Bothasig police were out in force on Nation-al Police Day when they manned check-points in Old Tygervalley and De Grendelroads. Vehicles were checked and searchedfor illegal drugs or guns and other issues.A total of 55 vehicles were checked and
fines for unlicensed vehicles and drivers tothe value of R2 000.According to Warrant Officer Jacques
Mostert the operationwasa success. “I thinkwe sent out a strong signal to the communitythat we will not be sitting around whilecriminals take over our town. We need to be
visible to scare offwould-be criminals,” saysMostert.Police Day was not all work for the men
in blue. Chairman of the Bothasig Police Fo-rum,Neal deWit, surprised the Bothasig po-lice staff with a visit.“DeWit visited the station and invited the
members to have tea with him so that theycould share a special cake adorned with theNational Police Day and CPF logos.“He thanked the staff ofBothasigpolice for

Wat die polisie by die adres gekryhet, was glad nie wat hulle verwag het nie.“Toe die lede daar kom, het hulle twee vrouein ’n Uno sien sit. Die vroue het verdag opge-
tree en is deursoek.In die een vrou se onderklere is 50 pakke
mandrax en vier sakkies tik gevind. Dié 33-jarige vrou is inhegtenis geneemenverskyneersdaags in die hof,” sê Theunis.Theunis sê hoewel hulle bly is vir die in-

The conduct of Milnerton police offi-cers is in the spotlight following acomplaint of unlawful arrests to the
police ombudsman.The complaint was lodged after an op-
eration in Joe Slovo Park and Phoenixwhere residents claimed on Friday 11 De-cember officers arrested large groups ofyoung men on the streets for no reason.Three Phoenixmen have come forward
and say despite spending the night in jail,they are unsure about why they were ar-rested. The men who spoke to TygerBur-ger on condition of anonymity, claim theyfear retaliation from police should theirnames be revealed.The first man (23) says he and four of
his friends were walking from Phase 1 toPhase 2 in Phoenix when they were ap-proached by two police vans inMarsWayjust after 21:00.“They just said ‘klim in die van’ and
threw us in the back of a police bakkie.We asked themwhat was going on but allthey saidwaswehad to shutupand sworeat us,” he says.The men explain this was the begin-
ning of an all night debacle as police offi-cers allegedly drove wildly while theywere flung around in the back of the vehi-cle. They claim officers drove aroundPhoenix and Joe Slovo for three hours ar-resting people.“It was terrible at the back; the police
were driving like crazy and people werefalling all over each other. Nobody knewwhy they were arrested and for almostthreehourswe struggled to breathe. Theytook us to the station and everybody wassearched and youwill never believe whatwe saw.”
The men say they were shocked to seesome of the men hand over long knivesto police officers and say despite findingno incriminating items on any of themthey were put into police cells.“Therewere somanymen arrested you

Shortly before noon the nextday, theywere told theywere arrested forbeing drunk in public and issued withR150 fines.They were allegedly told to appear in
court on Sunday 17 January and the menclaim when questioning this, they weretold to “f*** off”.Ursula Marshall, chairperson of the
Phoenix Ratepayers Association (PRA),says the men approached her and shemade enquiries and sought help from theCommunity Police Forum (CPF).Unable to get answers,Marshall sought
help from the police ombudsman and theDepartment of Community Safety.“I was told to get a 101 form at the sta-
tion and I spoke to a Colonel van derToorn who was very rude,” she says.“He basically refused to help me and I
said I was going nowhere until they takemy statement.”Responding to questions posed by the
TygerBurger regarding these arrests, po-lice spokesperson Daphne O’Reilly saysas the incident is being investigated, theyfelt it would not be appropriate to com-ment on the questions at this stage.

