Justin Wildebees, another community lea- der, said sometimes sand was delivered, “which the people need to throw inside and around their homes”. “We want houses for these people. . . the houses have been promised long ago alrea- dy,” said Justin. in the past year, which resulted in finesworth R722 650 being issued to individualswho contravened the National Building Re-gulations (NBR) and the Land Use PlanningOrdinance (LUPO).Fines issued ranged from R500 to R20 000.Of the 471 cases concluded, approximately
71,3% of them were for contravening Secti-on 4(1) of the NBR related to “wrongfullyand unlawfully performed building workswithout approved plans”.“The number of concluded cases is proof
that the municipal courts are recognisingthe importance of ensuring that transgres-sors face penalties for building and land usecontraventions,” says city mayco memberfor economic, environmental and spatialplanning, Gareth Bloor.He said the convictions sent “a stern war-
ning to transgressors”.He said the city encourages buildingwork
and land use applications, but thesemust bedone within the confines of the law, whichprotects property owners and respects therights of neighbours and the community.The city is exploring the possibility of cri-

The Friday afternoon peace in Blackhe-ath was shattered by the attack andmurder of a truck driver, and a chase
after the armed robbers.The driver of a bread truck and two of his’
assistants were busy making deliveries atthe DennemereCornerShop situatedon thecorner of Dennemere Drive and ArgyleStreet when they were approached by ar-med robbers.Theattackers robbed the truckdriver and
assistants of an undisclosed amount of cashwhile they were busy delivering bread tothe shop.“I was at the doctor’s surgery when I he-
ard the gun shots,” resident Ryan Carelsetold Tygerburger at the scene of the crime.“I came outside, but by that time the men
had already fled. The doors of the truck we-re still open and the driver was lying on thefloor,” said Carelse.Another bystander told TygerBurger he
had heard several shots.EyewitnessWayneWest said: “When I ca-
me out of the shop the driverwas busy argu-ing with one of the robbers.“Afterwards I heard the gunshot go off. I
took my sister’s child who was with me atthe time and we ran.”According to him there were six suspec-
ted robbers.Warrant officer Annacletta Mothoalo,
spokesperson for the Kleinvlei police, con-firmed the police pursued the suspects andtwo men were caught and arrested.“Thedriver andhis colleaguesweregoing
to deliver bread at the shop in DennemereDrive.“The assistant driver got out andwent in-
side the shop.At that timeoneof the robbersapproached the truck and told the truckdriver and another one of his assistants tomove (out of the truck). They refused to do
so,” said Mothoalo.“The robber then took out his gun and fi-
red a shot. The driver was shot and woun-ded in the chest and passed away at the sce-ne,” she said.The two assistant drivers were unhar-
med.The attack happened just before lunch ti-
me.The robbers fled with an undisclosed
amount of cash.According to Mothoalo an off-duty police
officer witnessed the incident and gavechase. She was soon joined by members ofthe Kleinvlei, as well as Mfuleni police.Mothoalo said shots were fired in the di-
rection of the off-duty officer.The suspects ran to the nearby area of
Greenfield, Blackheath where they appa-rently hid in a resident’s backyard. Abouthalf an hour later twomenwere caught andarrested in Cederberg Street.Several community members and curi-
ous onlookers gathered around the scenewhile some tried to assist the woundedtruck driver.The ambulance services arrived about
half an hour later.Mothoalo said a case of murder and pos-
session of an illegal firearm has been ope-ned and is currently being investigated bythe police.“Themoney was also recovered. Wewant
to thank the community for their help, tho-se who showed the police which directionthe suspects ran,” Mothoalo added.

A temporary health facility will be con-structed inMfuleni due to constraintsexperienced at the current health
centre, the provincial department of healthannounced this week.Hélène Rossouw, spokesperson for
Theuns Botha, Western Cape minister ofhealth, said ina statement onMonday: “Fol-lowing major space constraints at the Mfu-leni Community Health Centre, a decisionhas been taken to erect an interim facility,similar to the temporary health facility inDu Noon.”The temporary facility will be used as a
community hall by residents once the newpermanent structure has been completed.Asked about the date of completion for
the centre, Rossouw said the timeframeshave not been finalised yet.She said the decision to construct a tem-
porary facility follows the minister’s visit
to the health centre in February this year.“At this meeting minister Botha asked thedepartment to prioritise the reconstructionof the health facility.“At present Western Cape government
health is working closely with all stakehol-ders to ensure the proposed design of theinterim Mfuleni facility structure has a fu-ture use. Ameeting was held with all stake-holders in April to ensure that the designof the interim facility canbeusedasamulti-purpose hall once the Mfuleni CommunityHealth Centre is complete.”She said timelines will be announced on-
ce the design for the interim facility hasbeen approved.“The estimated time of commencement is
August this year and we hope to completeit at the end of this year,” Rossouw said.She said the temporary facility will be

