Risks and vulnerabilities go beyond national boundaries. Actions in one part of the world create disaster risk in other parts. The effects of disaster could be felt across the world. Thus, there is an urgent requirement of working together for making our world disaster resilient. Regional platforms provide an opportunity to address issues of disaster prevention, preparedness and building the resilience of communities in the region.
The AMCDRR serves as a forum for stakeholders to take a shared responsibility and make actionable commitments towards implementation of DRR in the Asian region through the exchange of experiences on successful practices and innovative approaches in reducing and managing disaster risk.
The AMCDRR is an established regional mechanism for disaster risk reduction. It has been instrumental in increasing political commitment and strengthening the disaster risk reduction agenda at all levels.
This first Asian Ministerial Conference for Disaster Risk Reduction after the advent of the Sendai Framework will be hosted by Government of India in November 2016.
The objectives of the AMCDRR 2016 conference are as follows:
a. Transforming the commitment of governments and stakeholders made in Sendai during the WCDRR into national and local action
b. Setting the direction to accelerate regional implementation and monitoring of the Sendai Framework
The expected outcome of the conference will be the following:
a. New Delhi declaration – consolidating the political commitment of governments towards preventing and reducing risk as well as strengthening resilience by acceleratingimplementation and monitoring of the Sendai Framework in the region.
b. ‘Asian Regional Plan for Implementation of the Sendai Framework’ – a plan endorsed by thecountries for the Asian region.
c. Stakeholder action statements – voluntary statements of action of stakeholder groupstowards a ‘shared responsibility’ approach in implementation of the Sendai Framework.

1. Introduction
The AMCDRR will be organized by the Government of India in collaboration with the United Nations International Strategy for Disaster Reduction (UNISDR) during 3–5 November 2016 in New Delhi, India. Pre-conference meetings will be organized on 2 November 2016.
2. Theme and Sub-themes
The theme of AMCDRR 2016 is Risk Sensitive Development for Community Resilience. The conference would deliberate upon following six sub-themes during Technical Sessions:
Sub-theme 1: Understanding Disaster Risk
Sub-theme 2: Disaster Risk Governance
Sub-theme 3: Investing in Disaster Risk Reduction
Sub-theme 4: Disaster Preparedness, Response and Recovery
Sub-theme 5: Review and Monitoring of Implementation of the Sendai Framework
Sub-theme 6: Enabling Governance for Coherence in Disaster Risk Reduction, Sustainable Development and Climate Change
The technical sessions on the main theme and sub-themes will run in parallel on 3 and 4 November, 2016. The interactive sessions will encourage discussion and deliberation amongst multiple stakeholders.
3. Venue
The AMCDRR 2016 will be convened at the Vigyan Bhawan, New Delhi, India, a premier convention centre of the Government of India in New Delhi. Vigyan Bhawan has connectivity with all major roads of New Delhi and can be accessed by bus, taxi, metro and other local means of transportation. The nearest Metro Station is Udyog Bhawan, Maulana Azad Road, New Delhi (Delhi Metro Map on Page 13).

4. Registration
4.1 Online Registration
Online Registration facility was available to all delegates, participants and stakeholders including security staff
at http://amcdrrindia.net between 16 May, 2016 and 30 September, 2016, 1700 hours IST (i.e. GMT + 5.30 hours).
4.2 On-site Help Desk
On-site facilities will be available on 2nd November 2016, 0800 hrs- 1800 hrs at The Ashok. Information
counters will be operational on 2nd and 3rd November, 2016 from 0700 hrs onward at the Inauguration Venue
at Vigyan Bhawan for collection of entry passes.
5. Identification Access and Passes
The delegates and participants, who have registered in advance, may collect their entry passes from the
registration counters at hotel The Ashok on 2nd November, 2016 and at Vigyan Bhawan on 2 & 3 November 2016.
For security reasons, conference passes must be worn and should be visible at all times. Conference passes
are required for entry into all venues and meeting areas. The host has the right to decline entry to any person
without the aforementioned identification without assigning any reason.
Loss of conference pass should be reported immediately to the AMCDRR Secretariat. A written request for
reissuance of the pass may be submitted by the delegate to the Secretariat supported by a photographed
identity document. When a conference pass is replaced, the previous pass will be rendered invalid.
6. Travel Arrangements
The participants are requested to make their own travel arrangements.
7. Accommodation
The delegates/participants are requested to arrange their own accommodation and other required
amenities and services with their own guarantee and payment. The AMCDRR 2016 Secretariat has made
provisional block bookings for accommodation at the Hotel Samrat, Plot No. 50B, Kautilya Marg,
Chanakyapuri, New Delhi, 110021 and Hotel Janpath, Janpath New Delhi 110001, for official delegates
attending the AMCDRR. A list of hotels located around the Vigyan Bhawan is enclosed
at Page No 9 .
8. Local Transportation
The participants are requested to arrange their own transportation. The Ashok is located about 15km from
Indira Gandhi International Airport and is easily accessible by car. The prepaid taxi service at the airport is
available 24x7. At the Indira Gandhi International Airport, New Delhi, the airport taxi service counter is
located on the ground floor near the exit. The AMCDRR 2016 Hospitality Desk at the Indira Gandhi
International Airport will provide necessary information and assistance to make the stay comfortable.
9. Security and Liaison
Providing adequate security cover throughout the conference will entail various levels of control and
screening at each venue. Individuals may be subjected to physical search if security personnel deem it
necessary.

