Equipping Funding and Wave
• Funding for new equipment procurement is on the decline
• Expect trend to continue in POM 15-19 as budgets shrink overall
• Equipping funding is discretionary and is therefore susceptible to change

FA 51A Benefits
Problem Statement: The ARNG does not have a centrally
managed T-10 Acquisition Workforce (AWF)
Benefits of a centrally managed ARNG AWF:
• Provides experienced and certified officers to support the ARNG
Directorate/NGB missions and to advise senior ARNG officers on Defense
Acquisition System processes
• Places ARNG officers in key HQDA, ASA(ALT), PEO & PM positions to
promote ARNG specific interests early in DOD and Army acquisition
programs where it is most effective, and to improve transparency
• Makes the ARNG a full team player in the Army’s AWF
• Allows ASA(ALT) to secure key positions for ARNG officers
• Allows ARNG to submit requirements for DAC AWF personnel