Communications lines for several resi-dents in Blackheath have been out oforder for more than a month, appa-
rently due to on-going cable theft.In anSMSmessage sent to some residents
in the area, telecommunication giant Tel-kom told customers they do not intend torestore these cables.“Due to repeated cable theft in your area
Telkomhasdecidednot to replace the cable.You will receive a letter offering you alter-native solutions in 30 days,” the messagesent to resident Margaret Hector on 29April read.
Severely affectedHector pays R152 a year for Telkoms’ Pre-
paid Waya Waya service.“I run a small business from home and
my landline is the only number my clientsknow,” she said.“The problem affectsme in the sense that
I will no longer be able to contact Sars orthe department of labour, and I have twope-ople I employ.”Harold Hickley, principal at Blackheath
High school, told TygerBurger the schoolreceived a similar message from a Telkomconsultant following cable theft in the area.“We were informed that they are looking
at other alternatives, that they will not bereplacing the cables.“This is the second time the school expe-
riences this problem,” Hickley said.This affected the school severely.“The telephone and fax lines are dead.We
cannot send or receive e-mails.”He said this meant he sometimes had to
drive from school to school.“Its an unnecessary expense, something
Telkom is not going to repay.”According to Hickley, several other
schools nearby have the same problem.However, Telkom lines at the nearby
Kleinvlei Community Health Centre andpolice station are still operational.Hickley said the current situation is frus-
trating.“We must now make use of our personal
cell phones to contact the education depart-ment or the district office.“We were told they are considering alter-
native solutions but they do not inform usabout the progress made,” he added.Telkom told him the school might have
to convert to a wireless network.“We cannot continue like this, not being
able to communicate with the department,the community and parents. The school’swhole operation is at a standstill.”
National problemTelkom spokesperson Sinah Phochana
confirmed the areawhere the school is loca-ted has been plagued by cable theft whichhas been ongoing for many months.“This is, however, not just isolated to the
Dennemere area in Blackheath but is partof a national problem,” said Phochana.“Telkom’s initial response is always to re-
place the cable but if an area suffers repea-ted theft it becomes necessary to look foran alternative solution.“In most cases this will involve Telkom
offering either awireless (cellular) solutionor a satellite based solution,” she said.However, she said before this can happen
it isnecessary to checkwhether there is sui-table cellular coverage in the area and if theservices and conditions of the new solutionare acceptable to the customer.Customers reporting their lines out of or-
der receive anSMS informing them that theoutage is due to theft. If it is the intentiontonot replace the cablesbut seekanalterna-tive solution, then this message is also sentto customers, she said.

Amiddle agedman from Zimbabwe fell vic-tim to a brutal attack earlier this weekwhi-le walking through Delft.TapiwaMazuruse, the victim, was on his
way to visit his nephew inHappyValley ne-ar Blackheathwhenhewas attacked by twomen near Delft’s Main Road.Tapiwa was walking down New Nooiens-
fontein Road, Silversands when the Tyger-burger arrived at the scene.Blood covered his face, shirt, leather jac-
ket, pants and a shirt that he was using asa cloth.“I was fighting with the one guy who at-
tacked me when another man came fromthe other side and also attacked me,” Tapi-wa explained.According to him the attackers wanted to
rob him of his cell phone and cash.“But I put up a fight and they failed,” he
said.He said the scufflingwent on for a fewmi-
nutes.However, Tapiwa could not remember
what weapon was used to assault him, cau-sing a swollen wound on the right side ofhis face.“They ran away after the attack,” he said.After the attack he continued towards
Happy Valley and contacted his nephew,Courage Mazuruse.The two men were on their way to the
Mfuleni Clinic whenTygerbBurger approa-ched them. They continued towalk towardsNew Bardale Road where they waited forthe ambulance’s arrival.Tapiwa toldTygerBurger that he planned
to lay a charge at the police station after hereceived medical attention.