vroeg in Januarie na die Loving Care-hon-desalon in ME Rothmanstraat in Parow ge-neem. Volgens sy eienaar, Johan Brits, wasdie hond in pyn toe hulle hom gaan haal.“Boeta se hare is so vier jaar gelede in
Malmesbury te kort geskeer en die hare opsy rugwou niemeer groei nie. Met baie bor-sel het die hare weer begin groei en het hyweer sy lieflike pels teruggekry,” sê Brits.Met die onlangse hitte het hulle besluit
om weer die hond se hare te laat sny.“Ons ken Barbara (Reese, eienaar van die
salon) al ’n hele paar jaar en sy was nog al-tyd bewus van Boeta se sensitiewe vel. Toeons die hond vir haar neem, was sy baie be-indruk met sy mooi vel. Sy het gesê sy gaan’n lang lem gebruik sodat sy nie die hondse vel beskadig nie.“Myvrouhet sover gegaanenweerbeves-
tig dat die hond nie met ’n kort lem geskeermoet word nie. Teen 17:30 het my vrou diehond gaan haal en was geskok oor die toe-stand waarin die hond was,” sê Brits.Volgens Brits was die hond getraumati-
seerd en het onder die bed weggekruip.“Hy het duidelik baie pyn ervaar. Ons het
salf aan diewonde op sy vel gesit in die hoopdat dit hom sou kalmeer. Ek het vir Barbara
foto’s gestuur van die wonde op die hond sevel en het hom ook veearts toe geneem. Dieveearts sê die hond is te na aan die vel ge-sny,” sê Brits.Reese sê die hond is nie opsetlik beseer
nie. “Ek werk al meer as vyftien jaar metskouhonde, sowaaroor sal ek nou ’n dier be-seer? Ek was ook lank die voorsitter vanStellenbosch se dierebeskermingsvereni-ging. Die hond se hare was erg gekoek enditmoes afgesnyword. Deur ’n hond se harete laat koek, is ook ’n vorm van dieremis-handeling,” sê Reese, wie se honde ook aanskoue deelneem. Sy sê die veearts se verslagbewys nie dat die hond mishandel is nie.“As die hond se eienaars voel hul hond is
mishandel, kan hulle gerus ’n klag lê. Ekvoel ek is aan niks skuldig nie,” sê Reese.

The police inBothasig rewarded five stu-dents fromNorthlinkCollege after theyfinished their practical training.
These students formed part of a largergroup of students who completed their stud-ies in the Safety in society course at the Par-ow Valley campus of Northlink College.As part of their practical experience the
students assisted Bothasig police in variousaspects of policing.According to police spokesperson War-
rant Officer Jacques Mostert, the five stu-dents singled out were the individuals whowent the extra mile in assisting the policewhen asked. They were surprised to learnthat they were actually the victims in a plotto get them to the police station in order toreward them for their extra efforts.
Theywere taken to a secret locationwheretheywere treated to a scrumptious potjiekosmeal prepared by the Tygerberg police clus-ter potjiekos champions, thereafter theywere handed certificates of appreciation bythe station commander, Lieutenant ColonelPatrick Jacobs.“Jacobs thanked them on behalf of the res-
idents of the Bothasig policing precinct forthe sterlingwork they have done and the im-pact they were willing to make with regardto the reduction of crime in Bothasig. Hesaid they should be very successful whenthey start their careers in terms of the waythey conducted themselves at Bothasig,”says Mostert.

Two suspected drug dealers werecaught during an undercover op-eration by Bothasig police.According to police spokesper-
son Warrant Officer JacquesMostert, police made arrests inKleinbosch on two separate occa-sions when they executed under-cover operations with the aim toarrest suspects involved withdrugs dealing.“During the first part of the op-
eration a 45-year-old male fromParow was arrested for dealingin drugs when he sold Khat. A
while later, during the secondpart of the operation, anothermale suspect, a 22-year-old resi-dent from Oakdale, was arrestedfor dealing in drugs when he solddagga. During a search he wasfound to be in possession of 10units of dagga,” says Mostert.Bothasig station commander

