ROLE OF MMRDA
To achieve balanced development of the region:
Preparation of perspective plans
Promotion of alternative growth centers
Strengthening of infrastructure facilities
Provision of development finance
MMRC designated as implementing agency for Metro Rail Project
Public Transport Infrastructure in MMR
Suburban Rail Bus services by BEST & other operators Chartered Buses IPT-Taxi, Auto-rickshaw
Why Metro?
52% 26% 12%
13.0 million people travel daily by Public Transport Many areas in city and suburbs are not served by rail based system Rail network expansion failed to keep pace with demand resulting in severe
congestion on road network & Environmental pollution. Suburban rail traffic increased by 6 times while the capacity increased by only
2.3 times. MRVC has added 18% further capacity. Still total mismatch in demand & supply
4500/5000 passengers travel per train against the carrying capacity of 1750 resulting in unbearable overcrowding.
Scenario of transport infrastructure

Metro System: 2031
15 Corridors (305 Km) In the region
Implementation of mega project like Mumbai Metro Rail is indeed a very challenging and tough job.
Highly capital-intensive Financially not viable; socially highly desireable Long gestation period Financing is the first major challenge Govt. of Maharashtra decided to go for PPP format
(ML-1 &ML-2); JICA loan for ML-3 Urban environment constraints pose several
challenges e.g. land acquisition, R&R, utility relocation, Traffic Regulation, DC Rules, limitation of working hours, public resistance
Calls for comprehensive planning, co-ordination with multiple agencies and constant monitoring

Mumbai Metro Rolling Stock
Mumbai Metro is the biggest infrastructure project for the city!!
PPP Model adopted for the first time in India; Mixed experience
Work on ML-1 is progressing well despite severe constraints
Metro will very substantially augment capacity of public transport system and improve overall
mobility; a must for the survival of the city
To sum up-
Our aim is to provide fast, safe, comfortable, convenient, transit service at reasonable price
12th five year Plan envisages 48% private investment in infrastructure
Recent policy announcement by MOUD prefers Govt. funding for Metro projects
We are looking at PPP as means to accelerate delivery of much-needed transit projects , mainly due
to budgetary constraints
