Over the past few months there have been a lot of questions as to when the North Shore Canandaigua project would begin. In mid-November, Tim Poley of Blue Tie Consulting and a part of the project consulting team wrote the following editorial about the project.
Are we there yet? Why the North Shore financing is taking so long.
The most ubiquitous, dreaded and frustrating question your kids can ask while setting out on that long planned vacation is, “Are we there yet?” The same is true for developers of large and complex projects when asked, “Why is the financing taking so long?”
The following factors each contribute to the complexity of the transaction:
1) The project is unique to the region and there are no real comparable projects, which a lender needs for comparison as part of their due diligence in authorizing the financing. This type of project requires an extended search for projects with similar characteristics, which then need to be evaluated in terms of the economics of our region. This process is difficult, complicated and requires additional time.
2) The extraordinary intricacies of a project like this require an extended appraisal process due to a complicated funding structure, which includes multiple lending institutions and entities, brownfield tax credits, acquisition of ten parcels and re-subdividing them, creating new ownership and operating agreements among the project partners, and no local or regionally comparable projects.
3) The sources of funding for this project are many and varied, resulting in an extended review and approval process as each component is evaluated on its impact on the other sources of funding. The sources of funding and vehicles required for this Phase 1 loan include:
a. Equity capital from the developers.
b. Equity capital from private investors.
c. Brownfield tax credit equity.
d. Loans from the local development corporation funded by both charitable trusts and direct contributions of private individuals.
e. New York State funding sources for project infrastructure (these are upfront costs paid by the developer that are eligible for reimbursement).
f. PILOT Increment Financing (PIF), which is funding the unusually high cost of building foundations. This lending needs to be superior to all other sources to protect the affected tax jurisdictions and PIF lender. This is a necessary requirement, but can be somewhat problematic.
g. The commercial construction mortgage with a permanent loan take-out after construction.
h. An intercreditor agreement, which outlines the rights and obligations of each debt funding source, needs to be negotiated.
4) Most commercial mortgages may have two to three of the above variables, but when compounded with the labyrinthine array of requirements in this situation, leads to a protracted lending process.
5) Additionally, due to the recent volatile interest rate market, the sheer volume of loans being underwritten has increased almost exponentially recently and this, coupled with the normal seasonality of loan volume increasing in the last 12 weeks of the year, contributes further to the potential for underwriting delays.
The financing for Phase 1 will provide a solid foundation for the project as a whole and the next stages of the project will be easier to finance based on the extensive analyses required for Phase 1.

Dixon Schwabl Ranked
On National List Dixon Schwabl Inc., a marketing communications firm located in Victor, NY, made the top 10 on the list of 40 Best Places to Work in Advertising & Media by Advertising Age. Dixon Schwabl ranked fifth out of the top ten. The agencies were selected out of a pool of hundreds nationwide. Roughly 20,000 people were surveyed, officials said. said.
Advertising Age is an international leader in news, analysis and intelligence for the marketing and media community. Companies were evaluated on hiring practices, benefits packages, salaries, office perks, workplace environment and design. Any agency, ad tech or media company with more than 40 full-time employees in the United States was eligible.
Expansion at City Mini Storage!
City Mini Storage just completed construction of two new buildings totaling 45 self-storage units, bringing their total to over 675 units
with sizes ranging from 5X10 to 10X30. City Mini also has 90 outdoor storage spaces for cars, boats, RVs, trailers, and more. In the spring of 2015, City Mini will be offering climate (temperature) controlled storage spaces, pending City approvals.

November marked the second year of the partnership between the Chamber and the City of Canandaigua. With 2015 just around the corner, now seems like a great time to reflect on the Chamber of Commerce Economic Development program.
This past year Business Retention and Expansion was a primary goal for the Chamber. Thomas has been on a mission to meet with at minimum of 3 businesses a week, with a few weeks to go, Thomas is very close to reaching this goal. From the Chamber’s BR&E efforts there have been new opportunities to help businesses in the City succeed. Help has ranged from answering general questions up to working with a local manufacturer to retain 120 jobs in the City and add 35-50 more jobs following an expansion of their facility.
The Chamber continued to shepherd new businesses through the process of opening in the Canandaigua area. While not all projects have been brought to a successful conclusion, largely due to lack of shovel ready or turn-key space; the Chamber has been successful at helping new business locate or expand within the City. Currently the Chamber maintains 23 active projects, and has brought 14 to a successful conclusion.
From a property development stand point, many underutilized parcels are beginning to see new life. From north to south, the former Meridian Automotive facility is under contract for redevelopment, including environmental and wetland remediation; the former Labelon facility is having asbestos abated as the first step in future cleanup and redevelopment into retail and housing, 38 acres just off of Ontario street has been placed under contract by an undisclosed local business, the former Kinney Drugs is being converted to medical offices, the former carwash on Parrish St. is being converted into a restaurant, and the North Shore Development has received planning approval for phase 1 of their multi-year transformative project.
With so many businesses doing well this year, and so many opportunities on the horizon, 2014 can truly be seen as a success for Canandaigua. “The Chosen Shot” Canandaigua
Chamber Member Photo Contest
The Canandaigua Chamber of Commerce is inviting members
to participate in a photo contest called “The Chosen Shot”.
Whether you take the occasional picture or are an avid photo
enthusiast, we welcome the chance to view your pictures and
use them as we promote the beauty and bounty of our
community. All winners will receive photo credit and a
printing of their submission(s) to the four categories listed
below. Please join in on the fun… it’s worth a “shot.”
Guidelines:
Participants must be Canandaigua Chamber Members
Photos should highlight a Canandaigua experience; a creative photo of a local business, attraction, community
or the scenic beauty of the Canandaigua area.
All photos must be original and the property of the entrant.
All entries must be of a “print quality” size (minimally 2500×1875
pixels or similar size). Entrants are limited to submitting no more than 5 (five) photos. Send us your favorites!
Entrants will retain copyright in the photographs that they submit to the
Canandaigua Chamber of Commerce. All entrants grant the Canandaigua
Chamber of Commerce the right to publish and exhibit their image entries on the Chamber web page, facebook and other promotional media, including but
not limited to the Community Guide and Business Directory and the Visitor’s
Guide and Map, the right to distribute photo entries to members of the media and member businesses for promotional purposes.
The deadline to enter is December 31, 2014.
First prize in each category will be the printing of your
winning photo in the January 2015 edition of the Chamber
Connection Newsletter with your business name listed and a
free one time mixer pass. Winners will also be posted on the