worst fear and contacted the police to reporta rape case.
Suspect identified“The case is being investigated by our spe-
cial unit FCS,” says Lieutenant KevinWilli-ams of the Parow police.
According to him a suspect has been iden-tified but not arrested “in order for the in-vestigator to do a thorough investigation in-to the matter”.“It is a small house and six adults sleep
there. How is it possible that no-one heardmy child screaming? Why aren’t all of themarrested?“Why was the suspect’s computer and cell
phone not taken in as possible evidence?”the mother asks.The mother said she paid the day mother
R200 per night for her child to sleep there,in the same room as her.“I trusted her with my child,” she says.
According toWilliams the daymother canonly be held accountable for the crime if sheknew about it but did not report it to the po-lice or a social worker.“Any action against the day care centre
canbe reported to a socialworker by the par-ent for possible investigation. The policewill focus on the criminal investigation,”Williams says.The mother says DNA tests will now be
done to determine who raped her child, butthis may take weeks, if not months.She has quit her job to be with her child,
who isnowreceiving treatment andcounsel-ling at Karl Bremer.

The topic of porcupines kept in tiny cagesand having their quills pulled out of themlive for items such as lamp shades, was re-cently brought to the fore when a Bellvilleresident caught one of these animals.“I caught a porcupine on my property in
Loevenstein and returned it to the Tyger-berg Nature Reserve. I used a trap cage pro-vided by them for this purpose,” Loeven-stein resident Johan Olivier told TygerBur-ger.
Porcupines love bulbous plants and thisone was foraging in Johan’s garden nightly.While Johan’s intent with the animal waspure and he later released the little fellowback into the reserve, the same cannot besaid of porcupines caught and used to makemoney off tourists.Bellville resident Geralde Leistner told
TygerBurger of an European visitor to herhome who bought some of these quills thatcame from a live animal while on a visit toLanga. “The tourist was taken on a specialtour. She saw the porcupine in a little cage– smaller than the one they are normallycaught in. Sheaskedwhat itwasused forandthe vendors said the quills are plucked andcan be used to make lamp shades,” Geraldesaid. “So you have to keep the animal in thecage, otherwise you cannot get the quills,
they told the tourist.”Geralde said anyamount of quillswashar-
vested, all while the animals were held “hos-tage as prisoners”, and that the smaller thanusual cage prevented the animal from pro-tecting itself by shooting out quills in self-de-fence.“This tourist was allowed to pull out the
quills and that was the end of my friendshipwith her,” Geralde said.“She told me the animal was screaming;
it was hurt and didn’t like its quills beingpulled out and because it is kept in such atiny space, it could not protect itself.”
The Cape of Good HopeSPCA spokesperson, Be-linda Abraham, answereda number of questionsaround the issue.“We are not aware of the
above-mentioned incidentand would like the oppor-tunity to investigateshould the tourist be will-ing to share further de-tails,” she said.“We are aware of the
hunting of porcupines us-ing cruel trapping meth-ods. The wire mesh trapsare funnelled and narrowand once a porcupine is inthe trap, it is unable to ex-it.“They are hunted for
their meat, quills and po-tentially for ‘bezoar’ – the
contents of their stomach. There is an un-founded belief that ‘bezoars’ have cancercuring properties,” Abraham added.She said they are aware of porcupines be-
ing trapped in the Tokai area “where a num-ber of porcupine traps were identified afterthe fires that ravaged the peninsula inMarch 2015”.“Porcupines shed their quills naturally on
occasion, but I would suggest that touristsalways question the origin of the quills.“In addition to this, it is against the law
to keep anywild animal(s) in captivity with-out a permit. Where tourists come acrosswild animals in circumstances such as theabove, I would appeal to them to please re-port the incident to the CoGH SPCA or anyother wildlife authority,” she said.V Abraham can be contacted on 021 700 4154.

