Inwoners van die verskillende woongebie-de in wyk 70 het al meer as R6,5 miljoenvan hul eie geld op grond van die Stad
Kaapstad bestee.“Ek is oorweldig oor wat die inwoners self
agter die skerms doen,” het dr. Ivan Meyer,Wes-Kaapse minister van finansies, op Don-derdag 7 Julie gesê toe hy die inwoners vanOude Westhof besoek het.
Die geld is aangewend vir veiligheidshei-
nings in Oude Westhof, Van Riebeeckshof,Loevenstein en Proteavallei teen ’n kostevan R3,8 miljoen. ’n Stormwaterstelsel isook in Oude Westhof teen R680 000 aangelêen parkering teen R360 000 is by Van Rie-beeckshof aangebring.
Van die ander verbeteringe wat die inwo-ners aangebring het, sluit in die houtdek byDoordekraaldam (R55 000), voetpaadjies vanR538 000 en R664 000 vir landskapering en ar-beid.
Meyer het gesê die Wes-Kaap het nie die
geld en mannekrag om dit te doen nie. “Watmy opgeval het, is dat hierdie een van driewyke in die land is wat die grootste bydraetot die staatskas maak (die ander twee wykeis in Gauteng) en die hoogste gekwalifiseer-de inwoners het.”
Andrea Crous, raadslid vir wyk 70, het dievergadering gereël en het Meyer ook ingeligoor projekte wat hulle in die toekoms wilaanpak.
“Die ou wynkelder in Oude Westhof is eenvan ons grootste probleme en word tans be-
woon deur dwelmslawe en misdadigers. Diedoel van die inwoners in die verskillendewoongebiede van wyk 70 is om Kaapstad ’nveilige stad, ’n omgeestad en ’n geleentheid-stad te maak. Ons kan dus nie toelaat datmisdadigers hulle hier ingrawe nie. Ons by-drae onderstreep ook ons begrip vir die man-nekragprobleem van die wetstoepassers,want hulle kom nie by alles uit nie. Daaromneem ons verantwoordelikheid vir ons eiewoongebiede,” het Crous gesê.

Diefeit dat ons nie probleme het soos ar-moede, kinders wat sonder kos gaanslaap of gangsters wat ons strate oor-neem en skiet nie, maak dit ’n gesogtewoonbuurt,” het Crous gesê.

Hy hetook gevra dat ander probleme na sykantoor verwys moet word, want hysal probeer om iets daadwerkliks tedoen. Ons moet eintlik die Ou-deWesthof-huiseienaarsvereniging loof virhul inisiatief om hul woongebied na hulsmaak op te knap en te verfraai,” sê sy.

drunk driving in Brackenfell on Saturdayevening. She also registered the highestreading of the night at 0.94 mg/1000ml.A total of 240 vehicles were stopped dur-
ing a road block conducted by Cape TownTraffic Services on the corner of Old PaarlRoad and Brackenfell Boulevard on Satur-day evening.
“Upon arrest the eight males and two fe-males were taken to the Brackenfell police
station to register a criminal case afterwhich theywere transported to theAthlonetraffic station were blood tests were taken.After the blood tests they were handed overto theBrackenfell police fordetention,” saidRichard Coleman, spokesperson for theCity’s traffic services. Their vehicles werehanded over to police for safekeeping.This road block formed part of a city-wide
operation over the weekend, during which115 people were arrested for drunk driving.Forty of those arrests were made during

