 2013 and was far from achieving the 60% rice-

sufficiency target by 2015. He noted that the Ministry has identified certain problem areas, which

have to addressed to achieve a significant increase in rice production.

Brunei’s rice production has remained at around 1,000 tons since 2002, and the country imports

most of rice required for domestic consumption. In 2008, the Sultan of Brunei said that Brunei

Darussalam should not be dependent on other countries for its rice supply and should have their

own strategic plan to ensure food security.

The USDA estimates Brunei's milled rice production to remain at 1,000 tons in the MY 2014-15 (January -

December 2015), while rice consumption is estimated to decline about 33% to around 41,000 tons in MY

2014-15. USDA estimates the country to import around 40,000 tons in MY 2014-15, down about 33%

from last year's import of 60,000 tons.

India State of Assam Seeks GI Tag for Joha

Basmati rice dominates the aromatic rice market in South Asia and is enjoyed across the world.

However, another fragrant rice variety, Joha, grown in the Indian state of Assam is also

becoming a grain to reckon with in the aromatic arena. Joha is an aromatic rice that is cultivated

exclusively in Brahmaputra Valley of Assam state.

The Assam Agricultural University is seeking a geographical indication (GI) tag for Joha which

locals argue is equal or even superior in aroma to Basmati rice. Unlike Basmati rice which is

slender and long, Joha is short or medium grain rice.The annual production of Joha rice is limited

to around 30,000 tons sown on about 20,000 hectares. Limited supply and high production costs

mean the rice trades at a premium. The hope is that a GI tag will protect the rice’s identity on the

global market and sustain its reputation for superior quality.

Rice Futures Pullback despite Strong Export

Demand and Higher Crude Prices

Chicago rough rice futures for May delivery settled 9.5 cents per cwt (about $2 per ton) lower at

$10.060 per cwt (about $222 per ton). Rough rice futures retraced a portion of the gains earned

over the previous two trading sessions, but did manage to maintain support near $10.000 per cwt

(about $220 per ton). Although today’s action saw prices turn lower, the fact that prices charted

an inside day negates the significance of today’s move and should be seen of little importance to

technical traders. The other grains finished the day mostly higher with only corn slipping into

negative territory during afternoon trading; Soybeans closed about 0.8% higher at $9.800 per

bushel; wheat finished about 0.5% higher at $5.0125 per bushel, and corn finished the day about

0.5% lower at $3.7075 per bushel.

U.S. stocks traded near highs on Thursday as investors eyed a heavy day of earnings and some

economic data. The S&P 500 attempted to hold above its record close of 2,117.39 but below its

record intraday high of 2,119.59. The Nasdaq traded above its record close of 5,048.62 from

March 2000 as all the major indices turned higher around noon. The Dow Jones industrial

average was within 1% of its record close. Earlier, stocks traded mildly lower, following a

negative lead from index futures. The Federal Reserve meets next Tuesday and Wednesday but

will not hold a press conference.

The Dow Jones Industrial Average traded up 78 points, or 0.43%, at 18,116. The S&P 500 traded

up 10 points, or 0.47%, at 2,117, with telecommunications leading nine sectors higher and

consumer staples the only laggard. The Nasdaq traded up 24 points, or 0.47%, at 5,059. Gold is

trading about 0.6% higher, crude oil is seen trading about 3.5% higher, and the U.S. dollar is

seen trading about 0.8% lower at about 1:00pm Chicago time.Wednesday, there were 1,962

contracts traded, down from 3,633 contracts traded on Tuesday. Open interest – the number of

contracts outstanding – on Wednesday decreased by 8 contracts to 11,283.

Syria Advances Tender Date to Buy 6,360

The Syrian state purchasing agency General Foreign Trade Organization (GFTO) has advanced

the deadline for an international tender seeking to buy about 6,360 tons of long-grain white rice

to May 4, 2015 from May 18, 2015, according to Reuters.

The GFTO seeks delivery of the rice by June 25, 2015.

Asia rice sellers kept their quotes mostly unchanged today.

5% Broken Rice

Thailand 5% rice is indicated at around $380 - $390 per ton about a $25 per ton premium on

Vietnam 5% rice shown at around $355 - $365 per ton. India 5% rice is indicated at around $370

- $380 per ton, about a $5 per ton discount to Pakistan 5% rice shown at around $375 - $385 per

ton.

25% Broken Rice

Thailand 25% rice is shown at around $355 - $365 per ton, about a $25 per ton premium on

Vietnam 25% rice shown at around $330- $340 per ton. India 25% rice is indicated at around

$345 - $355, about a $15 per ton premium on Pakistan 25% rice shown at around $330 - $340

per ton.

