Subject: Creation of Class-IV Post i.e 41 post of Attendant and 12 Peon inthe Department.
The Archaeology and Museums Department of Haryana is a premierDepartment for archaeological research, exploration and protection of culturalheritage of the State. The Department is also involved in setting up State and Zonalmuseums. The Department also organizes exhibitions from time to time and sellsplaster cast replicas of ancient sculptures at very nominal rates so as to acquaint thegeneral public about our ancient archaeological heritage.
The Department has 33 State protected monuments and sites, 5 ZonalMuseums and 1 Site Museum. These are being maintained under "The Punjab
Ancient Historical Monuments and Archaeological Sites and Remains Act, 1964.
This Department has the following 6 plan schemes:-
1. Archaeological Excavation/Exploration Programme.
2. Publication/Publicity Programme.
3. Protection/Preservation and Development of Ancient monuments/ Sites.
4. Preparation of Piaster Casts and Antiquities.
5. Setting up of State Archaeological Museum.
6. Setting up of Zonal Museums.
The Department is also going to set up a State level Museum at Sector 5Panchkula, where the office of this Department will also be located. The
department is going to take over the following sites i.e old Tehsil BuildingNuh, Sati Ka Talab & Chhatri Hodal, Kashi Ram Ki Haveli & Old Kacheri
Hodal, Tomb Complex Toauru, Loharu Fort Loharu «& Daksh Khera Jindrecently. The Depatment conduct following functions
1. Survey and documentation of religious staictures of various periods and indifferent parts of the State, research based on the field survey, preparation
of reports on the survey;
2. Survey and documentation os all secular architecture and colonialbuildings; research on the survey and preparation of reports;

3. Interaction with various universities and research institutions.
4. Scientific Conservation/preservation work.
5. Adopt Heritage project/Heritage Corner Project
6. Construction of Museums in different places.

Beside'this,, the .department needs more post of moulder for different museums under
State Archaeology & Museums. At this time the department 'is working to develop
various activities in different State Protected .museums and some 'iriuseuih is in under
construction also.-So,- in;the near future, several appointments'of said posts will be
required.

The department is preparing replicas of different ancient sculptures'made in plaster of
■paris (POP) for sale.-'.in general public-ab the nominal rates, to popularize the heritage ofState and also to prevent the craze of. lioarding antiquities. These objects have beencarefully selected from the collectioh of artefacts representing the vast histoiy of art of

Hafymia and replicas are made'manually with great skill'. Beside this the replicas are• ' 1 . '• . 1
prepared for display in exhibitions and to give to other museumS'arid different DC oftlces
in free of cost.' Due to their high artistic quality, these j-epiicas always remain in great
demand \vith the visitors to the different exhibitions conducted by the department.Department is planning.to develop this wing ai\d; for that it is necessary to recruit moremoulders in the department. At present only one sanctioned post is available in thedepartment. Atleast 7 more mo3*c posts ofmouldcrs are necessary for said purpose.

construction of Site Museitm & Interpretation Centre at Rakhigarhi is in under construction and

over the Department also planning to set up Folk Museum at Victoria Memorial Hall in Kamal,

Beside this, the department needs more post of moulder for different museums. At
this time the department is working to develop various activities in different State
Protected museums and some museum is in under construction also. So, in the nearfuture, several appointments of said posts will be required.
Moulder
The department is preparing -replicas of different ancient sculptui'es made inplaster of paris (POP) for sale in general public at the nominal rates to popularize theheritage of State and also to prevent the craze of hoarding antiquities. These objects havebeen carefully selected from the collection of artefacts representing the vast history of artof Haryana and replicas are made manually with great skill. Due to their high artisticquality, these replicas always remain in great demand with the visitors to the differentexliibitions conducted by the department. Department is plamiing to develop this wingand for that it is necessary to recruit more moulders in the department. At present onlyone sanctioned post is available in the department, Atleast 7 more posts of moulders are
necessary for said purpose.
So total requirement of class JV as under:1 Attendant -49;

Regarding Essential Qualification &,Skilh it is submitted that as per Seivice Rule ofthe department for the Group D Staff viz Attendant, Peon, Chowkidar, Sweeper, Moulder isMatric with Hindi and Preferential Qualification for Moulder is that Preference will be givento the persons having experience as Moulder. (Already Framed)
The depai'tmeht may send the attendar^-time to time in excavation conducted by thedepartment and as well as for further skill development training such as replica making,archaeological site management, Heritage tour guide etc. So that department will be
benifitted through them.
TTie whole scheme should be viewed as a whole for re-structuring of the Department.
Said posts are necessary for the department which will be helpful for propoer protection of
our priceless heritage sites/monuments.