Residents are advised not to be con-cerned about black smoke emittedfrom the Chevron refinery over the
next fewweeks as the safetymaintenanceinspection is underway.According to a statement, this year’s
operation expenditure is approximatelyR25m and will create an additional 300jobs during the inspection period whichcommenced on Monday.Supply constraints are carefully miti-
gated through the building up of strategicfuel supply in the time leading up to theplanned maintenance and safety inspec-tion.“Every year Chevron South Africa in-
vests in maintaining the highsafety and reliable operation stan-dards practised at the refinerythrough its annual maintenanceand safety inspection. Further-more, this annual activity aims toensure adequate product supplyacross all our markets,” says gen-eral manager Doug Pottenger.More than 90 tons of materials
will be used during this year’smaintenance and safety inspec-tion.“The logistics around staging
an inspection of this nature al-ways creates a positive ripple ef-fect in the region. For example,Chevron South Africa hires mar-quees and catering from nearbysuppliers during the period,” saysPottenger.The Milnerton refinery con-
ducted a mega maintenance andsafety inspection last year whichinjected approximately R412m in-to the Western Cape economy andcreated around 3 000 additionaljobs.As a result, the requirementsfor this year’s inspection is on amuch smaller scale.During this period communi-
ties situated near the refinery
may notice increased noise levels as wellas occasional visible flaring and stackemissions (black smoke) over the firstfour days and then again as operationsare resumed.This is due to the systematic shutting
down and depressurising of the mainte-nance unit at the refinery.“Chevronplaces thehighest priority on
the health and safety of its employees andthe communities inwhich it operates. Allmeasures are being taken to mitigate un-necessary or unplanned disruptions. Am-bient air quality monitoring around therefinery will continue as normal duringthis period,” concludes Pottenger.