Parboiled Rice

Thailand parboiled rice is indicated at around $380 - $390 per ton. India parboiled rice is

Chicago rough rice futures for May delivery are currently noted 5.5 cents per cwt (about $1 4per

ton) lower at $10.100 per cwt (about $223 per ton) ahead of floor trading in Chicago. The other

grains are seen trading higher: soybeans are currently seen about 0.5% higher, wheat is listed

about 0.7% higher and corn is currently noted 0.3% higher.U.S. stock index futures pointed to a

lower open Thursday, with Wall Street jittery ahead of earnings from some industrial heavy

weights and major tech firms.

Attention will also be on new home sales data for March, due at 10.00 a.m. ET, which looks

likely to register a marked drop of around 5% month-on-month, following a 7.8% month-on-

month jump in February that brought sales to a near-seven-year high of 539,000. Weekly jobless

claims showed an increase of 1,000 to 295,000. The April installments of the Kansas City Fed's

manufacturing index and manufacturing PMI are also due Thursday. Weakness in Europe could

also weigh, after fresh data showed that business activity growth in the euro zone slowed in

April, putting pressure on the region's stocks.

Greek Prime Minister Alexis Tsipras will meet German Chancellor Angela Merkel in Brussels

on Thursday, a day ahead of a crucial meeting of euro zone finance ministers in Latvia. Gold is

currently trading about 0.2% higher, crude oil is seen trading about 0.9% higher, and the U.S.

dollar is currently trading about 0.1% lower at 9:30am Chicago time.

Timor-Leste 2014-15 Rice Imports May

Double to Over 130,000 Tons, Says FAO

The UN's Food and Agricultural Organization (FAO) estimates Timor-Leste 2014-15 rice

imports to increase significantly as the country's 2014 rice imports have almost doubled to

around 130,000 tons due to reduced output in 2013 and strong domestic demand.It estimates

Timor-Leste 2014-15 cereal imports to increase to around 157,000 tons, up about 74% from

about 90,000 tons in 2013-14.

The FAO estimates Timor-Leste's 2015 paddy production at around 94,000 tons, up about 6%

from an estimated 89,000 tons in 2014 assuming normal weather forecast. Slight increase in

plantings, expected high yields and government support to the sector, including adequate

distribution of seeds and fertilizers, are expected to positively impact this year's production

Thai NLA Begins Impeachment Hearing of

Former Commerce Minister in Rice Pledging

Case

Thailand's National Legislative Assembly (NLA) began hearing in the impeachment case against

the former Commerce Minister, former Deputy Commerce Minister and former Director-General

of the Department of Foreign Trade today, for their alleged corruption in government-to-

government (G2G) rice deals with two Chinese companies, according to local sources.

The National Anti-Corruption Commission (NACC) alleged that the three individuals allowed

two Chinese companies, which were reportedly not authorized by the Chinese government, to

seal G2G contracts for about 1.2 million tons of rice with the Thai government without

participating in a bid. The NACC reportedly found in its investigation that the deal never

happened and the rice was sold locally to Thai companies at below market prices. It noted that

the three individuals violated the Criminal Code, the Public Competitive Bidding Act and the

Anti-Corruption Act.

The NACC reportedly testified before the NLA regarding the allegations against the three

individuals. The three accused are also supposed to deliver their defence testimony before the

NLA. The two sides are to deliver their closing statements on May 7, 2015; and the NLA will

vote on impeachment of the three individuals on May 8, 2015.

The NLA will set up a seven-member committee to raise questions for the three individuals to

answer as well set dates for the enquiry sessions.The Thai NLA impeached the former Prime

Minister on January 23, 2015 for encouraging corruption in the rice pledging scheme introduced

by her government in October 2011

Steady Amid New Crop Planting

The U.S. cash market was mostly unchanged today despite weakness in the futures market as

farmers continue to plant their crops showing little to no interest in the prices they are seeing.In

the meantime, the USDA reported that cumulative net export sales for the week ending on April

16th

, totaled 65,600 tons, which was 91% higher than last week and 5% higher than the prior 4-

week average.Increases were reported for the following destinations including: 25,400 tons to

Mexico, 18,000 tons to Colombia, 14,500 tons to unknown destinations, 3,400 tons to Haiti, and

2,200 tons to Canada.U.S. rice exporters shipped 77,000 tons, which was 7% lower than last week but

8% higher than the prior 4-week average. The primary destinations included: 41,700 tons to Mexico,

12,000 tons to Japan, 9,300 tons Saudi Arabia, 6,500 tons to Colombia, and 3,200 tons to Jordan.