The case relates to the creation of 100 new class IV posts. There are 34sites/monuments and 7 museums under State protection. Beside this, the

Subject:- Creation of Class-IV posts in Archaeology Department.
The matter has been discussed with Deputy Director and
Superintendent of the Department. ■
It is submitted that the Department of Archaeology and Museums has
more than 40 State protected monuments/sites and Museums which need regular« I
deputation of staff for round the clock supervision/surveillance as these sites are of
historical importance. It is pertinent to-mention here that the Department has been
allotted 2.acres of land in sector 5, Panchkula for construction of State level
Museum. Foundation stone of this museum has already been laid by the Hon'ble
C.M and work is being started shortly. Moreover Interpretation Centre and Site
Museum at Rakhigarhi is also under construction. 80 percent civil work has
already been completed.
In view of the above mentioned facts it is submitted that matter be
taken up with Govt. for the case of creation of ICQ class -IV posts in Archaeology
Departments for various sites/monuments.

Subject; Creation of Class-IV posts Archaeology and Museums Department,
Haryana, Chandigarh.
In compliance, of the orders of Worthy Principal Secretary on pre page
i.e. NP-32, there are 36 State protected SitS^onuments and 7 Museums(excluding Head Office, Chandigarh) which need regular deputation of Staff for
round the clock Supervision/Surveillance and maintenance as these sites are of
historical importance.
There is an urgent need to appoint one regular Atttendant-cum-Mali for
each Site/Monument and atleast one Chowkidar in addition for each Museum for
security and maintance of the Site/Monument/Museum. At present, only 14 posts of
regular Attendant and 10 posts of Chowkidar are sanctioned for 36 State protected
Sites/Monuments and 7 Museums and Mead Offce, Chandigarh which are
insufficient as per requirement. So, other than said sanctioned posts, at least 30
posts of Attendant-cum-Mali and 5 posts of Chowkidar are necessary to create for
the department which will be helpful for proper maintenance and protection of our
priceless heritage. Beside this, one part time sweeper is also very essential for
every monument/site and Museum. Therefore, apart from the new proposed j^osts,I
part time sweepers and Attendants will be outsourced as per the requirement of
office as well as sites/monuments. ! ?I I h:
There is also one sanctioned post of Moulder (Class-IV|) m :thedepartment. As per its nomenclature, the duty of moulder is to help the J^ssistant
Modeller (Class-lII) in preparing the replicas of different ancient sculptures in
Modelling Section. As there are no specific qualifications in the Service Rules for
the post of Moulder according to its duties, so it wii! be appropriate to fill up this
post as per office requirement under Outsource F^olicy instead of creation of new
regular post.
In view of the above mentioned facts, the proposal regarding creation of
35 Class-IV posts (Attendant-30 & Chowkidar-5) is re-submitted for consideration
and approval of Hon'ble Chief Minister please.

Museums and 1 Site Museum. These are being; maintained under "The Punjab AncientHistorical Monuments and Archaeological Sites and Remains Act, 1964."
Creation of mentioned posts on NP 38-40 are necessary for propoer protection ofthe protected sites/ monuments/museum and for day to day departmental activitiesJustification for creation of Regular Posts of Group D-
a. Department has engaged ,62 persons for said category through out sourcingagency under Part I. If the department engaged the staff of said category in
■ regular basis then it will be more helpful for the department. Department canengage the staff for multi tasking activities viz watch & ward, cleaning,gardening, security or may allot the work as per requirements. . Tlie departmentmay send these staff time to time in excavation conducted by the department andother activities. So that department will be benifitted through them.
b. A regular staff is committed for the department and bound to fulfil theresponsibility where as a staff engaged .tlirough outsourcing agency he might notbe that much responsible for allotted work at the site
c. Moreover in this case, there is no such significant difference is noticed regardingfinancial expenditure/implecations of the government money but difference maybe varied in the responsibility and nature of the work of the staff. \ .
d. Required manpower other than regular staff may be engaged as per requirement fof the sites under Part I. Security Guard may be engaged through out sourcing ^anency where as Attendant/Mali cum Sweeper may be engaged through oconcerned Gram Panchayat in D.C. Rate.
So it is proposed as per the details given above total 37 posts of Group D may be
created.

completely by the departments, where posts have not been sanctioned, for
instance, cleaning of premises, horticulUiral work, housekeeping services,
■ maintenance of buildings, transport sei*vices, courier services, information
and communication technology related services, highly technical and
professional services etc^ The above services/activities are only illustrative
and not exhaustive. The departments can apply for this policy for

iy).The identification, pf.services/acdyities to.^be outspprced, shall be done
by-the Head of the Department. The.seryices/actiyitips tp.be outsourced can
be identified for the department .as a whole.or a specific unit of the
■ department. In either case, the Head of Department .will ensure that no
regular sanbtioned posts are available in that office to perform the services/
activities. .■
ix) It -shall be the responsibility of the-department to ensure that the servideproviding agency would pay minimum wages to the persons appointedagainst unskilled, semi-skilled, skilled and highly skilled posts.
