The City of Cape Town’s public transport branch has applied for the reservation of land for municipal use which will see the ar- ea on Pentz Drive used for taxi parking. According to the application, the parking area will be used as a stacking area for taxis during off-peak times, between 09:00 and 18:00. According to the public transport branch this will improve transport opera- tions in the vicinity of Bayside Mall. A stacking area is where taxis park while they are not in use or en route. The application for the reservation of land is for a temporary reservation for the time frame of one year. Ward councillor Heather Brenner says she has concerns about the proposal which is for a portion of Erf 12137, behind the Pick n Pay Shopping Mall. “The proposed rank would abut roadway access to the Waterslide and to Table View Football fields, both activities that attract concentrated numbers of young people as well as visitors to our suburb,” Brenner says, adding: “It would be directly in the vi- cinity of Anybody’s Inn, a faith-based venue that provides a variety of social services and it would, I believe, impact negatively on the parking area of Virgin Active. Brenner says she has expressed these con- cerns to officials in the Transport Depart- ment. She points out that while she under- stands the need for the taxi industry to have a conveniently placed stacking rank, she cannot support it. “I would have liked to give the nod to this proposal, but actions of taxi drivers, in par- ticular their disregard of rules of the road and inconsiderate driving does not give one confidence that the provision of such a facili- ty would not also be abused,” Brenner said. tion and leave the system. The process to re-place these taxiswith the new IRTbuseswillbe concluded over the one-year period,” hesays, adding that after the period of a year,the area will be used as a parking lot again.Herron says the plan is for the transport
department’s facilities management sectionto manage the stacking area.Should the stacking area be approved,

With summer and the year-end school holi-days fast approaching, the City of CapeTown last week announced the opening ofsix spray parks in December, one of whichwill be constructed in Scottsville.These areas were identified as having no
or insufficient municipal aquatic facilities.“The opening of these spray parks is part
of the City of Cape Town’s commitment toredress and to provide recreational spacesin which communities can thrive, particu-larly in areas that have historically been ne-glected,” says the city’s mayoral committeemember for community services, BelindaWalker.She says, spray parks are a safe and fun
way for children and the physically im-paired to cool off this summer without therisk of drowning.A spray park or splash pad is an area of
about 200 to 400 m² for water play withoutany standing water. It consists of a series ofspray features that create a safe play envi-ronment for children by means of differentspray nozzles.The child-friendly surface, usually con-
crete with a non-slip finish or rubber mat-ting, limits the chances of falling.The water is re-circulated and treated
through a water-wise system in a similarmanner to that of a swimming pool reticula-tion system.Each spray park has been designed to ca-
ter for various age groups, from infant andtoddler to teen.“We want to provide spaces where people
can cool down and families can spend timetogether outdoors. Spray parks offer a crea-tive and fun space where the whole familycan enjoy Cape Town’s summer weather,”she said.The other five parks will be built in Du
Noon, Ocean View, Khayelitsha, ValhallaPark and Nyanga.

of Brackenfell visited this poor communitya fortnight ago to share some cheer.“We put out tables and a sound system
was set up right on the pavement within abusy street where hundreds of peoplepassed by, joined in or simply spent timelistening to the great testimonies that weregiven,” says JacoVanAs from theministry.“We handed out a cookedmeal, fruit, sug-
ar, clothes, Christian magazines, Biblesand pamphlets to everybody who passedby.”As is usually case with the outreaches
done by this ministry, the children formeda big part of the day.“Quality time was spent with them, play-

mental Education Centre hosted a numberof exciting educational programmes duringthis time to teach learners more about pen-guins and our marine environment.SANCCOBwelcomed the Grade 1 learners
of Kenridge Primary School in Durbanvillefor the duration of the month. Learners hadthe opportunity to learn more about pen-guins and also about the Treasure oil spill.Part of the educational fun was that they
also learned how to walk, swim, catch fishand even dance like penguins.During National Marine Week (7 to 11 Oc-
tober), the centre hosted a two-day joint pro-grammewith the City of Cape Town’s Blaau-wberg Nature Reserve. Learners from Bel-har Islamic Primary visited BlaauwbergNature Reserve in the morning and afterlunch they came to the centrewhere theydida lesson on empathy towards seabirds.This lesson involveda storyabout “Beakie
the Penguin” and her recovery after beinginvolved in a hit-and-run accident.Learners had to explain how they thought
Beakie felt at different sections of the storyand also how the storymade them feel. Theythen had to use their feeling about the storyto make a special emotion mask.At the end, learners got to meet one of
SANCCOB’s ambassador penguins.Another programme that ran at the centre
during Penguin Month was EduXperience.Here they hosted learners from EindhovenPrimary School in Delft for a week to learnabout identifying birds using bird guides.Learners first had to identify a bird along
with the SANCCOB educator and then,while working in groups, they had to identi-fy four different kinds of seabirds.