Recent tip-offs have resulted in greatsuccesses for the City of Cape Town’senforcement agencies over the last
couple of weeks.In Lavender Hill they recovered a Glock
pistol and confiscated mandrax tabletswith a street value of more than R80 000.Four people were arrested.The Metro Police received yet another
tip-off last weekend when they arrested asuspect for possession of a 9mm pistol andfive rounds of ammunition. They also con-fiscated 30 parcels of dagga and arrestedtwo suspects after pulling over their vehi-cle on Military Road.Other successes for the Metro Police in-
cluded 13 other drug-related arrests – 20 fordriving under the influence of alcohol, andfive arrests on various charges includingoutstanding warrants and possession ofcounterfeit goods.The Law Enforcement Social Housing
Unit apprehended a suspected drug dealerat a block of flats in Ravensmead after re-ceiving an anonymous tip-off from the com-munity. Searches of various social housingunits inManenberg resulted in five arrests– four for the possession of drugs.‘‘We have definitely noticed an increase
in the number of peoplewho have come for-ward with information. In many cases, theinformation has resulted in confiscations,but also arrests. Days of illegal dumping overPeople illegally dumping waste or rub-
ble might face a tougher penalty forbreaking the law.
This warning follows a possible change inthe waste by-law – a change that might soonallow for stricter punishment, the City ofCape Town said
Lastweek theCity said inabid to strength-en its arsenal against illegal dumping,which costs ratepayers millions of rands ev-ery year, the mayoral committee has pro-posed an amendment to the integratedwastemanagement by-law – a change that wouldallow for the impoundment of vehicles usedin illegal dumping.
The change in the by-law will soon allowfor the City’s law enforcement agencies toseize, without a warrant, a vehicle that is
suspected of or is on reasonable grounds be-lieved to be involved with illegal dumping,Ernest Sonnenberg, Mayco member for util-ity services, said.
The amendment to the by-law was recent-ly approved by the mayoral committee.
Should the full council approve theamendment, it will pave the way for itspromulgation, the City explains.
The seized and impounded vehiclewill on-ly be released if a criminal charge is not laidor no fine is issued within 48 hours of its sei-zure, if the criminal charges against the in-dividual have been withdrawn or if theyhave been acquitted of the charged offence.
The court may furthermore declare thatsuch a vehicle be forfeited to the state, pro-vided that this would not affect the rights of
any person to the vehicle, they explain.Individuals found guilty of using their ve-
hicle for illegal dumping, with that vehiclehaving been seized and impounded, willneed to pay a tariff for its release, the valueof which will increase for the first three of-fences, the City said.
A guilty party will have to fork out R7 500to have their vehicle released for the first of-fence, R10 000 for the second and R15 000 forthe third.
Each subsequent impoundment fee willhave a value of R15 000.
“The City spends around R350 million an-nually in its efforts to keep pacewith the vol-umes of illegally dumped waste that appearacross Cape Town.
“It is essential that the City is afforded the
channels and support necessary in order toaddress this ongoing damage to our environ-mental health and unacceptable drain onour funds.
“Illegal dumpers across the city are collec-tively playing their part in depriving com-munities of services and infrastructure thatcould be put in place with that amount ofmoney, suchas sports facilities or socialwel-fare programmes. Instead, those funds areused to clean up after a few selfish resi-dents,” Sonnenberg said.
The City operates 24 drop-off facilitiesacross the metropolitan that accept variouswaste materials in volumes of up to 1,5 ton-nes three times a day.V Illegal dumping can be reported to the City’s callcentre on 0860 103 089.
TheCity’s next ecological burn at the Tyg-erberg Nature Reserve is planned for Feb-ruary or March, with the exact date de-pending on the weather.
The burn will aim to preserve the natu-ral vegetation in the reserve and approxi-mately 28 hectares will be burnt on theeastern slopes, says Penelope Glanville,biodiversity manager of the reserve area.
“It will take place onmanagement blockTGB4, which borders the Welgedacht Es-tate and Cronje Street,” she said.
“The area designated for burning wasploughed approximately 60 years ago andhas self-restored into shrubby renoster-veld, which is in need of a burn to comple-ment the restoration process.”
The reserve conserves one of the largestremaining areas of the critically endan-gered Swartland shale renosterveld andprescribed ecological burns are crucialfor the management of this land as fire
plays a fundamental role in the vegeta-tion’s life cycle.
“Ideally, the area shouldburnevery fiveto 10 years,” she said.
Teams from the Environmental Re-source Management Department (ERMD)and Fire and Rescue Service, as well asWorking on Fire and Volunteer WildfireServices will be managing the burn.
“For safety reasons, the reserve will beclosed to the public on the day of burningand for a few a days after until the areais deemed safe,” she said.

Should nannies be swim smart?

With recent news reports of a hero dogsaving a nanny from drowning, theproverbial jury seems to be out on
whether being able to swim is a prerequisitewhen looking after the children of others.
Wellness coach and Welgemoed momFrancesca van der Werf is offering basicswimming training to carers. She has beenteaching swimming for over 20 years.
“I think a nanny should be able to swimin case of an emergency. If a child falls intoa pool, you don’t want to waste time withscreaming for help,” she says.“You want a nanny to ba able to jump in
and pull the child out – and do CPR if neces-sary. Of course a net comes first, but acci-dents happen.”TygerBurger subsequently spoke to sever-
al owners or managers of nanny and au pairservice agencies to determine how impor-tant this skill is when employing a childminder, especially in the northern suburbswhere many households have swimmingpools.
The answers were widespread.
Not deciding factorMedical doctor Bianca Steyn from the Sit-
ters 4U agency said they do ask in the inter-view whether or not the incumbent canswim and would feel comfortable saving adrowning child, but says it is not a decidingfactor.
“People are more concerned with the edu-cation and experience of a candidate thantheir ability to swim,” she says.“Obviously, for families with a pool or
those who enjoy the beach it can have im-pact, but I think there are only two to fiveout of 1 000 in Cape Town that can’t swim,so we haven’t really noticed an issue.”