Daar het sy ge-spaar om self vir haar ’n gehoortoestelteen 20 pond te koop. Sy was 18 jaar oudtoe sy vir die eerste keer weer kon hoor.
JeugliefdeSy het later getrou met haar jeugliefde.
Hulle het drie kinders, twee dogters, Rethaen Ilinda, en ’n seun, Deon. Met drie kin-ders in vyf jaar het Rina nie weer aandag
kon gee aan haar skildertalent nie. Die gesinis toe Kaap toe waar haar man, dr. HannesGroenewald, op Stellenbosch verder studeeren as chirurg gespesialieer het.Hulle het in Tara in Durbanville gaan
woon, waar Rina haar liefde vir kuns enkleur in haar tuin uitgeleef het. Dit was in1970 tydens ’n oorsese reis dat Rina retina-loslating in albei haar oë gehad het.Sy is met die terugkeer in Pretoria geope-
reer en die dokters kon slegs haar linkeroogred, hoewel sy toe erg verswakte sig ervaarhet. Sy het haar regteroog verloor en moes’n kunsoog kry. Symoes daarna bykans viermaande plat op haar rug lê – met verbandeoor haar oë. “Snags in die donker was ditdoodstil en het ek baie gedink wat ek noueintlik wil doen en besef ek wou nog altydgeskilder het. Ek het in die stilte gelê en baiegebid. Ek het belofte gemaak dat as God mynet weer bietjie sig gee, ek vir die res vanmy lewe sal skilder,” vertel sy. Sy het in 1983haar eerste waterverf-uitstalling gehou.Daarna het nog twee uitstallings gevolg.Haar kinders het toe “haar lewe begin oor-
neem met hul skoolaktiwiteite” en is dieskilderdoek eers opsy geskuif. In die vroeë80’s het sy vir die tweede keer retina-losla-ting gehad in haar linkeroog en is sy geope-reer, waarna haar oog nog verder verswakhet. Toe haar jongste dogter, Ilinda, in 1984trou, het sy geld vir die troue bymekaar ge-maak deur in ses maande meer as 1 000 wa-
terverf- en olieskil-derye – hoofsaaklikvan kosmosse – teskilder en te ver-koop. Sy het gesuk-kel om die ligtekleure van water-verf te sien, en hettoe heeltemal oor-geslaan na olieverf.“’n Mens moeniebang vir die verfwees nie, jy moetdie verf laat doenwat jy wil.”’n Jaar gelede is
sy weer eens inhaar linkeroog ge-opereer enhaar oogis met heliumgasgevul om die drukte herstel. Dit wasonsuksesvol en symoes nog ’n keeropereer word om ’nlekplek te herstel.Toe haar sig nog
verder verswakhet, het sy met ’nnuwe tegniek beginwaar sy die verf opdie skilderdoek uit-gooi en met haarvinger die wasigetonele verf.Haar eerste drie
skilderye in dié teg-niek is vir haar uit-stalling gekies.

Operations last week by Kuils River policeresulted in 36 houses searched for drugs and82 arrestsmade relating to illicit substances.Provincial police spokesperson Andrè
Traut said 432, 5 litres of alcohol, mandraxtablets with an approximate street value ofR3 275, tik worth R1 770 and dagga to the ap-
proximate street value of R25 700 were alsoconfiscated during these operations.He said a total of 292 suspects were arre-
sted for various charges.These included: murder, rape, attempted
murder, assault GBH, drunk driving, mali-cious damage to property, house breaking
and theft, possession of illegal firearm, dea-ling in liquor without a licence, possessionof a stolen motor vehicle and domestic vio-lence.Kuils River Cluster Commander, Briga-
dier Vincent Beaton, commended the policemembers, metro police, law enforcement of-
ficers, traffic police, neighbourhood watchstructures and reservists for their dedicati-on and commitment in ensuring the perpe-trators of crime were brought to justice.He further encouraged the community to

Participants from Congo Brazzaville andCongo DRC, Zambia, Zimbabwe, Namibia aswell as from the seven provinces in South

“See ability in everydisability” isPa-ralympian and world javelinchampion Reinhardt Hamman’s
motto.The 24-year-old Goodwood resident has
certainly focused on his ability, having re-cently returned from Sao Paulo in Brazilwherehe competed in the third edition of theIPC Athletics Grand Prix.
“My category is F38 (F stands for Field andthe 38 is the severity of his cerebral palsy)and I am thrilled with my 48.12m javeling at-tempt, bettering my South African and Afri-can record,” says Reinhardt.
“I also bettered my South African shotputrecord by 10cm with an attempt of 12.26m.It’s nice to see the hard work turn into positi-ve results.”
Outstanding achievementsHe will be taking this good form to Germa-
ny to compete at the Berlin Open on 14 Junewhere he is hoping to throw a new Africarecord and personal best.
Reinhardt reflects on two of his most out-standing achievements, saying: “ Last yearin July I was chosen to compete at the IPCAthletic World Championships in Lyon,France where I bettered the Africa recordwith a throw of 45.72m, winning the gold me-dal. Secondly, I have to say my performancein Brazil where I just came back from thro-wing 48.12 was very special. To break re-cords andbetter yourpersonal best is simplyawesome.”
Speaking of records, Reinhardt is singingthe praises of his coaches Daniel Damon andKarin le Roux.
“I’m training five days a week and I’m amember of the Maties Athletics Club. Danielcoaches me with javelin and Karin with myshotput and discus throwing.”
Competing on this level requires total de-dication. Training starts at 06:00 with a gymsession, then a 90 minute javelin session onMondays, Wednesday and Fridays. Tuesdayis shotput day and Thursday is for discus.
No time to wasteThe future looks rosy. “After I return from
overseas in June there is no time to waste.March next year is the Nedbank NationalAthletic Championships in Gauteng andshortly thereafter I go off to the IPCAthleticsWorld Championships in Dohar. Then, ohboy! Then it is the ‘big boy’ I’m working mybutt off for, the Paralympics in Rio 2016.”
Behind the scenes Reinhardt is making ti-me to promote sport for fellow disabled ath-letes. “My other passion is to make the pu-blic aware there are outstanding athleteswith disability, and also trying to get spon-sorships from companies to ensure the con-tinued growth and development of our up-and-coming athletes. There is very little coa-ching and it is important that from the ageof 16 and older they get into the good habitsof proper technique and get moulded into in-ternational stars.