10. Arrival and Departure Arrangements
The participants will have to go through the normal entry and exit lanes at Indira Gandhi International Airport.
As mentioned earlier, the Hospitality Desk of the AMCDRR 2016 Secretariat at the airport will assist the
delegates with the travel formalities at the Indira Gandhi International Airport during 2–6 November, 2016.
The participants will have to make their own arrangements for the dispatch of their baggage to the airport.
11. Visa Arrangements
The Government of India will facilitate visa procedures for all international participants who may obtain
them from the Indian Mission/ Consulate in their respective countries. Valid invitation letters provided by
the UNISDR for participation in the conference should be submitted to the Indian Mission or Consulate at
the time of application. Government of India will also issue visa note as per the prescribed procedure.
All participants must present a valid passport (validity not less than 6 months) and visa with other relevant
documents for entry into India. For other details regarding the visa arrangements, participants are advised
to either contact the nearest Indian Embassy/ Consulate or visit the website of the Ministry of External
Affairs of India (http://www.mea.gov.in). In case participants face difficulties in obtaining visa from the
nearest Indian Embassy/Consulate, they may immediately contact the AMCDRR 2016 Secretariat for assistance.
12. Interpretation Facilities
English will be used as the official language for all meetings. Simultaneous interpretation facilities (booths
accommodating up to two interpreters and associated audio equipment, i.e. microphones, headphones,
and monitor) will be made available during the conference. Simultaneous interpretation in eight (8)
languages is possible in Main Hall of Vigyan Bhawan, six (6) languages in Hall No.1 and four (4) languages in
all other halls at Vigyan Bhawan, New Delhi.
Country delegations are requested to alert the Secretariat on their interpretation infrastructure needs in
advance. Interpretation booths will be allocated on first come first served basis. Each delegation is
responsible for the registration and accreditation of their respective interpreters.
Interpreters should report to the AMCDRR 2016 information counters two hours prior to the
commencement of the sessions. AMCDRR staff will check the attendance and escort all interpreters to the
room where the booths are located.
13. Media
A media centre will be dedicated for media organizations. No double accreditation will be allowed (e.g. as
press and delegate, or as press and NGO). All fees linked to travel, accommodation and equipment will be
the responsibility of the media organization. All media-related issues can be addressed to Mr. Kuldeep

