Chapter 1: From the Mission Director’s Desk Total Departments/Institutions under Sakala – 96
Sakala Strike Rate (SSR) rate was 92.62%,
in the month of June, 2020. With partial up-
liftment of lockdown the Sakala Strike rate has
also improved from previous month 87.53% to
current 92.62%. Among 17,65,202 disposed
applications 16,34946 applications were
disposed in-time in the month of June 2020.
District Ranking:
Chikkamagaluru occupied 1st position
followed by Tumakuru and Udupi districts at
2nd & 3rd position respectively. (Ref: Picture 1)
Kolar Occupied 30th position, accompanied by
Belagavi at 29th position & Kalaburagi at 28th
position respectively.
Taluk Ranking:
Bengaluru South, Bengaluru East & Bengaluru
North Taluk of Bengaluru Urban district
occupied 1st, 2nd & 3rd position respectively.

Yelahanka taluk at 227th position, Anekal at
226th position, both the taluks belong to
Bengaluru Urban district and Tikota taluk of
Vijayapura district at 225th position.
Receipts & Disposals:
A total of 19,38,639 receipts were received &
17,65,202 applications were disposed in the
month of June 2020. (Ref: Table 1-4)

A total of 55,431 pendencies were observed at
the time when data was retrieved for this
report. Overdue has begun to decrease
gradually post partial up-liftment of lockdown.

Delayed Disposals:
A total of 1,30,256 applications were disposed
after the stipulated time in the month of June
2020. (Ref: Table 8-10)
Rejection Rate:
Rejection Rate for the month of June 2020 has
been 4.48%. 85,123 applications were rejected
in the month. (Ref: Table 11-14)

Chapter 3: District Ranking for the month of June 2020• Chikkamagaluru district has
successfully retained its previous
month ranking, occupying 1st position
for the month of June 2020.
• Tumakuru district was able to take a
11position upward leap and able to
position itself in 2nd position.
• Udupi was able to show a steady
progress. The district climbed up to 3rd
position from its previous 5th position.
• Hassan has been stable in top 5
position and successfully retained its
previous month’s 4th position
• Shivamogga was unable to retain its
2nd rank from previous month and
district slipped down to 5th position
for the month of June 2020.
• Bottom three positions were occupied
by Kolar, Belagavi, Kalaburagi,
Bengaluru Urban and Chitradurga for
the month of June 2020.
• Kolar district which had occupied 29th
position in the previous month has
shrunk further come down to 30th
position. Belagavi has moved further
down to 29th position from previous

Kodagu – 15,479, Chamarajanagar –
29,831, Ramanagara-30,698, Yadgir-
31,047 & Gadag- 32,989.
• Tumakuru’s Second position and
Shivamogga’s fifth position in Sakala
ranking has been largely influenced by
their greater receipt intake trend.
• Overdues have increased because of
seal down imposed over various parts
of the state. Total of 55,431s Overdues
were observed when data was
retrieved for this report.

• Bengaluru Urban had highest Overdue
with 15,165 pending applications
followed by Belagavi with 5,130,
Chitradurga district had 3,963
pending applications, whereas Kolar
had 3,052 followed by Kalaburagi
with 2,576 pending application. These
were the districts with highest pending
application as on 07-07-2020.
• Least pendency was observed in
Udupi with 171, Chamarajangar with
283 pending applications, Ramanagar
with 283, Kodagu with 311 and Bidar
with 511 pending applications.
• The ranking of underperforming
districts was affected by increasing
pendency of these districts. Hence the
districts like Bengaluru Urban,
Belagavi, Kolar, Chitradurga and
Kamaburagi were unable to perform
well in the month of June 2020.
• 1,30,256 applications were disposed
after stipulated time (delayed
disposals).
• Districts with highest delayed
disposals were Bengaluru Urban with
– 22,597 delayed disposals,
Chitradurga with 8,659 delayed
disposals, Tumakuru with 7,759
delayed disposals, Belagavi with
7,094 delayed disposals & Raichur
with 6,877 delayed disposals.

Due to Corona Outbreak Janasevaka operations had been paused. However, team
Janasevaka came up with some safety initiatives to restart the home delivery of
citizen services.
Under the Chairmanship of Honourable S. Suresh Kumar, Primary & Secondary
Education and Sakala minister of Government of Karnataka, Janasevaka meeting
was conducted with all the safety precautions in presence of Sri R. Manjunath,
M.L.A - T-Dasarahalli , Satish Reddy M, M.L.A- Bommanahalli, Sri Rajeev
Chawla IAS, Additional Chief Secretary, DPAR (e-Governance) to the
Government of Karnataka, Sri B M Vijay Shankar IAS, Additional Mission

• Least delayed disposals were
observed in Uttara Kannad district
with 431 delayed disposals, Udupi
with 897 delayed disposals,
Chamarajanagar with 1,111 delayed
disposals, Gadag with 1,456 delayed
disposals and Kolar with 1,687
delayed disposals.
• Rejection Rate for the month has been
4.48% 17,47,138 applications were
disposed and 85,123 applications were
rejected in the month.
• Koppal had highest rejection rate with
11.07% followed by Bidar with 9.93%,
Raichur with 8.96%, Ballari with 8.14% &
Kolar with 8.10%.
• Koppal had disposed 36,568 applications
among which 3,910 applications were
rejected, Bidar had disposed 31,738
applications out of which 2,807 were
rejected. Koppal and Bidar have been
districts with highest rejections from past
few months and district administrations
have been requested to analyse the root
cause of these rejections.
• Udupi , Uttar Kannada and Dharwad have
been districts with least rejections.
Udupi disposed 40,208 applications out
of which 719 were rejected, Uttar
Kannada disposed 37,997 applications
and rejected 717 applications, whereas
Dharwad disposed 54,770 applications
and rejected 1216 applications.

DPMs & DITCs have been conducting meetings, trainings to executives of various
Citizen Service Centres (CSC) and Village Level Entrepreneurs (VLE) across the state of
Karnataka to create more awareness about Sakala & Sevasindhu Services. The results
have been fruitful and the enrolment of “Health Card” services has increased
exponentially as a result of this initiative.

occupied the top 3 positions of taluk
ranking for the month of June 2020
followed by Hubbali taluk of Dharwad
district at fourth position and Mysuru
taluk of Mysuru district at fifth
position.
• Yelahanka & Anekal of Bengaluru
Urban district continue to occupy
bottom two positions of the taluk
ranking accompanied by Tikota taluk

Coronavirus, has brought the world to its knees. Businesses have been shut, schools and colleges are closed, travel banned. The whole world is in a partial lockdown stage. But as they say challenges create opportunities. Covid-19 may have turned our lives upside down but it has certainly provided an opportunity for all of us to rise to the occasion during these testing times.
Covid has given a huge lift to online learning as well as meetings. Sakala Mission has embraced the technology and have made optimum utilization of available technical tools to deliver services to its citizens. Various meetings are now being conducted through digital medium considering the safety of all the stakeholders associated with Sakala Mission.

• Least rejections were observed in
Hebri Taluk of Udupi district, the taluk
rejected only 1 application and
disposed 355 applications with
rejection rate of 0.28%. Ilkal taluk of

these increasing pendency, BBMP Additional Commissioner Sri Anbukumar
V, IAS has been conducting review meetings on weekly basis. As a result of
