Open Forum for CCICED Annual General Meeting 2015 Themed
Greening “One Belt One Road” held in Beijing
On 11 November 2015, the Open forum for China Council for International Cooperation on Environment
and Development (CCICED) Annual General Meeting 2015 themed Greening “One Belt One Road” was
held in Beijing by CAEC in collaboration with WWF, UNDP and UNIDO. H.E. Mr. Li Ganjie, Vice
Minister of Environmental Protection of China and Secretariat General for CCICED, co-hosted the forum
with Mr. Marco Lambertini, Director General of WWF International. The forum was also attended by Mr.
Li Yong, Director General of UNIDO, as well as other CCICED representatives.
During the forum, keynote speeches and discussions were made on how to realize and construct a green
“Belt and Road” to better benefit the region with China’s economic achievements. Delegates believe that
greening the “Belt and Road” and enhance cooperation on environmental and ecological conservation will
boost regional sustainable development magnificently, and that the “Belt and Road” initiatives itself need
to be inclusive and sustainable.
Dr. Zhou Guomei, Deputy Director General of CAEC, stated that the cooperation on environmental
protection was an important element to and should be naturally embedded in the “Belt and Road”
initiative.
China-Sweden Seminar on Innovating Environmental Management Mechanism Held in Beijing
On 5 November 2015, CAEC held the China-Sweden Seminar on Innovating Environmental Management
Mechanism in Beijing in collaboration with Stockholm Environment Institute (SEI). Representatives and
experts from China and Sweden at both national and local level attended the seminar.

The seminar introduced and discussed the main
environment governance systems of the two countries,
and the challenges faced. Intensive discussions were also
made on the Pollution-Discharge Permit System and its
implementation experiences and good practices. The
seminar successfully introduced the Swedish experience
to Chinese audiences, and provided policy
recommendations for China’s environmental
management innovation in the future 13th 5-year plan. It
also enhanced mutual understanding between the two
sides and created chance for future collaboration.
Seminar on ASEAN-China Partnership for Ecologically Friendly Urban Development
Held in Beijing
The Seminar on ASEAN-China Partnership for Ecologically Friendly Urban Development was held on
17-18 November 2015 in Beijing. Government officials, experts, academicians, city and private sector
representatives from China and ASEAN Member States, as well as representatives of international
organizations such as UNEP, Secretariat of the Convention on Biological Diversity, ICLEI, and Singapore
National Parks Board attend the seminar.
The delegates shared and exchanged their experiences and knowledge on topics such as: Status and
Prospect of urbanization and sustainable development; opportunities and challenges on urban biodiversity
and ecological conservation; policies, approaches, standards and experiences, as well as the role of private
sector in the ecological urban development of eco-city development, and ecologically friendly cities.

During the seminar, the Recommendations on Creating China-ASEAN Partnership for Ecologically
Friendly Cities was proposed by the delegates, initiatives were included such as to explore the
establishment of China-ASEAN Eco-cities Alliance, to enhance capacity building for city-level
environmental agencies, to share good experiences on eco-city development and management in China
and ASEAN; to encourage ecosystem-based approaches to disaster risk reduction as one of the areas for
cooperation as well as source of good practices that can be shared between the cities in China and
ASEAN, to encourage exchange and joint study on laws, regulations, standards, index systems, incentive
and financial mechanisms and good practices relating to eco-city, to strengthen the participation of
enterprises in ecologically friendly urban development, and to enhance communication, cooperation and
partnerships with relevant international partners, et al.

Launch of “Belt and Road” and Green Finance Series Report
On 26 November 2015, CAEC in collaboration with WWF held the Launch Seminar of the “Belt and
Road” and Green Finance Series Report. During the seminar, the first two reports were published, which
are “Research on International Experience of Environmental and Social Risk Management Framework of
Multilateral Development Bank”, as well as International Comparative Research on Sustainable
Regulatory System of BRICS’s Financial Market.
During the seminar, senior officials and experts from National Development and Reform Committee,
Ministry of Environmental Cooperation, Research Office of the State Council, CBRC, UNEP, Industrial
and Commercial Bank of China, et al. joined the discussion.

They exchanged information on international cooperation progress and key points of the cooperation in
2015. CAEC expressed appreciation for UNEP’s support in China-ASEAN cooperation of the past year.
They also discussed and reached consensus on the Memorandum of Understanding between UNEP and
CAEC.
The 2nd Africa-Asia Expert Meeting on Enforcement of Environmental Law
Held in Kunming, China
On 1-4 December, 2015, the 2nd Africa-Asia Expert Meeting on Enforcement of Environmental Law was
held by CAEC and UNEP in Kunming, China in collaboration with Yunnan Department of Environmental
Protection. Over 60 delegates from China, Africa, Southeast Asia, and Central Asia nations, international
organizations and partners attended the meeting.
The meeting aimed to enhance the capacity of Africa and Asia countries on environmental law
enforcement through experience and good practices sharing under south-south cooperation framework. It
reviewed the outcome from the 1st expert meeting which was held in 2014, and shared experiences on
environmental law appliance and enforcement on both national and local level, topics such as institutional
innovation, environmental damage and compensation, effective compliance and enforcement were
discussed during the meeting. Group discussions were also conducted on national experience and good
practices sharing.

UNEP Executive Director Mr. Achim Steiner visited CAEC
On 11 November 2015, UNEP Executive Director and
Under-Secretary-General of the United Nations Mr. Achim
Steiner visited CAEC during his official visit to China.
Director General Mr. Guo Jing met with the guest and
introduced the work of CAEC. Mr. Steiner expressed his
interest to enhance communication and cooperation with
CAEC.
