OBJECTIVES
22
1. To understand the environment issues on project
management and its implications.2. To understand the various activities involved to
counter these issues by the engineering ormanufacturing projects during the project life cycle.
3. To learn the changing trends in projectmanagement in order to account for environmental
issues.4. To understand the changing standards for
environmental safety being adopted by companieswith their introduction of new technology.

Engineering projects are one of the kinds of projects
that canbe chosen carefully by considering several issues that
mightnot be environmental friendly and can pollute water,
air orland.
Environmental issues can be assessed initially todecide
whether the project is feasible according to(Communities
and local Government, 2000) - known asEnvironmental
Impact Assessment.

2. Planning Engineering
Projects Project Planning An important phase ininitiating
any engineering project on large scale. The project description is considered to be theheart
of the project which can result in severeresults if it
is not carefully planned. This project plan gives a laconic and standard
summary of the project purpose and itsobjectives,
any terms and conditions, mandate for

Engineering and industrial projects consumes
alarge amount of metal, rubber, leather and
plasticsmaterials which emits high level of Co2, toxic
gases, and several hazardous industrial wastes Environmental pollution.
It should insure waste management such as
contamination of animal skin, toxic materials, impact
of chemicals on land, water pollution, andother

The project plan must cover all aspects
from:
what is the scope of project; how to reduce emission that will be in legal
limits and certified by the relevant authorities; stakeholders participation and consultation
and what other environmental impacts and risk of theproject.

There are several issues needs to be contemplated while
planning any project :
v Emission reduction measurement:v Methodology to measure emission:v Project Impact on large-scale:v Consultation:v
Rights to reduce emission:v Certification of emission reduction:

3. Designing Phase United Nations of Environment Programme
(UNEP) gave the concept of Ecodesign.
Another design tool called Quality FunctionDeployment (QFD) used to dissect theusability of the product to give the
understanding of environmental impact andtheir preventions in the early stages ofdesign.

This concept of QFD can be applied to design of the products

These aspects of design of the product needs tobe considered to overcome environmentalaffects:
q Material quantity must be used in smalleramount.
q Logistics and transportation of the material
should be easy to transport and retained.
q Assembly process must be easy to process.
q Energy consumption should be adequate duringeach phase of manufacturing.

q Reusability of the product should be well kept in
mind to gain more benefits in future
q Disassembly should be easy to regulate in themaintenance phase.
q Design of the product should be harmless to
living organisms for example noise, smell orvibrations.
q Emission of water, air and soil pollution shouldbe carefully taken into consideration.
q Disposal activities must be easy to achieve atfinalization with less resources consumption.

4. Implementation OfEngineering Projects Implementation phase requires a properframework and a complete strategy which
includes staff, resources and management whomust be trained well for the new change in theorganization.
While implementing new projects, companiesshould be well prepared for any future challengeor latent issues that may ascend.

Management has to control all the possible
issueswhile implementing any new projects.
ISO 14000 - management tool which extractsinformation from the organizations on their
currentenvironmental management system (EMS)
andissue annual reports.
This standard is subsequently important in theimplementation phase of any engineering
projectbecause it revolves around govt laws,
legislations

FACTS OF THE CASE Dubai is setting new records for the tallest building, hotel,
and largest waterfront.
Palm Island was built to increase its shore area as it is amajor place for tourism
Palm Islands is composed of three islands: Palm Jumeirah,Palm Jebel Ali, and Palm Deira
Built by the Dubai real estate firm Al Nakheel properties.

Palm Jumeirah - 600 hectares of land
and spans approx 4 by 5 kms Palm Jebel Ali covers 6 by 7 kms. Palm Deira - 80 square kms - the largestisland All three islands
Similar palm-shaped structures, The size of each varies. They all follow more or less the same state of the art
engineering and construction procedures.
Palm Jumeirah began in August 2001 up to2006. They are made from all natural materials upon

CHALLENGES IN THE PROJECT
How an island made out of sand, wouldremain in position
The challenge of dumping this sand layer had to bedone when the sea was the calmest to ensure stability.
How waves accumulated over long distancesvia persistent winds and large currentspotentially causing severe destruction to theislands.

How the stone wall is expected to stay in
placewithout concrete to secure it.
The lack of adequate water circulationaround the
fronds with the open sea. Natural beaches, do not naturally replenish
itself on facing erosion Gradually, sand will wash way, piling up further
along thestructure.
If sand is not replaced or frequently monitored, the
shoreline will no longer be straight. In extreme cases, the beach ma disa ear

STEPS TO OVERCOMEPROBLEMS Scientists said that the Arabian Gulf is the
perfectplace for construction because with a depth
of30 m and a width of 160 m, it is too short and
shallow for the creation of immenselydestructivewaves.
The islands - made out of an obscene amount
of

Scientists designed the crescent breakwaterstructure to protect the islands for high
waves and storms. Barge-loads of rubble were dumped on top of the sand layer to raise
the breakwater crescent from 4 m below to approximately 4 m abovethe sea.
The real protection comes from the outer armour, which is made out
of huge boulders of rocks with each rock weighing up to 6 tons

Scientists claim that rocks were selected by
sizeand weight and specially positioned bycranes.
Each rock "interlock" with the adjacent one to tackleforces of the sea.
Scientists send divers undersea to survey the ocean floor, every 27 m, looking for cracks and splinters in rocks or "rockfatigue" caused by strong waves.
Scientists made two openings in the
breakwater. Breaks were connected by bridges. These openings would prevent water
stagnation and permit marine traffic.
A tide would rush in two times a day, replenishing the water supply every 14 days.

EFFECTS OF PALM ISLAND The Palm Jumeirah, has a major role indestroying its nearby ecosystem.
According to a research project from the WorldEnvironmental and Water Resources Congress2009, the artificial islands are being built
without proper environmental studies
As a result the Persian Gulfs eco-system is indanger.

The islands damage the local aquatic environment, and cause rapid
erosion of the sand.
The islands are in danger of earthquakes because of liquefaction andslope failure.
Eventually, the artificial Palm Island could be underwater in 50 years
