Several significant public healthcrises had happened in India and
around the world. On examination and
investigation, it is apparent that these
were all man-made disasters. In view
of continued neglect, lack of focus on
prevention and insufficient investments
in health or improper assessments of
diseases or study their root causes, the
social determinants of health. The
Ebola crises in West Africa is a fit case
for study where over 7000 people had
died in view of neglect of health systems, infrastructure funding,
trained human resources and little commitment of education.
Eventhough vaccines were developed in U.S.A to fight the disease,
it seemed too little, too late.
India marches towards global leadership in many diseases
like malaria, dengue, diabetes, heart related ailments etc. confront
us. Thousands of people are deprived of adequate H.I.V drugsand the situation is alarming. The T.B crises also followed up
with over 1 Lakh cases. T.B is the countrys time bomb. The
recent happening is the sterilization tragedy in Chhattisgarh, over
10 in the 83 women who underwent sterilization surgeries died
while many others were hospitalized critically. The revelation is
the nasty nexus between government officials and petty pharma
manufacturers, the antibiotics were suspected to be containing
rat poison. The culprits were easily let off without adequate
punishments for their culpable homicide. That is the fate of the
callous government. Broadly speaking, the quality of health
services in rural and urban India in private or public sectors are
abysmal, millions of people suffer to access health services. 60%
of people in the country suffer much to access in the private
sector (many from quacks) atexorbitant costs and are being
targeted for over-exploitation with inappropriate tests and mostof the pharmacies sell medicines like antibiotics over the counter
and hardly there is government control over it. Another bad news
is that the central government could cut health spending around
20% this year drastically. This is a terrible blow since the
government spending on health is the lowest onein the world.
Without putting sufficient investments in health and health systems,
no government can see all round real development growth and
human well-being. The dire need is to invest in preventive and
primary health care, sanitation, waste management and health
education.
The fundamental is to control diseases, sufficient nutrition,
safe habitation, safety and reduced conflicts etc. All of these are
inter-linked with social and economic policies of the government.
Overall, it is apparent and imperative how to integrate all the links
for making effective health care systems to provide maximumprotection to the people. The government has to seriously think
over opening more hospitals and clinics in the public sector for
giving affordable medical care and treatments at a lesser cost.
Already, the poor people are worst affected lot that they could not
afford taking medical treatments in the private hospitals where
cost is very high. AchheDin will become an empty slogan unless
the government takes earnest, effective and immediate steps to
extend viable health care systems to its citizenry for providing
orderly well-being in the society and to lead a disease free life.
In its latest thinking of the government, it is an appreciable
and abold step to pronounce that the central government in its
key proposal to the draft National Health Policy 2015 has mooted
health as a fundamental right and its denial an offence. The
proposals are enacting a National Health Rights Act, raising public
expenditure to 2.5% of GDP, Rupees 3800 per capita thus ensuring
free universal access to free drugs, diagnostics to government
hospital, exploring creation of a health cess on the model of
education cess. These above features, if implemented, are good
for the country and all states should enact Acts in their respective
states without any reservations in protecting the public well-being.
Public health is most precious -
Do not reduce investments in health
and health systems?
