CEL was initiated in 1993

Response to the sustainable idea proposed in UN

conference on Environment and Development in 1992

CEL logo is composed of green hill,

green water, sun and ten rings. The

center of logo indicates our

environment to survival and out

rings mean public participation to

protect environment. Meanwhile,

the first word of Ring and

Environment in Chinese is a same

word, which means Universal jointly together to protect the

environment for human survival .

China Environmental Labeling is a kind of proof symbol. This

government symbol means that the products not only achieve the

regular quality, but also achieve the environment protection

requirements during the producing, using, and disposing process.

Compared with the same kind of products without the environmental

labeling, it is less harmful and saves resources.

Development of China Environmental Labeling

MEP(the former State Environmental Protection Administration,

SEPA) launched CEL programme in March 1993; CEL programme is

voluntary which follows ISO 14020 and ISO 14024

The former SEPA and former State Bureau of Technical

Supervision etc. total 12 related national ministries established

China Certification Committee for Environmental Labeling

Products (CCCEL) in May 1994.

China Environmental United Certification Centre Co., Ltd. was

found in Dec. 2002, which is authorized by SEPA to perform CEL

products certification.

China Environmental Labeling has already signed the cooperation and

mutual recognition agreement with Germany, Japan, South Korea,

Australia, Thailand, North Europe and New Zealand, and lays the

groundwork for future cooperation between China and these countries

on environmental labeling.

The procedure of CEL

Second stage

First stage

• Select products category • Develop standards

• Perform certification

• Issue certificate

•Actively attract stakeholders to

take part in drafting standards such

as delegates from enterprise,

association, consumer and experts.

• The standards adequately reflect

recommendation from various

stakeholders.

•Assure at most 30% of advanced

companies can pass the certification.

• The condition of certification is

strict. In order to get CEL,

enterprises must pass documents

review, on-site inspection and

sampling on site three stages.

China Environmental Labeling standards not only overall evaluate

environmental impacts during products design, developing, producing,

packaging, transport, using, recycling and disposal the whole life cycle, but

also include the requirements of protect healthy, save resource and use of

renewable resources.

China Environmental labeling require the products to comply with national

standards requirements in quality, safe and sanitation, have more excellent

environmental properties, and the environmental behavior should reach

requirements of national and regional standards.