New top cop to shake things up

With community safety as his top pri-ority, the new captain at the helm ofpolice matters in the Tygerberg re-
gion plans to shake things up with meticu-lously planned strategies.
As of Friday 1 July, Major-General Mpu-melelo Manci, previously the provincialhead for Visible Policing in the WesternCape, is the newly appointed cluster com-mander of the Tygerberg police cluster withits seven police stations in Bellville, Brack-enfell, Bothasig, Durbanville, Goodwood,Kraaifontein and Parow.
“A high priority on the list of actions isthe identifying of crime groups, their arrestsand to achieve successful convictions,” hesaid in an interview with TygerBurger dur-ing a walkabout in Wallacedene townshiplast week.
Wallacedene was identified as a crime hot-spot in the cluster from where many crimeplans are hatched.
“We all know this region in Kraaifonteinto be a core area criminals operate from, andthat’s why I am here. The police need to infil-trate this community and build relation-ships with its residents. We have to work
smart and with the trust and cooperation ofthe community we can dramatically reduceactivity in the hotspot,” he says.
In the coming weeks Manci will establisha special provincial task team to stabilisethe area.
“We will start by identifying crime group-ings, profiling them and dealing with thekingpins. Increased operations, visibilityand undercover operations will specificallybe aimed at disrupting their activities and
not allowing them the space to operate,” heexplains.
He is currently meeting with the manage-ment teams and detective branches at all thepolice stations in the cluster.
“I need to familiarise myself with all thestations to determine the needs on groundlevel where service delivery takes place,” hesays.
The welfare and safety of police officers isanother urgent priority as are continued ef-
forts to build partnership with other depart-ments, NGOs and community structures. Inthis respect, social crime drives are alreadyin planning.
“In partnership with the various commu-nity police forums and neighbourhoodwatches, we will work together to stamp outcrime in the Tygerberg policing precinct.Our mission is to create a safe and secureenvironment where citizens feel andare safe,” he promises.
Major-General Manci joined the South Af-rican Police Service on 17 October 1987 andcompleted his training in Hammanskraal.
His first post was as a Constable at Langain 1988 and while here he was promoted toWarrant Officer and worked as a shift com-mander in charge of all reliefs at the station.
During 2001 Manci was promoted to therank of Captain at the Langa Police Station.
After several promotions, he became dep-uty area commissioner at West Metropole asa director in charge of crime prevention andcrime combatting operations. He was alsothe deputy area commissioner for the Bo-land area, zone commander of Nyanga andDelft, station commander of Nyanga andcluster commander for the Overberg cluster.
“This office will exact all its efforts to en-sure that the above objectives are met.”

Created in his garage studio in the town-ship of Wallacedene in Kraaifontein, a27-year-old ceramic artist’s work is
soon to be showcased in France.SimphiweMbunyuza’swork so captivated
the imagination of Irene Hamilton that she– on first glance of his pieces – invited himto exhibit at her gallery during a ceramicsexpo in the city of Vallauris in August andSeptember.This city, also referred to as “the Potters
Town”, is famous for housing the nationalPicasso museum where Picasso himselflived for a while to create ceramics.Themed “African Traditional Palette”,
Simphiwe will be displaying 15 of his finesthandmade ceramics in the hope of penetrat-ing the European market.As a young boy growing up in rural East-
ern Cape, Simpiwe loved playing with thenatural clay found in abundance inhis hometown of Emambendeni.“I fell in love with clay. It is so versatile
and I loved how it transformed inmy hands.It is so easy to use and you can create what-ever you want,” he says.He started training in art in 2002 at Caley
Junior Secondary School, where his Englishteacher, Mrs Sihlali, noted his talent.“She happened to be an artist by profes-
sion and after seeing some of my drawingsinvited me to join a small group of sixlearners whom she taught painting. Shetook our work to local, provincial and na-tional competitions where I won severalawards and medals.”Simphiwe was later formally introduced
to ceramics while studying fine arts at theWalter Sisulu University in East London.“When I arrived there I could only draw
and paint, but was later introduced to ce-ramics – something that immediately reso-nated with me. Clay became my passion.”“What I loveabout ceramics is the fact that
you create something that is tangible; some-thing that you can hold and feel; somethingthat can be functional. It doesn’t limit me in
any faculty of creativity. It allows me to cre-ate whatever I want to portray, whether itwill serve as functional or non-functional
object,” he says.The beautiful African pots standing
around in his small studio portrays his pas-sion.Every piece is unique and tells a story.The collection to be exhibited in France is
new work, which portrays various Africancultural symbolisms.Pointing to the little circles framing the
edge of one of his pots, he explains that thismotif refers to the dots Xhosa women painton their faces to adorn themselves.“Various cultural groups in Africa will be
represented in the pieces,” he says.After graduating with a B Tech degree in
2015, Simphiwe established himself as a full-time artist in Cape Town a year ago.His work is currently on display at vari-
ous galleries including Dorp Street Galleryin Stellenbosch and Art in the Yard inFranschhoek.“Social media networking has played a
huge rule in getting my work and my nameout there.”In fact, this is how his work was spotted
by Nomaza Nongqunga, who runs an artagency in France called Undiscovered Can-vas.“She saw my work on Facebook and got
hold of me.”It will be Simphiwe’s first international
exhibition and he is brimming with excite-ment.“As an artist this means a lot to me and
I hope that it will open doors for my workabroad. It is a wonderful platform for expo-sure.”Simpiwe is adamant to make a success of
his career and plans to one day open his ownceramics factory for functional pieces.“A factory such as thiswill boost our econ-
omy and create job opportunities. Being afull-time artist is not child’s play but it’swhat I love to do. It is who I am and withoutmy art there would be a void that nothingcan fill. The meaning of my life is centeredaround my talent.”