nisms to deal with disputes in the sector, tofacilitate, investigate, mediate and conducthearings, to resolve disputes between land-lords and tenants and to make recommen-dations to relevant stakeholders regardingissues to be addressed in the rental housingfield.Another important role of the tribunal is
to inform tenants and landlords of their
rights and obligations should unfair prac-tices arise.Any tenant, landlord, group of tenants or
landlords or interest group can lodge a com-plaint with the tribunal.Tenants have the right to not have their
person or residence searched and to nothave any of their possessions seized with-out an order from the court.They are also entitled to privacy of com-
munication, but are expected to pay rentpromptly and regularly.Landlords are entitled to recover debt af-
ter a court order has been obtained. Theyalso have the right to terminate a lease ongrounds not deemed unfair and as specifiedby the lease agreement.
Furthermore, landlords are allowed toclaim compensation for damages or im-provements made to the property.To lodge a complaintwith the housing tri-
bunal, a form, which is available at munici-pal offices, must be completed.This will then be examined by the tribu-
nal who will send an inspector to the prop-erty if necessary. A case officer will investi-gate and facilitate and if necessary,mediatewith both parties in an attempt to resolvethe dispute.Should the parties not be able to come to

Claudene van Noordwyk, enquired aboutthe bags she had bought from a hawker onthe corner of Blouberg and Koeberg roadsin Table View.The blue bags were had the letters “CCT
SWM” printed in big black lettering onthem.Ernest Sonnenberg, mayoral committee
member for utility services, City of CapeTown, says the city is aware of the bags be-ing sold and is investigating the matter.“In an effort to combat the theft and re-
sale of city-owned refuse bags, the City ofCapeTown started printing ‘CCTSWM’ fol-lowed by a serial number in black text onall of its blue bags as of June 2013,” Sonnen-berg explains.“This was to ensure that all stolen bags
can be recognised and their source traced,”he says, adding: “The City of Cape Townthanks Ms van Noordwyk for her vigi-lance.”Noordwyk says she also saw the bags be-
ing sold at the N1 Bridge on Durban Road.“We appeal to residents to please not pur-

Thepipe connectionwhich caused a sew-age spill in Milnerton Lagoon has beenfixed.
This is according to the City of CapeTown’smayoral committeemember for util-ities, Ernest Sonnenberg, who said that thepipe connection was fixed on Monday andthat the department would hopefully be ableto seal it by last night.The City of Cape Town warned residents
and recreational clubs in a press release lastweeknot to useMilnertonLagoon, followinga sewage spill in the area.According to a press release, the bulk sew-
er pipe which carries sewage from Milner-ton, Montague Gardens, Century City andMonte Vista to Koeberg pump station col-
lapsed, causing the spill.Repairs and the construction of a tempo-
rary pump station were started about twomonths ago by a contractor appointed by thecity. This would allow upgrades to be madeto the current infrastructure to reduce therisk of spills.
SpillageWhile busywith the last section of the new
pipeline at the end of October, the stormwa-ter canal flooded after a storm, causing sandto be washed into the pipe and the Koebergpump station.According to the city, this means that the
Koeberg pump station could not operate atfull capacity, causing spillage and floodingduring peak periods.Sonnenberg explains that the pipe was
damaged under a stormwater canal feeding
into the lagoon. “The pipe that was damagedwas around one to two kilometres upstreamfrom the lagoon,” he says.The city has assured residents that the
contractor has beenworking throughout thenight to fix the damage.The harmful effects of the spillage on resi-
dents and the environment are also a con-cern and the city has stated that they areworking to minimise the effects of the spill.One of the measures they are taking is to
treat the spillage with enzymes to improvewater quality.“The city’s Water and Sanitation Depart-
ment has been working outside of peak sew-er flows, has maximised the retention of theflows within the reticulation system, has di-verted sewage from thedamaged section andplaced booms at strategic sections to limitthe amount of floating debris,” Sonnenberg
says.

Die plaaslike sanger DesmondWells hetonlangs sy vyfde album, Dans My Ver-lief, bekend gestel.
Die nuwe album bestaan uit 15 liedjies inEngels en Afrikaans. Van hulle is uit Des-mond se eie pen, maar hy het ook met dieliedjieskrywers, Warren Elliot, Rudi vanSchalkwyk en Die Sanger se Pierre Ros-souw, gewerk.“Omdat ek in die Kaap bly, het ons plaasli-
ke ouens gebruik,” sê Desmond oor die al-bum se opname.“Ons het regtig baie goeie vervaardigers
hier in die Kaap,” sê hy verder.Werner Beukes, wat uit Brackenfell werk,
het baie van die albums se liedjies vervaar-dig. Desmond het ook van die liedjies byWy-nand Burger van Southern Buzz Studios op-geneem. Van die ander name op die album,is Gert Mostert, Johan Fourie en LouwtjieRothman. Die album is gemeester deur Rog-an Kelsey van Lapdust Audio Mastering.“Daar’s harde werk in die album in en ek
het nog ’n paar grys hare bygekry, maar uit-eindelik is dit die moeite werd as ’n mensna die album luister en jy hoor hoe goed ditklink,” sê Desmond.
Skrywers“Ek skryf nie alleen aan my albums nie,”
sê Desmond. Hy verduidelik dat omdat hymet ander skrywers saamwerk, elke liedjie’n ander betekenis het.Dit help ook dat daar verskillende tipe
liedjies op die album is, soos die snaakserigeOor 15 Minute, asook dansliedjies en dan die-per liedjies soos Savannah’s Smile.Desmond vertel dat hy die idee vir Oor 15
