Introduction
This report marks the completion of the National Pollution Prevention Roundtable's (The Roundtable) 1994-95 project- lndustrial Pollution Prevention Experience: A Survey of State and Local Govemment Programs. The project was funded through the Source Reduction Review Project at EPA. Through this publication, the Roundtable has produced the most comprehensive listing to date of the industrial Pollution Prevention experience of Roundtable members from around the country.
The first edition of this publication (published in June, 1995) resulted from a survey the Roundtable sent out in December, 1994 to 165 of its member organizations. Sixty four organizations responded and were listed in the first edition. In July, thesurvey was sent out once again to Roundtable members who did not fill out the original survey. Twelve additional organizations responded. These additional responses prompted the Roundtable to print a second edition that includes all seventy six entries.
This document can be utilized by federal, state, and local governments to access P2 information in order to incorporate specific P2 language into rules and regulations. The information can also serve as an invaluable tool for anyone seeking P2 guidance, assistance, or knowledge about a specific organization or a particular manufacturing sector.
Environmental protection as viewed by today's legislators, realizes that cooperative efforts to avoid, eliminate, or reduce pollution at the source achieves better environmental protection, increases production efficiency, and also results in economic benefits. As pollution prevention continues to gain widespread acceptance as an integral component of environmental protection, the programs cited in this report will continue holding the keys for realizing future P2 goals.
Please note that this publication contains data on only the number of site visits and any other technical experience identified by each organization. Additional information, including individual program staff experience and other relevant details, is available on the Roundtable's database. Anyone seeking more specific information is encouraged to call the contact person listed for each program.
How to use this hnnk: *The entries are organized alphabetically by organization name. A contact person is listed for each program.
*Within the organization the industrial experience is grouped according to Standard Industrial Classification (SIC) Codes. SIC Codes catalogue all types of business, manufacturing, and production practices. Respondents had the choice of using two, three, and four digit SIC Codes to respond to the survey. The information on SIC Codes
iv
and technical knowledge for each organization reflects how each agency chose to categorize its own industrial experiences.
*The information on site visits and industrial experience reflects the last three years of data collection. Certain organizations could only provide estimated numbers of site visits. Note that because the data was compiled by different organizations, in some cases, the information had to be reorganized in order to fit the layout of this document. Thus for some organizations, information from two or more SIC Codes was grouped together. In most cases a zero under the number of site visits indicates that the organization has not made any site visits in that particular SIC Code for the past three years. In some select cases, a zero may also indicate that the organization did not reveal this information.
*This report contains information on specific pollutants for each production process and the P2 technique@) to combat these pollutants. In most cases, programs revealed which pollutants and techniques applied to which processes. Because many processes within the same SIC Code are similar, many pollutants and techniques often overlap two or more processes. When NA is listed under process, pollutant, or technique it indicates that the olganization did not provide this information.
-To faciliate the use of this document to find specific information, Appendix A lists all the four digit SIC Codes (the two digit SIC Code is simply the first two digits of the four digit code) and Appendix B catalogues a program's information by SIC Code. The index includes organizations, contact names, and states.
Kw The following is the list of abbreviations for pollution prevention technique codes that respondents used for their data:
Equipment Modernizations- Equipment Modifications- Improved Maintenances- Improved Operator Practices- In-Process Recycling- Inventory Control- P r o w Modifications- Pr- Modifications- Substiution- Other-
EMD EM IM IOP IPR IC PM PTM Sub 0th
Some abbreviations that are used for pollutants include:
Biochemical Oxygen Demand BOD Chemical Oxygen Demand COD Chlorflurocarbons CFCs
Methyl Ethyl Ketone MEK Volatile Organic Chemicals/ Liquids
(In some cases element pollutants are abbreviated by their chemical symbols while most compound pollutants are spelled out.)
t The National Roundtable is the largest membership organization dedicated solely to pollution prevention. The Roundtable provides a forum for promoting the development, implementation, and evaluation of efforts to avoid, eliminate, or reduce pollution at the source The organization’s voting membership is comprised of state, local, and tribal government‘s pollution prevention programs from all fifty states. Affiliate members include representatives from federal agencies, non-profit groups, and private industry. Public sector members operate programs in all fifty states that provide pollution prevention information and technical assistance to thousands of industrial, commercial, and agricultural facilities each year.
To find out more about the Roundtable, or to find out how to become a member please contact the main office in Washington D C. at (202) 466-P2P2.