Although the day to day cost of living inCape Town is a challenge for many lo-cals, and leisure activities as an ex-
pense may not fit into the budget, it is stillpossible for locals to enjoy their city, saysGareth Bloor, Mayco member for tourism,events and economic development, follow-ing the city’s big win at this year’s Traveland Leisure World’s Best Awards.
Cape Town was named winner in the cate-gory “Top Cities in Africa and the MiddleEast”, during a ceremony held in New Yorkon Wednesday 6 July.
“There is a variety of free and low-costthings to do and see that make it possible forlocals to get out and enjoy the city. There are
parks and beaches, with hikes on the moun-tain and in nature. In fact, one of Cape TownTourism’s most popular pages on their blogis called ‘50 things to do for under R50 inCape Town’,” he said in an interview withTygerBurger. Bloor says this award is goodnews – not only for the tourism sector, butto the local economy as a whole.
“Besides airlines, hotels and other formsof accommodation, the tourist rand is spenton restaurants, transport, retail and otheractivities not necessarily considered to betourism activities. The entire supply chainis impacted by increased tourism, support-ing local food producers, farmers and localmanufacturers, employment opportunitiesand providing job sustainability,” he said.
“Raising the global profile of the city can
attract international investment and alsogenerate interest in the city as a potentialhost city for business, sports events and con-ferences.”
When asked about inflated tourism pricesmost locals cannot afford, Bloor says manyof these attractions have “bucket list” statusand are worth saving up for.
“The big attractions are the reason manyinternational visitors travel across theworld for this ‘bucket list’ experience, sowhile they may come with a price tag, weshould see that they are worth saving up foron our own bucket lists as locals,” he says.
He adds that many of the local attractionshave specials aimed at locals, “such as thefree Table Mountain Cableway trip on yourbirthday on presentation of a South African
identity document, or open days at some ofSanParks’ destinations where there are re-duced fees or no fees at all”.
Bloor says the tourism market offersmany alternatives for locals.
“Hike up to the top of Table Mountainalong one of the many hiking trails whichare so popular among international visitors,or take a budget boat trip in the harbour,”he says.
Bloor warns that local tourism businessesshould guard against pricing themselves outof the market in favour of international visi-tors.
He says Cape Town Tourism is determinedto showcase the entire city – including thenorthern suburbs, Atlantic seaboard andBlaauwberg coast.

Reconciling these witches and theirneighbours mightvery well be animpossible task,but the least I cando is try.

It’s never too late to follow your passion.That’s why Frank Resnik started the
Forever Young Amateur Music Competi-tion four years ago.
The competition, aimed at musicians overthe age of 40, aims to create a network forand showcase more mature amateur musi-cians who don’t necessarily have the oppor-tunity to play regularly.
“Most people, at some stage of their youth,learn to play a musical instrument,” Frankpoints out. “Many of them become very com-petent musicians but once they start work-ing and ‘life catches up’ with them, their mu-sical instrument goes into the cupboard andstays there – not forgotten, but also notplayed.”
While Frank says the urgency of buildinga career has often calmed down after turning40, some people need a little incentive to“open the cupboard door and start practis-ing again”.
That’s where the Forever Young AmateurMusic Competition comes in. In fact, somecontestants have even joined forces to com-pete as a group act, after meeting at the com-petition in previous years.
“This of course is exactly what I had hopedto achieve,” Frank says. “New friendshipswere born and much music is now beingmade by people who had for all practical pur-poses given up.”
Some contestants have gone on to becomeregular performers around Cape Town sincecompeting in the competition.
Others, Frank says, have adapted the com-petition model “as a tool to get young peopleoff the streets and into a structured and orga-nised environment”.
This year, the Forever Young competitionhas partnered with City Varsity. Apart fromgiving the competition a new home in their
campus cinema in Roeland Street, City Var-sity will be also helping with social mediacoverage, filming and photography andsponsoring some of the prizes.
Audition rounds will be held on Thursdayevenings from 28 July to 18 August with thequarterfinals from 25 August to 15 Septem-ber. The semi-finals will be held on Thurs-day 22 and 29 September with the final onThursday 6 October.
During the competition they’ll be support-ing the Khayelitsha-based family centreNonceba through the collection of clothesand blankets. Funds raised from the awardsdinner at Marika’s Restaurant in Gardenson Thursday 13 October will also be donatedto them. Contestants need to have turned 40before 1 July 2016 and may not have theirmain source of income from performingwithin in the last five years. Durban Film Festival last month, has al-ready represented South Africa at theCannes Film Market last year.
Shot in Dunoon and Tygerberg Hospi-tal amongst other Cape Town locations,the film is the brainchild of producersHoward Fyvie from Woodstock and GregKriek from Parow.
The duo managed to pull off the seem-ingly impossible by creating a full-lengthtop quality feature film on the limitedbudget of only R50 000 – a far cry from theR3,5m used on average to create a SouthAfrican film.
“We realised our biggest challengewasn’t necessarily a lack of money ... it
was having the right attitude,” says Greg,who also stars in the movie.
“Anything is possible – we’re hopingthat people will not only be entertainedby the movie but will also be inspired,”says writer and director Howard Fyvie.
The movie tells the story of Henry, acynical American contractor who wakesup in a deserted hospital in the midst ofa devastating zombie apocalypse insouthern Africa. After learning that theregion is in the grip of an otherworldlyoutbreak, he is forced to join forces withthree locals in order to survive. Facedwith the external threat of blood thirstyzombies, and the internal challenge ofmutual mistrust, the four must make itacross a treacherous region and reach thelast remaining evacuation point in orderto make it out alive.