14. Document Duplication (Photocopy)
Photocopier machines will be available on a nominal cost at the conference venue during 3-5 November,
2016. However, delegates are encouraged to minimize the use of paper in the interest of the environment.
All relevant documents will be available on the AMCDRR website. Partners and delegates interested in
sharing publications and documents may send a request to the AMCDRR Secretariat to share their
documents through the AMCDRR website.
15. Medical Facilities
Medical facilities with qualified medical and nursing staff as well as ambulance support will be available at
the Vigyan Bhawan during the official programme. The AMCDRR 2016 Secretariat must be alerted to any
special healthcare/medical needs of delegates no later than 15 October, 2016. Delegates are requested to
avail themselves of health insurance before undertaking the journey.
16. Currency and Banking
The Indian currency is denominated in Indian National Rupee or INR and is easily convertible. Major world
currencies and traveller’s cheque can be converted to or from INR at all major banks and hotels. Major
international credit cards are widely accepted in New Delhi. Automated Teller Machines (ATMs) are located
throughout the city.
17. Local language
English and Hindi languages are used for official and business purposes in India. Hindi is the commonly
spoken language. However, staff/volunteers deputed during the conference will be fluent in English.
18. Air Connectivity
The Indira Gandhi International Airport is well connected domestically as well as internationally. Domestic
airlines: Air India, Jet Airways, Indigo, Spice Jet, Air Costa, Vistara International airlines: Emirates, Cathay
Pacific, Qatar Airlines, British Airways, Etihad, Saudi Airlines, Malaysian Airlines, Thai Airways, Oman
Airways, Air Asia, Gulf Air, Air Arabia.
19. About New Delhi
Delhi, a truly cosmopolitan city with diversified culture, is the capital of the world’s largest democracy and a
bustling metropolis that has an amazing mix of modernization and carefully preserved antiquity. Sprawled
across the west bank of the river Yamuna, it is one of the fastest growing cities in India.
Known as Indraprastha in ancient times, Delhi has wooed rulers, attracted invaders and been built and destroyed
several times. The city traces its history to the Mahabharata era, the great epic tale of wars fought between
estranged cousins, the Kauravas and the Pandavas for the city of Indraprastha. Between the 13th and 17th
centuries, the city remained the seat of political power with successive dynasties choosing it as their capital.
The city's importance lies not just in its past glory as the seat of empires and magnificent monuments, but
also in the rich and diverse cultures. Delhi has captivating ancient monuments, fascinating museums and

Key Elements of the Conference
Opening ceremony - The Hon’ble Prime Minister of India, Shri Narendra Modi, will inaugurate the AMCDRR
2016. It will set the scene for the conference’s deliberations.
Ministerial sessions
To serve as a forum for Ministers/Heads of Delegations to deliver their Statements. Countries are
recommended to reaffirm their commitment to the implementation of SFDRR. Each country will be
allocated 5 minutes to deliver their statement and the speaking order will be alphabetically arranged
(country name).
Technical sessions
There will be six technical sessions based on the six sub-themes (Page 5).
Featured events
Featured events will be organized mainly by UNISDR with key partners in order to provide an opportunity for
in-depth discussions on emerging priorities to be addressed in the region in order to prevent new risks from
being created. Three featured events will be organized: 1) Risk Resilient Infrastructure for Sustainable
Development 2) Application of science and technology for prevention of new risks and 3) Strengthen
regional cooperation for Sendai Framework implementation in Asia.
Thematic events
Thematic events will be organized by governments, stakeholders and partners interested in contributing to
the conference deliberations. The thematic topics have been identified in line with the Sendai Framework
global guidance document ‘Words in to Action’. These will feed into the conference proceedings and will be
shared with the global ‘Words in to Action’ team as input from Asia.
Summary plenary
One summary plenary session will be organized on the 4 November, 2016 to consolidate all the six technical
session inputs with that from the Ministers/ Heads of delegations from respective countries.
Painting Competition
A painting competition for schoolchildren (10-14 years age group) on themes related to disaster will be held
on 3rd November, 2016. All paintings will be evaluated by an independent jury and prizes will be given to
three winners and three runners-up.

ndPre-conference events (on 2 November 2016) Pre-conference events will be organized by interested governments, inter-governmental organizations (IGO),
partners and stakeholder groups to forge common positions that will feed into the Conference deliberations.

DRR market place The DRR market place will be organized by governments, UN agencies, NGOs, the private sector, local
communities and other interested stakeholders to showcase good practices in DRR.
Short film festivalA short film festival will showcase key DRR issues in the region. A call for submission of short films was
announced through the conference website. All submitted films will be evaluated by an independent jury
and winners will be awarded/ recognized during the closing ceremony of the conference. Viewing of the
films will be organized throughout the conference duration.
Commemoration of The First World Tsunami Awareness Day The UN General Assembly has adopted a resolution to designate 5th November every year as World
Tsunami Awareness Day. The first year of observance of this day will be November 2016.
Closing Plenary and ceremony The ‘Declaration’ and the ‘Asian Regional Plan for implementation of the Sendai Framework’ will be
formally adopted by the conference during the closing plenary.
