Ford City was one of several municipalities that debated before deciding to pass a resolution prohibiting mini-ca-sinos to locate in the borough. (KP File Photo)
Local Attorney Chuck Pascal said Armstrong County was left out when it comes to gambling expansion in Penn-sylvania.
Within the past month, municipal lead-ers looked to their so-licitors to understand their options of prohib-iting or allowing mini-casinos in their munici-pality.
Worthington, Ford City, and East Frank-lin Township all three passed prohibition res-olutions, being warned of their solicitors that if they didn’t, casinos could end up wherever they would choose to locate within the mu-nicipality with no re-course by the munici-pality at that time.
One local attorney spent time researching the 900-page bill that was passed in October which gave municipali-ties until December 31 to create prohibition
resolutions or forfeit the opportunity in the future.
Local lawyer Chuck Pascal, who also serves as the solicitor for North Buffalo Township, ap-peared on the WTYM morning show “David
& Friends” last Friday to clarify the misinfor-mation that was given by some solicitors.
“The legislature passed a bill toward the end of the year that al-lowed the expansion of mini-casinos through-out the state,” Pascal began in his explana-tion. “In general, it pro-vides a 25-mile buffer from any casino where another one could be located. The munici-palities could opt in or out of allowing a ca-sino to locate in their municipality. At the last minute, somehow, a provision was insert-ed into the bill which was meant to protect the Mount Airy Casino (Poconos) which is in Monroe County.

KPOut With the New... In With the Old!!!
Our New Year’s Resolution: “Give the reader what they want!”
In a recent poll of our readers and advertisers, more than two-thirds said they prefer the “old” style of the Kittanning Paper than the “new” style.
Last year, the KP moved from its original “book-let” format to a long-form layout. Readers baulked. Advertisers said it was too bulky to read.
So we start 2018 in the original layout. We listen to your suggestions so feel free to let us know what you are thinking. And of course, this is YOUR neighborhood newspaper. Text us events, sporting events, gatherings, or general news you may see to 724-543-6397. Make sure you include as much info about the photo as possible.
An unidentified 16-year-old female escaped in-jury following a crash on December 28. The girl was traveling west on Route 68 in Brady’s Bend. She lost control while negotiating a left-hand curve on the icy roadway and crossed the center line in an out-of-control spin. She struck the guide rails several times. Her 2007 Honda Accord sustained heavy front end damage to its bumper, hood, head-lights, and damage to the right rear taillight, rear bumper, and left rear door. State Police Trooper Joshua Keele said she was wearing her seatbelt at the time of the crash and reported no injuries at the scene. The teen will receive a citation for vio-lations of the vehicle code through District Mag-isterial Judge James Owen. The car was unable to be driven and was towned from the scene by Seybert’s Towing. State Police were assisted at the scene by East Brady Fire Department and Sugar-creek Ambulance.