“It is time to jump into the lake andswim with the big boys.”These are the words of George
Kattan (25) who is currently the fourthstrongest powerlifter in the world.Last year at the Global Powerlifting Com-
mittee championship in Las Vegas, Georgecompeted with 15 of the strongest under-90kg lifters in the world.“It was my first world champs competing
against the very best. It was quite an experi-ence and the experience of competing withthose guys is extremely valuable to say theleast. You learn so much by just watchingthem. I was successful with a 280kg squat,180kg bench press and 290kg deadlift givingme a total of 750kg. It was a special momentI will treasure forever,” says George.
National championshipLast month Rhino Powerlifting Club host-
ed the national championship in Durbanwhere he bettered his total to 755kg. Georgewaseventually oustedbyGauteng lifter Jacode Waal who is the fifth strongest powerlift-er of all timeand the strongest SouthAfricanin the sport ever by a big margin.In powerlifting a formula is used using the
lifter’s bodyweight and weight lifted to de-termine who is “pound for the pound” the
strongest. Come Saturday 8 October, Kattanwill move up in weight and compete in theunder 100kg division. There is no denyingthathe cancompetewith thebiggerboys.Be-ing used to weighing around 89kg on compe-tition days, George currently pulls the scaleat 95kg.“My body is responding well and I feel I
am moving in the right direction. It is allabout improving your totals,” he says.

by the lifters” where there are no politics,and decisions made are in the best interestof the lifters.

in Durban, CharlMichael won two classes.The 12-year-old Kenridge Primary
learner won the Maxterino and Mini Rokclasses. To add to that, hewas also awardedwith the Driver of the Day trophy.“I am extremely proud of Charl Michael.
He is very committed and gives his all. Ze-ferino (Zefry) Ngovene is his personal me-chanic and the two have a special bond. Ze-fry travels with us and always makes surethat the kart is set up for conditions,” saidhis father, Charl Visser.CharlMichael receives training fromthe

It’s crunch time for theKyokushin-kankara-te juniors in the Western Province.With just a few tournaments remaining
for the year, each one will be seen as trialsto pick the best to compete at the KyokushinWorld Union Junior championship in De-cember, hosted by Bulgaria.On Saturday 6 August Western Province
Kyokushin-kan will host a novice tourna-ment at Kenridge Primary. The tournamentis open to all ages with the only restrictionbeing that competitors are within the firstthree years of practising the sport. This isto hone the new karateka for tournaments.
A week later, on Saturday 13 August, theLanga Sports Complex plays host to theWestern Province Unicity karate champion-ship. A big turnout is expected across all ageand weight groups. All full-contact groupswill take part and karateka can qualify forWP colours.The Bellville Velodrome will host the “big
daddy” on 10 September for the South Afri-can All Styles Junior tournament. Here thecream of the crop from all over the countrywill compete for top honours.A favourite amongst all karateka, the Len

man of Kyokushin-kan Africa, will keep akeen eye onhis juniors for possible selectionto travel to Bulgaria.“We always compete well against the best
in the world. I am sure this year will be nodifferent. You can train for hours on end inthe dojo, but it is not the same as a tourna-ment. We will base our selection on theirtournament performances,” says Bosman.The karatekas use a form of martial arts
called Iken to help them prepare for upcom-ing tournaments. Iken has been around forcenturies and started in China. Iken is allabout developing strength and how to con-trol breathing. Correct technique plays a bigpart in being successful in this form.
The Welgemoed Kyokushin-kan dojo nowalso offers Iken classes on a Tuesday from19 July from18:00 to 19:00.One of themastersof this particular art, SonLiSensei fromChi-na, and who Bosman trains with every yearon his visits to Japan, asked him to start thefirst affiliated Iken school in Africa. Themovements are mostly circular and kind tothe joints.“Iken isverywell suited forpeople that did
karate and other martial arts before butwould like to do something softer as they be-comeolder anddonotwant to engage inhardsparring. I want to help everyone to becomeamore complete and healthier person,” saysBosman.