because most families in the more affluentsuburbs have swimming pools, they preferto send their children for swimming lessonsearly on, with a lot of the summertime spentin the water.She feels it is imperative that the caretak-
er be able to swim as well.“The au pair or childminder or nanny has
to supervise the children in the swimmingpool and needs to be able to swimher or him-self, in the event of a child being in difficultyin the swimming pool.”She adds this person should also be in pos-
session of a certificate for being able to doCPR.
Christine Rebe from Super Nannies saysfor her agency being able to swim is “inter-estingly enough” not a requirement for thejob.
“Drowning can occur where any waterfeature is concernedandchildren candrownin as much as half a cup of water.
“Parents are being made more aware ofthe importance of having pool nets and fen-ces in place by the time a baby can crawl.I do encourage parents to send their nanniesfor swimming lessons, but ... in all the timewe have been placing nannies – and that isfor the past seven years – I think I have onlyever had that requirement stipulated once,”
she says.“Being able to swimwould not aid in plac-
ing a nanny in a job over someone who can-not swim.The criteria aremore that thenan-ny has no criminal record, that she has rele-vant andup todateworkexperienceand thatshe has contactable references,” Christineadds.She says love for children should be para-
mount and “reliability, trustworthiness andwillingness to follow the mother’s way, aremore important in aiding a nanny in secur-ing a job”.

nanny or au pair with a client who has apool, or a holiday maker – we have a hugeUK client base coming to Cape Town in thesummer who hire houses with pools – I thenselect a childminderwho is a good swimmerand who can be in the pool with the chil-dren,” she says.
“There are some young women – of all ra-ces – on my books who can swim well. How-ever, most of these are white girls. I do nothave a large client base in the northern sub-urbs, but I (also) have a good few northernsuburbs girls registered on my books forbabysitting and or au pair work.”
Vicky says in her 28 years of running theagency, no one has ever pointedly asked fora person able to swim. She adds she will beadding this question to possible candidatesduring interviews.

Primary schools are invited to become partof the biggest soccer tournament in theworld for children between 10 and 12 yearsby entering this year’s Danone Nations Cup.
Over 1500 schools register to participate inthe tournament each year.
The first prize is a trip to participate inthe world finals with 31 other countries.
The closing date for registration is 1March. Games will begin at cluster level im-mediately after this.
The winners will progress to the regionalfinals, culminating in nine provincial win-ners playing in the national finals.

Following the highly successful inauguralLet’s Play schools physical education chal-lenge event last year, involving 403 000 pu-pils from 473 primary schools, SuperSportrelaunched the event on Monday.
The Challenge is a nationwide fitness com-petition for Grade 4 pupils.
The primary objective of the Challenge isto reinforce curriculum-oriented physicaleducation and to promote physical activityin all schools.
Let’s Play coaching teams will target vari-ous schools to run the Challenge. The fittestGrade 4 pupils from each school will com-pete against other schools, after which thetop three schools in each province will quali-fy for the provincial semi-final, leading to an
overall provincial winner.The final will take place at the end of Octo-
ber.The obstacle course challenge is designed
for both boys and girls and will be standard-ised at every school. It includes soccer sla-lom dribble, catch and throw, mini hurdles,rope pull and an agility drill, all of which arecompleted in a matter of minutes.
While activity is the central focus of thechallenge, it will also draw attention to thesocial issue of bullying. UFC athlete andLet’s Play ambassador Garreth “Soldier-boy” McLellan, as well as other sports per-sonalities, will make appearances at schoolsto address the issue.
“We believe that this is a meaningful way
to get schools involved in physical activity,particularly as government has highlightedthe need for children to become more ac-tive,” says Vaughn Bishop, head of Let’sPlay. “Kids need not be superstars; the chal-lenge is designed to accommodate everyoneat primary school level.”
